While ethnic diversity has been shown to produce numerous negative effects on the economic performance due to disagreement on the production of the public good, nepotism in making employment decisions, increased corruption and rent‐seeking behaviour, its positive effects appear to have received much less attention. We hypothesise and test several explanations why higher levels of ethnic diversity may be associated with better socio‐economic outcomes. We find that productive efficiency will be higher in the societies where ethnicities can benefit from the complementarity of skills. Incentives to engage in an ethnic conflict will be lower and the extent of political stability higher in those countries where the opportunity costs of ethnic conflict are more substantial. We also find some evidence in support of the political aspirations hypothesis that attributes the negative effects of ethnic diversity to the strife by ethnic groups for more political influence.  相似文献

Prior research on the disability burden of mental disorders has focused on the non-Latino white population, despite the growing size and importance of racial/ethnic minorities in the labor market and in the US population as a whole. This paper is one of the first to test for racial/ethnic differences in the effects of mental disorder on employment outcomes with data from the National Institute of Mental Health (NIMH) Collaborative Psychiatric Epidemiological Studies (CPES). We find that recent psychiatric disorder is associated with a reduction in the likelihood of employment for men of all racial/ethnic groups relative to non-Latino whites with the possible exception of Caribbeans. These findings are driven by the effects of anxiety and affective disorders. For females, only affective disorders appear to detract from employment overall. Much larger negative effects are found for Latino women with anxiety disorders.  相似文献

We compile a new unit‐record data set of Australian corporate bond issuance, which sheds light on developments in the bond market since the early twentieth century. Reflecting the evolution of the economy, privatisations, and changes in the regulatory landscape the following trends are noteworthy: (i) issuance today is largely by private entities whereas government‐owned corporations dominated historically; (ii) the issuer base has shifted away from non‐financial corporations towards banks, with corporations now raising a large share of funds offshore; and (iii) the investor base has shifted away from direct holdings by households towards holdings through superannuation/managed funds and holdings by non‐residents.  相似文献

This paper reviews how rebel leaders motivate followers to fightin wars in Sub-Saharan Africa. Almost all rebel leaders do useeconomic incentives, but they also avail themselves of otherstrategies to motivate their soldiers, including political indoctrination,ethnic mobilisation and coercion. The type of incentive employedwill depend primarily on the nature of the state confronted.In particular, those movements that face competent nationalmilitaries will have to evolve into viable armies while rebelsfighting states that are weak and corrupt can afford to leadmovements that employ coercion and pursue economic agendas.  相似文献

In this study we investigate the differences in income inequality among different racial/ethnic groups in the United States using both personal and household income. We find that income inequality is negatively related to the percentage of males but that the impact is muted for blacks as opposed to whites or Hispanics. In addition, we find income inequality among blacks and Hispanics is affected in vastly different ways, due to unemployment, than for whites. Finally, the impacts on inequality from the exclusion of given groups is significantly influenced by education and the percentage of males contributing to household income but not in a uniform manner for whites, blacks, and Hispanics.  相似文献

Atlanta has the reputation of being a city of opportunity for blacks. However, in Atlanta, as well as in other cities across the nation, the nexus of racism and economic discrimination has resulted in disparities between the housing status of blacks and whites. This article examines racial disparities in the Atlanta housing market. It begins by tracing recent trends in the Atlanta-area economy and by providing background information on the local housing market. It then discusses the roles of the federal Home Mortgage Disclosure Act of 1975 and Community Reinvestment Act of 1977 in the efforts of local groups to reduce racial disparities in the housing market. The final section discusses recent local developments that might lead to improvements in the housing status of black Atlantans.  相似文献

What happens to racial prejudice during economic downturns? This paper analyzes white attitudes towards African Americans in the United States at different points in a business cycle from 1979 to 2014. Using a number of indicators of hostility towards African Americans available from the General Social Survey we develop an indicator of racial prejudice. We combine this with data on unemployment from the Current Population Survey and find robust evidence that racial hostility as measured by our indicator of prejudice is counter cyclical and rises during periods of higher unemployment for whites. Specifically a one standard deviation in the unemployment rate being experienced by whites is associated with a .03 to.05 standard deviation increase in the discrimination index. This is of a magnitude comparable with one year less of education. We undertake a quantile regression to show that this effect is widespread across the distribution of prejudice and that apart from those with initially low levels of prejudice, increasing own group unemployment results in statistically significant increases of similar magnitude in prejudice across that distribution.  相似文献

The underlying causes of ethnic mobilisation have been addressed by theories of cultural pluralism, ethnic competition, differential economic incorporation and modernisation. Up to now, no quantitative cross‐national study has tested all these perspectives simultaneously. The results of this study provide support for some aspects of the different theories, with the exception of the theory of differential economic incorporation. The results of the synthetic model stress the importance of examining multiple perspectives in order to avoid only partially correct representations of the historical reasons behind ethnic conflict in black Africa.  相似文献

This article finds that African American and Latino workers have borne a disproportionate share of employment costs associated with defense cuts in California’s aerospace industry. The data for this analysis come from administrative files, which contain demographic and employment-related information for everyone who collects unemployment-insurance benefits. The analysis shows that African Americans suffered higher displacement rates, longer unemployment spells, and poorer outcomes in new jobs than whites. Latinos were disadvantaged in several ways, but not consistently in all categories. Asian Americans, on the other hand, generally fared better than whites. These results show that economic dislocation, in the form of defense cuts, reinforces racial inequality in the labor market.  相似文献

Abstract: In this paper it is argued that political development is the key to long‐run growth in developing nations. Political development is seen to be dependent on the extent to which a state or ruling elite's income is earned or unearned. The availability of earned income is linked to the structure and productivity of the agricultural sector. Applying the analysis to the sub‐Saharan African experience involves taking into account three factors: the international environment, the ethnic division of societies as a result of colonization, and the urban bias which characterized the economic strategy of the newly independent African states. As a result, agriculture collapsed, the ruling elite became increasingly dependent on unearned income, political underdevelopment occurred. The collapse of state authority significantly impoverished the region and resulted in significant civil conflict. Any long‐run solution must incorporate a broad‐based expansion in agricultural productivity.  相似文献

We must do so in ways that name the psychological, economic and social fear involved for whites in identifying too closely with black lives. I seek to determine whether race is a factor in how black representatives vote in the United States House of Representatives; if so, this suggests electing more black representatives may improve the economic and political position of blacks if policy positions taken by black representatives on bills that fail to pass would provide tangible positive impacts to members of the black community if passed. Confounding the impact of legislator race, districts represented by blacks on average are quite different than those represented by whites. While past research on this topic uses linear regression techniques with undesirable properties, I improve on past research using matching techniques with more desirable properties. Utilizing a combination of Mahalanobis and propensity score matching, within-caliper matching, and exact matching using data from the 100th–113th Congress, I show black representatives are more likely to vote in agreement with the majority of the Congressional Black Caucus on all votes and on Leadership Conference on Civil and Human Rights, Americans for Democratic Action, and Congressional Quarterly key votes, indicating a substantive racial impact on roll-call voting.  相似文献

The article addresses aspects of Malaysia's development. The economic policies of the Malaysian government have been influenced significantly by political, economic and cultural factors resulting from the racial composition of the country. The government which is effectively controlled by the Malays, as distinct from the large Chinese and Indian communities, has tried since independence from the United Kingdom in 1957 to satisfy the aspirations of different racial and cultural groups. The policies implemented for over thirty years, including racial power‐sharing, and the problems that have been encountered, may offer valuable insights and lessons for the framers of economic development policy in South Africa. The experience of Malaysia demonstrates the immense difficulty of reconciling the conflicting claims of different racial groups and the effects that particular policies may have on development  相似文献

This paper analyzes the effects of second languages skills on labor market outcomes in Hong Kong. Using data from the Hong Kong Population Censuses, we find that both Mandarin and English language skills are linked to improved labor market performance, and the premiums for English are much larger than those for Mandarin. We further show that the sovereignty transfer of Hong Kong from the UK to China in 1997 has strengthened the positive role of Mandarin and English language skills in finding a job in Hong Kong. The political change has also increased the earnings of people with the ability to speak Mandarin. As a comparison, the earnings premium for speaking English has declined in magnitude after the sovereignty transfer. Investigating into the mechanisms, we show that the rising premiums for Mandarin language skills are operated through choices of occupations and industry sectors. Our findings suggest that important political changes can affect the economic returns to language skills in the labor market.  相似文献

The expanding sugar trade linking Portugal, Brazil, and the Netherlands in the sixteenth and seventeenth centuries required enforcement mechanisms to guarantee that overseas agents would act honestly and diligently. While the recent literature emphasizes that multiple mechanisms were substitutes in addressing this problem, this article highlights that merchants chose different mechanisms to govern distinct types of transactions and explains why. A reputational mechanism relying on social and economic constraints within an ethnic diaspora governed more complex and higher‐value arrangements. A different mechanism linking economic incentives to professional reputations across the diasporas plying this trade route predominated in simpler and smaller transactions. Finally, long‐distance and transnational judicial enforcement supplemented these two reputational mechanisms. Capable of matching the value and complexity of transactions with the attributes of governing mechanisms, merchants were able to diversify their transactions, expand the market for agents, better allocate agents to tasks, and stimulate competition among them. The resulting decrease in agency costs was critical in such a significantly competitive market as the sugar trade. Evolving institutional choice thus reinforced the expansion of trade. These hypotheses are corroborated by data from a prosopography of merchants of Jewish origin, derived from notarial records from Oporto and Amsterdam, and from Inquisition files.  相似文献

Anecdotal evidence shows that despite extensive restrictions on the hiring of African workers, these workers were increasingly employed in semi‐skilled occupations throughout the apartheid era. This article shows that White skill acquisition throughout the apartheid era reduced the supply of White semi‐skilled workers and led to the removal of job reservation, the process of reserving skilled and semi‐skilled jobs for Whites. Although job reservation declined, there is little evidence of a decline in racial segregation in the labour market. It is concluded that the transformation in the labour market was driven by White economic incentives rather than any evident change in White preferences regarding racial segregation.  相似文献

It is not likely that East Asian states will regress to the mercantilist developmental state that used to engineer compressed economic growth. However, it is evident that the pattern of transformation East Asian states are undergoing, is not analogous to the path of Anglo‐American development Although the government refrains itself from arbitrarily supplying economic resources (especially financial resources in the form of subsidies or policy loans) to promote strategic industries, it does not give up commanding the market to attain a relatively higher economic growth. The relationship between the state and the market is still set up in a hierarchical fashion in favor of the former. The economic system to emerge in East Asia is the state‐governed rather than market‐centered, even if it has absorbed neo‐liberal condiments. The state‐dominant economic system of East Asia is expected to survive for a considerable period. In this regard, the establishment of a financial system to sustain the East Asian economic system has been strongly suggested. Here lies in the reason we discuss the rise of the East Asian economic identity in the post‐financial crisis era.  相似文献

Conclusion Our results indicate that the median income of economic minorities relative to that of whites does not adequately represent the entire income distribution. Among black males, for example, only the lower half of the income distribution experiences a significant change in relative income over the business cycle. The secular trend shows similar variation. Black men at the 25th, 50th, and 75th percentiles experienced significant gains relative to whites in the 1965–77 period while there was little improvement among blacks in the 90th percentile. Using a measure of central tendency to generalize about the entire distribution of an economic minority is a dubious proposition. While this may seem like a trival point, it should be remembered that in today’s political climate such credence is being given to improvement in the general health of the economy as the best way to foster economic progress for economic minorities, while less general remedies, such as affirmative action, are rapidly being deemphasized.  相似文献
