Managing complexity： A problem of chaos in fisheries policy

This work intends to present chaos theory （and dynamical systems such as the theories of complexity）, in terms of interpretation of ecological phenomena. The chaos theory applied in the context of ecological systems, especially in the context of fisheries has allowed the recognition of the relevance of this kind of theories to explain fishing phenomena and fisheries policies. It has permitted new advances in the study of marine systems, contributing to the preservation of fish stocks. This paper deals with the way how to manage fisheries taking chaos in account of the problem.     

Urban Self-organization, Urban Management and Urban Harmony

Making Wuli-Shili-Renli systems methodology as stand, this paper puts forward an integrated framework with methodological significance to meet needs of urban science research, namely Urban Systems Engineering （USE）. USE regards the whole urban as research object, with urban system, regards urban logic and urban institution as research dimensions, and regards evolution, control and game as research techniques. In the framework of USE, three topics including urban self-organization, urban management and urban harmony are in turn probed by adopting methods of multi-agent simulation, system evaluation, and game analysis of institution. The current and anticipative results will contribute to deeper understanding of evolution of urban space, optimization of urban management and betterment of urban institution, and will offer effective decision support to harmonious city construction as well.     

基于战略的业绩评价系统理论框架——管理控制的视角

尽管业绩评价和管理控制领域的问题比较复杂并且相互交叉,但是研究却基于简单且片面的背景进行。简单化使研究工作比较容易实施,但却造成了不同研究的发现含糊不清且相互矛盾。为了消除这类问题,文章提出了基于战略的业绩评价系统理论框架作为研究工具,以一个更为全面的方式来描述业绩评价系统的结构和运行。文章的框架基于相关文献以及个体观察和经验进行开发,为那些研究业绩评价系统设计和运行的研究者提供了一个有用的工具,通过框架模板帮助研究者描述系统的每个关键要素。文章还运用实地研究资料来说明系统框架能够被用于综述一个企业业绩评价的重要问题。

借鉴组织间关系治理研究的成果与现代控制论关于复杂系统的管理控制思想,根据对物流服务供应链的结构模式及组织间关系分析认为物流服务供应链管理控制体系具有复杂的动态控制体系特性,提出了物流服务供应链管理控制体系框架模型,分析了物流服务供应链不同主体间的管理控制方式的演变过程,并后提出了进一步研究的方向.     

基于系统理论的水资源统一管理范畴探讨

水资源可持续发展战略已经成为各国社会、经济和环境发展的共同准则。我国也提出新时期治水思路是水资源的可持续利用,而这一目标的实现,在一定程度上取决于水资源的统一管理及其管理体制。文章运用系统理论,从水资源系统的整体性、层次性、目的性、动态性和开放性、自然属性和社会属性等特性出发,分析了水资源统一管理的必要性,提出基于系统理论的水资源统一管理的管理范畴模型,并结合深圳市和重庆市水务一体化改革的经验进行了实践分析。

日本政府十分重视农业信息化体系建设,建立了完善的农业市场信息服务系统,充分发挥了信息技术作为载体在农业科技推广中的作用,并非常重视计算机网络系统在农业生产中的普及与应用,日本发达的农业信息化服务体系使日本的农业获得了极高的劳动生产率.我国应充分借鉴日本农业信息化发展中的成功经验,加强政府在农业信息化建设中的作用,加快农业信息网络化基础设施的建设,发挥民间在提供市场信息方面的作用,并重视计算机在农村的普及与应用.

Financial Market Competition: The Effects of Transparency

European and US financial markets are faced with increased competition for order flow. Fundamental in the competition process is the organization of the trading process, since this directly influences the performance and trading costs of those markets. In this paper we examine the effects of public quote disclosure and the disclosure of transaction information on market liquidity and price efficiency. Our results indicate a clear trade-off between efficiency and liquidity. These findings could explain why a variety of co-existing trading structures can be optimal among competitive financial markets.     

The Behavior of the Real Exchange Rate Under Fixed and Floating Exchange Rate Regimes

This article investigates the behavior of real exchange rates under fixed and flexible exchange rates. Using data from both the Bretton Woods and the modern floating periods, we decompose real exchange rate movements into components attributable to supply shocks, real demand shocks, monetary shocks, capital flows shocks, and real oil price shocks. Empirical results show that real demand shocks are an important source of real exchange rate movements under both fixed and flexible rates, while monetary shocks are negligible. Supply and oil price shocks seem to be more important under Bretton Woods, while capital flows shocks seem to explain a relatively higher proportion of real exchange rate movements under the modern floating period.
