This article, presenting qualitative accounts of Ukrainian business owners, highlights how migrants engage in false self‐employment in the UK. Their experiences problematise notions of legality and binary depictions of migrant workers as ‘victims or villains’, demonstrating that migrants see their illegal status as a transient stage before gaining legal status.  相似文献

This article looks at the ‘return’ migration of second‐generation Greek Americans to their parents’ homeland, Greece. It is based on interviews with, and written accounts supplied by, 40 participants in the research, all now living in the Athens region. The article addresses two main sets of questions. First, why do they relocate to Greece, what are they looking for, and how do they cope with difficulties and disappointments? Second, and more specifically, how do they react to the fact that Greece is no longer a homogenous hellenistic society, but has become in recent years a de facto multicultural one due to the presence of hundreds of thousands of immigrant workers and their families? Three hypotheses are proposed for this inter‐migrant encounter: returnees, shocked by the ‘new immigration’, view it negatively as upsetting the ‘pure Greek’ homeland they had hoped to find; returnees are more sympathetic because of their own families’ history as immigrants in multicultural America; and returnees differentiate themselves as ‘good’ migrants from Greece’s immigrants who are constructed as ‘bad’ migrants. Evidence from the migrants’ testimonies is found to support all three hypotheses; however, there is more support for the second one. In addition, a fourth outcome was voiced: that of discrimination against Greek Americans who are made to feel, in certain circumstances, outsiders by the ‘true’ Greeks. Temporary workers in low-skilled roles often experience ‘hard’ HRM practices, for example the use of the Bradford Factor to monitor absence, rather than using incentives to reward attendance. However, this peripheral workforce has become increasingly diverse in the UK since the A8 European Union expansion, which has seen over a million migrants from central and eastern Europe register to work in the UK. Importantly, there is also heterogeneity within this group of workers, for example between those who intend to migrate for a short period of time then return, and those who are more settled and wish to develop a career. By considering the particular case of absence management, this paper examines how these different groups of migrants respond to HRM practices. The key contribution of the paper is to examine how different groups of migrants experience these practices, rather than simply comparing migrant and native workers as two homogeneous groups. The paper presents data from the food manufacturing sector in the UK. In total, 88 semi-structured interviews were conducted with operations managers, HR managers, union convenors and workers on permanent, temporary and agency contracts. In addition, data from informal interviews and observation at five companies are presented.  相似文献

The end of the traditional management career has been heralded with supporting, albeit largely anecdotal, data. The ‘old’ career was set within internal labour markets in large organizations and characterized by long‐term stability. The ‘new’ arrangements have apparently shifted responsibility from employer to employee, with careers being developed across organizations. Such change is premised on new organizational forms and is often associated with a growing sense of employee insecurity. We explore the reality of this ‘new’ scenario through interpretation of in‐depth semi‐structured interviews conducted with middle and senior human resources managers in large firms in Japan, the UK, and USA. The data indicate that most of our case study organizations had downsized and delayered, with hybrid structural forms emerging. Career prospects were diminished, with fewer vertical promotions and a greater emphasis on lateral ‘development’; middle managers were generally resentful of such factors and forces. Although not directly reflective of ‘Anglo‐American’ business practice, similar changes to career trajectories were witnessed in Japan as in the UK and USA.  相似文献

Many organizations are currently becoming more environmentally friendly. Eco‐efficiency maximizes the effectiveness of a business operation while reducing its impact on the environment; with the necessary skills, organizations can create more value while using less input. Prior empirical studies have suggested that firms engaging in eco‐efficient activities are better valued than those without such activities. Therefore, this will enhance business efficiency and excellence. This study investigates the link between eco‐efficiency, as environmental policy, and firm value in the United Kingdom (UK) for the period 1999 to 2008. We generate new insights into environmental–financial performance by using different definitions of the term ‘eco‐efficiency’. In the UK context our results support that eco‐efficient firms have higher market values than those lacking environmental strategies. Hence, we recommend that firms become involved in environmental polices since the adoption of these polices will have a positive impact on firm value. Immigrants from non-industrialized countries have become part and parcel of the social fabric of many advanced urban economies, including those in the Netherlands. A significant number of these migrants opt for setting up shop themselves. Lacking access to large financial resources and mostly lacking in educational qualifications, they are funnelled towards the lower end of the opportunity structure of these urban economies. To survive in these cut-throat markets, many migrant entrepreneurs revert to informal economic activities that are strongly dependent on specific social networks – mostly consisting of co-ethnics – to sustain these activities on a more permanent basis. To understand the social position of these migrant entrepreneurs and their chances of upward social mobility, one has to look beyond these co-ethnic networks and focus on their insertion in the wider society in terms of customers, suppliers and various kinds of business organizations. To deal with this latter type of insertion, we propose the use of a more comprehensive concept of mixed embeddedness that aims at incorporating both the co-ethnic social networks as well as the linkages (or lack of linkages) between migrant entrepreneurs and the economic and institutional context of the host society. We illustrate this concept by presenting a case study of Islamic butchers in the Netherlands. — Les immigrants des pays pas industrialisés sont devenus une part intégrale du tissu social de nombreuses économies urbaines développées, y compris celles des Pays-Bas. Un nombre significatif de migrants choisissent de s’établir à leur compte. N’ayant pas accès à des ressources financières importantes et ayant peu de qualifications académiques, ils sont entraînés vers le bas des structures de débouchés de ces économies. Pour survivre dans ces économies très dures, beaucoup d’entrepreneurs immigrants retournent aux activités économiques informelles qui dépendent fortement des réseaux sociaux spécifiques – principalement co-ethniques – pour soutenir ces activités de façon plus permanente. Afin de comprendre la position sociale de ces migrants entrepreneurs et leurs possibilités de mobilité sociale vers le haut, il faut regarder plus loin que ces réseaux co-ethniques et explorer leur insertion dans la société en général par rapport aux clients, fournisseurs et divers types d’organisation commerciales. Pour traiter de ce type d’insertion, nous proposons d’utiliser un concept d’incorporation mélangée plus compréhensif qui a pour but d’intégrer à la fois les réseaux sociaux co-ethniques et les liens (ou manque de liens) entre les migrants entrepreneurs et le contexte économique et institutionnel de la société d’acceuil. This article examines the ways in which business improvement districts are being introduced into UK cities. In advancing this analysis, the focus here is on the means through which one or two Manhattan business improvement districts have been constructed as ‘models’ of urban management, taken out of their particular local/regional and national contexts and introduced into a diverse set of local political economic contexts in UK cities and towns. Examining the way business improvement districts have become a policy in motion, the article sketches out the emergence of entrepreneurial urban governance arrangements in the UK as part of the state's changing spatiality in the industrialized economies of Western Europe and North America. I argue that these changes make UK cities and towns increasingly receptive to the business improvement district model of downtown management. Seeking to move beyond the sometimes rather one‐sided representations of policies that find themselves on the move, the article seeks to connect the ‘exporting’ and ‘importing’ zones of policy transfer, arguing for an open and permeable conceptualization of these places. It draws on work in Manhattan, New York to unpack the nature of the political–economic relations that business improvement districts were part of, before moving on to examine the dynamics of policy transfer and the early days of the introduction of this downtown ‘model’ into UK cities.  相似文献

This paper presents results from a European project on policy and migrants' entrepreneurship in Germany. It develops a concept of biographical policy evaluation by analysing the extent to which the biographical processes that have led to self-employment among migrants in individual cases correspond to those anticipated by policy. The study identifies a biographical structure composed of two phases that shape the status passage to self-employment. During these phases, personal resources are mobilized and/or attempts are made to access policy support. Self-employment policies are fragmented in that they are designed to address specific stages of the process. Migrants are often excluded from policy participation, either as a result of policy failures or through a manner of implementation that is frequently influenced by prejudices and stereotypes. Deprived of class resources and sometimes unable to utilize ethnic resources, migrant would-be entrepreneurs require public support. The ‘bridging allowance’ scheme to encourage self-employment among the unemployed currently in place in Germany (Überbrückungsgeld) could serve as a model for a more adequate support policy for non-privileged business starters that would better allow for the participation of migrants.  相似文献

As China is experiencing an urban revolution with massive rural-to-urban migration, millions of children are profoundly affected by their parents’ migration and their decisions about family arrangements. With the discriminatory hukou system and harsh living conditions in cities, the dilemma migrant parents face is whether they should take their children with them to the city or leave them behind. This decision determines the household, school and community environments that children live in, which, in turn, shape their well-being. With a unique strategy of comparing ‘left-behind children’ to ‘migrant children’ and a gendered perspective, this article examines how different family arrangements among migrants and consequent housing conditions and gender dynamics affect children's educational well-being. Our findings demonstrate the complex impact of family arrangements on children, which is conditioned by wage income and the gender of the absent parent and the child. We find that children from less favorable socio-economic backgrounds benefit more from moving to cities. Children living with both parents and those living with their mother or grandparents tend to do better. While the effect of housing conditions is marginal, family arrangements have a gendered effect on children. Related policy recommendations are provided.  相似文献

India has emerged as a major source of migrants for developed countries including Australia; yet, there is a dearth of research on Indian migrant entrepreneurs, particularly women. Using qualitative methods of enquiry, we explore the perceptions of Indian migrant women entrepreneurs (MWEs) and their partners in Melbourne, Australia, about their entrepreneurship experiences from a family embeddedness perspective. More specifically, we explore how family embeddedness of Indian MWEs is influenced by certain factors which in turn influence their entrepreneurship experience. Our findings suggest that entrepreneurship among Indian MWEs is a complex phenomenon influenced by their being an Indian, a woman and a new Australian, all of which interact and influence their family dynamics and entrepreneurial experience. Our findings shed light on the duality of Indian culture which exerts both an enabling and a constraining influence on the family dynamics of MWEs, the constraining role of gender and the positive impact of their integration into the host country’s sociocultural context which all influence their family embeddedness and entrepreneurship. Contributing to the discussion on ‘ethnic’ and ‘women entrepreneurship’ from a family embeddedness perspective, we offer policy implications for facilitating entrepreneurship in the growing but under-researched cohort of Indian MWEs.  相似文献

Abstract

Globalization has led to an increase in international mobility in many occupational fields. Therefore, scholars from a variety of disciplines have studied the topic of skilled migration. The purpose of this study is to review and synthesize the empirical research on skilled migrants’ qualification-matched employment across multiple disciplines. Skilled migrants are people on the move who possess university degrees or extensive work experience in professional fields when they leave their countries of origin to seek employment elsewhere. This review synthesizes findings of 106 empirical studies published from 1990 to mid-2017 on skilled migrants’ employment. We develop a conceptual model that includes antecedent conditions associated with skilled migrant qualification-matched employment in their host country and its outcomes. We also highlight the role of multilevel factors and moderating variables associated with skilled migrants’ possibility of obtaining qualification-matched employment. Our review has implications for human resource scholars and practitioners concerned with skilled migrants’ employment and labor market.  相似文献

‘Education–migration nexus’ policies in Australia between 1998 and 2010 linked international education with different forms of temporary and permanent migration. This resulted in a blurring of boundaries around student, worker, consumer, migrant and ethnic identities. While the exploitation, marginalization and vulnerability of international students in Australia has gained a great deal of media and scholarly attention, less consideration has been given to the varied forms of subsequent protest undertaken by student migrants in Australian cities. This article analyses three case studies of protests involving student migrants in Melbourne: a protest against unfair assessment; a fight for a campus prayer room; and labour protests within the retail service and taxi industries. It draws on theoretical work on new social movements and social transformation in urban spaces to find ways to conceptualize this activism in relation to the scales of campus, city and nation. In doing so, it argues primarily that these sites of protest are socio‐spatial experiences that encompass shifting and socially produced spatial scales, as well as complex networks of association across different communities, which in turn reflect different student‐migrant identities.  相似文献

Are return migrants more entrepreneurial? Existing literature has not addressed how estimating the impact of return migration on entrepreneurship is affected by double unobservable migrant self‐selection, both at the initial outward migration and at the final inward return migration stages. This paper exploits exogenous variation provided by the civil war and the incidence of agricultural plagues in Mozambique, as well as social unrest and other shocks in migrant destination countries. The results lend support to overall negative unobservable return migrant self‐selection, which results in an under‐estimation of the effects of return migration on entrepreneurial outcomes when using a ‘naïve’ estimator that does not control for self‐selection at both the initial migration and at the final return migration stages.  相似文献

Gentrification in China is intertwined with urban redevelopment, which causes the large‐scale displacement of rural–urban migrants from ‘villages in the city’ (ViCs). Because of the informality of ViCs, migrant renters have very insecure tenancy and during redevelopment they are treated as a negligible (‘invisible’) social group. As they are very difficult to locate after displacement, they are also literally invisible to researchers. To make the invisible visible, this study traced a sample of displaced migrants from Huangbeiling village in Shenzhen. The focus was on the displacement process and on identifying the consequences for the displaced. We found various forms of displacement during the redevelopment process. Nearby ViCs were prioritized by displaced migrants to minimize as much utility loss as possible. However, they generally suffer from decreased proximity, increased living costs, and the loss of social networks and job opportunities. Remarkably, some choose to return to the gentrifying village, enduring displacement in situ caused by increasing rents, drastic physical neighbourhood changes and declining liveability, in exchange for retaining their original social and economic networks. Large‐scale urban redevelopment is causing the rapid shrinkage of informal housing. Recognizing and addressing the housing needs of this impoverished social group is a matter of urgency.  相似文献

The purpose of this paper is to discuss current definitional issues regarding minority business in the USA and the policy-oriented implications of these issues with regard to European ethnic minority enterprise.

After an introductory discussion of the concept of ‘minority business’ and related terminology, this paper then examines a major change in the definition of such businesses made by the National Minority Supplier Development Council (NMSDC), the principal link between large US corporations and the minority business community. In line with US government minority assistance programme requirements, a ‘minority business’ previously had to be at least 51% minority-owned. Under the new NMSDC policy, a firm can have as little as 30% minority ownership and still be eligible for corporate minority-targeted contracts. This paper explains this re-definition and discusses the experiences of the first four years of this new policy and the lessons and implications for the USA. The discussion is then extended to the European context – the rise of immigration and the related increase in ethnic minority business enterprises, the current nature of public policy toward such enterprises in terms of programmes and legislation, and the implications of the US experience for Europe. Finally, future issues with regard to European ethnic minority enterprise are raised, along with areas for future research focus.  相似文献

This paper questions the application of the entrepreneurship discourse to social entrepreneurship in the UK and looks at how people ‘doing’ social enterprise appropriate or re-write the discourse to articulate their own realities. Drawing on phenomenological enquiry and discourse analysis, the study analyses the micro discourses of social entrepreneurs, as opposed to the meta rhetorics of (social) entrepreneurship. Analysis using both corpus linguistics software and Critical Discourse Analysis showed a preoccupation among interviewees with local issues, collective action, geographical community and local power struggles. Echoes of the enterprise discourse are evident but couched in linguistic devices that suggest a modified social construction of entrepreneurship, in which interviewees draw their legitimacy from a local or social morality. These findings are at odds ideologically with the discursive shifts of UK social enterprise policy over the last decade, in which a managerially defined rhetoric of enterprise is used to promote efficiency, business discipline and financial independence. The paper raises critical awareness of the tension in meanings appropriated to the enterprise discourse by social enterprise policy and practice and illustrates the value of discourse analysis for entrepreneurship and social entrepreneurship research.  相似文献

Despite the increased attention paid to the role and effects of migrant labour in the contemporary economy, there has been insufficient attention to the role of employers and the employment relationship. Recent studies have highlighted distinctive labour power characteristics of new labour migrants from Central and Eastern Europe that make them ‘good workers’ in the eyes of employers. Drawing on multiple case studies across the supermarket supply chain, this article explores what kind of human resource migrant labour is perceived to be, particularly by employers, and what happens in practice as the dynamic tensions of the employment relationship unfolds in particular sector contexts. It argues that utilisation is conditioned more by the requirements of temporal flexibility – framed by the dynamics of employment within the supply chain – than any essential features of migrant labour power.  相似文献

  • Net inward migration from the EU has been running at record levels in recent years, although the steep increase in new National Insurance numbers issued suggests that the official data may be understating the level of immigration. There was a clear step up in inflows after both expansions of the EU into central and eastern Europe, while the relative strength of the UK labour market has been an important driver of the more recent rise in inflows.
  • High levels of immigration have helped to offset the impact of an ageing population and ensured that the UK has enjoyed stronger labour supply growth than many of its peers. With migrants typically being better educated than their UK‐born counterparts, the quality of the stock of labour has also improved, and migrants have been found to have a net positive fiscal impact.
  • But there have been some downsides, with evidence that high immigration has had a small dampening impact on wages. That migrants tend to head to London and the other southern regions over other destinations has exacerbated the imbalances in regional housing markets.
  • Given that a desire to have greater control over immigration is usually one of the key motivations for those favouring Brexit, a vote in favour of leaving the EU is likely to see the UK abandon the policy of free movement of labour. This would probably see the UK extend the points‐based system that it currently uses for non‐EU countries to include EU migrants.
  • Our modelling suggests that the adoption of a ‘populist’ immigration policy which lowers net inward migration by 60,000 a year could reduce the level of GDP by 1.1% in 2030 compared with our baseline forecast.

Studies show that despite a concerted attempt by UK policy‐makers to portray ‘eco‐efficiency’ measures as cost reducing, most owner‐managers of small firms view environmental measures as expensive to undertake. As a result, owner‐managers tend to be highly resistant to voluntarily improving their environmental performance. Given that SMEs are such a vast sector of the economy, this perceived discord between profits and environmental protection is clearly a major barrier to the ‘greening’ of industry. This ESRC‐funded study has sought to unearth the underlying motivations for why SME owner‐managers in the UK resist or accept the idea that there are business benefits for improving their environmental performance. The findings from 40 in‐depth interviews with SME owners in the UK's construction and restaurant sectors and 12 ‘key informants’ from industry and government are presented, followed by a discussion of SME perspectives on the ‘business case’ for sustainability and its implications for policy‐makers.
