In land administration (LA), the right to exercising property/ownership rights on land is based on cadastral processes of adjudication, survey and rights registration. Private ownership rights are now being taken up in pastoral areas, where they must contend with pastoralists’ land rights. Pastoral land use requires seasonal migrations determined by climatic conditions. This study aimed to find out how well the existing land laws and property rights in LA are able to serve the requirements of pastoralists land use, identify mismatches and put forward possible solutions. A case study was carried out in the Samburu–Laikipia–Isiolo–Meru landscape in Kenya. Data on the degree of livestock dependency among pastoralist communities, the spatial extent and patterns of dry season migrations, the resulting encounters between herders’ and non-pastoralist land use actors, and the perceptions of land rights held by actors were collected through a variety of methods and analysed. The results show that pastoralism is still active. The migration corridors reveal that herders maintain extensive dry season mobility, even though some of the corridors currently overlap with areas where land is privately owned by non-pastoralist land use actors. Moreover, the results show that most non-pastoralist land use actors have their land rights registered, but seasonal encounters with migrating pastoralists persist as pastoralists continue to exercise customary rights of communal use. We conclude that existing land laws and property rights in LA are suitable for sedentary land use, but do not address how to serve pastoralists land rights in time and space. The pastoralist's migration routes and patterns obtained indicated that it is possible to predict where pastoralists will be at a given time/drought period. This information could be used by decision makers and land administrators to identify where and when pastoralists’ land rights apply. This could provide the foundation for including pastoralists’ spatiotemporal land rights in LA. Arguments emphasize that adjudication, surveys and registration of rights should focus not only on ownership and full control of land, but also on defined periods when spatiotemporal mobility and access rights could be granted to pastoralists.  相似文献

Perennial grain crops may play an important role in environmentally sound and socially just food systems for Africa. We study the future possibility of integrating perennial grains into Malian farming systems from the perspective of agroecology, and more specifically using a gendered space approach. We interviewed 72 farmers across the sorghum-growing region of Mali. We found that perennial grains offer a vision for transforming human relations with nature that mirrors the resource sharing of customary land tenure, including patterns of extensive and intensive land use in time and space. Women interviewees identified a broad set of potential advantages and challenges to perennial grain production. Advantages include reduced labour, saving seed, and improving food security. Women farmers were concerned about livestock, water access, and resource limitations. We argue that perennial grains may increase access to land and natural resources for women farmers. Perennial grains may improve soil quality, reduce labour early in the rainy season, and provision more resources from fallow lands. Pastoralists stand to benefit from improved pastures in the dry season. We conclude that investments are needed to develop viable crop types in consideration of the complexity of West African farming systems and the local needs of women farmers and pastoralists.  相似文献

This research describes and analyses how smallholder crop livestock farmers in rural Ea Kar, Vietnam, were able to take advantage of the rising demand for meat in urban centres and transform cattle production from a traditional, extensive grazing system to a more intensive, stall-fed system that supplied quality meat to urban markets. The traditional grazing system produced low-quality animals that could only be sold for local consumption. Introduction of the concept of farm-grown fodder production enabled farmers to produce fatter animals, achieving higher sale prices, and reduce labour inputs by moving from grazing to stall-feeding. These benefits convinced farmers, traders and local government that smallholder cattle production could be a viable enterprise and so stimulated stakeholder interest. Within 10 years, the way that cattle were produced and marketed changed considerably. By 2010, more than 3,000 smallholders had adopted farm-grown forages and stall-feeding, and many produced high-quality beef cattle. Traders had been able to develop access to urban markets as farmers were able to produce animals that satisfied the stringent quality requirements of urban markets. In addition to the underlying driver of strong market demand for quality meat, several factors contributed to this transition: (i) a convincing innovation – the use of farm-grown fodder – that provided immediate benefits to farmers and provided a vision for local stakeholders; (ii) a participatory, systems-oriented innovation process that emphasised capacity strengthening; (iii) a value chain approach that linked farmers and local traders to markets; (iv) the formation of a loosely structured coalition of local stakeholders that facilitated and managed the innovation process; and (v) technical support over a sufficiently long time period to allow innovation processes to become sustainable.  相似文献

Since the 1980s, the spatial extent of communal grazing lands in Botswana has been diminishing due to rangeland privatisation and fencing associated with animal health policies. Spatial comparisons of pastoral land use transformations are particularly important where accessibility to grazing and water resources remains at the core of sustainable pastoralism policies. Achieving success in pastoral development research requires a sound understanding of traditional pastoralists’ information systems, including the nature of local spatial knowledge. This study explores local spatial knowledge through participatory mapping and a Participatory Geographic Information System to understand and analyse pastoralists’ grazing patterns, spatial mobility and the impacts of subdivisions and privatisation policies in Botswana’s Ngamiland rangelands. The study uses focus group discussions, historical analysis through key informant interviews, and participatory mapping exercises along with community guided transect walks. The resulting maps provide insights into the traditional tenure patterns of land use and the impacts of rangeland policy on traditional livestock spatial mobility and access to grazing lands. Privatisation and rangeland enclosures have resulted in the restricted movement of livestock and overstocking of floodplains and riparian rangelands, with some natural water pans becoming inaccessible to local communities. We conclude that the integration of local spatial knowledge can be used to foster better articulation and understanding of pastoralists’ tenures, which are often lacking in communal land administration systems. Such integrated analysis can contribute to sustainable pastoral land management policy toolkits in semi-arid rangeland environments and enable better land tenure and management decision making for sustainable land management.  相似文献

Recent changes in the Common Agricultural Policy (CAP) introduced different definitions regarding the eligibility of various types of land used by grazing animals. In particular, shrublands and other low-quality areas which have traditionally been used as grazinglands are now not eligible for European Union income support payments. Subject to these changes, a large part of livestock farms will be affected, being partially or fully deprived of EU income support. In addition to these policy-driven changes, pasture-fed livestock farms in Greece are faced with a unique system of grazingland allocation, as all grazing areas in the country are state-owned. These areas are allocated for a short period either directly to farmers who are permanent residents of the Municipalities or to other livestock farmers through an auction system, which does not take into account the grazing capacity thus bringing about environmental degradation. This paper investigates the effects of CAP changes and of this communal land allocation system based on the findings of a typological analysis. The study focuses on a typical Greek territory in terms of land uses, economic activities and sociodemographic developments. Data from a questionnaire survey are used to build a typology of local livestock farms in terms of their nutritional management and land use characteristics and then the profile of each type is investigated through the estimation of a Multinomial Logit Model where the dependent variable is the cluster participation. Three distinct types of farms (clusters) are determined. Cluster 1 includes traditional farms which rear sheep and goats and bovine for meat, which are highly dependent on grazingland uses and EU income support. Cluster 2 farms – mainly sheep and goat – have evolved a ‘double’ dependency on land in the form of grazingland but also of cropland for feedstuff production, which renders them more resilient to policy changes. Finally, Cluster 3 farms are intensive dairy cattle farms and use artificial (cultivated) privately-owned grazinglands and cropland for feedstuff production. Market-oriented measures are proposed for each type and suggestions for an integrated land use plan are made, including long-term leasing of land and the consideration of environmental criteria for land allocation, thus rendering farmers responsible for keeping their land in a good production state.  相似文献

Open access post-harvest in situ grazing is widespread in areas where a mixed crop-livestock system is common. Where this is not discouraged, because livestock is important, conservation agriculture, which depends on keeping the soil surface covered with crop residues is unlikely to be implemented. One way to reduce open access grazing is through restricting communal grazing access to allow rights of exclusion, while simultaneously improving the production of livestock feeds. This paper analyzes farmers’ perceptions about post-harvest free grazing on agricultural lands and identifies incentives that motivate forage production, to help inform forage development and policy. We collected data from randomly selected farm households in the Nile Basin of Ethiopia and used a choice experiment method. We found that a majority of farmers would prefer post-harvest grazing restrictions to the existing reciprocal post-harvest grazing. Farmers also had strong preferences for forage production policy incentives, but the results reveal considerable preference heterogeneity. The study provides policy makers with needed information in formulating policy incentives for smallholder forage production systems.  相似文献

农村土地承包经营权抵押贷款是解决农民融资贷款缺乏有效抵押物、破解农民贷款难题的有效手段。2014年中央一号文件首次提出"在落实农村土地集体所有权的基础上,稳定农户承包权、放活土地经营权,允许承包土地经营权向金融机构贷款"。国务院下发了《关于金融服务"三农"发展的若干意见》,进一步细化和明确了鼓励发展农村土地承包经营权抵押贷款的一揽子政策措施。黑龙江省克山县作为国家级农村改革试验区从2010年起探索和实践了农村土地承包经营权抵押贷款,形成了一整套土地承包经营权抵押贷款的发展机制、管理模式和配套政策,打破了农贷资金"五户联保"等旧有的资金贷款模式,实现了银行、农民、新型经营主体的互利双赢。农村土地承包经营权抵押贷款问题是目前的热门课题,作者以黑龙江省克山县为例,剖析了农村土地承包经营权抵押贷款的一些做法、模式、问题,并针对问题提出了完善建议。论文对各地正在开展的农村土地承包经营权抵押贷款工作的示范推广具有一定的借鉴意义。  相似文献

With population growth still at very high rates and large-scale commercial farmers and cattle ranchers owning much of the more fertile valley land, small-scale farmers are concentrated on increasingly marginal, steeply sloping hillsides in Central America. The continuing soil erosion and land degradation in these low-input staple crop production hillside farming systems lead many to be pessimistic about increasing the agricultural incomes of these farmers. However, this study shows that the appropriate combination of improved technologies and agricultural policy or alternative production diversification strategies can improve the incomes of small-scale hillside farmers in southern Honduras by over 50%. The technology components considered are stone walls and ditches combined with living tree barriers to prevent erosion of the hillsides, and a package of improved sorghum seed, seed treatment, and modest doses of nitrogenous fertilizer. A whole-farm mathematical programming framework is used to determine the potential farm-level income effects of the soil-conservation and seed-fertilizer technologies. The main conclusion is that erosion-control devices and yield-increasing crop varieties and fertilizer are an effective technology introduction strategy for the erosion-prone hillside landholdings found in many areas of Central America. If policy actions or diversification strategies for disposal of surplus grain are found which are effective in reducing the risk of low income from cereal price reductions in high-production years, adoption of the improved technologies is shown to be profitable for small-scale farmers. Another benefit not explicitly considered would be to slow the very rapid growth of urban poverty in these countries. Sensitivity analysis results indicated that neither risk aversion nor the increased availability of crop land or initial cash have any substantial effects on the predicted adoption level of the improved technologies, or on their income impacts for these farmers.  相似文献

Maize is the dominant staple crop across most of southern Africa—it is so dominant in some areas that more than 80 per cent of the smallholder land area is planted with maize. Soyabean was identified as the crop with a potential to address the need for diversifying the cropping systems, which could assist in overcoming the pervading soil fertility constraints and could provide smallholder farmers with an opportunity to earn income while also addressing the nutritional security of households. An initiative was launched in the 1996/97 cropping season in Zimbabwe, to test soyabean as a potential smallholder crop. From an initial 55 farmers in the first year, soyabean production expanded rapidly to an estimated 10,000 farmers three years later. Since then, soyabean has diffused spontaneously to most smallholder farming areas in the higher rainfall zones of Zimbabwe. Thus, the initiative has assisted a large number of smallholders to grow soyabean, and exploded a long-held belief in Zimbabwe that soyabean is not a suitable crop for smallholders.  相似文献

Making the assumption that property rights might determine whether farmers adopt particular strategies, this study aims at modelling farmers’ decisions to adapt to climate change by focusing on their property rights – declined as institutional arrangements on land and rights on land – as well as their socio-economic and demographic characteristics. The case study took place in northern Benin (West Africa). In this zone, 308 farmers producing maize and adapting to climate change were randomly sampled. The study was conducted by a survey method on respondents using structured interviews based on a questionnaire. A simultaneous modelling using a Multivariate Probit (MVP) model highlighted that socio-economic and demographic characteristics, institutional arrangements on land, and rights on land determine the farmers’ decisions to adapt to climate change. The land ownership has a positive effect on the decision to adopt any adaptation strategy. Subsequently, securing farmers’ property rights would help to enhance their capacity to adapt to climate change.  相似文献

Drug trafficking organizations are driving deforestation in Guatemala’s Maya Biosphere Reserve. Drug traffickers deforest the protected area in order to illegally ranch cattle, which serves as a mechanism of money laundering, drug smuggling, and territory control. Journalists and ethnographers have analyzed “narco-cattle ranching” activities in the reserve and resulting “narco-deforestation,” yet land use change scientists have yet to quantify the contribution of illegal cattle ranching to forest loss. This article uses remote sensing and GIS analysis to distinguish the relative contribution of cattle ranching, farming, and land speculation to reserve deforestation and other forms of land use and land cover change. We also use ethnographic methods to provide evidentiary links between illegal cattle ranching and drug trafficking activities that suggest a large part, but not all, of illegal cattle ranching is narco-capitalized. Our research finds that illegal cattle ranching is responsible for the majority of reserve deforestation, ranging from 59 to 87% of photographs on deforested lands in three sampled areas. We also found illegal cattle ranching activities are the highest in the reserve’s western national parks, which should be strictly protected from land use change. Contrary to popular debate, these findings suggest drug traffickers in the context of the US-led War on Drugs are to blame for forest loss, not subsistence farmers illegally living in the reserve.  相似文献

The knowledge of soil erosion processes, attitude towards rational use of resources and institutional support affect the capability of farmers to implement soil and water conservation (SWC) measures. This research was conducted to determine soil erosion problems and the factors that affect the adoption of SWC measures in Fincha’a watershed, western Ethiopia. A total of 50 farmers were interviewed using a semi-structured questionnaire, and two group discussions were held with 20 farmers. Moreover, transects were walked to classify erosion features, and a quantitative erosion survey was made on 19 farm plots during the rainy season of 2004. The results showed that crop fields are affected by annual soil losses ranging from 24 to 160 Mg ha−1. Farmers are well aware of these erosion problems, and related the soil loss to steep slopes and a decline in soil fertility. However, they did not invest much in SWC measures, but apply soil management practices to sustain crop yields. The wealth status of farmers, land tenure arrangements and lack of access the farmers have to information are the major factors affecting SWC adoption. High labour demand of SWC measures, lack of short-term benefits and free grazing have negatively affected SWC adoption. Soil erosion problems in Fincha’a watershed have both on-site and off-site effects that require integrated SWC planning at watershed scale.  相似文献

Increased AIDS mortality and other preexisting conditions have contributed to agricultural productivity declines in the districts of Masaka and Rakai in Uganda. These two districts were the most fertile in Uganda and also had the highest HIV seroprevalence rates in Africa. 66% of study households experienced land use decline to some extent over the past 5 years. The 11% decline in poultry production and 32% decline in cattle production was reportedly due to poor management and loss of grazing land from overpopulation and larger scale farms. The most frequently reported reasons for crop reductions were death and sickness; these was estimated as affecting 8% of families with children under 5 years in the study area. Morbidity and mortality as a reason for the decline was reported two times as much as poverty and decline in international coffee prices. Other reasons for loss of productivity were food shortages and insecurity, loss of income, and reduced ability to respond to educational and medical needs. Cassava is replacing the culturally preferred matooke banana as a crop that is more disease-, pest-, and drought resistant. The banana weevil has been a recent problem. Marginal farming systems have been the most affected by declines in land use and livestock production, but fertile areas have not been spared the impact from AIDS and adult mortality. Poverty has decreased the use of pesticides, herbicides, and fertilizers in the districts. Policy has had an impact on agricultural practices: population growth and inheritance have added to loss of individual land holdings and contributed to fallow periods and infertility. Appropriate land management practices have not been adequately promoted in the agricultural extension service. Civil wars and the drop in coffee prices have reduced the number of farm laborers. Common grazing land has been turned over to large commercial ranches. Government should maintain research and monitoring of declines in food and cash crop production and manpower needs. Policy must be designed to respond to the complicated factors affecting productivity. High AIDS prevalence areas and marginal areas where reduced production effects would be the most severe must be given priority status. Development of cash crop alternatives must be examined and perhaps supported on an experimental basis by donor agencies. Maximum productivity should be encouraged by rural extension and education agencies. A number of other specific recommendations were made for individual survival strategies to maintain high agricultural productivity.  相似文献

Agricultural land conversion for urban development is a major process in the vicinity of many cities in Vietnam. This causes problems for the fabric of local society. In this paper, we evaluate four agricultural land’s acquisition projects in two areas (Hoai Duc district and Thanh Oai district) in Hanoi, Vietnam to examine two primary questions: (1) how do farmers obtain any economic benefit from urban development projects? And, (2) how are socio-economic livelihoods of the farmers effected by land conversion? The investigation relied on a market land price's survey using a structured-interview method, in which 395 land-acquired households were randomly selected. The responses indicate that there are unequal benefits among the various stakeholders. On average farmers tend to benefit the least. Although the farmers have the possibility to transform their agricultural livelihood into a non-agricultural one with probably a higher income, they are actually faced with many difficulties in maintaining non-agricultural activities, in finding stable alternative livelihood activities, and in using the compensation for investments.  相似文献

Land fragmentation has been identified to greatly undermine crop production in many countries. In the case of Ghana’s customary tenure system, household farmlands are relatively small and are highly fragmented. Recent agricultural drives, however, have focused on farm level interventions that are ad hoc with short-term benefits. A sustainable long-term application of land consolidation which reorganises farmlands may improve yields, reduce the cost of production and improve the incomes of farmers. The successful implementation of land consolidation depends greatly on the suitability of local conditions with respect to land tenure and land use. However, in Ghana’s customary lands, the alignment between the requirements for land consolidation and existing conditions remains unexplored. This study investigated the feasibility of land consolidation within the customary tenure by juxtaposing the local conditions of the study areas with the baseline conditions for land consolidation outlined in literature. Using both qualitative and spatial data, the study revealed some traits of convergence and divergence with respect to the baseline conditions in the study areas. For example, conditions such as the existence of land fragmentation, suitable topography and soil distribution were fully met. Conditions such as the existence of a land bank, technical expertise, and infrastructure and supportive legal frameworks were partially met. The remaining conditions such as the willingness to participate, availability of a land information system and favorable land ownership structure were non-existent. The circumstances surrounding these unmet conditions are deeply embedded in customs and traditions that hardly yield to change. Since these conditions are fundamental for land consolidation, their absence negates the feasibility of land consolidation under the current tenure system of the study areas.  相似文献

This paper looks at some of the factors which may influence REPS participation among commonage farmers in the west of The Republic of Ireland and on the impact REPS has had on participating farmers’ income and on their environmental practices and attitudes. Commonage is land held in common ownership on which two or more farmers have grazing rights. There are about 4500 commonages in Ireland and they are important to Irish agriculture, to conservation of the uplands, in managing the environment and in sustaining rural livelihoods. The study reveals that sheep farmers are less likely to join REPS than cattle farmers and that being in receipt of other sources of State income acted as a deterrent to participation. REPS appears to have had a positive impact on participants’ income and seems to have been successful in changing farmer practices in a more environmentally benign direction, when doing so imposed no additional costs on the farmer. Environmental awareness among all farmers appears to be poor although REPS farmers display more appreciation of the degraded state of commonage than do non-REPS farmers. Farmers preference for a continuation of the status quo with respect to commonage management and a lack of discontent with respect to the distribution of past commonage rights points to the potential of building on a more co-operative approach to environmental management.  相似文献

文章基于中国农地确权制度改革的政策背景,以及备受关注的土地细碎化的资源特征,构建“产权权利界定、产权资源特性与农户生产要素投入”的理论分析框架,借助广东粤北山区阳山县农户的调查数据,采用条件混合处理模型的计量结果表明:农地确权未能有效激励农户的生产要素投入行为,但土地细碎化显著抑制了农户雇佣劳动力和机械服务购买行为,还显著促进了化肥施用。进一步纳入农地确权和土地细碎化的交互项的模型结果表明,农地确权与土地细碎化两者之间不存在互补或替代的交互效应。采用中介机制、子样本分析等模型验证了上述结论的稳健性。由此认为,农地确权政策的影响具有情境依赖性,不可教条式地过度吹捧农地确权政策的生产投入影响效应;对于丘陵山区地带而言,农业政策应从聚焦于地权制度改革调整到缓解农地细碎化问题上。这不仅对激励农业生产要素的投入具有必要性与紧迫性,而且也有利于农地“减肥”,缓解中国日益紧迫的农业资源环境问题。  相似文献

土地权利的安全保障能有效地促进社会、经济的发展。在发达国家,由于土地私有化、各种经济、法律制度的完善,这种机制运行得相对比较好。而在中国,由于历史、传统、法律方面的各种原因,农民得不到有力的土地权利保障,因此不能有效地促进社会、经济的发展,我国政府还需努力来改善这种状况,中央政府应采取一切手段,特别是法律手段确保农民在家庭承包制下的土地使用权,加强金融市场改革使农民可以方便地借贷资金对土地进行投资,支持土地市场发展,促进土地交易,加大土地执法力度。  相似文献

The rapid urbanization in developing countries implies an increasing pressure on urban agriculture for production. As most perishable food products come from this agriculture in close proximity to population concentrations, we analysed from an agronomic point of view how market-garden farmers can meet this increasing urban demand. This work took place in the case of Mahajanga, a secondary city with high increasing demographic rate on the Northwest coast of Madagascar. Based on preliminary surveys to characterize the farming systems (on a sample of 91 farms), 11 market-garden farmers chosen in the three main agricultural zones of the urban area were surveyed during two years. Surveys aimed at understanding their decision rules in crop choices, crop allocation to land and resource management, and to estimate their room for manoeuvre to increase their leafy vegetable areas under cultivation. The wholesalers and retailers who buy the farmers’ produce were also surveyed. A previous model of decision rules regarding crop location on farm territory was used to analyse the on-farm surveys and cartographic methods (GIS and on-farm manual representations) were used to quantify the land use. We highlight the following major points. (1) The leafy vegetable production in the surveyed farms already intensively uses land: farmers have complex decision rules largely depending on the water dynamics in the two main environments (lowlands and lakesides) where leafy vegetables are cultivated during the dry season. (2) The scarcity of farmers’ resources (labour money and water) leads to very little internal room for manoeuvre to increase the leafy vegetable production in the farms. (3) At territorial level however, some land reserve exist in one of the lowlands, but not on lakesides. The water availability for agriculture must be better informed through specialized hydrologic studies, as one of the main constraints nowadays to extend the agricultural area. An extrapolation to other cases of urban agriculture is then discussed as well as the role of agronomy to help urban planners to consider the place of agriculture in the urban development.  相似文献
