Britain should retain a global outlook in its political and economic affairs. Whilst recognising her proximity to and trade relations with Europe, it is argued that in order to compete on the world stage Britain should adopt a more flexible economy along American lines as a contrast to the European model. This article examines the decline of collective bargaining in Portugal during the recent economic crisis and why, following significant improvements in the economic and political contexts, the number of collective agreements published each year remains lower than before. Drawing on theoretical work on institutional change by Streeck and Thelen (2005) and Baccaro and Howell (2017), it argues that industrial relations institutions in Portugal have been subject to an incremental but transformative process of liberalisation. The analysis of national data and in‐depth interviews with key informants reveals that serial legal amendments since the 1990's weakened unions, converted bargaining into a mechanism to introduce flexibility and wage austerity and reduced incentives for the parties to conclude agreements. While these changes were gradual, their consequences became clear during the crisis. By improving understanding of recent developments in Portuguese collective bargaining, the article enriches knowledge of processes of liberalisation of industrial relations in Europe.  相似文献

As in many other areas around the globe, enclosed residential spaces have proliferated in Southeast Asia since the 1990s. Recent publications have presented such gated communities as ‘porous enclaves', implying multiple socio‐spatial dynamics of movements through gates and walls. However, the enclave model does not suffice for analyzing the relational dynamics generated by enclosed residential estates. The concept of ‘ecotonal space' and social geography are used to show, in the case of Cambodia's capital Phnom Penh, that the enclosure and its borders are producers and products of multiple social, spatial, economic and political relations, both symbolic and material. Property developers assert their position as an emerging elite in the city's society and politics, a process based on different types of everyday relations they have with the inhabitants of their residential estates and territorial institutions. The enclosed residential estate can serve as a resource for deploying new power relations. Consubstantial with the neopatrimonial nature of the Cambodian economy and politics, this process is a response to the opacity and uncertainty of real estate markets and urban development.  相似文献

Since the 1970s, neoliberalism has evolved from ideology to political agenda, from political program to public policy, and from public policy to a system that replaces democratic control over economic policy with a system of elite economic management. This process of change has been possible due to the endorsement of a meta‐political theory that destroys democracy and legitimizes technocratic despotism, financial deregulation, the debasement of labor into a new proletariat, and the purging of constitutional politics. In this article, we analyze this profound transformation of social and legal relations in the “euro system” and, specifically, in the regressive policies that have emerged from the “crisis” in Spain, a peripheral country of the European Union. The problems in contemporary Europe are a direct consequence of the neoliberal version of European economic unity. Their solution will depend on the capacity of the member states to create a social Europe that strengthens institutional democracy and develops universal systems of social protection. This, in turn, will depend on the ability of citizens to remodel state institutions in accordance with new social goals that place life at the center.  相似文献

Political systems provide the framework for organizational and technological change. Democratic systems are in some respects more open to economic and social adjustment than non-democratic systems; but the conflicting demands of entrenched interests and competition among parties for votes themselves create obstacles to adaptation.Britain's political system is the most stable in Western Europe, but it is also (after Italy) the one which is showing most signs of strain. How far is political stability a source of strength or of weakness under conditions of rapid economic and technological change? What aspects of Britain's current political difficulties are common to all democracies (as Sam Brittan argued in a classic study), or to all European social welfare economies, and what aspects are peculiar to our system alone? After five years of the most self-consciously radical government which Britain has had since 1945, how successful has our current government been in promoting economic and social change, while resisting any changes in our political system?It is argued that there has been a negative interaction between repeated efforts to transform Britain's industrial structure, and industrial relations, for example, and the obstacles to change posed by a restricted and centralised political system. Other illustrations of the interaction between political structure and policy output are taken from the evolution of Britain's relations with the European Community, from the management of industrial collaboration with other governments, and from attempts to reform the finances of local government. Britain's experience is compared and contrasted with those of the United States, France, Germany and Japan.  相似文献

This editorial introduces a virtual special issue of Spatial Economic Analysis compiled to mark the keynote lecture at the 46th Annual Conference of the Regional Science Association International—British and Irish Section in Cornwall by Professor Jacques Poot of the National Institute of Demographic and Economic Analysis, University of Waikato. Professor Poot's lecture on migration, which is also the theme of this virtual special issue, could not be more topical. Migration is a central issue in public discourse in Europe and the United States, and is setting the agenda for political debate throughout the developed world. The ongoing refugee crisis in Europe, the associated rise in populist, nationalist political movements in Europe and the United States, and the recent vote by the UK to leave the European Union all have migration at their centre.  相似文献

This article argues that the transformation of a Mumbai neighborhood from municipal housing colony into illegal slum has been facilitated by the politically mediated deterioration and criminalization of its water infrastructure in the context of liberalization‐era policy shifts. These policy shifts hinge upon a conceptual binary that posits the unplanned, illegal and informal ‘slum’ as the self‐evident conceptual counterpoint to a planned, formal, ‘world‐class’ city. The story of Shivajinagar‐Bainganwadi problematizes this assumption by evidencing the deeply political and highly unstable nature of this binary — and thus insists upon an account of the shifting political and economic stakes imbued in these categories. The case of Shivajinagar‐Bainganwadi reveals that the neighborhood's emergence as an illegal slum has been mediated by the liberalization‐era politics that have come to infuse the neighborhood's water pipes — dynamics that have produced the illegality/informality of the neighborhood as a discursive effect.  相似文献

This article examines the ways in which business improvement districts are being introduced into UK cities. In advancing this analysis, the focus here is on the means through which one or two Manhattan business improvement districts have been constructed as ‘models’ of urban management, taken out of their particular local/regional and national contexts and introduced into a diverse set of local political economic contexts in UK cities and towns. Examining the way business improvement districts have become a policy in motion, the article sketches out the emergence of entrepreneurial urban governance arrangements in the UK as part of the state's changing spatiality in the industrialized economies of Western Europe and North America. I argue that these changes make UK cities and towns increasingly receptive to the business improvement district model of downtown management. Seeking to move beyond the sometimes rather one‐sided representations of policies that find themselves on the move, the article seeks to connect the ‘exporting’ and ‘importing’ zones of policy transfer, arguing for an open and permeable conceptualization of these places. It draws on work in Manhattan, New York to unpack the nature of the political–economic relations that business improvement districts were part of, before moving on to examine the dynamics of policy transfer and the early days of the introduction of this downtown ‘model’ into UK cities.  相似文献

The protests in Hong Kong that took place in 2019 and are still ongoing in 2020 have attracted worldwide attention. This article presents an analysis of the relationship between Hong Kong and Mainland China through a number of different lenses, including past economic relations in financing, trade, capital flow, and renminbi (the Chinese currency) internationalisation, future economic relations against the background of China's growth model transition and global investment environment, and future political relations against the background of the China model under the leadership of President Xi Jinping. This article finds that Hong Kong has in the past mattered to Mainland China, may in the present matter to Mainland China to some extent, but in future may matter less or become irrelevant.  相似文献

This article reviews the changes that have taken place in local government leadership in France and Spain. It has been argued that political leadership in local government in Southern Europe is characterized by major political leaders who are able to obtain resources from central government through their political connections. However, both French and Spanish local governments have evolved while developing new forms of leadership that are more connected to territory, its people and local issues than to the respective administrative capitals. The article argues that the development of new policies at the local level, the opening of new avenues of citizen participation and the introduction of new methods of public management have changed the relationship between elected representatives and the people. Institutional innovations at the supra‐municipal level have also created a space between regions and municipalities for local leaders to develop their capacity as project leaders and network creators. Cet article examine les changements survenus au niveau de l'autorité gouvernementale locale en France et en Espagne. L'autorité politique dans un gouvernement local du sud de l'Europe se caractérise, assure‐t‐on, par de grands leaders politiques capables d'obtenir des ressources du gouvernement central grâce à leurs relations. Pourtant, les gouvernements locaux français et espagnols ont évolué tout en élaborant des formes originales de leadership, plus proches du territoire, de sa population et des affaires locales que les capitales administratives concernées. La conception de politiques publiques novatrices au plan local, l'ouverture d'autres accès à la participation des citadins et l'introduction de nouvelles méthodes de gestion publique ont modifié le rapport entre représentants élus et population. De plus, des innovations institutionnelles au niveau supra‐municipal ont généré un espace entre régions et municipalités permettant aux leaders locaux de développer leurs aptitudes en tant que chefs de projet et créateurs de réseaux.  相似文献

SUMMARY

Various economic theories can be used to shed some light on the complex phenomenon of technology transfer between two firms belonging to two distinct economies. Vernon's PLC model, Dunning's eclectic theory, and Coase's and Williamson's transaction cost theory highlight various aspects of the firm's transnational economic and business relations. Moreover, the new international trade theories and the more modern concept of National Innovation System emphasize technology as a crucial variable in the determination of commercial flows and of economic growth. Our theoretical approach goes beyond these various approaches in that it is designed to reflect the complexities of the economic, socio-cultural and political conditions prevailing in the recipient country. In particular, the ability of recipient countries to use their bargaining power is highlighted. The case of technology transfer in the Chinese telecommunications equipment industry will illustrate our general framework.  相似文献

Abstract Over the course of the past 50 years, India has developed as a stable economy. Economic policies of the Indian government have guided and shaped India into a mixed economy. Political stability has been a significant factor in this process. The United States and European economic and political systems had a significant impact on evolution of India's economic model. Financial and economic reforms since 1991 have accelerated the pace of change toward an open market economy both in its internal operations and in its linkages with the global markets. India's economic future is now promising as it moves forward on its unique path of economic policy.  相似文献

This article considers the distinct ways in which Chinese and European governments have historically approached taxation. The similarities of popular resistance in both regions to taxation deemed illegitimate contrast with the diverse solutions to tax collection put forward under varied political systems. Differences in state relations with elites, the intensity of demands for revenues and the kinds of strategies developed to secure additional funding contribute to the definition of distinct patterns of political change. Tax operations can therefore serve as a useful diagnostic for comparing broader economic and political developments in China and Europe over the past several centuries. This paper examines the impact of policy, political, and economic uncertainty on firm-level capital investment in Czechia, Hungary, Poland, Russia, and Turkey. Our results indicate an insignificant relationship between uncertainty and investment in these countries. This finding is robust to six different uncertainty measures, including time-series uncertainty indices that track either local or global uncertainty and country-level electoral activities. The results are also robust to two different proxies for measuring corporate investment. Overall, the real-option mechanism in which firms delay irreversible investment in uncertain times does not hold in the emerging markets of Eastern Europe and Turkey.  相似文献

This paper compares women managers in Poland and the United States in the context of their contrasting political and economic systems—the socialism of Central and Eastern Europe and the liberal democratic tradition of the West. We discuss the two political philosophies and their impact on gender roles and labour markets, and then compare this theory to the reality of Poland's transition. Abstract This paper is an attempt to theorize changing employment relations in capitalist development, drawing upon Taiwan's experience of industrialization within the context of global economic competition and undertaking case studies in the textiles industries. It aims to investigate changes in the nature of employment relations, with special reference to authority relations, by examining how they have been shaped by changes in Taiwan's textiles industries. It argues that a transformation of paternalistic capitalism is under way in Taiwan. The study also examines how changes in economic activities have profoundly affected people's lives and experiences. It is suggested that the underpinnings of traditional authority are being shaken. Loosened personal ties and claims for statutory working rights have led to the emergence of different sources of industrial authority. Here is a crucial 'ideological break' in terms of workers' consciousness. Moreover, the 'communal paternalism' or 'enterprise paternalism' of labour regimes in Taiwan propounded by Deyo (1989, 1998) is now called into question.  相似文献

Traditional trade unions throughout the postsocialist world embraced ‘social partnership’ as a means to secure their institutional survival in a radically changed economic and political environment. The commitment of national governments to social partnership ebbed and flowed through the 1990s, but it was confirmed, at least rhetorically, in Central and Eastern Europe by the prospect and requirements of accession to the European Union. This article explores the fate of social partnership in the ‘other half’ of Europe, the countries of the Commonwealth of Independent States, where social dialogue has largely been abandoned and trade unions alternatively marginalised or subordinated to the state apparatus.  相似文献

This paper proposes a model for forecasting elections in Turkey. In doing so, this study is based on three theoretical premises: first, that the voters reward or punish parties according to their performances relative to the macroeconomic conditions; second, that the popularity of the political parties in Turkey are closely connected to their performances in local elections; and third, that the centre-periphery distinction affects the fortunes of the political parties in Turkey. The contribution of this analysis is the introduction of an explicit model on which can forecast the impact of economic and political variables on the elections in Turkey by using reliable, public and macro level data. Our findings show that the dynamics of the evaluation of political parties in Turkey follow a similar pattern to those of contemporary democracies, being driven by both economic and political factors.

This paper analyses the direction and degree of labour reform in Chile since the restoration of democracy in 1990 after seventeen years of military dictatorship. The regime of General Augusto Pinochet (1973–90) adopted a highly repressive political character and implemented neo-liberal economic policies, which, together with the institutional restructuring that accompanied them, transformed vast sectors of Chilean society. The 1979 Labour Plan significantly changed the character of industrial relations legislation and the roles and balance of power among social actors, transforming the way in which industrial relations had been conducted since the 1920s. We argue that, despite more than a decade since the restoration of democracy, and after several rounds of reform, the current legislation presents remarkable continuity with the one enacted under authoritarianism, contradicting claims that profound change has been achieved. In attempting to explain the direction and degree of the so-called Transition's Labour Reforms, we emphasize the importance of political-economy approaches. We explore the conservative nature of the Chilean transition to democracy, the continuity of the neo-liberal economic model and the increasing imbalance of power between capital and labour, in an effort to account for the persistence of the authoritarian legacy in today's Chilean industrial relations.  相似文献
