In light of the high percentage of poor people in rural areas of South Africa, the post-apartheid government has, among other things, prioritized food security in their policy processes. However, these food security policies stop short of workable strategies for the most difficult situations, particularly in the former reserves (Bantustans). A case study of the Eastern Cape Province reveals that food security managed by government agencies experience difficulties at implementation stage due to land issues. At the heart of the problem is the poor understanding of rural people's land use plans and multiple livelihood strategies. The paper concludes that food security projects in the former Bantustans will continue to suffer unless food security policies are efficiently integrated to those of land reform.  相似文献

This review essay looks at three recent books on farms, farm labour, and rural livelihoods in southern Africa. The books—Farm labor struggles in Zimbabwe: The ground of politics, by Blair Rutherford; Ordered estates: Welfare, power and maternalism on Zimbabwe's (once white) Highveld, by Andrew M. C. Hartnack; and Zimbabwe's migrants and South Africa's border farms: The roots of impermanence, by Maxim Bolt—offer a range of insights into labour politics and management, new forms of livelihoods on farms and former farms, and how those living on farms interact with informal economies. Usefully, the books cover events over the past two decades, as well as providing regional insights into important contemporary issues. While the books converge in a number of ways, this essay will focus on two key themes: (i) how they address issues of farm management and labour control; and (ii) they ways in which they explore farmworker agency in times of change and in areas of informality and precarity.  相似文献

This article contributes to the debate on the role of land in reducing poverty in rural South Africa. It uses the year of arrival in the former homelands as an instrument for land access and size. This identification strategy is based on the fact that African households were forcibly relocated to the homelands during the apartheid. Due to increasing population pressure, later arrivals were less likely to be assigned land. The results show that land has a large positive effect on household welfare. Because the homelands are relatively disadvantaged areas, these results provide a lower bound for the positive effects of land on household welfare.  相似文献

Agrarian reform has been a key theme on the development agenda of many countries in the Global South for decades. Whilst such interventions are often pursued for political goals and in the interests of empowerment, there is often a mismatch between these goals and the actual outcomes achieved. Within this context, this study investigates the impacts of agrarian reform in Del Rosario, a former coconut hacienda in the Philippines. This is done in an attempt to explore whether agrarian reform has facilitated the creation of sustainable livelihoods among its beneficiaries, in particular, and in their agrarian reform community, in general. The impacts of reform are examined in relation to four themes - economic, social, demographic and environmental. Overall, the study concludes that agrarian reform has not brought about sustainable livelihoods in the former coconut hacienda. People's livelihoods, especially those derived from copra farming, remain at a subsistence level. At most, at an economic level agrarian reform has brought about improved access to land among its beneficiaries. Nevertheless, it has empowered the farmers by giving them greater freedom and has increased their sense of well-being, as well as enabling them to improve their families’ life prospects and strengthen social capital.  相似文献

In this paper, we re-interpret three cases of research previously carried out in Mali, Niger and South Africa in light of the recent debate about formalisation of land rights that has emerged since the publication of Hernando de Soto's ‘Mystery of Capital’. The Malian case shows that lack of broad access to formalisation processes in high-pressure areas may play into the hands of those with power, information, and resources. The case also demonstrates that timing of formalisation efforts in urban areas characterised by rapid expansion is crucial in terms of distributive outcomes. The Nigerien case demonstrates how impending formalisation led to a scramble for land and increased conflicts in a context of institutional competition and limited administrative capacity. The South African case shows that the very process of surveying and registering rights may also change the rights themselves. Formalisation procedures may also amplify the tension between individual and communal rights, and boost privatisation.  相似文献

This article is focused on the political economy of two of Africa's “labour reserve” regions, northern Ghana and the Eastern Cape of South Africa. The majority of residents in these regions are taken as paradigmatic examples of “surplus populations.” They exemplify a main feature that has been used to theorize the concept of surplus populations today, namely, that their labour is surplus to the needs of capital accumulation. We follow the method of Arrighi and Piselli, tracing the political economic transformations of these regions from the turn of the 20th century until the present in order to ground the concept of surplus population in a specific historical context. We argue that it is limiting to think about these populations' utility or uselessness only in relation to capital. To understand the political implications of “surplus populations,” we must think about the interrelation between the political and economic roles that they play and how these developed within specific historical contexts.  相似文献

Market-led agrarian reform (MLAR) has been conceptualized out of the pro-market critique of classic state-led agrarian reform. The pro-market model has been implemented in Brazil, Colombia and South Africa, where its proponents have claimed impressive success. But close examination of the empirical evidence puts into question the basic theoretical and policy assumptions and current claims of MLAR proponents. Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies.  相似文献

This paper revisits the World Bank's land law reform agenda in Africa by focusing on two central issues: (1) land law reform as a tool for resolving land conflicts, and (2) the role of land law reform in addressing gender inequalities. While the Bank's recent land report provides insights for improving land governance in Africa, it fails to acknowledge the exploitative and contentious politics that often characterize customary land tenure systems, and the local power dynamics that undermine the ability of marginalized groups to secure land rights. Using insights from recent fieldwork, the paper analyses the links between land law reform and conflict in Ghana, and the gendered dynamics of reforming land governance in Tanzania. These “crucial cases” illustrate how land law reform can provoke conflicts over land and threaten the rights of vulnerable populations (e.g. migrants and women) when customary practices are uncritically endorsed as a means of improving land governance. As such, the paper concludes with a series of recommendations on how to navigate the promise and perils of customary practices in the governance of land.  相似文献

Studies of development-induced displacement and resettlement (DIDR) and conservation-induced displacement argue that when displaced people are resettled at a new location, their ‘hosts’ suffer impoverishment risks due to loss of common property resources to resettlers. Compensation for host communities, though acknowledged increasingly in policy, is rare in practice. This paper unpackages ‘host community impacts’ by investigating intra-household variations in livelihood impacts in a central Indian host village in a case of conservation-induced displacement. The ability of host households to cope with risks and gain from new opportunities is distributed unevenly along lines of power encoded in caste, class and gender. However, we show that site-specific historical and ecological factors can create contingent and multi-directional livelihood outcomes. Moreover, the overall human development impact on host households varies depending on how old vulnerabilities like low cash income give way to new vulnerabilities related to stronger integration with the market and the developmental state.  相似文献

Loss or degradation of communal lands can have major implications for people’s livelihoods and well-being in rural underdeveloped areas. Mining operations are one driver of land loss with negative implications for people. This study assesses the livelihood effects of open-cast mining on a rural communal land village that lost 8 000 ha of land and compares it to another village nearby that did not. The results suggest that the loss of land and the ecosystem services they provide has negatively affected people’s livelihood strategies and outcomes. On average, only 23 % of households in the affected village had crop fields compared to an adjacent village, that did not lose land to the mine, where 90 % of households had a crop field. This accounts for substantial losses in income through agriculture, both as cash earnings and savings, and negatively affects household food security. As a result of the mine the affected community has also lost access to grazing, and now many households must pay to graze their livestock in other areas. Furthermore, the option to harvest several key natural resources (provisioning services) or non-timber forest products (NTFPs) such as wild fruits and vegetables, edible insects, fuelwood, and to a lesser extent resources like reeds and medicinal plants were lost due to the mine, negatively impacting local livelihoods. NTFPs are important for rural livelihoods as they allow for cash saving, income generation and act as a safety net or fall-back option during times of increased vulnerability. The findings also give a good indication of changes in agriculture and resource use over time and the varying reasons for this. Other negative effects from the mine included; cracking of houses due to blasting, dust pollution, water contamination, social and cultural effects, community alterations and conflicts, and very little was seen to be gained in terms of employment through Social Labour Plans (SLPs) or corporate social responsibility (CSR) initiatives. Households in the village affected by the mine lose approximately R 15 000 per year through losses of agricultural potential and the ability to collect NTFPs, which is larger than the annual cash incomes for most households. This value is likely to be an underestimate of the total value lost, as reductions in grazing potential and the loss of supporting, regulating and cultural ecosystem services were not included in this figure. This study highlights the importance of considering land access and associated land-based livelihoods in rural communal land areas in the context of disturbance and change. Recommendations for future assessments and policy on compensation for rural communities are made and issues relating to CSR are discussed.  相似文献

South African scholars have increasingly recognized that the prevailing management system for land use is one not relevant to the current spatial needs of the country's settlements. These include, in particular, the need to create sustainable, spatially just and resilient settlements and to develop land in a manner that promotes efficient urban development. The debate in the South African literature on land use management has, with a few notable exceptions, yet to venture into the specific mechanics of how to fix this system, ways the system can be used to create a spatially just urban form, or its applicability in formal retail areas.This paper addresses these questions within the context of formal retail areas and the zoning category that these are typically found in, namely that of the General Business zone. This paper initially investigates the current exclusionary nature of formal retail areas in the context of South Africa and within Cape Town and how this is linked to the more macro patterns of spatial exclusion within Cape Town. It is argued that within the context of Cape Town there is a need to focus on both commercial, particularly formal retail, as well as residential, areas with regard to the project of creating a more spatially just city. It is subsequently demonstrated, firstly, how zoning scheme provisions could be used as a mechanism to address these patterns of exclusion in formal retail areas, specifically exploring provisions that would encourage inclusion of informal and microenterprises within shopping malls. Secondly, it is demonstrated how provisions can be included that create a safer and more inviting environment for public transport users and poorer employees and consumers, in formal retail areas.The contribution of this paper is to initiate a long overdue conversation regarding the relationship between land use management and social justice within a developing world context, and in formal retail areas, and aims to set out ways in which land use management can be made more relevant; both for South African cities and cities in other developing countries.  相似文献

Successful land claims on protected areas by previously disenfranchised communities often result in co-management agreements between claimant communities and state conservation agencies. South Africa, in particular, has pursued co-management as the desired outcome of land claims on its protected areas. We review four cases of co-management on protected areas in South Africa, and reflect on the appropriateness of the pursuit of co-management as the preferred outcome of land claims. Despite promises of pro-poor, democratically informed management, the practical experience of co-management has seen the continuation of the status quo in terms of conservation, with very few material benefits for claimant communities and limited sharing of responsibilities and decision-making functions. The findings underscore two deep challenges facing co-management in cases of land claims worldwide. First, during land claims negotiations in cases involving protected areas, the state cannot be expected to represent the best interests of its citizens (the land claimants), while simultaneously seeking to meet national and international obligations for protected area coverage. Second, the concept of democratic co-management may sit uncomfortably beside the realities of managing loss-making protected areas with ever-shrinking conservation budgets. Where co-management agreements have already been signed, ensuring that new landowners do indeed have a say in management should form the driving focus for co-management practice going forward.  相似文献

This paper analyses the transformation of the South African (former) grain cooperatives since 1994. These entities played a key role in the institutional architecture of the apartheid regime, ensuring the domination of white commercial farmers over the sector. Within the framework of the deregulation of the economy and the agricultural sector, such entities faced transformations of modern capitalism, especially the growing power of financial actors and markets. Although white commercial farmers still largely retain these inherited structures, these companies are presently being targeted more and more by private takeovers and/or private equity deals. Based on two specific empirical examples of private equity deals affecting South African grain cooperatives, this paper describes this financialization process in practice, in particular by analysing the interaction between financial and agricultural actors and the alliances on the ground that determine its “success.” In doing so, it details the different trajectories of these (former) cooperatives, highlighting the resilience, mutation, and extinction of commercial agriculture in South Africa.  相似文献

The forces of production in rural South Africa and the performance of the agricultural sector form the central theme of this paper. It shows that the long‐term lack of dynamism of capitalist development in South Africa as a whole is reflected in and is responsible for failures of rural development. These failures have resulted in acute suffering, not least in Eastern Cape province, where barriers to dynamic capitalist growth remain very high. The paper concludes with proposals for promoting more rapid wage employment growth and capitalist development and for protecting vulnerable rural residents from the worst consequences of such development. The proposals are contrasted with the conventional wisdom in South Africa, especially the rural development strategies proposed by the current government.  相似文献

This article analyzes debates over tenure reform policy in post-apartheid South Africa, with a particular focus on the controversial Communal Land Rights Act of 2004. Land tenure systems in the 'communal areas' of South Africa are described as dynamic and evolving regimes within which a number of important commonalities and continuities over time are observable. Key underlying principles of pre-colonial land relations are identified, which informed the adaptation and modification of tenure regimes in the colonial era and under policies of segregation and apartheid, and continue to do so today. Exploring the policy implications of this analysis, the article suggests that alternative approaches to that embodied in the Communal Land Rights Act are required. The most appropriate approach is to make socially legitimate occupation and use rights, as they are currently held and practised, the point of departure for both their recognition in law and for the design of institutional frameworks for administering land.  相似文献

Farm invasions in Zimbabwe have highlighted the pressing need for land reform throughout the southern African region. In South Africa, where the racial disparities in land holding are most severe, the events in Zimbabwe have raised the temperature of the land debate and led to calls for land invasions by some rural groups. The ANC-led government, facing criticism from both right and left for the slow pace of reform, has veered between strident defence of private property rights and threats to expropriate white farms. White farming interests have reacted differentially, with some progressive voices joining the calls for an accelerated reform programme. Current land reform policy in South Africa seems set to advance the interests of emerging black commercial farmers and tribal chiefs at the expense of the rural poor and landless.  相似文献

Asset endowments and market imperfections shape households’ labor allocation decisions and lead to different production regimes within rural farm households in South Africa. This article uses a farm household model to explain the presence of three main household groups determined on the basis of the labor regime adopted: small peasants (working both on and off farm), self‐cultivators (autarkic in labor) and hiring‐in households. A partial generalized ordered logit is used to test the main predictions of the model and a Brant test on threshold constancy is performed to identify the household‐specific factors affecting labor market participation. The results show that liquidity constraints and market imperfections matter in the choice of the labor strategy adopted. Liquidity‐constrained households are more likely to sell labor off farm while access to information facilitates the hiring in of workers.  相似文献
