内蒙古地区的地理标志资源非常丰富,但转化为现实生产力即成功进行商标注册的相关产品较少。内蒙古地区近年来在保护与利用地理标志资源方面取得了许多成绩,但存在的一些问题如不能加以深刻认识和有效解决,势必在相当程度上制约与影响地理标志产品的营销与发展。内蒙古应当找到保护与利用本地区地理标志资源的有效对策,将地理标志与商标适度“对接”,实施商标富农富牧战略,实现地理标志产品的经济效益和社会效益。

The tragedy of the commons in a violent world

Earlier research has shown that the tragedy of the commons may be resolved by Folk theorems for dynamic games. In this article, we graft on a standard natural‐resource exploitation game the possibility to appropriate the resource through violent means. Because conflict emerges endogenously as resources get depleted, the threat supporting the cooperative outcome is no longer subgame perfect, and thus credible. The unique equilibrium is such that players exploit noncooperatively the resource when it is abundant, and they revert to conflict when it becomes scarce. The players' utility is shown to be lower even if conflict wastes no resources.     

少数民族聚居地区基本医疗卫生资源配置的困境与出路

基本医疗卫生资源与农牧民健康水平密切相关.新农合制度实施以来,少数民族聚居地区基本医疗卫生水平明显得到改善,但与“人人享有基本医疗卫生服务”目标仍相差甚远.应坚持少数民族聚居地区基本医疗卫生资源的公益性、加大中央政府责任、进行科学合理的规划,实施充足、有效的配置,这对于提高农牧民健康水平、增进民族团结、维护社会稳定等具有非常重要的现实意义.     

资源开采企业超额收益率及其会计上的制度含义——基于2001—2005年度采掘类上市公司的实证研究

理论上认为,资源性资产具有收益能力,进而推知资源开采企业存在超额收益率。验证这一理论结论,可以计量评价资源开采企业的真实收益,会为资源会计准则、资源收益分配和资源税费改革制度的制订和完善提供坚实基础。本文在ElSerafy相关理论的基础上,提出了基本的研究假设,并使用我国采掘类上市公司2001-2005年的财务会计资料对上述问题进行了实证研究。经验数据表明:我国资源开采企业的收益率超过其他行业,存在超社会平均收益率;从配对样本的检验来看,其收益率仍然是偏高的,如总资产收益率要高出约4个百分点。根据这一结果,笔者提出了资源会计准则完善与创新的初步建议。     

A model of the classical gold standard with depletion

The operation and properties of the classical gold standard are well recognized. However, one aspect that has not been dealt with is that gold has the characteristics of a durable, but depletable resource. In this paper, we compare the simple classical model of the gold standard with a model of the gold standard that incorporates the durable, depletable nature of gold. Using numerical simulation techniques, we demonstrate an inescapable tendency to long-run deflation when account is taken of the resource constraint. These results are consistent, with and without technological progress and variable real rates of return.

This article explores the issues encountered by the Department and how it overcame these difficulties.

Activeworlds: geography and social interaction in virtual reality

This paper examines the interrelation between the geographical and social aspects of virtual worlds. We examine the main geographical features of Activeworlds, a multi-user virtual environment available over the Internet. Activeworlds is not only one of the most popular virtual environments, it is also the only publicly accessible one in which users can build themselves, and thus shape their geographical and social environment. We examine, among other features, transportation, mobility, and property appropriation in this virtual worlds system. Further, we describe some of the influences, both from urban planning and science fiction, on the geography of Activeworlds. We also examine the social relations that arise from these geographical conditions, including the ‘rough and ready’ mentality of this ‘cyberspace frontier’. Finally, we consider the implications of this virtual worlds system for theories of the emerging geographical and social relations in virtual environments.     

政府支出规模与资源配置效率——基于中国工业企业数据的经验研究

运用 OP协方差法测算资源配置效率,基于中国工业企业数据和城市统计数据,考量地方政府支出规模与当地制造业行业内资源配置效率的关系.结果显示:政府支出规模越大的地区,资源配置效率越低,政府支出规模对资源配置效率的影响存在地区异质性.
