人口城镇化滞后已成为当前我国城镇化发展面临的主要问题,公共产品供给不足是制约人口城镇化发展的关键所在,按照未来我国人口城镇化的发展目标,仅仅依靠政府部门承担公共产品的供给是无法满足人口城镇化的需求的,因此必须引入私营部门,采用PPP模式进行公共物品建设。本文在此背景下,分析了PPP模式从事公共物品建设取得成功的关键因素,借此促进PPP模式在我国公共物品建设中的广泛应用。 相似文献

改革开放以来,我国公共经济管理取得了显著的成绩,但随着新公共管理的发展,公共经济管理公共性偏失问题严重。本文分析了我国公共经济管理公共性偏失的表现,主要包括政府主体的缺陷、民营化导致公共利益流失、民主制度不完善和公共行政监督缺位等方面。针对这些问题,提出了矫正公共性偏失的政策建议,如规范政府主体职能、发展协作管理、完善公民参与和强化公民意识教育等,以期为我国公共经济管理的改进提供理论参考。 相似文献

政府规模的决定因素一直是公共管理研究的热点话题,本文研究了我国省级政府的规模问题。我国实行了改革开放的政策,精简机构一直是政府改革的重点,但精简后又在重新扩大。社会经济的发展影响着政府规模的发展;支出分权和财政分权也导致了中国政府规模扩大;允许贸易开放和外资直接投资,政府规模的扩大出现了一些减小。此外,少数民族密度和失业人口的增大,同样也引起了政府规模的扩大。 相似文献

随着全球化、组织化、信息化的发展,政府垄断公共事务的管理模式正在发生深刻的变革。公共危机管理的复杂性必然要求政府、市场和社会的合作共治。作为社会力量的重要组织形式—草根NGO的专业性和灵活性弥补了政府在公共危机管理中的不足。然而,草根NGO现阶段的参与只是一种体制外的参与,存在制度、公信力、资金、人力及自身能力等约束性因素。本文针对这些问题,基于草根NGO处于发展的初级阶段这一现实,提出了建立合作型关系来优化草根NGO参与公共危机管理的路径。 相似文献

基于已有的数据、研究成果及中国政府和社会的干预实践,对有关改善中国女孩生存的研究和实践进行回顾式的评述和展望。中国一直存在对女性的歧视,近年来中国持续升高的出生性别比和偏高的女孩死亡水平,反映出女性社会地位低下和女孩生存风险恶化。对女孩的歧视包括出生前和出生后的歧视。描述了中国高出生性别比和偏高女孩死亡水平的水平、趋势和区域差异,分析了女孩生存环境恶化的直接和间接原因及其引发的人口和社会后果。通过比较国际社会的经验和中国政府及社会的认识与行动,讨论了改善中国女孩生存的前景及相应的措施。 相似文献

农民工在流入地定居关乎城镇化质量和市民化水平,是促进经济内生性增长以及国内大循环的重要动力。基于2017年全国流动人口动态监测数据,综合运用Probit、有序logit以及中介效应模型等方法,剖析了身份认同视角下社会歧视对进城农民工定居意愿的影响及其作用机理。研究结果显示:社会歧视对农民工定居意愿存在显著的抑制效应,其内在逻辑是"社会歧视→身份认同→定居意愿"。进一步研究发现:教育水平、住房性质、福利保障及社会关系等因素是社会歧视产生的重要来源。提升农民工身份认同能促进其城市定居,而职业教育、公共服务均等化,以及社区活动建设等措施则有助于解决农民工受歧视问题,进而提升其定居意愿。 相似文献

While a large amount of work has been done to understand public good and to construct conceptual models explaining the antecedents
of collective action, current literature is flawed in that most of them only examine the lower-level public good and attribute
people's participation in collective action to external variables. It pays little to the developmental nature of collective
action. Utilizing Ken Wilber's theory of integral psychology, this paper proposes a holistic definition of public good, emphasizing
its different levels of development. The paper also introduces an integral model of collective action that explains the antecedents
of collective action in terms of not only the external individual behavior and social factors but also the internal aspects
of individuals, organization, and society.

The publication of the Fraser Institute's Discrimination, Affirmative Action, and Equal Opportunity offers an occasion to review some of the practical and philosophical issues raised by affirmative action policy. Canadian affirmative action programs derive from the American context, which is here reviewed, but do not have the legal recourse available in the American system. Perhaps as a consequence, most Canadian programs have been carried out by governments acting in their role as employers. The Canadian Union of Public Employees has been especially active in developing union perspectives on affirmative action programs, which do raise special concerns for organized labour. Affirmative action raises several basic questions: the importance of proportionality, merit, compensation and role models in determining who is entitled to opportunities in our society. Differences between the Fraser Institute's attitude about affirmative action and attitudes of other social groups, such as the labour movement, lie in their very different assumptions about what constitutes a free society. 相似文献

Negative gender-role stereotypes con-tinue to pervade the careers of many women. The current study examines the careers of female National Health Service (NHS) nurses in the United Kingdom. The study identifies organizational mindsets which militate against women's career advancement. These mindsets form the basis of the "ethic of discrimination" which both maintains and perpetuates unequal outcomes for women in NHS nursing. Over the past generation much attention has been paid to the disadvantaged in our society. Public and private programs have been developed to alleviate poverty and allow the underprivileged into the mainstream of society. While much more needs to be done, many of these programs have been highly successful.Unfortunately, many social programs have had perverse consequences for the intended beneficiaries. One example is the debate over differential tuition at State University of New York (SUNY) colleges. Advocates of uniform tuition at SUNY colleges take a position that at first glance appears compassionate, but upon closer examination may actually work against the interests of the low- income students it is meant to help. The purpose of this paper is to show how altruism without rigorous analysis can be dangerous to those in need of assistance. What is important is the effectiveness of public policy initiatives, not their method of delivery. 相似文献

This paper argues that transnational entrepreneurs are characterized in terms of their differing perceptions of the host society in comparison to conventional immigrant entrepreneurs. We focus on three aspects of individuals’ perception of informal institutions which include (1) individuals’ perception of discrimination based on first-person and third-person experience, (2) individuals’ perception of social differences, and (3) subjective wellbeing. We find that among other immigrant entrepreneurs, transnational entrepreneurs are more likely to perceive social differences within the host society, to have been discriminated against, and experience dissatisfaction regarding opportunities and income. 相似文献
