The objective of this paper is to identify the determinants of the reactions of farm households to the decoupling of the Common Agricultural Policy (CAP) focusing, in particular, on changes in on-farm investment behaviour. The paper analyses a sample of 248 farm-households in 8 EU countries, using a non-parametric approach based on classification tree algorithms. The factors emerging as determinants of an increase in on-farm investment as a reaction to decoupling are: specialisation, existence of a successor, the farmer's age, labour management, SFP per hectare, location and expectations. When used, country variables, tend to substitute some of the factors listed above and become the main predictors, followed by labour endowment, specialisation and expectations. While the study confirms the relevance of the main determinants available from the literature, it also emphasises the articulation (non-linearities) of the effects of farm head age, labour management and SFP per hectare on the reactions to decoupling. This hints at the need for further research on the way such factors combine in determining farm-household reactions to a changing market and policy context, and support the usefulness of non-parametric statistics tools for such types of analysis.  相似文献

According to KASSA findings, conservation agriculture is less adopted in Europe compared to other adopting regions and, reduced tillage is more common than no-tillage and cover crops. Currently, it is not popularised and it is less researched. The lack of knowledge on conservation agriculture systems and their management and, the absence of dynamic and effective innovation systems make it difficult and socio-economically risky for European farmers to give up ploughing which is a paradigm rooted in their cultural backgrounds. In Norway and Germany the adoption of conservation agriculture has been encouraged and subsidised in order to mitigate soil erosion. In the other European countries the adoption process seems mainly driven by farmers and, the major driving force has been the cost reduction in machinery, fuel and labour saving. Soil and water conservation concerns did not appear as main drivers in the European farmers’ decision to shift or not to conservation agriculture.The shift of European farmers to conservation agriculture is being achieved through a step-by-step attitude, large scale farms are the most adopters. This adoption trend may grow in the future. Indeed, the need to improve farms’ competitiveness, the market globalization and the steady increase of fuel cost will likely contribute to arouse European farmers’ interest in conservation agriculture as it slashes significantly the production costs.Conservation agriculture is not equally suitable for all the European agroecosystems. The need of soil and water conservation in Europe requires anticipating the ongoing process in order to improve its ecological and socio-economic sustainability. Priority would be to define which regions in Europe are the most suitable for conservation agriculture taking into account climate and soil constraints, length of growing period, water availability and quality, erosion hazards and farming conditions. Policy favouring the use of soil cover and profitable crop rotations as management strategies for weed, pest and diseases control will certainly allow developing and disseminating efficient and acceptable conservation agriculture systems.  相似文献

Serious soil erosion occurred in the South Downs National Park, southern England in the years 1982–2006 and details of around 400 sites are contained in a database. In 2010 we revisited 85 of the most serious sites where erosion of >10 m3 ha−1 y−1 had been recorded in order to assess land use change and any conservation measures undertaken. At 79% of the sites land use change had resulted in a reduction in the risk of erosion, most notably at 28 sites with a shift to permanent grass from winter cereals. At only 21% of sites was the risk of erosion unchanged. Twenty two farmers responsible for 66 of the sites were interviewed. Land management practices had changed on all of the fields of interest to this study since the time of the serious erosion events, to those which have the potential to lower soil erosion risk. Sixteen interviewees claimed that erosion was a motivating reason for changing their practices, due to either experiencing on or on- and off-farm impacts firsthand (12), having knowledge or suspicion of serious erosion having occurred on their land prior to their management (three), or having no knowledge of any serious erosion on their land but just wanting to reduce overall erosion risk (one). Amongst the main changes reported are changes of land use from winter cereals to grass or to overwinter stubble which have undoubtedly reduced the risk of erosion. However, some changed practices claimed by farmers, such as along-the-contour-working, earlier sowing and the use of rollers may be of little value. Furthermore, deeper analysis of farmers’ motivations regarding changes in land management practices suggests a complex picture in which a range of socio-economic influences come into play over time including financial incentives offered by agri-environmental schemes which were found to be an important driver of change. Future changes in farming economics may therefore undermine the reduction in erosion risk in the longer term.  相似文献

Soil erosion is a problem with serious on-site and off-site consequences. There exists a broad series of measures to mitigate soil erosion, unfortunately policy makers observe little voluntary adoption. This paper reports on a study to elicit the factors explaining adoption of soil erosion control practices in Belgium. Following a socio-psychological approach, the theory of planned behaviour (TPB), adoption of cover crops, reduced tillage and buffer strips is evaluated using linear regression techniques. Results show that the most explaining factor is attitude towards the soil conservation practice. The TPB adapted to include perceived control and difficulty appears to provide a suitable framework for evaluating adoption of erosion control measures in Belgium. Future interventions directed at promoting erosion control measures should be directed at changing the attitude of farmers. Further study is, however, required in order to elucidate the cognitive foundations of the negative attitude of a majority of farmers towards the implementation of erosion control practices.  相似文献

Predicting soil erosion potential is important in watershed management. A rapidly growing Iranian population and climate change are expected to influence land use and soil sustainability. In recent years, northern Iran has experienced significant land use changes due to internal migration along the Caspian coast and conversion of forests and rangelands. Considering the effect of these changes in the future, the purpose of this study is to forecast land use patterns and investigate soil erosion scenarios using the Revised Universal Loss Equation and Markov Cellular Automata. Data from 1981 to 2011 were used as a baseline to estimate changes that might occur in 2030. The results reveal that the mean erosion potential will increase 45% from the estimated 104.52 t ha−1 year−1 in the baseline period. Moreover, the results indicate that land use change from forest area to settlements will be the most significant factor in erosion induced by land use change, showing the highest correlation among erosional factors. Projecting land use change and its effect on soil erosion indicate that conversion may be unsustainable if change occurs on land that is not suited to the use. The method predicts soil erosion under different scenarios and provides policymakers a basis for altering programs related to land use optimization and urban growth. Those results indicated the necessity of appropriate policies and regulations particularly for limiting land use changes and urban sprawl in areas of unfavorable soil erosion risk factors.  相似文献

As agricultural policies affect land use, they have effects on the amount of soil erosion in agricultural regions through changes of the economic conditions of agricultural production. Prices of inputs and outputs, regulations and incentives can change, forcing or encouraging farmers to adopt new crop rotations. This paper shows how a bio-economic model can be used to describe and estimate the effects of policies on agricultural production and the risk of soil erosion at the example of a region in North-Eastern Germany. The model uses both an assessment tool that is based on a fuzzy-logic approach for the estimation of soil erosion risk of cropping practices, and a linear programming model, that simulates farmers’ economic behaviour under the assumption of gross margin maximisation being the main goal of farmers’ actions.The analysed policy options were both a targeted and an untargeted incentive programme for reduced tillage, and a restriction option where high erosive crops are not allowed on high erodible field types. The results show that policy changes can have an impact on soil erosion. Furthermore, soil conservation policies are shown to have different levels of efficiency in terms of reduced soil erosion related to the costs of the policy. In the case of this study, a restriction option was more efficient than the incentive options. The results of such simulations can serve as a decision support for the development of soil conservation policies and help to foresee the effects of general changes of agricultural policies.  相似文献

This paper assesses the impact of the ‘decoupling’ reform of the Common Agricultural Policy on the labour allocation decisions of Irish farmers. The agricultural household decision‐making model provides the conceptual and theoretical framework to examine the interaction between government subsidies and farmers’ time allocation decisions. The relationship postulated is that ‘decoupling’ of agricultural support from production would probably result in a decline in the return to farm labour but it would also lead to an increase in household wealth. The effect of these factors on how farmers allocate their time is tested empirically using labour participation and labour supply models. The models developed are sufficiently general for application elsewhere. The main findings for the Irish situation are that the decoupling of direct payments is likely to increase the probability of farmers participating in the off‐farm employment market and that the amount of time allocated to off‐farm work will increase.  相似文献

论文利用日本财务省贸易统计提供的1990~2009年日本水产品贸易数据,在总结中国水产品对日本出口贸易特点的基础上,利用恒定市场模型,分析了中国对日本水产品出口贸易的变动情况。研究结果表明,需求效应和竞争力效应是影响中国水产品对日出口额变动的主要因素,近年来中国水产品对日本出口额急剧缩减主要是由于日本水产品进口市场需求萎缩和中国水产品竞争力下降造成的。在此基础上,根据实证分析结果,论文提出了扩大中国水产品对日本出口的建议。  相似文献

研究目的:基于拓展计划行为理论探究风险承载力与政策规制对宅基地退出意愿作用机理的区域差异,以期寻求差异化的宅基地退出方案。研究方法:结构方程模型。研究结果:(1)风险承载力对宅基地退出意愿的影响符合倒“U”型特征。(2)政策规制对宅基地退出意愿的影响存在异质性。引导性规范在政策规制对退出意愿激励时占主导,而模范性规范在政策规制对退出意愿约束时占主导。(3)宿迁风险承载力对宅基地退出意愿的影响路径包括直接正向影响和以行为态度、知觉行为控制为中介的间接正向影响,政策规制是退出意愿的负向指标。徐州风险承载力、政策规制均对退出意愿有正向影响。苏州风险承载力位于负反馈阶段,政策规制正向影响退出意愿。常州风险承载力对退出意愿负向影响,政策规制对退出意愿的影响路径包括直接负向影响和以行为态度、主观规范为中介的间接负向影响。研究结论:政府应制定差异化的宅基地退出程序,完善风险补偿机制,强化农户风险意识,充分考虑农户利益诉求,遵循间接引导性的行动逻辑,促进宅基地退出意愿向行为的转化。  相似文献
