Journal of Accounting Research, 10, 156–182, modeled “performance evaluative style” as the predictor of unintended effects from performance measurement control systems, stimulating one of the few areas of cumulative research in behavioral accounting. However, despite twenty-five years of empirical testing, this stream of research has failed to converge. This paper considers the validity issues created by evolution in the conceptualisation and specification of the relevant variables and classifies them by calculation type. Results of an empirical test designed to explore comparability between the variable types are reported. Finally, implications for interpreting prior research and for future research directions are considered. ©  相似文献

The purpose of this paper is to examine the empirical testability of agency theory from a falsificationist perspective. Following a brief discussion of economic methodology, the paper examines three main classes of agency models with a view to identifying the scope for empirical testing. With regard to the basic single period agency model, the paper argues that empirical researchers should direct their attention to generating and testing the comparative static implications of the model. For agency models with post-decision information, it is argued that the scope for empirical testing is likely to be severely limited by the researcher's inability to validate the truth value of the auxiliary hypotheses needed to generate empirically interesting implications. In addition, it is argued that considerable care needs to be exercised when interpreting the results of tests of “if and only if” propositions. These difficulties of interpretation are illustrated by reference to two recent attempts to test Holmstrom's theory of relative performance evaluation. Finally, it is argued that agency models involving pre-decision information are practically devoid of empirical content.  相似文献

Institutional aspects of performance measurement (PM) in public sector organizations are attracting increasing research interest. Only recently, however, has the literature on this topic recognized the pertinent critique of neo-institutional sociology (NIS) pivoting around its view of managers and organizations as primarily passive adaptors to change. This paper explores how the properties of institutional processes associated with recent reforms in the Norwegian health care sector impinge on the extent of pro-active choice exercised by senior management in the development of multidimensional PM reflecting the interests of a wider range of institutional constituencies. Addressing this issue, we draw on Oliver’s (1991) conceptual framework, based on a continuum of responses characterized by a varying degree of pro-active choice. The study thus provides a more detailed analysis of the managerial tactics in developing organizational PM than most prior research informed by NIS. We find support for several of Oliver’s hypotheses regarding the influence of institutional aspects, particularly those pertaining to the causes of the adoption of PM practices, the pattern in which these are diffused and the influence of constituency multiplicity and dependence, but also identify some areas requiring conceptual refinement in this respect.  相似文献

Discoveries in the physical and biological sciences suggest that intelligence is widely distributed throughout the universe. Before long, either we will decide that these discoveries have pointed us towards a false conclusion, or we will obtain undeniable evidence of extraterrestrial life. After finding one extraterrestrial society, we are likely to discover others and, in this manner, become a part of the “Galactic Club”. Following the “slow track”, an initial encounter will lead to accelerated search efforts that will put us in touch, one by one, with additional societies. Following the “fast track”, our initial contact will be with an affiliate of the Galactic Club, and this society will give us instant access to other members. The physical constraints imposed by interstellar distances, coupled with our understanding of large social systems, suggest that the Galactic Club will be large, stable, slow-paced, and exert only loose control over its members. The two tracks have different implications for managing initial contact, protecting our security, knowledge transfer, handling culture change, and preserving our identity.  相似文献

This paper uses recent experimental studies of financial accounting to illustrate our view of how such experiments can be conducted successfully. Rather than provide an exhaustive review of the literature, we focus on how particular examples illustrate successful use of experiments to determine how, when and (ultimately) why important features of financial accounting settings influence behavior. We first describe how changes in views of market efficiency, reliance on the experimentalist’s comparative advantage, new theories, and a focus on key institutional features have allowed researchers to overcome the criticisms of earlier financial accounting experiments. We then describe how specific streams of experimental financial accounting research have addressed questions about financial communication between managers, auditors, information intermediaries, and investors, and indicate how future research can extend those streams. We focus particularly on (1) how managers and auditors report information; (2) how users of financial information interpret those reports; (3) how individual decisions affect market behavior; and (4) how strategic interactions between information reporters and users can affect market outcomes. Our examples include and integrate experiments that fall into both the “behavioral” and “experimental economics” literatures in accounting. Finally, we discuss how experiments can be designed to be both effective and efficient.  相似文献

Case-mix accounting systems have been advanced as both reflecting the economic reality that underlies a hospital's various “product lines”, as defined by DRG prospective payment categories, and facilitating rational decision making regarding resource acquisition, deployment and use. This article uses the institutional perspective to extend this conceptualization of case-mix accounting systems. The institutional perspective proposes that many elements of organizational structure, like case-mix accounting systems, reflect as much a need to conform to societal expectations of acceptable practice as the technical imperative of fostering rationality. This article also extends institutional theory regarding the issues of power and decoupling by considering institutionalization to be an unfinished process in the health-care context, wherein the active agency of individuals and organizations is subjected to systematic examination. In this specific context, case-mix accounting may play a significant role in establishing and perpetuating — not merely supporting — the very social structure of legitimacy, and may consequently be considered an interest-oriented activity having the potential to penetrate and alter the internal operating processes of financially strained hospitals.  相似文献

The provision of financial information to company employees has grown rapidly in recent years. These developments are discussed in the context of wider social changes and, followed by the findings of an exploratory empirical study, conducted in order to isolate more precisely the forces at work on the management of large public companies.Although the findings suggest that companies either have an “open” management attitude to information provision or they do not, both categories of company appear to have been provoked into providing information by trade unions.  相似文献

China is undergoing a unique experience. Its strategy to move the country to a market economy is based on “marketization” instead of “privatization.” The state-owned enterprises (SOEs) are intended to continue to be the mainstay of the economy. The recent accounting reform, a 16-point economic stabilization policy, and the decision to maintain the dominance of the SOEs were all promulgated in the same month. To put the recent accounting reform in perspective, four stages in the development of accounting theory since the Communist Revolution are identified. The first stage is Mao Tse-Tung's initial society, where the control function of accounting, in its narrowest sense, was emphasized. The Counter Revolution with the Post-Revisionist Era relaxed, at the macroeconomic level, the notion of control. The third stage of opening up the Chinese economy to outside capital combines allocative techniques, albeit limited, with Western accounting concepts, all blended with Chinese cultural values. The current stage of macroeconomic liberalization of state enterprises, which accompanied a major macroeconomic stabilization program, is a result of a number of demonstration effects that has further exposed the Chinese economy to various outside factors. Accordingly, such recent accounting reform introduces the concept of equity capital, provides a relatively sharper distinction between product cost and period cost, realistically incorporates the capital maintenance concept and allows a limited number of Westernized accounting standards, mostly adapted to accommodate traditional Chinese values. Accounting forms an indispensable component of an overall economic policy.  相似文献

In this paper, we first describe a “Broken Trust” theory that was introduced by Albrecht el al. [Albrecht, W. S., Albrecht, C. C., & Albrecht, C. O. (2004). Fraud and corporate executives: Agency, Stewardship and Broken Trust. Journal of Forensic Accounting, 5, 109–130] to explain corporate executive Fraud. The Broken Trust theory is primarily based on an “Agency” theory from economic literature and a “Stewardship” theory from psychology literature. We next describe an “American Dream” theory from sociology literature to complement Albrecht el al.'s (2004) Broken Trust theory. Like the Broken Trust theory, the American Dream theory relates to a “Fraud Triangle” concept to explain corporate executive Fraud. Finally, we provide some anecdotal evidence from recent high profile corporate executive Fraud to explore the American Dream theory. We conclude our thoughts on corporate executive Fraud from a teaching perspective.  相似文献

We amend the conditional CAPM to allow for unobservable long-run changes in risk factor loadings. In this environment, investors rationally “learn” the long-run level of factor loadings from the observation of realized returns. As a consequence of this assumption, we model conditional betas using the Kalman filter. Because of its focus on low-frequency variation in betas, our approach circumvents recent criticisms of the conditional CAPM. When tested on portfolios sorted by size and book-to-market, our learning-augmented conditional CAPM passes the specification tests.  相似文献

Changes in public sector accounting in a number of OECD countries over the 1980s were central to the rise of the “New Public Management” (NPM) and its associated doctrines of public accountability and organizational best practice. This paper discusses the rise of NPM as an alternative to the tradition of public accountability embodied in progressive-era public administration ideas. It argues that, in spite of allegations of internationalization and the adoption of a new global paradigm in public management, there was considerable variation in the extent to which different OECD countries adopted NPM over the 1980s. It further argues that conventional explanations of the rise of NPM (“Englishness”, party political incumbency, economic performance record and government size) seem hard to sustain even from a relatively brief inspection of such cross-national data as are available, and that an explanation based on initial endowment may give us a different perspective on those changes.  相似文献

This paper focuses on models of political behavior that implicitly or explicitly form the foundation for empirical economic consequences studies in accounting. The studies that have appeared adopt a single-period of single-agendum-item perspective. This paper discusses differences in rational political behavior that arise naturally in single-period versus multiperiod settings. The behavioral implications of varying configurations of available information on agents' “ preferences” are also considered. Because of the tremendously complex empirical domain being studied, examples are relied on heavily to motivate the discussion rather than engaging in a formal modeling exercise.  相似文献

Fifty years ago it was clear what the social sciences were, what they did and where they were going. This consensus was the product of the long-term construction of the structures of knowledge that resulted in the institutionalization of a set of disciplines that would function to guarantee ordered change in the social sphere in the name of “progress” through scientific control, exercised by “experts” and based on “hard facts”. After 1945, the scholarly legitimacy of the premises underlying the partitions separating the disciplines and the practical usefulness of the distinctions declined and from 1968 were overtly contested. It is contended that the structures of knowledge, including the social sciences, have entered into secular crisis and thus a period characterized by the heightened transformative capacity of agency typical of transitions. Since no outcome may be predetermined for the organization of future knowledge forms, this paper ends by considering modes of scholarly participation in the transformation of the social sciences.

Fifty years ago a serious discussion focused on the future of the “social sciences” collectively might have sounded at best like self-reflexive narcissism or simply a waste of time. At worst it might have seemed merely absurd. That is not to say that there were not significant disagreements within and across the social science disciplines. There was, however, a widely held consensus on the intellectual and institutional organization of knowledge that recognized boundaries among the humanities, the social sciences and the sciences, and the singular disciplines of which they were composed.The exposition that follows will begin with a sketch of the historical construction of this relational structure, both constitutive of and constituted by material reality, which left open the possibility for theoretical and methodological innovation and substantive development but at the same time disciplined the trajectory of such developments.This sketch will be followed by an overview of how the upheavals of the 1960’s dramatically foregrounded the premises of disciplinary autonomy (indeed, that had never been totally devoid of controversy). As the foundational principles of theoretical approaches, methodological practices, and proprietary subject-matters underwent radical change and race, gender, and class constraints on the make-up of faculties and student-bodies were opened up through a combination of critical reflection and direct action, questions concerning the future intellectual and institutional centers for the production of legitimate and authoritative knowledge of human reality emerged dramatically.Finally, the crisis in the long-term evolution of the internal contradictions of the “two cultures” structure of knowledge and thus also of the social sciences suggests imminent structural transformation. No outcome is predetermined for the organization of future knowledge forms and their institutional organization, but elective agency will be a vital ingredient in their construction and in imagining the possible alternative social structures of which they will be an inseparable part. The last question to be addressed, then, concerns the modes of scholarly participation in this transition.  相似文献

In this study, we use institutional theory to explore how institutional pressures exerted on four state governments (New York, Michigan, Ohio, Delaware) influenced the decision of these governments to adopt or resist the use of generally accepted accounting principles (GAAP) for external financial reporting. We identify resource dependence as a potent form of coercive institutional pressure that was associated with early GAAP adoption. We identify three factors that may lead to initial resistance to institutional pressures for change. First, if accounting bureaucrats are not active in professional associations that promote GAAP adoption, they may miss the educational process that we believe is important to early adoption of GAAP. Second, organizational printing may impede GAAP adoption. Third, powerful interests may impede GAAP if the proposed GAAP legislation is expected to alter the existing power relationships. We found that key accounting bureaucrats in New York and Michigan used “compromise” as an initial strategic response to institutional pressures to adopt GAAP, Ohio's key accounting bureaucrat adopted a “defy” strategy, although the political leadership endorsed an “acquiesce” strategy. While Delaware initially employed a “manipulate”strategy with some success. Delaware did not adopt GAAP for external reporting until a political entrepreneur for GAAP emerged in the early 1990s. Our study suggests that all strategic responses to resist institutional pressures for GAAP adoption will ultimately fail because of the potency of the institutional pressures that result from the well organized professional accounting and governmental institutional fields.  相似文献

Previous studies show that in contrast to evidence that share issue privatization (SIP) in most other countries have improved firm profitability, China’s SIP of the 1990s had no such effect. We argue that the main reason for the failure of China’s SIP is likely to have been the weak institutional environment in place at that time. We examine China’s SIP in a more recent period in which the institutional environment was greatly improved. Using a matching sample method, we find that SIP firms continued to experience negative post-SIP profitability changes in our sample period. However, their performance decline was significantly less than that of their matched non-SIP SOEs. We also find that the introduction of the independent director rule helped to improve firm performance. Our results reconcile the findings of the SIP effect in China with international evidence and illustrate the importance of a developed capital market to ensuring the success of privatization schemes.  相似文献

Accounting research is torn between two competing forces. On the one hand, a quest for general results and internationalization of financial markets calls for a global approach and international co-operation. On the other hand, domestic institutional settings call for research that deals with the relevant problems of the existing accounting systems. In this paper we address the issue of how global or local the accounting research community currently is through an analysis of empirical studies published by six leading English language accounting research journals from the U.S.A., Europe and Australia, during the period 1984–1993. Our findings indicate that accounting still is a rather local discipline by nature: both empirical evidence and authors are significantly clustered along country lines. We find that 77% of papers fall in a category where the origin of the researcher, data and the journal, is the same. Especially there is a close link between the origin of the researcher and that of the data. The interpretation of the empirical findings lead us to a view of competing research élites. A powerful and currently dominating U.S. academic élite is centred around The Accounting Review, the Journal of Accounting Research and the Journal of Accounting and Economics; and an emerging, mostly European élite around Accounting, Organizations and Society. The functioning of research élites produces competing quality criteria which are intertwined with methodological and cultural issues. The emerging “policentric oligarchy” of research élites helps to remove institutional barriers to the knowledge production process and offers legitimate outlets for a wider range of approaches.  相似文献

This paper attempts to trace connections between budget processes taking place in concrete organizations and the cultural context in which the organizations are located. The examples are taken mainly from studies of the Swedish public sector. The research perspective adopted depicts budgeting as a symbolic performance rather than a decision-making process; a means of conversion rather than a means of control; and an expression of values rather than an instrument for action. From this point of view, linking budgeting to a cultural context means looking at which symbols, what language and which values are represented in particular budget processes. Budget processes are seen as a ritual of reason, reflecting the high value which is attached to rationality in Sweden in general and in the public sector in particular. We also claim that budgeting — a language of numbers — is also a language of consensus, which permits the handling of potential conflicts without confrontation. Finally, we analyze the recurrent changes of dominant budget forms as being congruent with the culture of “reformism” which seems to typify the area in which we are interested.  相似文献

An analytical summary of the discussions on the European Societal Bill follows that ‘unacceptable futures’ can be avoided.The papers in this Special Issue of Futures have tried to unfold the many faces of the Societal Bill, that is the behaviours, and their financial counterpart, of the social groups more effected by expected demographic changes. We did so in particular by focusing on modelling strategies that translate parameterised behaviours into economic flows through the channel of institutional arrangements currently operating in European societies, i.e. eligibility conditions and tax and benefits formulae. As for the last point one must not forget that certain behaviours respond strategically to certain eligibility conditions.Our aim in this paper is to conclude on the implications of the previous analysis. These implications are quite varied and they will be summarised at different levels. Despite a certain pessimistic stance occasionally used here in order to emphasise the consequences of doing nothing, we want to argue that prompt societal adaptation can be a way to avoid what we will latter call “unacceptable futures”.In a way, what we do in this chapter is not a full futures analysis for we mainly explore the “trends” scenario rather than anticipate alternative, and more acceptable, futures. However, we will say something about alternatives latter on. For the time being, let us set the scenario of the “unacceptable futures” in order to ascertain the order of magnitude of the challenge ahead and the need for action.Societal adaptation is obviously the key word for action. Individuals, by nature, will always try to counter those developments that hit them worst and institutional and administrative arrangements should facilitate this while assuring social compatibility. The fuel for the engine of change—individual action—will always be there but the engine itself must change so as to select the best behaviours by creating the right incentives. Welfare enhancing institutional innovation thus goes well beyond mere financial balancing of the Societal Bill. If well designed, it will also imply financial soundness. The latter however can be obtained without the former. But without institutional innovation and behavioural change the financial soundness of the Societal Bill would hardly make us better off.  相似文献
