West African consumption of wheat and rice is growing rapidly despite technological barriers to production of these cereals in the region. Soaring imports are of particular concern in view of likely consumption trends. Maize imports are also growing rapidly, as is production in the more humid countries, to the detriment of sorghum. The latter is performing relatively better in the drier countries. Possible factors underlying consumption shifts are discussed, including price policies at variance with stated objectives. Possible policies to slow down these shifts are discussed, along with research requirements for effective diagnosis and implementation.  相似文献

This Special Issue highlights various good practices and food policy discussion in relation to the transformation of current food systems toward their social, environmental and economical sustainability. The papers describe policies, programmes and initiatives in developing and advanced economies of Europe and Central Asia that refer to the core elements of food systems, such as food supply, food environments, and consumers. Diet and activity have been affected by the rapid worldwide shifts in technological innovations reducing energy expenditures during leisure, transportation, and work; globalized modern food processing, marketing and distribution techniques; global mass media. The increases occur increasingly in rural areas on all continents. The resultant global increase in obesity increasingly is shifting the burden of obesity to the poor. While few direct linkages between globalization of trade in goods, services, and technology can be directly linked to diet and activity, a strong case exists for globalization’s role as a key underlying force behind this stage of the nutrition transition.  相似文献

All industrialized countries share a minimum set of food-labelling regulations. A major purpose is to protect and inform the consumer and, in recent years, the labelling of nutritional content and of permitted additives has received increased attention. Differences in labelling practices between countries in these areas reflect differing approaches to complex policy issues such as the relative emphasis to be placed on consumer information, as opposed to price or product modification, and the extent of consumer participation in the policy-making process.  相似文献

Changes in diet and nutrition, along with other lifestyle changes during the last decades, have affected the nutrition-related disease profile in many developing countries. This phenomenon, or process, is known as ‘The Nutrition Transition’. Several studies on adolescents in South Africa have shown that overweight and obesity are increasing, possibly due to this process. The aim of the present study was to extend our knowledge on the nutrition transition and the factors that influence adolescents’ choice of food in South Africa, and to develop policy recommendations that could facilitate the adolescents’ right to adequate food as laid down in the South African Constitutional Bill of Rights. The data were collected through focus groups with 25 female learners (grade 10, 14–16 years) from urban public schools in Cape Town and key informant interviews with 10 school staff members. The most important nutritional concerns that emerged from the analyses, included skipping breakfast and the consumption of unhealthy tuck shop food. In terms of the human right to adequate food, these findings reflected lack of availability and access to adequate food within the household, at schools, and in the community. In addition, the study showed that there were no or few opportunities for physical activity for adolescents during and after school hours. Social factors, including social norms and a need to conform to peer group pressure, appeared to affect the behaviour of learners considerably. Traditional foods appeared to have lost their importance, while learners preferred to consume fast foods and to adopt a more westernised diet connected to affluence and social acceptance. Traditional and more “Western” body perceptions co-existed among the study participants. The nutrition transition in South Africa is of a complex nature because of large differences that exist amongst different ethnic and socioeconomic groups. Policy decisions should be based on an understanding of these diverse factors. The media and the food industry should be encouraged to work with government in influencing adolescents to make healthy food choices. Cultural perceptions which may lead to unhealthy choices and lifestyle need to be addressed while at the same time respecting people’s cultural pride and human dignity. It is recommended that human rights principles are used purposively in the future in policy formulations, interventions, evaluation and monitoring.  相似文献

Developing country food systems have changed dramatically since the Green Revolution period. At the same time, malnutrition still represents a challenge and is now understood to encompass the three simultaneous dimensions of undernourishment, micronutrient deficiencies, and over-nutrition manifest in overweight and obesity. These changes in food systems and in the understanding of the global malnutrition challenge necessitate fresh thinking about food systems-based strategies to reduce malnutrition. This paper introduces a special section that offers such new perspectives. We discuss trends with respect to indicators of the triple burden of malnutrition to understand the extent of global malnutrition challenges and then relate those to food systems transformation in developing countries.  相似文献

As a consequence of recent food safety incidents, consumer trust in European food safety management has diminished. A risk governance framework that formally institutes stakeholder (including consumer) consultation and dialogue through a transparent and accountable process has been proposed, with due emphasis on risk communication. This paper delivers actionable policy recommendations based on consumer preferences for different approaches to food risk management. These results suggest that risk communication should be informed by knowledge of consumer risk perceptions and information needs, including individual differences in consumer preferences and requirements, and differences in these relating to socio-historical context associated with regulation. In addition, information about what is being done to identify, prevent and manage food risks needs to be communicated to consumers, together with consistent messages regarding preventative programs, enforcement systems, and scientific uncertainty and variability associated with risk assessments. Cross-cultural differences in consumer perception and information preferences suggest a national or regional strategy for food risk communication may be more effective than one applied at a pan-European level.  相似文献

Many development planners have proposed food systems reforms that underscore the importance of coordination and/or integration of traditionally fragmented distributive institutions. However, attempts at nurturing market coordination schemes have been thwarted in part, because they have not gained the endorsement of channel participants. A planning model is suggested to consider the receptivity of channel participants to various market coordination arrangements and their ability to overcome barriers to coordination. “Asian Management Research Needs More Self-confidence” (Meyer, 2006) generated a surprisingly extended and diverse set of responses from Asia and beyond. In this rejoinder, I draw together a few lines of arguments that have emerged in that debate with the aim of moving the debate—and thus Asian management research agendas—forward. In particular, I argue that context is a crucial variable to explain management behavior, yet for practical reasons, it has been neglected in research published in top journals. Thus, I challenge management scholars in Asia and beyond to devise new research strategies to enhance our understanding of the contextual boundaries of our knowledge.

Supermarket interventions have been a commonly used treatment for problems of fresh fruit accessibility in areas of previously limited availability, their wide ranges of healthy products and lower-prices making them seemingly perfect for promoting better diets. Empirical studies likewise fall in favour. However, this diversity also serves to give consumers opportunity to entrench bad habits and simply purchase more of the unhealthy foods they enjoy. In this paper we develop a new health index based upon UK government guidelines and look to the Seacroft Intervention Study for empirical evidence of supermarket impact thereupon. Using fixed effects unconditional quantile regression to provide robustness to our parameter estimates against covariate specification, we reinforce the message that supermarkets are not a panacea for dietary improvement. Whilst diversity increases post-intervention it is unlikely to be healthful, entrenching poor dietary habits rather than delivering improvement as intended. Careful consideration of planning policy, health education and sector regulation is needed.  相似文献

Food systems in developing countries are currently undergoing a rapid transformation towards high-value products and modern supply chains. While supply side aspects of this transformation have been analyzed previously, issues of consumer demand have received much less attention. This article analyses demand patterns for fresh fruits and vegetables in Vietnam, using household survey data and a demand systems approach. Demand for products from modern supply chains – particularly supermarkets and non-traditional imports – is highly income elastic, and the income effect is stronger than the impact of prices and supermarket penetration. This highlights the importance of considering demand side aspects when projecting future trends. Our results imply a continued restructuring of the food sector in the further process of economic development.  相似文献

The main function of food classification systems is to regulate the market and inform it (consumers above all) about the different types of products and their characteristics. However, the reality is that many of these systems give rise to confusion and prevent consumers from obtaining a clear idea of them, making the purchasing process more difficult. The objective of this study was to propose a method that can be used as a basis or reference framework for analysing the suitability of any food classification system, based on maximising consumer comprehension and learning, before introducing it into the market. The model proposed establishes the procedure and the necessary indicators for identifying the advantages and drawbacks of each of the different systems, making it possible to compare their suitability. The model was tested empirically by comparing the current classification of orange juices and Iberian ham with two different proposals, in an experiment conducted with an online consumer panel, and using MANCOVA to analyse the differences between the six indicators related to consumer learning results. It was concluded that the model is suitable for assessing the suitability of the classification systems, as it shows technical viability, ease of introduction in practically any situation and the ability to facilitate and guide the process of drawing up consumer-oriented food classification systems.  相似文献

The possible contribution of local sales chains to the reduction of energy consumption has been hotly debated in recent years. Some authors establish a link between the reduction of distances traveled by food and lower energy consumption due to transportation, while others hold that local supply chains have a poor energy performance. Despite progress in poverty reduction achieved over the last two decades, Tajikistan’s food security situation remains challenging. Recent studies and analyses have highlighted progress as well as areas that require increased attention from the Government of the Republic of Tajikistan and international development partners. The paper argues that a systems approach that takes into consideration policy interventions by different sectors is required to more effectively improve access and affordability of healthy diets, contributing to a better food security and nutrition situation of the population.  相似文献

In 2014, the Rome Declaration on Nutrition recognized food system sustainability as a key condition to ensure adequate nutrition and access to healthy diets for all. Five years later, the evidence has never been more clear: despite a series of positive outcomes, our current food systems have increasingly generated severe environmental, social, and health-related costs. Many of the most severe health impacts of food systems can be traced back to the core practices of industrial food and farming systems (e.g. input-intensive agriculture; intensive livestock production; mass marketing of highly processed foods; deregulated global commodity chains). Yet alternatives exist.This article provides an overview of the key impacts generated by current food systems on human and environmental health, with an emphasis on their effects in the region of Europe and Central Asia. It then brings together evidence on how diversified agroecological systems can play a key role in meeting health and nutrition goals, while also addressing the environmental, social, and economic challenges created by current systems. Ultimately, the article sheds light on how to break away from the underlying drivers keeping current systems in place, and suggests how more diversified systems can effectively be promoted through systemic, multi-sector, and integrated policy approaches to ensure healthy diets for all.  相似文献

In light of the shift in policy paradigm in agriculture from state intervention to market liberalisation and globalisation, this paper develops a series of hypotheses on the relationship between agricultural policies and consumer diets. The first hypothesis is that the paradigm shift has led to greater specialisation of production, so changing the ability and incentive for producers to supply certain foods relative to others. Second, the shift has affected farmgate prices (both up and down), so creating opportunities for the industries which purchase farm commodities (the food consuming industries – FCIs) to substitute lower priced ingredients, thereby influencing the nutritional quality and content of foods available in the marketplace. Third, it has increased the ability of the FCIs to “add value” through product innovation and marketing, creating a market characterised by highly differentiated products targeted to individualised preferences, thus increasing the acceptability of a wider variety and quantity of food products.  相似文献

Public policy activities to promote healthy diets have been criticised for their lack of success. Applying a marketing approach to non-commercial policy objectives such as healthy eating, termed social marketing, is an emerging but as yet underdeveloped field. An earlier study conducted a case analysis of recent successful commercial food marketing and identified key success factors that may be further transferred to the public sector. Six of these factors (trend awareness, endorsement, emotion, common value, media coverage, and ‘why and how’) were presented to and discussed by 31 experts in a two-round Delphi survey. The objective was to determine to what extent these factors are used in public information and social marketing campaigns for healthier eating, and what is required to successfully transfer those factors into the public arena.  相似文献

Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. Although food is an emerging topic on municipal policy and planning agendas, a systematic examination of policy development, its implementation and the instruments used at the urban level is lacking. This study was carried out with the aim of gaining new insights into the prevalence of certain food policy instruments and capacity of policy action. In order to do so, we developed an analytical framework to investigate urban policy and planning approaches related to food issues and applied it in ten large German cities. First, we identified different actor groups and analysed their role in urban food policy (level of involvement in municipal food projects). We then studied the variety of policy and planning instruments and their application for different elements in the food system. For the empirical study, we employed a case study approach and utilised data gathering methods of qualitative research, i.e. expert interviews and document analysis. Our empirical findings in the studied cities reveal that urban food policy activities are still very fragmented and often based on individual initiatives within the administration. Integrated urban food policies and their implementation through urban food strategies are still an exception in major cities in Germany. We found that municipal actors follow mainly sectoral approaches, using a wide array of steering instruments, i.e. informational instruments and public procurement policies. However, their capacities for policy implementation remain limited due to missing financial and staffing resources. Accordingly, the potential the urban food system offers for sustainable development through multifunctionality and sectoral integration, is still underexploited.The systematic approach developed in this study may contribute to a better understanding of different policy approaches taken. The applied typology of policy instruments might also be useful for identifying effective ways to implement urban food strategies, to understand mismatches between instruments and different policy domains, levels and administrative units, e.g. at the urban-rural interface, and to design of new policy instruments.  相似文献
