Land use changes have caused important losses of cultural elements around the world. While sometimes due to the impact of natural disasters, in recent decades urban sprawl invading coastal areas has intensified these losses. This process is one of the main factors responsible for the globalization of urban spaces worldwide, which implies a loss of cultural elements with heritage value. This is the case of the eastern coast of Las Palmas de Gran Canaria city (Canary Islands, Spain), which underwent major transformations from the late XIX century to the 1960s. This study evaluates the historical and cultural heritage lost along this stretch of coast. Historical sources were used to identify lost heritage elements, which were divided into four categories (military, industrial, commercial/services, and public infrastructure) and evaluated by 56 experts for six clearly defined intrinsic variables: uniqueness, identity, scientific, historical-cultural, aesthetic and social. Overall, the lost elements were given a medium heritage value score, with the highest valued elements tending to be associated with commerce/services. A link was also established between elements with the highest heritage value and the willingness to pay for them. The results of this work are of academic, social and educational interest, and can have a positive effect on the cultural sustainability of future urban planning.  相似文献

Urbanization is a primary cause of wetland loss in coastal metropolitan regions. Therefore, it challenges the preservation of biodiversity and the provision of key ecosystem services for urban settlements. These services include leisure and recreation, climate and water regulation, water purification, and especially alleviation of natural hazards. Tsunami flood mitigation is a particularly valuable regulating service provided by these wetlands, as recently evidenced during the 2010 tsunami that hit the central coast of Chile.The Concepción Metropolitan Area (CMA), located on the central coast of Chile, has experienced noticeable wetland loss in recent decades. Our study focused on the Rocuant-Andalién wetland, which has been particularly affected by urbanization. This wetland strongly contributes to flood control, and has provided effective protection against the CMA’s latest tsunamis (1835 and 2010). Based on Strategic Environmental Assessment (SEA), we have quantified urban growth over the wetland, both executed and projected under the Metropolitan Urban Plan of Concepción (MUPC). Recent loss in wetland area by urban growth has been quantified using land use and cover change (LUCC) maps from 2004 to 2014, obtained from the classification of Landsat images. Prospective changes (considering the complete MUPC deployment) have been inferred by combining the MUPC with the 2014 land cover map. In addition, we quantified the observed effect and planned urban growth on the wetland protected area, geoforms and potential flooding based on the area affected by the last Tsunami. Results show that urban areas have increased by 28% between 2004 and 2014, while future increase is expected to reach 238%. In contrast, wetland area has decreased by 10% from 2004 to 2014 and is expected to decrease by up to 32 %. Thus, the MUPC is not contributing to the mitigation of wetland loss nor the preservation of its biodiversity and ecosystem services. Implications for coastal planning are discussed.  相似文献

Italian coastal areas have been subject to strong anthropogenic pressure and urbanization processes over the past 60 years. Urbanization of the protected 300-m strip from shoreline has reached levels of over fifty per cent in some parts of the country. This article, by building on previous quantitative analyses and by providing some more quantitative data on the urbanization processes of coastal land at the provincial level, seeks to understand whether a con-cause that has led to a considerable urbanisation process is to be found in the way national landscape legislation has been designed, in its relationship with urban planning, and in the institutional and administrative fragmentation that characterise the management of coastal areas in Italy. After analysing landscape legislation and assessing its relationship with urban planning functions, following an approach based on concept of nomotropism the article highlights, for Italy as a whole, that national landscape legislation while seeking to protect and safeguard coastal areas paved the way for increased urbanization and development. Drawing on regional data on illegal development, the concept of nomotropism is also used to emphasise the impact that building amnesty laws have had on the practice of illegal development so contributing to increased urbanization processes.  相似文献

Measuring the degree of urban sprawl largely depends on the local context and available data. This research establishes a multidimensional index which combines city expansion, urban compactness and urban form to measure sprawl. Urban planning, as part of the state-led growth approach, has exerted dramatic impact on city growth in China. Recent studies have discussed the role of planning in city growth. However, measuring the impact of planning on sprawl, has not been conducted. Taking Shanghai as a case study, this paper builds a multidimensional index to measure the spatio-temporal characteristics of urban sprawl in Shanghai from 1990 to 2010. It finds that urban sprawl was more serious in 2000s than in the 1990s, and the sprawl also presents spatial heterogeneity within different areas of the city. While quantifying the role of planning in urban sprawl, this study adopts the Geo-Detector based on spatial variation analysis of the geographical strata in order to assess the impact of planning on urban sprawl. It finds that planning is strongly correlated with urban sprawl, in other words, urban sprawl is kind of a \"planned sprawl\" in Shanghai. The research concludes with future planning policies necessary for a more sustainable and compact development pattern.  相似文献

The focus of coastal management in recent years has shifted from a sectoral plan to a holistic and integrated one. A key component of this integrated plan is spatial planning. This paper serves to highlight the role of spatial planning in coastal management by making use of a study done for the Tuticorin coast in India. A quantification of the land use/land cover changes in this region was studied along with the existing laws and policies governing the Indian coast with particular reference to Tuticorin, to determine their influence/impact on coastal land use/land cover. The results of the study show the disparity that exists between current land use practices and the laws that have been enforced to safeguard the coast. This can be overcome by means of implementing a more stable management plan that incorporates the spatial aspects of this coast, which has been presented.  相似文献

Efforts in post-industrial countries to refine environment and planning administration in the face of unprecedented urban growth have important implications for ecological systems and human quality of life. This paper uses the case of an urban riparian corridor in South East Queensland, Australia to contribute to understandings of interactions between land use planning processes, watershed management initiatives and broader administrative structures in urban and rapidly urbanising settings. In particular it examines the understudied application of watershed management to an urban setting. Analysis of changes to the structure and function of urban riparian corridor management over time show that changes have occurred as a result of broader policy and institutional change in three distinct phases: top-down watershed management policy (1996-2000), regional natural resource and population growth management policy (2001-2005) and the recent re-emergence of local government as the dominant actor in a multilevel networked context (2006-2008). Trends toward regional scale approaches and increased urban planning initiatives have tended to concentrate responsibilities for urban environmental management with local government. This is in contrast to most rural natural resource management experience, and highlights the importance of meta-governance frameworks in ensuring the enduring applicability of the watershed management model to urban and rapidly urbanising catchments.  相似文献

The Special Zones of Social Interest (Zonas Especiais de Interesse Social – ZEIS) are urban areas specifically earmarked under municipal law for social housing purposes. ZEIS maps demarcated under São Paulo city’s Master Plans – 2002 and 2014 – were examined to quantify the changes over the years and to provide starting point data to evaluate of the limits and the possibilities for further socioeconomic and legal analysis. The zoning impacts were assessed by numeric and cartographic comparison using the available socioeconomic maps and reports produced by the municipality. A post-occupation (a posteriori) zoning (ZEIS type 1 representing 9.4% of municipal area) followed the expansion of the informal settlements, thus providing a first step for assessing the land tenure, while a pre-occupation (a priori) zoning (ZEIS types 2, 3, 4 and 5 representing 2.3% of municipal area) is an important measure for designating land for social housing purposes, even if they do maintain the segregated occupation pattern on the periphery. Upgrading programs have been disappointing, considering the amount of informally occupied land; similarly, property regularization in the land registry offices reveals a lack of political priority and rare provision of public goods and amenities. For vacant land, determining the social function of property remains a challenge because less than 10% of land use intended for social housing projects was implemented as planned. Housing deficit and inequality remain as complex problems. Obviously ZEIS as a zoning tool is still unable to make the fairest occupation processes possible, not being an isolated solution, but if it is used correctly with other innovative measures and housing solutions, satisfactory results can be achieved.  相似文献

In the years 2006–2014, urban planning reform was seen as the major remedy against housing shortage in Sweden. The present government has the continuation of such reform on its agenda, but as of yet has made no proposals; instead, other housing policy measures have been introduced.In light of the uncertainty as to the future course of urban planning reform, possible future steps can be discussed. This article accordingly investigates whether German urban planning law and implementation could provide interesting reference points for discussion of further urban planning reform in Sweden, and if so, what parts of the German experience should be the center of attention.The article covers three aspects of German planning that influence the uncertainty, duration, and cost of residential planning as well as social goals addressed through planning: planning law, focusing on facilitated planning procedures of German planning law, measures taken in the organization of planning authorities to make development planning more efficient, and planning-related city demands for affordable housing.The conclusions encompass proposals for the further reform of the Swedish planning process in the form of a facilitated and accelerated development planning procedure for housing projects, as well as the introduction of private initiative in development planning. Further improvements to the organization and incentives of planning authorities are proposed. More research is required into municipal demands for affordable housing in the form of inclusionary zoning; such research should draw on the extensive international experience of such zoning, relating it to a Swedish pilot project.  相似文献

Summary

This paper argues for a strategic approach to the negotiation of contributions from developers in the context of planning regulation. It reviews why such contributions have become more important in recent years and examines the alternative rationales which can be used to justify such practices. It then summarizes attempts to provide policy guidance for these negotiations and summarizes the findings of recent research on the scale and content of the practice. The paper concludes by making the case for an impact‐oriented approach to determining and justifying such contributions in preference to a ‘planning gain’ or ‘community benefit’ approach.  相似文献

The growing concerns of climate change require implementing measures to quantify, to monitor and to minimize greenhouse gas (GHG) emissions. Nonetheless, most of the measures available are not easy to define or execute because they rely on current emissions and have a corrective character. To address this issue, a methodology to characterize GHG emissions that allows implementing preventive measures is proposed in this paper. The methodology is related to household urban planning procedures and considers urban infrastructures to characterize GHG emissions and to execute preventive measures based on sustainability design criteria. The methodology has been tested by applying it to a set of medium-sized municipalities with average GHG emissions from 6,822.32 kgCO2eq/year to 5,913.79 kgCO2eq/year for every residential unit. The results indicate that the greatest pollutant source is transport, especially in the issuance of street network design, followed by gas and electricity consumption. The average undevelopable land area required for the complete GHG emissions capture amounts to 3.42 m2 of undevelopable land for every m2 of urbanizable land and 9.02 m2 of undevelopable land for every m2 of built land.  相似文献

Urban planners are increasingly interested in agriculture around cities and have to decide whether to maintain or not areas of agricultural land use within and close to growing cities. There is therefore a need for researchers to design tools to guide public decision-making on land use. Various approaches, originating from different disciplines, may be adopted in this respect. We designed an interdisciplinary research program in order to test two related concepts: the “sustainability” and the “multi-functionality” of agriculture. We show that these concepts provide a useful framework for obtaining appropriate knowledge about urban agriculture, which urban planners could apply in real situations. In close collaboration with urban planners, we applied an interdisciplinary research methodology, based on common farm surveys and territorial approaches, to the Antananarivo area (Madagascar). The main functions analyzed were the food production and environmental roles of urban agriculture. Two aspects of sustainability were assessed: the farm sustainability and the territorial sustainability, with expert scores. This approach identified a wide diversity of farming systems that performed differently, depending on their intra- or suburban location. The food supply function appeared to be important not only for fresh produce but also for rice consumption. The function of protection against flooding is now important and this importance will increase with climate change. A diagnosis of sustainability was made and discussed with urban planners: several farming systems and zones were identified in which agriculture was considered important as a means of maintaining or developing the food supply, employment and incomes, and even landscape or environmental quality. We also identified other areas in which poor production conditions and/or the negative effects of urbanization on agriculture jeopardized its sustainability. This methodology appeared to be useful for determining the most appropriate role of urban agriculture in the land-use planning of this city. Our study raises new questions on the subject and should lead to more focused research programmes. We discuss several points of interest and the limitations and possible extension of this method.  相似文献

In Brazil, incorporating the environmental dimension to the planning process is a challenging process. Planning has historically been carried without considering environmental protection concerns. The country's large development projects have engendered a discussion on the feasibility of these works given the conflicts with environmental policies. The strategic environmental assessment (SEA) is a tool that has the potential to integrate the sectoral, territorial and environmental perspectives to promote sustainable development, as shown by international experience. Its use has not yet been regulated in Brazil, only been voluntary initiatives, both public and private, have been implemented. This paper presents the structure and results of the SEA of the plans to expand silviculture of eucalyptus and biofuels in the Extreme South Region of Bahia state, in the Brazilian Northeast, in a context of sectoral planning dissociated from government guidelines for land use policy and environmental protection. It portrays a practical case of methodological proposal for the use of socio-environmental criteria to establish limits for land occupation by monocultures, for each of the municipalities of the study region, according to their specific climate, soil, relief and environmental preservation characteristics. Various alternatives were identified to ensure areas with greater productivity for small family farming and areas with potential for preservation. SEA helped to a better understanding of the effects of the expansion of the planting areas in each alternative, which was essential to help all stakeholders visualize the consequences of their strategies. Consequently, as results the SEA outlined a series of guidelines and restrictions for the various levels of government and the production sector. For instance, SEA suggested for Federal, State and Municipality governments that areas with better soil and climate conditions could be reserved for public policies to incentive the diversification of the uses of the territory, such as food production. SEA also suggests the adoption of incentive programs to establish multiple-use forests. The SEA recommended that the state government integrate its program for strengthening family agriculture with land-use planning criteria, based on cooperative systems The methodology employed has evidences to be replicable in other regions of Brazil and in developing countries.  相似文献

This paper aims to estimate the non-market benefits derived from the potential development of a new urban park in the city of Thessaloniki (Greece). The city of Thessaloniki has up to now a very low rate of proportional green space per capita. On this context a large metropolitan park was announced, as part of a large-scale redevelopment project, but the final decision has not been made yet. In order to help policy makers to their final decision, an ex-ante valuation of the potential benefits of the park is carried out in this study. A contingent valuation survey was designed and implemented aiming to estimate the willingness to pay of local residents for the provision of this park, as well as to determine the spatial scale at which these values are assessed. The main finding of this study is that people living within 20 min from the reference site are willing to contribute a significant amount of money to support this project. Another interesting outcome is that the willingness to pay for this project was not considerably modified during a period of economic recession (2010–2013), which is mainly due to the growing public awareness of the importance of green spaces, as well as of the benefits of the planned park.  相似文献

Ecosystem-based adaptation (EbA) measures have been increasingly promoted in the literature, as well as in policies and practices, for their environmental and socio-economic co-benefits. The recent scientific literature has shown a growing interest to assess climate adaptation plans at the urban level, in recognition of the important role played by urban areas in addressing climate change challenges. However, little information is available on the combination of these two issues, i.e., the actual inclusion of EbA measures in climate adaptation plans at the urban level. This paper addresses this gap by developing a framework to analyze the treatment of EbA in urban level climate planning, and apply it to a sample of climate adaptation plans in Europe. The framework consists of a classification of EbA measures, and a scoring system to evaluate how well they are reflected in different components of the plans. The results suggest that there is in general good awareness in plans of EbA measures, and of their potential role in addressing climate change challenges. However, their treatment in climate adaptation plans at the urban level often lacks sufficient baseline information, as well as convincing implementation actions. The paper concludes by offering recommendations to improve future practice, in terms of enhancing the baseline information to improve the proposal and design of EbA measures, improving the treatment of co-benefits associated to EbA measures, and strengthening coordination with other planning tools. Possible future development of this works include the integration of the proposed EbA classification, and the analysis of a larger sample of territorial plans.  相似文献

The future implementation of Autonomous Vehicles (AVs) in cities can have significant impacts, both positive and negative, on their sustainability. The objective of this research is to investigate those impacts and evaluate which policies could be most effective in achieving the desired city scenario through a backcasting planning methodology. To this end, a survey among experts was carried out in which they expressed their opinions on the potential consequences of AVs in cities and on the effectiveness of various policy packages focused on achieving a more sustainable mobility and land use planning. The results obtained show that the experts consulted were sceptical about the positive impacts of AVs, arguing that they could induce an increase in car trips and urban sprawl. The policies that could be most effective in mitigating these effects, leading to a city more aligned with the planned objectives would be: to strengthen active (foot, bicycle) and public transport modes, to restrict access of motorised modes to central urban areas and to use freed spaces for alternative modes of transport, green areas and public facilities. A cluster analysis also showed that most of the experts consulted considered that the policy packages presented could be effective or very effective in reaching the most desirable scenario. Therefore, it is important that the implementation of AVs does not subordinate to, but enhances, the sustainable mobility and land use policies already being developed in many urban areas.  相似文献

Metro Vision 2020 is a collaborative effort to manage growth in metropolitan Denver. Based on interviews, surveys and document analysis, an evaluation revealed that it was a well-managed process that raised awareness about growth problems. The efforts also resulted in an approved regional plan that initiated an innovative urban growth boundary policy. However, the lack of broad-based participation, limited understanding of policy effects, and inadequate implementation tools raised doubts about long-term effectiveness. The broader implications are that collaboration at the metropolitan scale needs to explore more participatory models, stronger implementation tools, and institutional structures that will support consensus.  相似文献

The old urban center of Tel Aviv, like other urban centers in the western world, is undergoing accelerated development processes. Together with the trend towards gentrification are processes of urban renewal and infrastructure development and increasing demand for land and buildings, all of which increase the value of the land. The difference between Tel Aviv and other cities in the western world, as well as in Israel, is its young age and its quick pace of change. The old urban center of Tel Aviv is unique in that it is less than one hundred years old and is changing rapidly. Tel Aviv, which in 1909 was a small suburb of Jaffa, has evolved into an independent city, which is today the center of economic and cultural activities in Israel. Tel Aviv's short but significant history, together with its rapid changes, creates its image as an active and vivid metropolis with embedded heritage values. However, rapid development brings with it dilemmas. On the one hand, urban planners, tourists and entrepreneurs identify the center of town with its historical nucleus and heritage values. On the other hand, the rapid development and need for urban renovation are clearly in conflict with the need to preserve Tel Aviv's historical values and unique qualities. The purpose of this paper is to demonstrate that conservation of built heritage and urban development in ‘Young Tel Aviv’ can coexist and synergistically support each other, and that the historical values have economic potential, which may contribute to urban development. Heritage values can be formulated and even artificially produced to promote urban development. Although Israel has many very old cities with universal historical values, the young city of Tel Aviv is at the forefront of conservation.  相似文献

The debate over the effectiveness of growth-management policies reinforces the importance of empirical studies in this field, which has become not just relevant but also crucial to many places. Israel, through its spatial national-level planning, experienced especially during the 1990s, presents an empirical example that may be used to address a complementary strategy to the one that is most commonly used, as this paper suggests. This strategy is based on an examination of the future potential impact of growth-management tools proposed by national plans on the depletion of open space and farmland versus the consequences expected from the continuation of current trends. Accordingly an appropriate methodology is introduced for implementing this strategy.  相似文献
