This study employs farm household data to examine the impact of adoption of sustainable land management practices on consumption and poverty outcomes using multivalued treatment effects approaches. The generalized propensity score approach was employed to account for selectivity bias due to observed characteristics among households. Using a doubly robust treatment effects estimator, we found that increasing intensity of adoption improved per capita consumption expenditure, reduced poverty headcount and poverty gap among farm households. The results of the multivalued treatment effects approach revealed significant differences between adopters of different adoption intensities, a finding that is not possible with binary treatment effect approaches. The findings also revealed that the average treatment effect of moving from low intensity to high intensity adoption levels differed across quantiles of per capita consumption. We also use a dose-response function to demonstrate that the treatment effect of intensity of adoption on per capita consumption and poverty outcomes is nonlinear, with optimal adoption level occurring between 60–70 % of adoption intensity dose. It is therefore recommended that initial government support in sustainable land management is necessary to sustain and upscale individual household efforts towards investment in sustainable land management.  相似文献

To identify appropriate interventions that support sustainable land use; a farm household modelling approach is applied to analyze micro-economic supply reactions to various policy measures. The modelling framework links agro-technical and economic data, and takes both production and consumption decisions into account, allowing land use and production technology adjustments in accordance with farm household objectives. Different types of farm households are distinguished on the basis of their resource endowments, savings coefficients and time discount rate. Actual and alternative (sustainable) cropping and livestock activities for different weather regimes are defined for southern Mali. The effects on sustainable land use and expected farm household welfare of adopting alternative technologies and modifying prices, transaction costs, access to credit and land taxes are demonstrated. Even with full information on sustainable technologies, strong policy interventions are required to halt soil degradation. Structural policies proved to be more effective than price policies to reduce soil degradation while maintaining positive income effects. When prices are determined endogenously, structural policy loses some effectiveness as an incentive for sustainable land use due to the effect of additional supply on local cereal and meat Prices.  相似文献

Low investments in sustainable land management (SLM) limit agricultural production in the East African Highlands, leading to increased soil erosion, low productivity of land and food insecurity. Recent studies in the region show that different socio-economic factors influence SLM investments by farmers, but knowledge on which of these are most influential and how to foster SLM is often lacking. This research fills this gap for the West Usambara Highlands, and determines key socio-economic factors influencing investments in SLM. Data for this research was collected from 196 randomly selected farm households in the Lushoto district, and Factor Analysis was used to reveal patterns of correlation between SLM investments and different household characteristics. Among the eight socioeconomic factors generated by Factor Analysis, four key factors were found to significantly influence SLM investments in upland (mainly rain-fed) agricultural fields: (1) the farmer’s access to support services; (2) the farmer’s experience with collaborative land management; (3) the household’s income from crop sales; and (4) the farmer’s forward driven attitude. The study concludes that a strategy to foster and scale-up SLM in the West Usambara Highlands should therefore improve the access of farmers to support services (especially micro-credits), trigger collaborative efforts in land management (e.g., farmer-to-farmer training) and promote investments in the rural area to create an enabling environment for SLM. A more active role of the Government, together with public and private sector partners, is therefore crucial.  相似文献

This paper explores smallholder farmers’ adoption decisions of multiple sustainable intensification practices (SIPs) in eastern and southern Africa. We develop a multivariate probit model using plot-level data gathered from maize–legume farming systems in Ethiopia, Kenya, Malawi, and Tanzania. We find that some practices used in maize production are complementary while others are substitutable. The adoption of SIPs is influenced by social capital and networks, quality of extension services, reliance on government support during crop failure, incidence of pests and diseases, resource constraints, tenure security, education, and market access. The results provide insight into the further efforts needed to encourage greater adoption of SIPs.  相似文献

Ongoing debate over water management along the Blue Nile and land degradation in Ethiopia emphasizes the need for efficiency gains in agricultural production through sustainable land management (SLM). However, previous SLM studies overlook the tradeoffs involved in maintaining SLM investments over time. We address this limitation by combining a household survey that evaluates the economic impacts of SLM investments and maintenance, with a hydrological model that explores location‐specific infrastructure effects. We then use a multi‐market model to evaluate the impacts of alternative SLM investments on agricultural production, prices, and incomes over time. Analysis suggests SLM investments must be maintained for at least seven years to show significant increases in value of production, and that terraces on moderate and steep slopes are most effective in increasing agricultural yields. However, the benefits of terracing do not outweigh the cost of foregone off‐farm labor opportunities, nor compensate for lower agricultural prices from increased supply. Thus, SLM investments must be paired with other input and infrastructure investments, as well as subsidies for initial labor costs, in order to incentivize adoption and long‐term SLM maintenance.  相似文献

The paper describes the facilitated learning process of farmers, its results and implications in addressing the low productivity of Jasmine rice in northeast Thailand using the SRI-FFS approach in a collaborative action research. Other involved included rice traders, millers, researchers, government and non-governmental organizations. Working through an inclusive process of dialogue, observation, diagnosis, experimentation and exposure to different types of innovative agronomic crop management (IACM) practices resulting from the SRI–FFS approach, participants made a thorough analysis of the current management practices and evaluated various IACM practices for their productivity and profitability. The results confirmed the potential of IACM in enhancing crop and water productivity along with soil fertility with relatively low input-use (seed, water and fertilizers) and higher net farm-income compared to existing crop management practices. However, factors such as (i) the age of the farmers and (ii) off-farm employment opportunity are key drivers that affect the crop management decision-making process. Therefore, exploration of value-added production alternatives and favourable policies is required to sustain IACM that can benefit farmers, consumers and the environment. The participation of policy-makers at the action research continuum is essential for effective follow up, scaling up and sustainability of such environmentally sound practices.  相似文献

The aim of this paper is to evaluate the existing Flemish institutional framework of sustainable forest management (SFM). The evaluation was performed using criteria and indicators that were based on the four-dimensional structure (discourse, rules, power and actors) of the policy arrangement approach. The data collection and analysis were done using a single representative case. The conclusions of the evaluation are mixed. The introduction of sustainable forest management is hampered by different perspectives on SFM and a fragmented network of many different owners with a clear asymmetrical distribution of trust and power. It is, however, enabled by the way that the most powerful and trusted actors in the network – the forest group and the forest service – have the same perspective on SFM perspective as the government. We expect that SFM can be achieved in the near future, although it remains a vulnerable situation.  相似文献

Land use is an important field of interest regarding sustainability transformations. Research projects which deal with the multiple dimensions of sustainable land use usually apply an inter- and transdisciplinary design and are confronted with challenges of integrating heterogeneous knowledge.In this paper we refer to experience we had during the ELaN project, which followed a systemic approach by linking research on water and land management. Due to this relatively uncommon approach it was necessary to bring together scientists and practical actors as well as distributed knowledge from different areas of expertise. Considering the heterogeneity of the actors it was of great importance to establish a shared understanding of the research problem the project was to deal with during the initial phase. For this step the method of Constellation Analysis (CA) was applied: a visualisation and analysis tool which aims at joint problem framing by focusing on the dominant elements of a social-ecological problem and their relations in a discursive process. Due to the size of the project team and the necessity to involve a broad range of actors, a group of scientists led the iterative process and prepared CA drafts which were validated by practitioners. This design can be categorised as ‘consulting’ rather than ‘participatory’ transdisciplinarity. Proceeding this way can be seen as a compromise between more intense forms of transdisciplinary exchange and forms that are manageable when considering time and resource constraints in third-party funded projects.CA has proven to be a suitable tool for organising processes of mutual understanding between heterogeneous actors and fostering social integration in inter- and transdisciplinary research groups. In ELaN the main benefit of the process was an adjustment and enrichment of problem framing which was formulated in the project proposal thus contributing to integrated system knowledge as a basis for the interdisciplinary project consortium and involved practitioners. The insights gained during this process led to changes in the design of some of the sub-projects as well as the targeted end products. This experience confirms the importance of a structured process of joint problem framing in inter- and transdisciplinary projects, especially for thematic fields of such high complexity as land use research.  相似文献

This study's objectives were to determine factors influencing smallholder farmers' adoption of a stall-feeding management system for improved dairy cattle in semiarid Tanzania and other related technology packages, Heckman's two-stage procedure was used to determine factors influencing participation in the project and the adoption of recommended management practices. Stall-feeding technology is Jocularly attractive to those households with fewer resources particularly those that are female headed. Wealthier farmers, as measured by area of land cultivated, are less likely to adopt the stall-feeding technology. Household labour is found to be important in determining the degree to Which the technology and associated management practices were adopted. Age of the household head has a positive impact on the size of the Intensive feed gardens. Different measures of extension-related contact are significant in influencing the potential lor adopting stall-fed technology, the number of stall-fed cattle kept, the probability of growing water melons, and the size of intensive feed gardens. The implications are that research and extension messages with reference to the stall-feeding management system need to be targeted to specific types of households (e.g., female farmers, those with children to provide labor, and limited resource farms). This supports the notion that technology development and dissemination need to be sensitive not only to the characteristics of the biophysical environment but also to the socioeconomic environment, which is often neglected. The study also demonstrates that in the poorer parts of the world where land is very limited, a strategy for improving ecological sustainability can be linked closely to one for increasing agricultural productivity.  相似文献

Historically the land development process has lacked a decision support structure for evaluating undeveloped parcels of land for compatibility with land use policy and engineering constraints. This paper demonstrates an applied multi-criteria decision support structure for characterizing the spatial distribution and classification of a parcel’s potential to support residential lot construction. This support structure is based on parcel attributes quantified in a typical site feasibility report, to include: potential house yield, wetlands area, soil types, streams (surface drains), and steep slope areas. The analytical capabilities of geographic information system (GIS) are employed in the decision support structure named the constructability assessment method (CAM). CAM integrates a dynamic multi-criteria attribute assessment method, based on the Analytical Hierarchy Process (AHP), for a given set of administrative requirements, and engineering constraints and judgment.The results of a case study using CAM characterized the approximate location of ideal lots for homes construction in an R-1 zoning district located on a 1290 acre land parcel in Loudoun County, VA, while avoiding existing hydric soils, floodplains, steep slopes, and forested areas. The number of ideal lots for a given set of engineering and administrative constraints represented a 65% reduction from the maximum lots permitted by regulatory constraints alone. The methodology used in this case study provides a consistent and repeatable land parcel analysis technique for undeveloped land parcels, and can be adapted and/or extended to a number of similar publicly available geographic datasets and constraint. In estimating optimal development density, CAM meets the needs of zoning administrators as well as the developers, thus offering a demand-driven market-based solution for sustainable land development.  相似文献

If there is a strong argument in favour of multifunctional forest management, there is also controversy regarding the types of multifunctionality able to instil virtuous circles across landscapes. Managing forests in such a way that user groups, sustainability practitioners and forestry institutions all agree to, is not easy. For any reliable consensus to occur, via viable landscape design procedures, through which multiple functions (production, environmental protection and recreation) may be coordinated by means of innovative planning, there is a need to negotiate a set of common objectives and shared responsibilities. This paper examines the policy dimensions of multifunctional forest management, and, through an exploratory case study, proposes an approach for cooperative planning and institutional design. The case study involved two parishes in the Minho region of Portugal (Gavieira and Entre Ambos-os-Rios) combining the local communities, the National Park, and local forestry officers. The case study created, developed and validated two scenario storylines through a series of participatory processes (two focus group meetings, one comprehensive workshop, and one expert meeting). One scenario focussed on continuity of the traditional management patterns, with an emphasis on direct goods such as timber and livestock grazing (traditional multifunctionality). The other concentrated on indirect ecological services, such as soil and water protection, as well as carbon sequestration (new multifunctionality). An attempt was also made to implement the scenario storylines through initiating a pilot project in both of the case study areas. However, there were neither robust planning mechanisms nor adaptive governance systems with the capacity to put into place forest management “futures” likely to deliver more sustainable landscape-scale uses in these areas. This paper illustrates the difficulties in forging governance systems that have the capacity and the vision to be able to put sustainable development concepts into practice, even when a coherent package of planning measures are tried out, given a policy setting that is confused, contradictory, and where the “status quo” tends to be given prominence.  相似文献

The tidal river management (TRM) approach is an indigenous management practice in the Southwest part of the Ganges-Brahmaputra delta in Bangladesh. This approach has a high potential for extending area under agriculture with a positive impact on sustainable production and consequently on sustainable land use planning. Until recently, no studies provide a quantitative assessment on agricultural benefits of TRM operation. In this study, we aim to assess the benefits of TRM operation by using innovative approaches such as comparing land use change, agricultural production and economic cost-benefit analysis for two scenarios (with and without TRM) in the Hari-Teka-Bhadra catchment. We found that the financial benefit of TRM operation was 85.5 million US dollar per year from the agriculture sector. The results are useful for promoting land use policy through TRM approach in achieving greater sustainability in the area.  相似文献

Empirical studies point to reduced tillage as a means to increase yields and reverse land degradation. A relatively neglected avenue of research concerns why farmers increase tillage frequencies. Using household-plot level panel data from the Nile Basin of Ethiopia, this article applies a random effects ordered probit endogenous switching regression model to empirically investigate the impact of weather events and other conditioning factors on farmers’ choice of tillage intensity and the effect of changing tillage frequencies on differences in farm returns. Results indicate that, while low frequency tillage is more likely in drier areas, plot-level shocks (such as pests and diseases) are key variables in the choice of high-frequency tillage. Adoption of a low-till approach leads to increasing farm returns in low-moisture areas but high-frequency tillage provides higher returns in high-rainfall areas. Understanding how farmers’ tillage options correlate with climatic conditions and farm economies is salient for developing effective adaptation and mitigation plans.  相似文献

Summary

The paper commences by describing the statutory basis for land tenure and management. It examines the constitutional basis for land ownership and occupation rights, as amended by land administration law. The legal system and procedures at both central and local government level are introduced, with particular mention made of the special measures for land requisition. This is followed by a study of the organizational structure for land management in China at state and local government levels. The roles and responsibilities of the major agencies of government at both levels are explained, and related to the organization of urban planning. A separate section is then devoted to those areas such as Special Economic Zones and Open Coastal Cities which have been selected for preferential treatment, particularly in respect of the transfer of land use rights.

The paper concludes with a study of the main issues and problems that currently confront China in the field of urban land management. And some suggestions are made where further reform is required and additional research of potential benefit.  相似文献

For stimulating sustainable development in developing countries, land use patterns and land use changes are considered critical, and therefore effective and efficient land use policies are needed. In this paper we present a methodological framework that has been developed in a joint European and developing countries project (LUPIS – Land Use Policies and Sustainable Development in Developing Countries), to assess the impact of land use policies on sustainable development in developing countries. Since the 1980s, the spatial extent of communal grazing lands in Botswana has been diminishing due to rangeland privatisation and fencing associated with animal health policies. Spatial comparisons of pastoral land use transformations are particularly important where accessibility to grazing and water resources remains at the core of sustainable pastoralism policies. Achieving success in pastoral development research requires a sound understanding of traditional pastoralists’ information systems, including the nature of local spatial knowledge. This study explores local spatial knowledge through participatory mapping and a Participatory Geographic Information System to understand and analyse pastoralists’ grazing patterns, spatial mobility and the impacts of subdivisions and privatisation policies in Botswana’s Ngamiland rangelands. The study uses focus group discussions, historical analysis through key informant interviews, and participatory mapping exercises along with community guided transect walks. The resulting maps provide insights into the traditional tenure patterns of land use and the impacts of rangeland policy on traditional livestock spatial mobility and access to grazing lands. Privatisation and rangeland enclosures have resulted in the restricted movement of livestock and overstocking of floodplains and riparian rangelands, with some natural water pans becoming inaccessible to local communities. We conclude that the integration of local spatial knowledge can be used to foster better articulation and understanding of pastoralists’ tenures, which are often lacking in communal land administration systems. Such integrated analysis can contribute to sustainable pastoral land management policy toolkits in semi-arid rangeland environments and enable better land tenure and management decision making for sustainable land management.  相似文献

Summary

For more than seven decades, several Indian states have used the plot reconstitution technique in managing urban land development. Recently, Kerala, a small southern state, has experimented with this technique for the first time in a scheme in Trichur. The Trichur experience is unique in that it incorporates significant innovations over a somewhat similar method of land readjustment which is widely practiced in the Asian‐Pacific region. Formulated for complete cost‐recovery, the Trichur project incorporates the active cooperation of the landowners and officials, and is a time‐bound programme to complete all land development and building construction works within six years of the finalization of the scheme proposals.

This paper attempts to explore the use of this innovative means of land development in Trichur with a view to assessing the potentiality and constraints in its use, and identifying critical areas where further refinements would be desirable. Based on fieldwork in the state and intensive interviews, the paper finds the Trichur experience to be of great importance as a viable strategy of urban land development and management. The paper concludes with some recommendations on legal and institutional aspects, and stresses the need for refinements in the scheme preparation and information dissemination for transferability and wider application of the technique.  相似文献

This paper applies concepts from the sociological literature on ‘practices of care’ to investigate why flexibility is important for farmers in the adoption of conservation agriculture (CA) principles, and, crucially, how farmers integrate CA principles into their existing practices. Drawing on qualitative data from six mixed farming regions in South Eastern Australia, the paper discusses how a specific dimension of CA – crop residue retention – is integrated in the context of biophysical and material challenges, and practices of stubble burning. Farmers viewed burning as increasingly incompatible with their desire to be recognised as good land managers. Yet, shifting to full crop residue retention was perceived as posing challenges for their farming system and compromising farmers’ capacity to manage seasonal variations in pests, weeds and crop residue loads. As a consequence, farmers used burning as a key practice of care to deal in a flexible way with an uncertain and variable farming environment, and to make crop residue retention workable in the context of their farming system. In concluding, the paper argues that the significance of flexibility in farm-level integration of CA principles requires a shift in analytical focus from adoption barriers to practices of care.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

Degradation of land continues to pose a threat to future food production potential in many developing economies. Various approaches, mainly based on command‐and‐control policies, have been tried (with limited success) in the past to encourage adoption of erosion‐control practices by farm households. High transactions costs and negative distributional impacts on the welfare of the poor limit the usefulness of standards and taxes for soil and water conservation. One innovative approach is the use of interlinked contracts which create positive incentives for land conservation. This study analyses the social efficiency of such policies for erosion‐control in the Ethiopian highlands using a non‐separable farm household model. Incentive contracts linked with conservation seem to be promising approaches for sustainable resource use in poor rural economies. This may suggest that conservation programs should give greater consideration to better fine‐tuning and mix of policies that help achieve both economic and environmental objectives.  相似文献
