Despite the fact that the last three decades have witnessed the rapid development of rural tourism (RT) in China, which is being promoted by the Chinese government as an important new type of tourism due to its special role in revitalizing China's rural economy, there is still little knowledge about the economic impacts of RT on Chinese rural communities in terms of socio‐economic development and regeneration. Accordingly, this study represents an attempt to address this issue by examining the Poverty Alleviation through Tourism program and ‘Nong jia le’ (Happy Farmer Home) tourism within the Chinese context. The findings not only confirm the widely held importance of RT, as expected, but also identify the problems and challenges relating to the sustainable development of RT in the future. The tourism industry in China has increased dramatically in recent years. Tourism development has been somewhat asymmetric with east coast provinces developing faster than others. This research compares and contrasts the potential economic contribution of tourism across China's provinces. Because of larger multiplier effects, the more economically developed provincial economies will experience greater economic benefits as a result of further increases in tourism. However, several inland provinces are also poised to benefit from increased tourism. Increases in visitor arrivals in these provinces have the potential to benefit both the tourism sectors and those sectors that demand and supply services to these industries. Rural tourism has been a subject of study since the early days of tourism scholarship. Most of tourism's deleterious impacts were identified from studies conducted in rural settings. It is only recently, however, that rural tourism has become a special focus of study, dissimilar enough from urban tourism, to be a study subject unto itself. This paper reviews some of the history of rural tourism development in North America with most of the attention paid to the USA's experience, with some examples from Canada. The reason for this is the huge economic difference between the two countries with respect to tourism flows and impacts. In reviewing the history of rural development in the USA, the argument is made that most developments are unplanned and result from market and economic forces that have greatly transformed the American rural landscape. A review of these transformational forces is provided. It is also shown that rural destinations are used, primarily, by local tourists and do not, with few exceptions, cater to an international clientele. After the historical perspective is presented an argument is made that current rural tourism development practices rely on an old paradigm, which is to use local attributes as the primary basis for development and marketing strategies. This has led, in recent years, to a great deal of development attention being paid to the cultural/heritage attributes of a place. Using research conducted in the state of Minnesota on highway travellers and tourists to rural destinations, a new way to look at actual and potential visitors is offered. Instead of an attribute‐specific development approach, a benefits‐based model is suggested as a different way to position rural tourism destinations. As increasing attention has been paid to rural tourism as a specific form of tourism development, so too has the scope of research into tourism in rural areas become more diverse. Typically, studies focus primarily upon the economic developmental contribution of rural tourism, although a significant amount of work has been undertaken on the consequences of rural tourism development and attitudes/motivations on the part of visitors and/or local communities. However, no attempt has yet been made to integrate studies of both visitors and local communities within the framework of rural tourism development policy. The purpose of this paper is to address this gap in the literature. Drawing on a study of tourism in the Randers Fjord, a relatively underdeveloped area of rural Denmark, it identifies and analyses three groups of tourists characterised by life modes: (i) traditionalists, (ii) peace seekers and (iii) adventurers. In each case, expectations, behaviour and future needs are revealed through qualitative interviews. The predominant (traditionalist) life mode of tourists, it is argued, closely matches that of the area's residents. This, the paper suggests, presents significant barriers to the development and enhancement of tourism, as do the prevailing economic structures and employment patterns. Thus, tourism development policy should take into account both tourists' and locals' life modes in order to progress towards sustainable rural tourism development. ‘Red tourism’ is to exploit the historical heritage of the Chinese Communist Party for tourism development. Such tourism practice has been used by the nation state of China both to drive the country's economic growth and develop new patronage of the communist ideology among the young generation. From the broader context of China's economic and social changes since 1978 when the country started its open-door policy and economic reform, our paper attempts to examine ‘red tourism’ by analyzing how the nation state of China promotes the communist heritage through ‘red tourism’ in order to sustain the communist identity in a rapidly changing China. Research questions are raised to address the economic and social factors for the nation state involvement in ‘red tourism’: the specific roles of such involvement and the outcomes. Based on a case study, this paper presents how heritage is interpreted at a specific ‘red tourism’ site in order to portray a selective part of the communist heritage as a symbol of the Chinese nation. In so doing, ‘red tourism’ aims to serve the purpose of the nation state to sustain the communist identity in the continuing effort of developing a ‘socialist country of Chinese characteristics’.  相似文献

This study reviewed 333 articles on China's tourism from 96 English‐language academic journals within and outside of tourism from 1978 to 2012. Tourism policy and impacts, and tourism industry development and promotion were the two predominant research themes. Tourism development, policy, ecological impacts, attractions and markets were the five most popular topics. On the basis of an authorship relationship analysis, three research networks were producing most of the China tourism research output in English. A majority of the authors were based in Mainland China, the USA and Hong Kong. Trends and gaps in the literature on China's tourism were identified. Copyright © 2013 John Wiley & Sons, Ltd.  相似文献

This paper explains why neither Maine, USA's comparatively laissez faire economic and land use institutions, nor Dalarna, Sweden's more heavily regulated economy, seems well designed to make tourism a powerful economic development engine. The paper focuses on three clusters of institutions that have a major influence on tourism's scale, economic structure, and long-term sustainability. Labour laws and labour market institutions are important determinants of tourism employment, job quality, product mix, production methods, and regional competitiveness. Land ownership and property rights influence both the incentives facing landowners, tourists, and tourism businesses and stresses on ecosystem carrying capacity. Commodity taxes affect the absolute and relative prices of various tourist services and, via feedback effects on demand, influence tourism's aggregate scale, activity mix and transportation/location patterns. The paper employs institutional contrasts between Dalarna and Maine to frame hypotheses that will guide a larger comparative study of sustainable tourism in forest regions. Perhaps most controversially, we hypothesise that Sweden's venerable right of common access (allemansrätten), as currently implemented, impedes sustainable tourism development. This paper examines China's LCC market and assesses the network development patterns from a geographical perspective. Overall, a nationwide LCC network has been formed with each individual LCC focusing on their own markets with limited overlap to avoid cut-throat competition. Spring Airlines has developed an advanced network supported by its core bases including Shanghai in East China, Shijiazhuang in North China, Shenyang in Northeast China and Shenzhen in South China. China United has developed a network radiating from Beijing. West Air and Lucky Air seem to be developing a hub-and-spoke network that contributes to the tourism industry in West China. The LCC network is affected by seasonal variations, especially for the routes to tourism destinations such as Haikou, Sanya and Xiamen. Hub cities, however, experience less seasonal impact. This research also finds that routes between 600 and 1800 km account for a large proportion of the LCC markets. Aviation policy, local government's subsidization and the expansion of the high-speed rail network have helped shape the landscape of China's LCC sector.  相似文献

Despite significant increases in international tourist arrivals and tourism receipts since the fall of communism in central and eastern europe as a whole, in the rural southeastern corner of the continent, a region well‐endowed with a range of natural and cultural tourism resources, instability and uncertainty have constrained international tourism development in the 1990s. This regional context for tourism development and the specific issues which surround a tourism‐led development model in a small developing country are addressed with particular reference to the recent experience of Albania. As part of a sustainable rural development programme, rural tourism's role as a counterbalance to rejuvenated mass coastal tourism is evaluated. Potentially an important vehicle for cultural expression and employment regeneration, the adoption of rural tourism as a development vehicle is faced with a number of obstacles, which national, and perhaps international, development programmes need to address. China's natural and cultural resources are the foremost offerings of the country's wellness tourism sector. Although wellness tourism in China is in its infancy, it can offer new opportunities in, and strengthen the overall competitiveness of, China's tourism industry. To achieve this, the assessment and development of wellness tourism resources in China are required. This study examines the potential for wellness tourism development in terms of resources and promotion from the point of view of wellness tourism experts. It surveys professionals working in tourism, health and education in China. The results reveal that environmental assets, including fresh air, clean water and natural features, are considered the most important attributes for the development of wellness tourism in China and that the promotion of wellness tourism can best be achieved through advertising in mass media, governmental support and organizing new regional events. China's economic rise has had a significant impact on the global economy in terms of trade patterns and orientation. Much has been done to quantify the impact of China's economic rise on international trade, but very little has been done to assess its implications for logistics. In this paper, we examine the effects of China's continued economic rise on the Australian logistics sector. Unlike previous work that used partial equilibrium models, we use a computable general equilibrium (CGE) model. This allows us to capture the direct and indirect ramifications of trade and other economic developments associated with China's economic rise. The results are mixed between sub-sectors, but overall the Australian logistics sector would potentially benefit significantly from China's continued economic rise. However, these potential benefits will hinge partly on the Australian logistics sector's ability to respond to these opportunities.  相似文献

This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. Rural tourism in South Africa has undergone fundamental change since the advent of political democracy in 1995. Previously perceived as a ‘white man's thing’, rural tourism is increasingly finding a home amongst South Africa's formerly marginalised rural communities. The country has considerable potential in attracting tourists in search of new, exciting experiences in areas of unexploited natural beauty and rich cultural resources. The concept of rural tourism has mushroomed to include adventure tourism activities, cultural tourism and, lately, a new phenomenon in rural communities known as ‘township tourism’. There are, however, substantial challenges to be overcome if the rural tourism sector is to achieve its goals. These include a lack of capacity at local government level, the difficulties involved in operationalising community‐based rural tourism and the dearth of entrepreneurial expertise, management skills and capital with which to expand the rural tourism infrastructure. With the rapid infrastructure development and economic growth in China, household car ownership in the country's rural areas has changed dramatically in the past 16 years. The total number of cars owned by households in rural areas is currently 12 times higher than it was 16 years ago. The exploration of the effects of the built environment on household car ownership in China's rural areas is worthwhile. However, few studies have investigated this topic. To fill in the research gap, this work collected 374 household data from rural areas in China to examine the effects of the built environment in Sichuan's rural areas on the number of cars in a household. It considered family structure, socioeconomic characteristics, and individual's perceptions of the built environment, preferences towards the built environment and attitudes towards car ownership (shortened to perceptions, preferences and attitudes from now on). Geographic information system (GIS) technology, combined with on-site measurement, was used for data collection. The multinomial logit model was applied for estimation. Household structure and the built environment (including the perceived built environment and the objective built environment) significantly influence the number of cars in a household. By contrast, preference and attitude attributes have less influence on car ownership. Most of the findings are in line with the literature in the context of Chinese cities. Nevertheless, new results are also found. For example, rural hukou, and building density have significant positive impacts on household car ownership in China's rural areas, which is in contrast with their effects on cities. As the first study on rural areas in China, this research provides some insights for rural planners and policymakers to understand better the relationship between built environment and household car ownership.  相似文献

During the past four decades, the tourism industry has emerged as one of the leading industries worldwide. In the Arab countries, however, despite its huge potential, the tourism industry is still in its infancy phase. With the exception of only a few countries, until recently most of the Arab countries almost ignored the economic potential of tourism. Since the 1990s, their traditional attitude of neglect toward the tourism industry has undergone a transformation, a fact that was not lost by the Gulf Cooperation Council (GCC) countries. Thus, since the mid-1990s, all of the GCC countries, without exception, have been trying to promote their tourism sector, which soon became a prominent economic sector. The paper concentrates on one tourism development case – that of Bahrain – the least ‘rentier’ within the GCC oil-economies. The main research question addressed by this paper is to what extent Bahrain has introduced a cohesive and economically viable tourism industry that contributes to a more sustainable economy of this country. This exploratory paper examines Bahrain's motivation to promote tourism; its tourism comparative advantage; the major difficulties facing Bahrain's further tourism expansion; and the overall role of the tourism industry in the Bahraini economy.  相似文献

Tourism has increasingly become a preferred option for rural economic development. Like other economic opportunities, the purpose is to improve community viability and residents' quality of life. However, the impacts from tourism are sometimes negative and may lead to a decreased quality of life for residents. This empirical study investigates residents' quality of life using the core–periphery (CP) model. Periphery respondents reported a statistically higher overall quality of life, which is at odds with other research. Significant differences in quality of life scores and subsequent indicators highlight the usefulness of the CP model towards understanding tourism impacts to a rural destination. This paper considers the potential of Public-Choice theory to serve as a means to analyse tourism policy. It introduces the central issues for understanding the study of policy and economic decision-making, bringing them together as a single coherent explanation of the role of government within the contemporary market system. In the context of tourism analysis, the focus is on the forces that explain why governments make particular types of decisions for the industry and the effect these have on the community's collective well-being. Policy can impact on a society's culture, its social order, its administration or its use of law, or any combination of these; but, largely it is about the economic welfare of the community. Much of the public decision-making system concerns who gets what, who should benefit and who should pay. The paper reviews the notion of government intervention to establish an 'interpretation' of economic policy-making in Western democracies, such as Australia, Britain or New Zealand. It argues that most policy issues, including tourism issues, derive from some form of failure in the market-place, where the tourism industry is but one component interconnected with many others. The paper expands the public-choice approach further by applying it to segmented markets, and the tourism industry itself, and provides an issue-based model that allows the tourism policy-making process to be explored, exposed and predicted.  相似文献

In Western countries rural areas have faced major changes and challenges in the past decades. The role of traditional economies has decreased rapidly and the economic transition of rural areas has turned increasingly towards tourism production. By using a Finnish national scale rural tourism strategy and development programme as a case example, this paper argues that, while tourism can provide development for rural areas, the unrealistic expectations and goals may cause problems for rural communities. Unfeasible development goals of rural tourism are seen as the results of insufficient understanding of tourism dynamics and the lack of research-based or otherwise valid knowledge in development plans. In addition the connection between the ideas of rural tourism and sustainability is challenged in high tourism development goals and the related processes.  相似文献

In this study, we first conclude two main patterns – community‐based rural tourism and theme farm – of rural tourism in Taiwan, then investigate and compare the impacts of rural tourism perceived by the residents, the frequency and quality of tourists‐residents interaction, and residents' attitudes toward rural tourism of the two chosen areas. Moreover, we discuss and conclude the differences of two patterns in terms of economic, socio‐cultural, and environmental impacts.
