The paper aims at comparing the formal and informal labour marketsin the Central and Eastern European new EU Member States andcandidate countries of the European Union. First, the currentsituation of the labour market is described, focusing on therecent developments since the breaking up of the East. Thenthe policy design of these labour markets is depicted and itseffects on formal and informal labour markets. The most importantchallenges for employment policy as well as the effects of enlargementon the labour markets are analysed. The paper ends with a shortsummary. The paper claims that, in The Wealth of Nations, the divisionof labour refers simultaneously to two different things: a socialdivision of labour and an organisational division of labour.The central point is that the organisation of work (the organisationaldivision of labour) in the firm is the logical counterpart ofthe social division of labour, and that these reflect two inseparableaspects of the process of the division of labour. Smith is thusconcerned with organisations as well as with markets, each functioningaccording to the same principle. Hence, Smith does not believethat the organisational and the social divisions of labour arefundamentally different, although he does recognise some variationbetween them and describes different states of the divisionof labour within the firm, liberal and capitalist.  相似文献

The paper deals with the effects of migration resulting fromEU Eastern enlargement on the welfare states of Western Europe.Although migration is good in principle, as it yields gainsfrom trade and specialization for all countries involved, itdoes so only if it meets with flexible labour markets and ifit is not artificially induced by gifts of the welfare state.This is not the present state of affairs in Western Europe.In addition to measures that make labour markets more flexible,the introduction of delayed integration of working migrantsand the home country principle for nonworking migrants is arational reaction of the state. The paper offers a novel interpretation and affirmation of theopening arguments of Capital, answering the fundamental butneglected question of why labour is the substance of value.Marx's arguments require that two philosophical threads, oftenseparated in the literature on value, be woven together. Theargument that value is the intrinsic ‘content’ makingcommodities exchangeable employs the thread of realism. Theargument that abstract labour is the emergent ‘socialsubstance’ of value employs the thread of dialectics.This interpretation develops the materialist and dialecticalphilosophy of E.V. This paper investigates the relationship between capital accountopenness and the share of labour in national income. Employinga new index of financial openness and a cross-country panelof labour shares available from the United Nations System ofNational Accounts, the author shows a robust negative correlationbetween the degree of openness and the labour share. Althoughthis effect is not present for low income countries, the directnegative relationship holds for all other subsamples and inthe presence of a variety of controls. A plausible explanationis that openness alters the conditions of bargaining betweenlabour and capital. By increasing the bargaining strength ofcapital vis-a-vis labour, increased capital mobility raisesrents accruing to capital. Thus, capital account openness mayreduce labour's share of income in the firm, and thereby, atan economy-wide level, its share of national output.  相似文献

This paper analyses the sources of U.S. labour productivitygrowth in the late 1990s and presents projections for both outputand labour productivity growth. We show that investment in informationtechnology (IT) played a substantial role in the U.S. productivityrevival and that similar trends are evident in data for otherleading OECD countries. We then outline a methodology for projectingtrend output and productivity growth for the broadly definedU.S. economy. Our base-case projection puts trend productivitygrowth at 1.78 percent per year over the next decade with arange of 1.14 to 2.38 percent, reflecting fundamental uncertaintiesabout the rate of technical progress in IT-production and investmentin IT-equipment and software. Our central projection is belowthe average growth rate of 2.07 percent during 1995 -2000. Similarprojections for Europe must await more complete information.(JEL J2)  相似文献

This paper assesses the effects of a decade and a half of labourmarket reform in Australia on labour market flexibility at themacroeconomic level. Increased labour market flexibility isinterpreted as reduced structural unemployment and enhancedefficiency of matching. We use shifts in the Beveridge Curveas a measure of changes in labour market efficiency (followingSolow, R., What is labour-market flexibility? What is it goodfor?, Keynes Lecture, British Academy, London, December, 1997).Time series analysis of unemployment, vacancies and other relevantvariables strongly suggests that changes in the efficiency oflabour market matching over the period reflect the cyclicaleffects of hysteresis rather than the effects of labour marketreform.  相似文献

This paper examines the methodology of Shaikh and Tonak (Measuringthe Wealth of Nations, 1994) underlying their calculation ofestimates of productive labour in the US economy from 1964 to2001. The focus is not on the results but on the methods thatgenerate them. The paper finds that the compromises made byShaikh and Tonak because of data unavailability are unreliable,and that better approximations are possible. On this latterbasis, the Shaikh and Tonak methodology can be used to providethe labour and wage estimates needed for empirical investigationsin the surplus-based tradition.  相似文献

Whether globalisation is good or bad for child labour dependson initial conditions and domestic policies. In countries withcomparatively large endowments of educated workers, pullingdown trade barriers is a policy that, together with measuresaimed at relaxing the household liquidity constraint, wouldhelp reduce child labour. By contrast, in countries with a largelyuneducated workforce, pulling down trade barriers may make theproblem worse. In such countries, the objective of policy shouldbe to raise the private return to education by reducing theprivate cost of schooling, and raising life expectancy. I review theoretical arguments suggesting that certain labourmarket institutions can be justified for economic efficiencyreasons. In models with intrinsic market failures, "rigidities"like employment protection legislation and institutional wagecompression may push the economy closer to the efficient frontier.I discuss recent empirical evidence on income inequality, povertyand income mobility in OECD countries, and I conclude that thewelfare states of Northern Europe score relatively well on allcounts. Keynes distinguishes three concepts: voluntary, frictional and(Keynesian) involuntary unemployment. Frictional unemploymentis a Classical form of involuntary unemployment (not voluntary,as Lucas suggests), and reflects the Marshallian, rather thanWalrasian, treatment of time and equilibrium. Lucas contradictsboth Keynes and Pigou in asserting that there are always immediatevacancies for unskilled labour, and abstracts from the veryproblem that Keynes seeks to address. If voluntary unemploymentis re-defined appropriately, as De Vroey helpfully suggestselsewhere, the prefix ‘involuntary’ is dispensable,not because all unemployment is voluntary, as Lucas would haveit, but because it is all involuntary.  相似文献

Not sufficiently harmonised national pension systems withinthe European Union distort the allocation of labour and endangerredistributive activities. This paper identifies the most decentralisedlevel of harmonisation which guarantees efficient allocationand enables redistribution. For this, we build on theoreticalresults from the literature to evaluate the realised distributionof the legal power between the European Union and the MemberStates and the resulting level of harmonisation. We find thatharmonisation is sub-optimally low. This note tests whether the extraordinary rise in Spanish unemploymentin the 1980s can be traced back to rigidities in the earningsstructure in the face of relative net demand shocks againstthe unskilled (this claim is also known as the "Krugman hypothesis").I can establish that youth joblessness is key to the Spanishunemployment problem, but sampling procedures in the data setmake it impossible to track the youth unemployment problem acrosstime in a satisfactory way. Even though high youth unemploymentis consistent with the Krugman hypothesis, substantial skillupgrading of the Spanish labour force in the 1980s explainswhy the low education groups did not experience an increasein relative unemployment. Unemployment is at a low and stable level in Denmark. This achievementis often attributed to the so-called flexicurity model combiningflexible hiring and firing rules for employers with income securityfor employees. Whatever virtues this model may have, a low andstable unemployment rate is not automatically among them sincethe basic flexicurity properties were also in place during the1970s and 1980s where high and persistent unemployment was prevalent.Labour market performance has changed due to a series of reformsduring the 1990s, the main thrust of which was a shift froma passive focus of labour market policies to a more active focuson job search and employment. The policy tightened eligibilityfor unemployment benefits and their duration as well as introducedworkfare elements into unemployment insurance and social policiesin general. Thereby, policy makers attempted to strengthen theincentive structure without taking resort to general benefitreductions. We argue that the workfare policies have playedan important role running primarily via motivation/threat andwage effects. However, active labour market policies are resourcedemanding, and although the workfare reforms have improved costeffectiveness, there is still an issue as to whether the resourcesgoing into active labour market policies are used efficiently.(JEL codes: J30, J40, J60, H53)  相似文献

This paper is concerned with modelling household decisions andthe welfare effects of tax policy. It seeks to emphasise theimportance of a model that incorporates household productionand can take account of the evident female labour supply heterogeneityacross two-parent families. If, after having children, someproportion of households substitute domestic for market laboursupply, the income and consumption variables used as the taxbase in most countries may be poorly correlated with livingstandards. Taxes and welfare programs based on these variablesmay increase inequality by shifting the overall tax burden tolow and middle wage families with both partners in work, awayfrom families with much higher wages and in which only one memberworks to earn the same joint market income. The paper combinesdata on time use, income, taxes and benefits to show how theytrack female labour supply over the life cycle, resulting inmuch higher tax burdens on two-earner households.
