Telecommunications access in the rural and remote areas of Australia has come under considerable scrutiny in recent years. In the past decade, various Federal Government reports and inquiries have citied inadequate infrastructure, lack of service provision, the high cost of access and “thin” markets as key impediments. Whilst these difficulties are not restricted to rural and remote Australia, they tend to impact disproportionately on regional communities, notably in education and health service provision. Particularly at risk are the indigenous communities in rural and remote regions of Australia.In this paper telecommunications infrastructure is perceived as the lynch-pin for achieving sustainable economic and social development. It is suggested that without appropriate development of information infrastructure, the disparities already experienced by rural and remote communities will be further exacerbated as the reliance of goods and services over computer-mediated networks increases.The paper offers a new paradigm that will assist in maintaining a competitive telecommunications environment and facilitate the sustainable social and economic development of rural and remote communities.  相似文献

Internet access is determined by a combination of a widely available telecommunication infrastructure and affordability of Internet services, which are closely related to government policies (IT Group. (1999). Like other countries, both Australia and China have considered the Internet a powerful tool for national development economically and socially. As Internet growth becomes more and more significant, it becomes important to address the extent to which the underlying communication policies influence current growth rates.This paper provides a comparative review of policy approaches to regulating the Internet in both China and Australia. This study aims to identify the regulatory factors affecting Internet access in terms of availability and affordability, especially those factors which encourage the creation of a policy and regulatory environment favourable to the development of Internet infrastructure and access.This paper examines the linkages between regulatory regimes, market environments and Internet access in both China and Australia. The preliminary result suggests that government policies governing the telecommunications service market and promoting information infrastructure have a significant impact on the affordability and availability of Internet access. The most significant factor is the level of competition permitted in the telecommunication sector. It has become clear that further regulatory initiatives such as deregulatory mechanisms and interconnection regimes are needed to establish a more competitive environment for Internet access in both countries, and more particularly in China.  相似文献

Food insecurity is a major challenge facing Peru’s Indigenous Shawi communities, who receive food support through national level programs. There is limited research, however, on how national food and social programming support is perceived, received and used among Indigenous communities. We address this research gap by characterizing the preferred diet and coping mechanisms among Shawi Indigenous households, and investigating community perspectives on the national food program and national social supports. We used a mixed methods approach, including a quantitative survey among eleven Shawi communities in the Peruvian Amazon (n = 177 households), and semi-structured interviews with key informants (n = 24). We found that national food programs in Peru rarely provide foods that are desired and preferred among the Shawi, particularly familiar and locally-sourced protein sources such as bushmeat and fish. Food and social programming requirements do not integrate consideration of the remoteness of many vulnerable households, and are considered culturally or linguistically inaccessible to many families. In some cases, foods supplied by national programs are not consumed as they are perceived as unfamiliar. Key opportunities to improve food and social programing include: monitoring and revising eligibility requirements for remote and highly vulnerable households; increasing provision of locally-preferred protein food and familiar food types; avoiding use of written Spanish as a sole source of information to support programming; extending food provision outside of school months; developing contingency plans during education sector strikes; considering hiring of staff with working knowledge of local languages for community distributions; using visual or oral communication rather than written communication to increase accessibility of programs; increasing knowledge on the use and nutritional value of external food; and considering exemptions to school and health eligibility requirements during the rainy season and during sector strikes. Nationally-developed programming that does not consider Indigenous and cultural contexts risks inefficiency, limited improvement of health outcomes, and the potential to increase inequities in Indigenous health.  相似文献

Isolated rural communities face specific challenges associated with their geographical context in the digital inclusion process. Thus, based on a relational and resource-based model as well as diffusion research, this study explored personal, positional factors, as well as material and social resources of household Internet connection in remote communities that received infrastructure access for the first time between 2010 and 2011 in Chile. A face-to-face representative survey conducted in 22 communities revealed that, among personal variables, age and innovative personality played a role in household Internet adoption. Material resources such as income and transport connectivity were also relevant. However, social resources were among the most significant predictors. That is, the presence of children in the household and larger social networks were associated with greater chances of Internet connection.  相似文献

The food industry increasingly seeks to differentiate food products based on sustainability assurances, the use of traditional or ‘authentic’ production methods, a unique origin, or an association with a distinct cultural identity, often relying on certification to enhance the credibility of a quality claim. The natural conditions of the Arctic circumpolar region, its pristine environment, and the relational tie to Indigenous cultures in many circumpolar Arctic nations, distinguish Arctic foods from other commercially available foods, however, little is known about how consumers respond to foods from the Arctic. This paper examines consumers’ perceptions of and willingness to pay (WTP) for foods originating from the Canadian Arctic, and their receptivity to certification for sustainability, authenticity, and origin in the presence of multiple credence attributes. Data from an online survey of 1342 Canadian consumers show that preferences for Arctic foods are driven by the unique geographic origin and a connection with Indigenous cultures and traditions, as well as a desire to improve social and economic conditions in northern Canada. A discrete choice experiment featuring Arctic char elicits consumers’ WTP for attributes related to origin, certification, wild vs farmed fish, and Indigenous vs non-Indigenous fishers. Random parameters logit and generalized mixed logit models allow for both preference and scale heterogeneity. The analysis informs strategies to promote the Arctic food system, both from a Canadian regional economic development context and across the broader Arctic circumpolar region. Limitations imposed by the current seafood labelling regulatory environment in Canada are noted.  相似文献

This article describes the role of Australia in economic cooperation and telecommunications development in the Asia-Pacific region, particularly Asia. Australia's economic imperative focuses on north-east Asia while targeting markets for telecommunications in the relatively poorer nations of south-east Asia. A new role is advocated for Australia to take the Asia-Pacific Economic Cooperation forum it instigated beyond the purpose of economic cooperation directly into the cultural and human realm. Australia is challenged to use the new communications technologies to facilitate an active, shared learning process which could move Asia-Pacific into a new global order. A case is put for research on the use and impacts of the new telecommunications technologies in the service of humankind.  相似文献

The reduction of the digital divide due to the availability of the Internet and the improvement of skills is accompanied by reverse and resistance trends associated with the influence of socio-demographic and economic characteristics of users. In this paper, we estimate the volume and dynamics of the digital divide in access and use of the Internet in Russia by key social groups according to a longitudinal survey for 2008–2018. We found that along with the reducing of the digital divide, its gaps still remain. The greatest polarization is associated with the income, age, and type of residence of the respondents. The most vulnerable social groups on access to ICTs and Internet use are the low-income, the elderly, citizens with disabilities, and those living in rural areas. The reverse shifts in the digital divide were recorded mainly in relation to the Internet usage by age between the middle-age and youth and by gender. In addition, we pointed out the most resistance social groups to reduce the digital divide in the period under review, in particular, by income and type of residence of the respondents. The findings contribute to an understanding of the dynamics and social consequences of the digital divide and can be taken into account in social policy and measures.  相似文献

The advanced development of broadband access is an inevitable step toward supportive daily lives and sustainable economic growth. However, the decisive outcome of the development relies heavily on the demand side. Consumer choice among advanced Internet broadband technologies will determine the achievement of the development. This study aims to illustrate that consumer decisions on choices of advanced Internet access are influenced by the emergence of the Internet of Things (IoT) applications. A bivariate probit model is applied to examine the effects of IoT, consumer's individual characteristics, and their current use of networks on their decision pertaining to the choice of advanced Internet access. Using Thailand as a case study, the result indicates that the emergence of IoT applications accelerates the adoption of both advanced mobile broadband (5G) and advanced fixed broadband (FTTH). This finding may help policy makers to optimize the future direction of the Internet infrastructure development in Thailand, and also countries in a similar stage.  相似文献

In Canada, residents of rural, remote and Northern communities generally pay more for slower, less reliable, and more expensive telecommunications services compared to southern and urban residents. This situation is particularly concentrated in small-population, rural Indigenous communities located in the Northern territories. Over the last several decades, many public policy initiatives have attempted to develop telecommunications services, including high-speed broadband, in these underserved areas. However, Northern input into these initiatives and their outcomes has been limited — despite increasing evidence of the benefits of place-based planning, monitoring and evaluation processes. In this context we examine a recent public consultation about telecommunication services in these regions, focusing on expectations submitted by individual Northerners and by intermediary organizations representing their interests. Our analysis reveals distinct but complementary functions expressed by these different kinds of intervenors, which we suggest policymakers could take into consideration when planning consultations involving rural and remote regions.  相似文献

This study examines whether telecommunications infrastructure promotes economic growth in countries with better access to education compared to those with less access. Using a panel of 45 Sub-Saharan African countries from 1993 to 2015, the results using the fixed-effects, two-step feasible efficient generalized method of moments estimator indicate that in countries with better access to education, the Internet contributes to economic growth, while mobile phones do not seem to do so. These results suggest that while education is regarded as pivotal for the Internet, it seems to be irrelevant for mobile phone usage.  相似文献

Chinese homeownership rates in the Los Angeles Consolidated Metropolitan Statistical Area adjusted by socioeconomic and housing market characteristics are, on average, 18 percentage points higher than those of native white households. This finding runs contrary to most immigration literature, which suggests that immigrants usually lag behind the host society in measures of economic well-being. This study focuses on two additional factors, which most economic studies of homeownership choice ignore, that may play a role in helping Chinese households achieve high homeownership in ways that other immigrant groups do not. The results of this analysis find that the high homeownership rates cannot be explained by the English skills of households. The cultural influence of homeowning peers may have partially contributed to the higher homeownership of Chinese households. While living in ethnic Chinese communities lowers homeownership rates, in general, it helps improve the likelihood that Chinese immigrants will own a home. Finally, we find that there is great diversity among Chinese subgroups with respect to their likelihood of owning a home, but very little diversity with respect to the education and income level of Chinese households across subgroups.  相似文献

This study investigates the determinants of Internet access and its effect on educational inequality in OECD countries during the period of the Covid-19 pandemic. The spatial panel data model is used to include the neighborhood in the model relating to educational inequality. The findings from the study reveal that despite the increase in Internet access during the Covid-19 period, the response to the pandemic has caused education inequalities. Furthermore, economic development indicators are effective in increasing Internet access and reducing educational inequality. Finally, the study shows that, as improvements in income levels can increase Internet access, which results in a reduction in educational inequality.  相似文献

This research investigates Internet connectivity in rural regions, looking specifically at four states in the US. Access to the Internet has assumed new significance for commercial and political reasons, and remote and sparsely populated areas typically lack the telecommunications infrastructure for reliable and fast Internet connections. Even as government programs such as the federal E-rate provisions bring Internet connectivity for institutions such as schools and libraries under the government's universal service umbrella, more general Internet access to a broader community constituency has not been addressed within policy circles. Even the deployment of so-called “national” Internet services favors urban regions.Research associates Kyle Nicholas and Lisa Parker were instrumental in undertaking this research, as was financial support from Southwestern Bell and the Rural Policy Institute. A growing body of literature points to the importance of both economic and non-economic factors in reducing the digital divide. This paper examines Chile as a successful case where changes in government policies dramatically increased Internet access from about 2% of the population in 1998 to 23.8% in 2002. After reviewing the literature, the paper examines the debates in Chile over Internet development, tracing how public opinion was able to influence government policies, and how in turn, government policies increased Internet access. Specific policies include lowering telephone rates, connecting the various national networks, creating public access centers, and passing e-commerce legislation.  相似文献

This paper empirically investigates the determinants of the Internet and cellular phone penetration levels in a cross-country setting. It offers a framework to explain differences in the use of information and communication technologies in terms of differences in the institutional environment and the resulting investment climate. Using three measures of the quality of the investment climate, Internet access is shown to depend strongly on the country's institutional setting because fixed-line Internet investment is characterized by a high risk of state expropriation, given its considerable asset specificity. Mobile phone networks, on the other hand, are built on less site-specific, re-deployable modules, which make this technology less dependent on institutional characteristics. It is speculated that the existence of telecommunications technology that is less sensitive to the parameters of the institutional environment and, in particular, to poor investment protection provides an opportunity for better understanding of the constraints and prospects for economic development.  相似文献

During the last decades, the widespread growth of information and communication technologies (ICT) has posed incentives to broaden the participation of individuals in social, political and economic dimensions of life. However, utilization of ICT also involves access to technology and infrastructure, and acquisition of skills to deal with innovations and, thus, digital literacy is, primarily, a complementary good. The digital divide expresses inequalities in access and utilization of ICT among individuals and populations in different countries. The study adopts inequalities indexes of Internet access and mobile phone ownership to measure use of ICT goods, accounting for the digital divide in Brazil. The inequality indexes are also split according to main determinants using four nationally representative survey data from 2005 to 2013. Results indicate that the digital divide among individuals is decreasing quite fast among Brazilians over time. However, there is room for policies of mass access to ICT goods based on mobile Internet broadband access. In addition, digital illiteracy, evaluated by lack of education, is one of the main determinants of the digital divide in the country, especially among elderly individuals.  相似文献

Even as geographic disparities in high speed Internet access narrow, an urban–rural broadband gap persists, pointing to the importance of individual differences in motivations to adopt broadband as the key to closing the gap. Diffusion of innovation is reconceptualized through contemporary perspectives of the digital divide and social cognitive theory and tested on a survey sample drawn from four rural communities. Path analysis was used to examine the factors that cause broadband Internet service adoption in rural communities. Prior experience with the Internet, the expected outcomes of broadband usage, direct personal experience with broadband, and self-efficacy had direct effects on broadband intentions. Age and income, but not education or ethnicity, also had direct impacts. Efforts that promote the personal benefits of broadband and advanced ICT literacy skills among Internet users are recommended.  相似文献

This paper examines how and why activist groups representing marginalized communities of color are increasingly engaging in communications technology policy issues, particularly in relation to issues of digital access and representation. It explores three distinct but related case studies to disentangle the issues and concerns of a range of communities of color, and the challenges and opportunities for their advocates in navigating the highly technical communications technology policy arena: the first case study, which centers on the NAACP's original opposition to net neutrality, reveals the primacy of issues surrounding the “digital divide” to populations of color, and the difficulties of engaging in technical conversations surrounding Internet governance when issues of access persist. Meanwhile, the second case reviews the campaign by Free Press to promote set-top box liberalization as an issue of representation and diversity to both policymakers and citizens. The final case, which examines the work of the Tribal International Carrier to build an alternative internet service network for Native populations, highlights the precarity which organizations must strategically navigate in order to mitigate the influence of both the state and large corporations over Internet policy issues in order to both serve and represent their constituents. In all, this paper presents and extends upon a novel approach to communications policy research, foregrounding the need to integrate critical race frameworks and, relatedly, to center the breadth, depth, and lived experiences of communities of color, which can therein facilitate more inclusive digital media and communication environments and policy structures.  相似文献

There has been little research into company turnaround practices in Asia. This paper investigates the role of retrenchment, replacement of chairman or chief executive and ownership change in the turnaround process, using a sample of 60 listed companies in Australia and Singapore. Conclusions are drawn that overall, transparency of the regulatory environment and other governance issues are a stronger influence on turnaround practices than are cultural issues. This may make Singapore, which has transparency and governance risk indicators at similar low levels to Australia, a unique business environment in Asia.  相似文献

The volume and importance of content is increasing in the Internet, whereas the ability of the Internet architecture to scale to the growing demand for transport capacity is uncertain. Even though the natural growth in the demand continues, the growth in traffic volumes can be limited by reducing unnecessary content copying and redundant transportation of the same content. Information-centric networking (ICN), featuring globally unique naming of content and optimized in-network caching, has been suggested as a potential future solution to significantly reduce unnecessary traffic, but its economic feasibility has not been widely studied. This paper evaluates the economic feasibility of ICN by using the two-sided markets theory to analyze four Internet content delivery models: the client-server model, content delivery network (CDN) model, peer-to-peer model and ICN model. Value networks and two-sided markets of these content delivery models are identified in the process. The results suggest that content providers can be willing to pay for the lower delay of content delivery in ICN, if ICN can solve its coordination problems related to cost-allocation, contracting, quality of service guarantees, and content usage statistics. These incentive challenges are essentially the same as in-network web caching originally faced and could not overcome. Internet access providers may also consider investing in the deployment of ICN due to reduced interconnection costs. However, the ICN model may require a revenue-creating business model to make it more attractive to Internet access providers than the CDN model that provides similar cost savings.  相似文献
