Using a qualitative social research method at the local administrative level, this paper provides insight into the policy process in China and farmers’ perceptions of the effectiveness of policies implemented to deal with drought. Two villages in rural South-West Yunnan were purposefully selected for the study. The research started with the general assumption that China has a strong top-down hierarchal approach to policy processes and that funding dispersal is prioritised by the central government. However, the study found that funding proposals are prioritised for selection in a bottom-up, participatory manner from the local level. The study also found that farmers’ perceptions of the effectiveness of policy implementation were directly related to their past experience. Among the nine indicators used to measure the effectiveness of policy implementation at the local level, the farmers in the study area perceived access to roads as highly effective; water use efficiency projects, market demand, human mobility for jobs, and government funds as moderately effective; drought knowledge, community participation in planning, and governance structures as least effective; and the role of leadership as not effective. The study found that farmers’ adaptation at the local level is oriented towards short-term market rewards and income diversification. Farmers’ local-level adaptation is guided by government priorities and driven by their perception of tangible benefits. To ensure the effectiveness of policy implementation, long-term adaptation strategies, such as awareness raising, capacity building, watershed management, and source conservation need to be strengthened at the local level.  相似文献

This article is intended to conduct a three-dimensional examination of China’s rural land rights and the complex dynamic among political power, economic capital, and farmers’ rights during the past seventy years. First, the study takes a close look at the historical changes in the nature, scope, and ownership of land property in rural China during four significant time periods from 1949 to 2019. Second, it uses Ronald Coase’s theory on property rights in dissecting the four paradoxes and dilemmas in China’s rural land ownership, including the extent of clarity and stability of land property rights, the “three rights system” (the rights to ownership, contracting and operation of land) and three stagnations in defining and exercising such three rights, the simultaneous shortage and waste of land resources, as well as the restrictions on land transactions and the requirement to protect collective property. With examples derived from selected evidence, the article documents how both political power and economic capital have worked together to deprive farmers’ land rights. It concludes with a critical analysis of the current status of China’s rural economy, the problem of applying Western economic theories to China’s reality, as well as the theoretical definition, legal protection and policy parameters of land property rights in China.  相似文献

Organic farming and genetically modified (GM) crops technologies are currently being promoted as alternatives to conventional farming that is seen as unsustainable. However, institutional constraints can impede the adoption of even the most sustainable technology. This paper analysed the effect of institutional factors on farmers’ adoption of conventional, organic and GM cotton in Burkina Faso. Building on the expected utility model and institutional theory, a multinomial logistic regression was performed using farmers’ survey data from the 2014–2015 production season. The results showed that subsidies on fertiliser and credit for cereals production, the power of farmers’ association and that of the cotton company favoured the adoption of conventional and GM cotton at the expense of organic cotton. In order to succeed, organic cotton projects need to include components that help farmers to access organic fertilisers for cereals production. They also need to involve the cotton companies that are the most powerful stakeholders of the cotton sector. Extension services are necessary for both organic and GM cotton adoption. Other important factors to consider include farmers’ education, the potentials of the technologies, the good agro-ecological conditions, the continued involvement of women, the availability of virgin lands and the closeness of farmers to their farms.  相似文献

There have been studies on how pastoralists assess and choose the resources required for their livestock, but little research analysing whether livestock are matched to the available resources in a seasonal migratory system by an entire pastoral community over a year. This paper reports a case study of pastoralists in Kazakhstan which shows how the inter-relation of biophysical, institutional and economic factors results in the imperfect matching of livestock numbers to the distribution of forage resources. The research is based on a three-year study using anthropological interviews, formal survey data, and remotely sensed data covering all livestock (25,000 smallstock and approximately 2300 cattle, horses and camels) in a study area of 60,000 km2 for an entire annual cycle; a combination of methodologies and geographical coverage that provides a comprehensive estimation of the factors that influence the pastoral exploitation of this human-managed, complex ecosystem. The research finds that the pastoralists are subject to a number of limitations in using biophysical niches which might otherwise provide the best feed and water resources for their animals at a particular season and site. Different ecozones offer seasonally-shifting advantages and disadvantages for the livestock, but livestock owners are also economically differentiated. The interplay between economic and biophysical factors exemplifies the multi-faceted character of pastoralists’ decision-making about site selection within a relatively open rangeland tenure system. Only those with the largest livestock holdings distribute their livestock to take advantage of the best seasonal resources. Despite the wide availability of biophysically suitable sites, most livestock owners’ choices are compromised and therefore frequently suboptimal, prompting the conclusion that natural resource matching is constrained.  相似文献

This study investigates the intermediary functions and the farmers’ perspectives in the development and implementation of agri-environmental schemes in Shiga Prefecture of Japan by employing the innovation journey analysis and the statistical analysis. The innovation journey analysis demonstrates that the prefectural government served as an ‘innovation intermediary’ to: (1) provide a clear vision of sustainable agriculture for farmers and other actors, (2) create and reinforce both technological and market niches and (3) develop actor networks involving local actors. It also identifies the following roles of the Japan Agricultural Cooperatives (JAs) and the specialist wholesaler as innovation intermediaries to: (1) develop new farming materials such as fertilizers, (2) translate and deliver practical farming knowledge for farmers and (3) establish the market of environmental-friendly rice. Statistical analysis uncovers that farmers more appreciated the supports from the JAs than those from other intermediaries to participate in the schemes. Complemented by the innovation journey analysis, our findings suggest that the keys to increasing farmers’ participation in the schemes include a clear vision and economic incentives for farmers as well as the coordination among intermediaries who have different expertise.  相似文献

In this paper we assess the types of knowledge networks utilised by small-scale farmers in four case studies (located in Bulgaria, Poland, Portugal, and the United Kingdom). We focus on knowledge acquired to inform three new activities being undertaken by study participants: agricultural production, subsidy access and regulatory compliance, and farm diversification (specifically agritourism). Findings demonstrate that the new knowledge networks are dominated by different forms of expertise: formal ‘agricultural advisors’ identified in the case studies primarily offer codified managerial knowledge through centralised networks, suggesting that state-funded services for small-scale farmers are largely embedded in traditional, linear models of knowledge transfer. Production and diversification knowledge is exchanged through ‘distributed’ and ‘decentralised’ networks, where a range of actors are involved across varying geographical distances. Findings highlight issues associated with the quality and independence of both ‘free’ and paid advice, as well as the importance of combining tacit and codified knowledge for credibility. In all four cases, we found that small-scale farmers utilise formal advisory services primarily for accessing subsidies (e.g. completing application forms), rather than acquiring production knowledge. The authors argue that by utilising the state funding allocated to advisory services for small-scale farmers primarily to enable these farmers to access subsidies, important opportunities for innovation by both advisors or farmers can be lost.  相似文献

We examine landowners’ conservation motives, conservation costs and information rents in environmental bidding systems designed for forestry with the help of Faustmann and Hartman models and data from Finnish conservation program. We show that the Faustmann landowners receive information rents, on average 55% of the rental payments. For the Hartman landowners the high conservation costs of old stands result in low information rents; they are only 13% of the rental payments. This estimate omits amenity benefits the landowners derive from their forests; accounting for these benefits would increase information rents dramatically. Despite the high information rents, landowners’ conservation motives decrease the rental payment required for participation in the conservation program. Hence, landowners’ conservation motives give governments a great opportunity to allocate conservation contracts in a more cost effective way, thereby extracting larger benefits for scarce conservation funds.  相似文献

To address land degradation and rural poverty the Chinese government has put in place a series of land conversion programmes in the Loess Plateau area in northern China. In addition to problems arising from unsustainable land use, water resource availability driven in part by climatic forcing is also a threat to livelihoods in this region. To understand climate impacts on farming practice in poor areas of China, field observation and village reconnaissance took place in the summer of 2009 in three selected counties of Shaanxi and Ningxia Province, northern China. Semi-structured interviews were undertaken with householders in rural communities aiming to explore the impacts of recent climate and environmental changes and the role of land management practices on individual and community livelihood incomes as well as individual understanding and engagement with these concepts. The findings were complemented with secondary agricultural, economic and climatic data from the study regions. Respondents argued that land conversion programmes improved income potential, sustainability of livestock grazing and environmental quality in the region. However, water availability was thought to increasingly limit agriculture and human wellbeing in some of the regions with water resources becoming notably scarcer. Understanding of climate change as a concept varied amongst farmers potentially hampering the ability to adapt existing farming practices to maximise livelihood incomes sustainably. Positive effects of the government's land management schemes were unevenly distributed within villages and amongst regions, often linked to a lack of knowledge transfer and shared resources resulting in marginalised households and/or communities. Off-farm labour (in many cases relating to young adult rural to urban migration) appears a crucial source of income for households in the study region. Respondents in Ningxia expressed reservations about the future prospect of productive farming if the water availability continued to diminish.  相似文献

The marked impact of the welfare gap on total welfare within collectives has rarely, if at all, been addressed in traditional welfare theories and in Amartya Sen's theory of welfare functioning and capabilities. With this observation as our starting point, we constructed a research framework that combined welfare functioning, the welfare gap, and welfare capability to assess and analyze changes in the welfare of farmers whose land was requisitioned in Zhejiang province. The findings of our study were as follows. (1) The total welfare functioning of farmers whose land was requisitioned increased by 11.8% as a result of improvements in economic and dwelling conditions and community surroundings. However, social security and psychological conditions deteriorated. (2) Although total welfare functioning has improved, gaps are widening in the distribution of welfare functioning among farmers who underwent land requisition. This was evidenced by the increase of the weighted Gini coefficient, which rose from 0.26 to 0.32 after land requisition. (3) As a result of the improvement in welfare capability, a judgmental bias is evident when farmers assess whether they have gained or lost welfare after land requisition. We conclude that welfare studies should focus not only on the quantitative aspects of welfare distribution, but should also pay more attention to its fairness and impartiality. This can prevent social problems posed by an oversized welfare gap. Moreover, after land requisition, the government and community should provide education and training services, and the current one-time compensation model should be replaced by a lifelong compensation model. At the same time, endowment insurance should be extended in rural areas and urban medical insurance should be progressively incorporated into the social security benefits of farmers who have undergone land requisition.  相似文献

Rural land consolidation has been a very important and efficient development tool all over the world for a century and is now an indispensable instrument for rural sustainable development in China. The Chinese central government has devoted large sums of money to rural consolidation projects each year in an effort to help protect cultivated land, to improve agricultural production, to enhance the socio-economic development of rural communities, and to help build rural landscapes. However, little attention has been paid to evaluating the performance of land consolidation projects from the view of community members, which is sorely needed. Household satisfaction with land consolidation projects is a key indicator of consolidation performance. Understanding the factors that influence household satisfaction is an effective way of dealing with problems in the interactions between land restructuring and human behaviors in rural areas and can help improve project performance. This paper examines the performance of land consolidation in terms of rural households’ levels of satisfaction in rural China and analyses the most influential factors of satisfaction. Data were gathered via questionnaires and analyzed with a probit model. Results indicated three significant points. First, overall satisfaction rate was 76.5%, meaning that most rural households in the regions of Hangzhou, Changsha, and Guiyang were satisfied with land consolidation projects. Second, 11 factors significantly affected rural residents’ satisfaction with consolidation. These factors included farmers’ level of education, employment characteristics, family size, input level of agricultural production, agricultural produce transportation methods, level of agricultural mechanization, the characteristics of land transfer in the village and within their own families, the perceived importance of land consolidation, their level of social insurance support, and their participation in rural production cooperatives. Third, six of these factors had positive effects on performance; four had negative effects, and one (employment characteristics) demonstrated a significant influence.  相似文献

Soil salinization has become a global concern and poses a great threat to food production and sustainable land use. Land use policies are the main driver of saline soil farmland use in ecosystems. This paper proposes a theoretical framework for analyzing how saline soil farmland use is affected by land use practices of individual farm households. An empirical study, using an ordered probit model, was conducted based on questionnaire responses from farm households in 8 towns and 14 villages in eco-fragile areas in Shandong, Jilin and Xinjiang provinces. The results suggest that land tenure, state systems agricultural support, characteristics of a field parcel and characteristics of the farm households have different influences on farmer's land use in three regions. The adoption of organic fertilizer by individual households is constrained by the lack of stability and integrity in land tenure. Furthermore, the parcel of a field is generally small, sparsely distributed and often fragmented, which increases costs. Even subsidizing organic fertilizer does not necessarily help in its adoption. Given these challenges, this study makes recommendations for different regions that may promote the adoption of improved saline soil farmland cultivation methods by farmers.  相似文献

The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics.  相似文献

Subjective probabilities as well as risk and uncertainty preferences influence many farmers’ decisions. Few contextualized field experiments were recently conducted to elicit farmers’ risk preferences. Contextualized field experiments use nonabstract framings that are familiar to subjects. Despite adding of context can undermine internal validity, such experiments are increasingly used in applied economics. Contextualized field experiments were never used to elicit farmers’ uncertainty preferences. This paper aims to fill this gap in the literature. This required the development of a new approach in which uncertainty preferences were estimated while controlling for farmers’ subjective probabilities regarding future agricultural outcomes. The experiment involves Scottish farmers’ decisions to plant traditional or new potato varieties. Monetary incentives and incentive compatible elicitation techniques, such as quadratic scoring rules and certainty equivalent multiple price lists, were used. Results from the estimation of Fechner models using maximum likelihood estimation procedures show that failure to control for subjective probabilities generates an underestimation of estimated uncertainty preferences. Farmers are more averse to uncertainty than risk, and their choices are noisier under uncertainty than risk.  相似文献

Open access post-harvest in situ grazing is widespread in areas where a mixed crop-livestock system is common. Where this is not discouraged, because livestock is important, conservation agriculture, which depends on keeping the soil surface covered with crop residues is unlikely to be implemented. One way to reduce open access grazing is through restricting communal grazing access to allow rights of exclusion, while simultaneously improving the production of livestock feeds. This paper analyzes farmers’ perceptions about post-harvest free grazing on agricultural lands and identifies incentives that motivate forage production, to help inform forage development and policy. We collected data from randomly selected farm households in the Nile Basin of Ethiopia and used a choice experiment method. We found that a majority of farmers would prefer post-harvest grazing restrictions to the existing reciprocal post-harvest grazing. Farmers also had strong preferences for forage production policy incentives, but the results reveal considerable preference heterogeneity. The study provides policy makers with needed information in formulating policy incentives for smallholder forage production systems.  相似文献

The purpose of the paper is to analyse the influencing factors on farmers’ willingness of withdrawal from rural homesteads (WRH). Methods that included field surveys, factor analyses and case studies were used for this paper. The results show that farmers have a strong willingness to own the property on which their homesteads sit. There are deviations between homestead systems and execution. It is common that the area of a homestead exceeds the lawful standard, and one peasant family owns two or more homesteads. Peasant families have many concerns about WRH, which include: reduction of employment, lack of supporting social security, high expenditure of new houses, low compensation criteria for homesteads, decline in standard of living and inconvenience in agricultural production. Among all means of compensation, peasants prefer allocated residences, and they pay more attention to public service facilities and fundamental facilities. The authors argue that implementing employment and social security policies and setting up linkage mechanisms of WRH could help to smoothly push forward WRH.  相似文献

Labor-saving and income-increasing technologies may affect women farmers differently from men. However, very few studies explicitly account for women's preferences for new technologies. We carried out a discrete choice experiment with 337 female and 329 male farmers in Maharashtra, India, to measure their willingness to pay (WTP) for direct-seeded rice (DSR) with drum seeder and to understand the gender differences in marginal valuations of key attributes. We used the Women's Empowerment in Agriculture Index (WEAI) to collect self-reported data on the role and say of women in different domains of decision making. The respective gender roles of women and men in the family and on the farm are aligned with their preferences. Men have a greater say over how the family spends the cash. Accordingly, men tend to have a higher WTP for attributes that increase income (increase in yield) or reduce cash costs (reduction in seed rate). Women contribute a large share of the labor for transplanting rice, much of which is unpaid work on family farms. Women, therefore, seem to value labor saving more. Women in our sample were more interested in the new technology and had a higher WTP for it.  相似文献

We test the ‘efficient-but-poor’ hypothesis by estimating the determinants of smallholders' choice over cash or food crops and whether their crop choice affects technical efficiency and poverty using the national household panel data in Nigeria. We employ the stochastic frontier analyses correcting for sample selection about farmers' crop choice. Our results indicate that smallholders are generally efficient in their resource allocations. A treatment effects model is employed to estimate farmers' crop choice in the first stage and the impact of their choices on technical efficiency and poverty outcomes in the second stage. The results show that farmers' access to free inputs, non-farm income and the use of seeds from the previous growing season are important determinants of crop choice. The adoption of cash crops by food-crop producing households will not generally reduce poverty, although it will improve technical efficiency marginally. However, if cash crops are commercialised, poverty tends to decline.  相似文献

There is a fundamental difference in the way of merging the fragmented plots of one owner within a land consolidation (LC) in Slovakia (the Slovak Republic, SK) and the Czech Republic (CZ). All the scattered shares of a single owner in SK are merged into a minimum amount of new plots in the proportion of 1/1; the shares of one owner in CZ are merged only to a group of owners who are on the same ownership title.Through an LC project a Slovak owner automatically acquires sole ownership and the Czech one remains in an unchanged ownership in equal shares. Authors wondered what general public and the owners themselves in particular think of these two ways of merging. A simple online questionnaire for all surveyed groups (representatives of owners, public administration officials, LC designers/experts) for a virtual model territory was created. The results based on the questionnaire (563 responses, 10–25% estimated rate of return, were evaluated at the time of preparing the contribution) show that there is a clear preference (90–98%, estimated margin of error 5–16%) for the exclusive ownership. The (surprising) differences in merging as well as subsequent findings provoked an informed debate about the causes which is still pending.  相似文献

Pakistan is highly vulnerable to extreme climatic events, such as floods and droughts. This study determines the farmers’ risk perception, risk attitude, adaptation measures and various aspects of vulnerability to climate change (e.g. floods, droughts, heavy rainfalls, pests and disease) at farm level in rural Pakistan. The risk perception and attitude of farm households are crucial factors that influence farm productivity, investment and management decisions at this level. A well-designed questionnaire was used to interview 720 farm households from six districts of the Khyber Pakhtunkhwa province. A binary logit model was used to determine the main factors that affect the choice of adaptation strategies of the farm household. The findings revealed that crop diversification, changing crop varieties, altering the crop calendar, varying the fertilizer used, mulching and farm insurance were the main adaptation strategies followed by farm households. The results of the binary logit model revealed that age, education, farm size, household size, credit accessibility, annual income and the perception on the increase in temperature and decrease in rainfall had significant influence on the selection of the adaption strategies. The findings of this study can provide guidance, policy recommendations and reference for future researchers.  相似文献
