During the Eighth Five-Year Plan period, the output value of the industry increased at a growth rate of 21 percent each year. On January 16. 2006, the Export-Import Bank of China (China Eximbank) signed the cooperation agreement to support Shenzhen Airlines Co. Ltd. by using the policy-based finance. The National Development and Reform Commission published on September 2 the operational status of the major Chinese industries for July 2008, which shows that the added value of the machinery industry increased by 17.4% year-on-year in the month, with the growth rate dropping by 3.6 percentage points over June, and that its export value rose by 20.9% year-on-year, with the growth rate climbing by 1 percentage point over June. In July, China's vehicle output rose by 13.2% year-on-year, with the output of sedans in- creasing by 8%. The global financial crisis has made a huge impact on China export-based enterprises, among which the first affected industry was textile industry. According to the latest reports from China Ministry of Industry and Information Technology (MIIT) issued in November 2008, revealed that profits for the textile industry in China that had increased 36.9% in 2007, and decreased by 0.7% for the same period in 2008. On January 13, China Customs issued the annual profile of China's foreign trade, including import and export, in 2008. According to the Customs statistics, trade volume last year amounted to US$2.562 trillion, a year-on-year growth of 17.8%. In the total amount, value of US$1.42 trillion goes for China's export growth, 17.2% up, while the import takes up US$1.13 trillion, 18.5% up. The first Chinese duty- free zone was established 20 years ago, and the first export processing zone has now been operating for 10 years. As icons of special customs supervision zones in China, duty-free zones and export processing zones have contributed a lot to China's foreign trade. In 2009, the aggregate value of foreign trade in Chinese special customs supervision zones rose to USD 279.43billion, accounting for 12.66 percent of the country's annual foreign trade. The China National Textiles I/E Corp (Chinatex), one of the foreign trade companies in the country with the biggest import and export value, exported more textiles and expanded its business at home and abroad in 1994, in spite of the shortage of raw materials and the rise in prices. China's import and export in March, 2009 continued to be another month of decreasing trade. Sponsored by the Chinese Ministry of Commerce (formerly known as the Chinese Ministry of Foreign Trade and Economic Cooperation), the Chinese Export Commodities Fair, or Canton Fair, is held in April and October every year in Canton city, Guangdong Province. All domestic general import and export companies, as well as their provincial branches, are welcomed to participate. The first Canton Fair was held in the spring of 1957. Many different industries and fields were represented there: rice, cooking oil, food, farming products, textiles, silk, light industry, crafts, the chemical industry, the pharmaceutical and healthcare industry, hardware and ore-mining industry, mechanical industry, electrical industry, and non-ferrous metal smelting, to name a few.
