Scientists and economists are increasingly worried that biofuels production is leading to land use changes in the form of competition with food crops or loss of natural ecosystems. I estimate acreage conversion in response to shocks in sugarcane (a biofuels feedstock) and soybean (thought to be affected by United States corn ethanol production) prices in Brazil at a national and regional level. Using county-level data from 1973 to 2005, I consider a dynamic panel data model of input demand for agricultural land, conditioning on price changes of other commodities. The short-run crop-price elasticity of sugarcane acreage in Brazil is estimated to be approximately zero, whereas the elasticity of soybean acreage is 0.9 when both spot and futures prices change. The regional estimates for soybeans show considerable variation, and are highest in areas of ecological importance, such as the cerrado. Sugarcane estimates are more homogeneous. These results should be taken into account in impact assessments of biofuels.  相似文献

A carbon tax is an efficient economic instrument to reduce emissions of carbon dioxide released from fossil fuel burning. If designed properly, it could also help significantly to promote renewable energy. Using a multi-sector, multi-country computable general equilibrium model this study investigates under what circumstances a carbon tax would help stimulate penetration of biofuels into the energy supply mix for road transportation in various countries and regions around the world. This study shows that a carbon tax cum biofuel subsidy policy, where a carbon tax is introduced to fossil fuels and part of the tax revenue is used to finance the biofuel subsidy, would significantly help stimulate market penetration of biofuels. On the other hand, a carbon tax alone policy, where the entire tax revenue is recycled to households through a lump-sum transfer, does not help stimulate biofuels significantly even at higher tax rates. Although the carbon tax cum subsidy policy would cause higher loss in economic output at the global level as compared to the carbon tax alone policy, the incremental loss is relatively small. The key policy insight drawn from the study is that if a carbon tax were to be implemented in an economy for the purpose of climate change mitigation, recycling part of its revenue to finance biofuel subsidies would significantly help stimulate biofuels.  相似文献

Use of biofuels diminishes fossil fuelcombustion thereby also reducing net greenhousegas emissions. However, subsidies are neededto make agricultural biofuel productioneconomically feasible. To explore the economicpotential of biofuels in a greenhouse gasmitigation market, we incorporate data onproduction and biofuel processing for thedesignated energy crops switchgrass, hybridpoplar, and willow in an U.S. AgriculturalSector Model along with data on traditionalcrop-livestock production and processing, andafforestation of cropland. Net emissioncoefficients on all included agriculturalpractices are estimated through crop growthsimulation models or taken from the literature. Potential emission mitigation policies ormarkets are simulated via hypothetical carbonprices. At each carbon price level, theAgricultural Sector Model computes the newmarket equilibrium, revealing agriculturalcommodity prices, regionally specificproduction, input use, and welfare levels,environmental impacts, and adoption ofalternative management practices such asbiofuel production. Results indicate no rolefor biofuels below carbon prices of $40 perton of carbon equivalent. At these incentivelevels, emission reductions via reduced soiltillage and afforestation are more costefficient. For carbon prices above $70,biofuels dominate all other agriculturalmitigation strategies.  相似文献

There is substantial concern that bioenergy policies could swamp other considerations, such as environmental values, and lead to large-scale conversions of land from forest to crops. This study examines how bioenergy and marketed environmental rents for forestland potentially influence land use in the Midwestern US. We hypothesize that current land uses reflect market values for environmental benefits of forestland, so that the marketed component of the environmental value of land can be captured as the difference between Census land values and value of land as a timber asset. We use a multinomial logit model to estimate the land use shares of forests, crops and urban in Ohio, Indiana, and Illinois. The results show that marketed environmental rents increase forestland relative to cropland. To examine the effects of biofuels on land use, we conduct policy analysis by altering future land rents. Our baseline scenario projects that urban development uses mostly cropland, but with higher crop rents resulting from increased demand for bioenergy, there will be significant losses of forestland to urban and cropland. On the other hand, if marketed environmental rents grow while crop rents are maintained at their baseline value, urban growth will occur, primarily at the expense of cropland.  相似文献

The last 10?years have seen tremendous expansion in biofuels production, particularly in corn ethanol in the United States, at the same time that commodity prices (e.g., corn) have experienced significant spikes. While supporters claim that biofuels are renewable and carbon-friendly, concerns have been raised about their impacts on land use and food prices. This paper analyzes how US crop prices have responded to shocks in acreage supply; these shocks can be thought of as a shock to the residual supply of corn for food. Using a structural vector auto-regression framework, we examine shocks to a crop??s own acreage and to total cropland. This allows us to estimate the effect of dedicating cropland or non-crop farmlands to biofuels feedstock production. A negative shock in own acreage leads to an increase in price for soybeans and corn. Our calculations show that increased corn ethanol production during the boom production year 2006/2007 explains approximately 27% of the experienced corn price rise.  相似文献

About 40 percent of US corn is now used to produce biofuels, which are used as substitutes for gasoline in transportation. In this paper, we use a Ricardian model with differential land quality to show that world food prices could rise by about 32 percent by 2022. About half of this increase is from the biofuel mandate and the rest is a result of demand‐side effects in the form of population growth and income‐induced changes in dietary preferences, from cereals to meat and dairy products. However, aggregate world carbon emissions would increase, because of significant land conversion to farming and leakage from lower oil prices.  相似文献

This paper explores optimal biofuel subsidies in a general equilibrium trade model. The focus is on the production of biofuels such as corn‐based ethanol, which diverts corn from use as food. In the small‐country case, when the tax on crude is not available as a policy option, a second‐best biofuel subsidy may or may not be positive. In the large‐country case, the twin objectives of pollution reduction and terms‐of‐trade improvement justify a combination of crude tax and biofuel subsidy for the food exporter. Finally, we show that when both nations engage in biofuel policies, the terms‐of‐trade effects encourage the Nash equilibrium subsidy to be positive (negative) for the food exporting (importing) nation.  相似文献

Innovation is characterized by uncertainties, high risks, large investments and late returns on investment which make it a complex process. This is particularly true for sustainable innovation where market forces alone cannot be relied upon to realize the desired transitions. Insight in the dynamics of such innovation processes is necessary in order to influence technological change toward a more sustainable direction. However, few instruments and indicators are available to assess the performance of emerging technological innovation systems. In this phase competition often takes place based on expectations rather than on technological performance. This paper therefore focuses on the expectation patterns of technological innovation systems in the exploratory phase through the analysis of the expectation dynamics of three emerging technologies in the field of sustainable mobility within the Netherlands: biofuels, hydrogen as a transport fuel and natural gas as a transport fuel. These technologies do not only compete with the current fossil-fuel based system but also with each other. We have collected over 5000 expectation events regarding these technologies for the period 2000–2008 and discuss the insights generated by the comparison of the observed expectation dynamics to theoretical patterns.  相似文献

This paper outlines the contours of a new research agenda for the analysis of food price crises. By weaving together a detailed quantitative examination of changes in corporate profit shares with a qualitative appraisal of the restructuring in business control over the organisation of society and nature, the paper points to the rapid ascendance of a new power configuration in the global political economy of food: the Agro-Trader nexus. The agribusiness and grain trader firms that belong to the Agro-Trader nexus have not been mere ‘price takers’, instead they have actively contributed to the inflationary restructuring of the world food system by championing and facilitating the rapid expansion of the first-generation biofuels sector. As a key driver of agricultural commodity price rises, the biofuels boom has raised the Agro-Trader nexus's differential profits and it has at the same time deepened global hunger. These findings suggest that food price inflation is a mechanism of redistribution.  相似文献

Despite its worldwide success, the innovation systems approach is often criticised for being theoretically underdeveloped. This paper aims to contribute to the conceptual and methodological basis of the (technological) innovation systems approach. We propose an alteration that improves the analysis of dynamics, especially with respect to emerging innovation systems. We do this by expanding on the technological innovation systems and system functions literature, and by employing the method of ‘event history analysis’. By mapping events, the interactions between system functions and their development over time can be analysed. Based on this it becomes possible to identify forms of positive feedback, i.e. cumulative causation. As an illustration of the approach, we assess the biofuels innovation system in The Netherlands as it evolved from 1990 to 2007.  相似文献

The spike in international food prices between 2005 and the first half of 2008 drew much attention to the vulnerability of the poor to such shocks. This paper provides a formal assessment of the direct and indirect impacts of higher prices of agricultural goods on global poverty using a representative sample of 63–93% of the developing world's population. To assess the direct effects, the paper uses domestic food price data between January 2005 and December 2007—when the relative price of food staples rose by an average of 5.6%—to find that the number of individuals living under the extreme poverty line increased by 155 million, with almost three‐quarters of this increase taking place in East Asia. To take the second‐order effects into account, the paper links household survey data with a global general equilibrium model, finding that the same increase in consumer prices of agricultural goods (modeled by increasing demand for first‐generation biofuels) would raise the number of individuals living under extreme poverty by 32 million, with nearly the entire increase occurring in South Asia and Sub‐Saharan Africa.  相似文献

We study the effects on the food price of introducing biofuels as a substitute for fossil fuel in the energy market. Energy is supplied by a price-leading oil cartel and a competitive fringe of farmers producing biofuel. Biofuel production shares a finite land resource with food production. A positive relationship results between energy and food prices. We establish that the equilibrium price of food will be growing as long as the oil stock is being depleted, and beyond if demand is growing. An analysis of the effects of the productivity of land use in either the food or the biofuel sectors is carried out. It is shown that, with a highly inelastic demand for food, an increase in the productivity of land in agriculture will decrease the price of food in the short-run, only to increase it in the long-run as the stock of fossil fuel is depleted.  相似文献

Decision makers in governments, corporations and institutions all need to forecast the future. Usually, traditional quantitative forecasting techniques are applied for this purpose. But the limitation of such methods is well known since all quantitative methods that are built solely on historical data (whether time-series or causal methods) produce forecasts by extrapolating such data into the future ignoring the effects of unprecedented future events that could cause deviation from the original surprise-free forecast if they were to occur. In the meanwhile, pure qualitative methods that don't utilize historical data miss its sound foundation. In the field of future studies, attempts are often made to combine quantitative and qualitative approaches using various hybrid methods such as Trend Impact Analysis. This paper introduces an advanced algorithm to enhance Trend Impact Analysis that adds another level of sophistication to the current algorithm. This advanced algorithm takes into account not only the impact of unprecedented future events' occurrences on the future trend, but also the different severity degrees with which the event might occur. This idea of severity degrees is novel, and its implementation is the main contribution of this paper.  相似文献

Many countries are promoting biofuels as a substitute for scarce oil. This paper develops a dynamic model of land allocation between food and energy and shows how the model can be calibrated using standard optimization techniques. Some possible implications of the trade-offs between food and energy are discussed. We offer a unified framework showing how this insight applies to the following highly different situations analyzed in six different papers. First, a more parsimonious use of Antibiotics may reduce the decay of antibiotic efficacy. Second, biofuels introduced in energy supply allow for reduced energy prices and fossil depletion. Third, when a larger fraction of carbon decays, a larger part of fossil reserves can be exploited. Fourth, limiting disruption of the climate enhances carbon decay. Fifth, expropriation of harvest slows down depletion, while free access to a resource accelerates it. Sixth, forest cover depletion is slowed down when trees grow faster.  相似文献
