Marine‐protected areas (MPAs) are an effective means of improving habitat quality and biodiversity in the world’s oceans. While the advantages of MPAs as a mechanism for conservation and biodiversity are well established, the potential improvements to fishery performance resulting from a network of MPAs are still being established. Countries around the world have committed to establishing networks of MPAs within their waters by 2020, in response to the United Nations Convention on Biological Diversity. This, coupled with the increasing global demand for seafood and heavy reliance on fishery resources as a source of economic development for many coastal communities, means that an understanding of how these networks can be expected to impact fishery performance is extremely important. We use a difference‐in‐difference modelling approach to isolate the change in the fishery performance associated with the south‐east marine reserve network in Australia. We find no evidence that the economic performance of adjacent fisheries was negatively impacted by the network. This lack of impact is likely due to a network design explicitly intended to avoid effort displacement in key fisheries, along with fishery management changes intended to remove excess fishing capacity.  相似文献

Establishing forest protection standards is essential for biodiversity conservation and for ensuring the public water supply. This study evaluated whether compliance with environmental legislation aimed at protecting the Atlantic Forest is sufficient to minimize the negative effects of urban pressure on the conservation of biodiversity in the water source area of the Billings reservoir in the municipality of Diadema. To assess the effectiveness of environmental legislation, we created a current land use and land cover map as well as maps for an expected legal scenario and evaluated both using landscape metrics. Our findings indicate that forest resource availability in the area is critical but can be improved by compliance with legal obligations, which have complementary effects and the potential to promote less fragmented landscapes. On the other hand, they do not prevent the tendency of fragmentation caused by the surrounding urban matrix, which can reduce the positive effect of the legal compliance on forest conservation in cases of consolidated urban areas.  相似文献

Systematic conservation planning (SCP) seeks to propose new reserves through a scientifically rigorous process using databases and research selection algorithims. However, SCP exercises have been criticized for “knowing but not doing”, i.e. not implementing the proposed reserve. But there is an additional problem that can be called “knowing but not knowing”, knowing things from databases, but not knowing crucial contextual information about community-based social processes that have supported the high forest cover and biodiversity detected. Examined here is how a common property region of the Sierra Norte of Oaxaca, Mexico has maintained high forest cover in the absence of public protected areas, while multiple SCP exercises have advocated for the creation of public protected areas in communal tropical montane cloud forests and pine forests as strategies for biodiversity conservation and resilience to climate change. Methods included archival research, review of community documents, focus group interviews, semi-structured interviews, participant observation, land use transects, and GIS analysis and remote sensing. Conservation in the region originally occurred because of low population densities, steep slopes and a lack of agricultural subsidies, supported by locally adapted agricultural practices. In the 1990s, a transition from passive to active conservation took place with land use zoning plans, community conservation rules, community forestry enterprises and payments for environmental service programs that consolidated a trend towards high, unthreatened forest cover. Today, the study communities have an average of 88.3% forest cover, with 61% of that in informal conservation based on community land use zoning and rules and another 14% governed by forest management plans approved by the Mexican government. We argue that truly systematic conservation plans would seek to understand how communities in the region are already managing forests for conservation. It is pointless and uninformed to advocate for top-down conservation interventions of forests that are already robustly conserved and resilient to climate change due to community action.  相似文献

As an emerging policy in Indonesia, “Essential Ecosystem Areas” (EEA) is being established as an instrument to expand protections for conservation areas at sites beyond the classical domain of the conservation bureaucracy. The policy impetus is from recent global research identifying high conservation values located outside of formally designated conservation areas. EEA policy provides a foundation for justifying conservation practices at sites based on high biodiversity indicators, but which might not have previously held formal protections. This policy instrument is particularly unique in Indonesia because it is envisioned to support initiatives that emerge voluntarily, even in areas that might not have been historically thought of as conservation areas. This is unusual because it applies to all land categories, including private and public lands. In this article, we introduce the EEA policy and identify the potential applications it might have, considering the possibilities for future conservation area management in Indonesia. In particular, we identify some key principles for researchers and practitioners to follow when assessing EEA implementation. Our organizing framework consists of several elements based on existing land and power characteristics, which we connect to the institutions that might emerge amidst these new policy arrangements. We apply the land and power framework to two emerging EEA sites in Sulawesi to anticipate the extent to which the policy suggests a future trajectory for conservation management, or whether conservation policy will remain tied to existing rigid bureaucratic structures. Findings from the two cases point to the continued primacy of the centralized conservation bureaucracy, indicating that EEA sites are being negotiated through the classical approach for administering conservation areas.  相似文献

Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Białowieża Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household’s economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas.  相似文献

This paper evaluates the outcomes from an ambitious wildflower harvesting programme in South Africa's Western Cape, which has sought to achieve positive outcomes in terms of socio‐economic development and biodiversity conservation. Indigenous wildflowers, harvested according to conservation principles, are processed into ‘Cape Flora’ bouquets and sold into international and domestic markets. The principal supply chain provides an example of ethical trade due to the explicit environmental and social standards that are required at local sites of production. The incorporation of such standards represents an attempt to engender economic and social upgrading within the value chain. In this sense, the programme is consistent with dominant policy discourses, which suggest that exploiting potentially profitable niches within international trade flows represents a ‘high road’ to economic growth and transformation. The paper focuses upon the job creation and social impacts of the programme in the context of efforts to overcome South Africa's deeply entrenched socio‐economic disparities and high poverty levels. Despite impressive growth in production and exports during the global financial crisis, there have been mixed outcomes in terms of benefits to stakeholders at the upstream end of the supply chain. The paper concludes by considering the extent to which local initiatives operating under the framework of ethical trade possess the potential to facilitate effective social and economic upgrading.  相似文献

Auctions appeal to analysts and policy designers because of their potential efficiency in recruiting new areas for nature conservation. The failure to develop genuine auctions and competitive tender processes is typically blamed on the design and the attractiveness of the instrument. However, the institutional constraints that a new competitive mechanism faces when placed in a real-world ecological-institutional setting are only partly anticipated by the theoretical and analytical approaches. This paper explores the theory-based principles of cost-effectiveness against a real-world auction instrument designed for forest biodiversity conservation in Finland. The instrument, called “Natural Values Trading”, specified that the tenders should be invited and compared on an annual basis but the competitive procedure was not operationalized. Instead, sites were evaluated on a first come – first serve basis, applying ecological criteria and pricing based on opportunity costs. The institutional constraints of the auction mechanism centred on the difficulty that public authorities geared toward implementing law and treating citizens equally faced with a competitive arrangement. The pressure to generate instant impact overrode experimenting with new mechanisms and exiting an administrative comfort zone. The findings conform to the institutional theories that identify challenges with matching organizational mandate, reallocating and developing organizational competencies as well as changing informal organizational and professional practices. The design of biodiversity conservation mechanisms will not go far by focusing solely on cost-effectiveness; instead, the institutional friction should be taken seriously and organizational mandates, competencies and practices should be addressed explicitly.  相似文献

基于2003—2016年东北、内蒙古重点国有林区87个林业局的面板数据,以林业总产值、森林管护面积、年末在岗职工人数作为衡量指标,采用面板数据固定效应模型分析林业产业结构升级对国有林区改革绩效的影响机制。结果表明:林业产业结构高级化对国有林区改革绩效具有促进效应,但产业结构升级速度过快也会在一定程度上对国有林区改革绩效产生抑制效应;林业财政投资额对林业总产值具有显著促进作用;年末在岗职工人均工资对森林管护面积和年末在岗职工人数具有显著促进作用;林业工作站数量对森林管护面积具有显著促进作用。因此为推动国有林区改革工作顺利进展,重点国有林区林业产业结构升级应与经济发展水平和生态环境状况相适应。  相似文献

Over the past 15 years Australia has been trialling conservation tenders and other market based instrument approaches to generate environmental outcomes, particularly on private lands. The best known of these is the BushTender auction for vegetation protection in Victoria, begun in the early 2000s. Subsequently, nearly 100 other tenders for biodiversity protection have been run in Australia with substantial variations in application and methodology generated by a mix of both intended design and case study differences. The number of separate conservation tenders that have been performed, and the variations in environmental targets, state jurisdictions, case study circumstances, design and implementation, provides a rich data base of projects for analysis – unique at the international level.The review section of the paper covers three broad areas. The first aim is to provide an overview of the various tenders and their history and design in different settings. The second is to review their application, particularly in relation to auction design, metric design and contract design aspects, while the third is to identify the extent to which tenders provided more cost-effective outcomes than alternatives such a fixed rate grants. An additional goal is to explain why, after so many trials, conservation tenders are not more widely used in Australia. Key conclusions are that the multiple trials show that tenders are robust, relatively simple to apply and deliver more cost-effective allocations of public funding than other grant mechanisms. The reasons for their limited use can be related more to political and bureaucratic forces and inertia rather than to economic and design limitations.  相似文献

Strict regulations, such as the EU Nature Directives, remain pivotal for halting the downward spiral for some protected species. In recent years, though, it has become clear that nature protection rules, are also generating perverse incentives, especially when rigidly applied to areas that have already been transformed by human use, such as agricultural land, quarries and port sites. With the arrival of novel incentive concepts, such as temporary nature in several EU Member States, an unprecedented window of opportunity exists to reframe current nature protection rules. Temporary nature fosters private landowners, ranchers and project developers to actively participate in the recovery of endangered species, also in urban and industrial environments. In return for allowing nature to develop on their undeveloped and vacant lands, the project developers are provided with the legal guarantee that they can still subsequently develop their lands at a later stage. These newly founded conservation policies, which are increasingly endorsed by stand out as striking illustrations of the recently emerged branch of reconciliation ecology, since they aim at increasing biodiversity by opting for win-win scenarios in human-dominated landscapes. It is concluded that a more reconciliatory approach towards nature conservation, which goes beyond the ambit of protected areas, can serve as a catalyst for biodiversity recovery across the wider landscape. Further research will need to underpin whether the ambitious presumptions with regard to these well-intentioned and innovative approaches to nature conservation are justified.  相似文献

Agricultural land abandonment and the consequent natural forest regrowth in areas once cultivated has significantly transformed Alpine ecosystems and landscapes. In this paper, we estimated the loss of agricultural areas due to reafforestation in the Belluno Province (Eastern Italian Alps) and integrated socioeconomic indicators with topographical features to evaluate the drivers of this change. Land use mapping, obtained from photo-interpretation of aerial photographs and technical maps, was used to quantify changes in forest and agricultural areas (crops, meadows and pastures) during the period of 1980–2000. On average, the forest surface expanded by 21%, while the agricultural areas decreased by 40%. This loss increased in areas with steeper slope, which confirms that the areas that would be first abandoned are those that are less productive and more difficult to manage. The reafforestation rate was particularly strong in the north of the province, where the livestock sector experienced a dramatic decline. In light of this situation and using multiple regression models with a large set of socioeconomic and agricultural indicators, we found that the loss of agricultural areas in 69 municipalities was primarily counterbalanced by the maintenance of livestock farming. The loss of steeper agricultural areas was counteracted by traditional extensive systems; however, it was not counteracted by modern intensive systems, which has important implications because steeper areas have higher landscape and biodiversity values. In addition, tourism development had a positive, although smaller, effect on the maintenance of agricultural areas, while industry development had a negative effect. The results of this study suggest that efforts are needed to maintain a territorial network of traditional extensive farms to avoid further landscape deterioration in Alpine areas. Likewise, certain choices toward the economic development of local communities might have an impact on land conservation.  相似文献

In Brazil, market-based instruments focusing on land use dimensions are increasingly promoted as a means to make public environmental policies effective. Landowners and farmers call for more flexible regulations and economic incentives to adopt ecologically sound practices, while public agencies and conservation NGOs seek new ways of financing and legitimising legal standards. Market-based instruments are considered by these actors as having the potential to both achieve their own goals and conciliate all interests. As a result, legal frameworks (including cap-and-trade systems, biodiversity offsetting and payments for ecosystem services) are being designed which allow to exchange land use rights and obligations. Under a sociolegal approach, this article provides an overview of such instruments. It shows to what extent they may entail a reconfiguration of the burden sharing and the priority setting of nature conservation. Depending on how actors use legal standards, their responsibilities may be eased and the level of conservation may be lowered, both facts that raise significant controversy.  相似文献

In this paper we present a multi-disciplinary analysis of the potential impacts of undertaking similar environmental actions on multiple farms in a small geographic area, using organic farming as a proxy for a co-ordinated approach. Recent papers have called for more co-ordinated efforts between farmers in terms of their environmental actions, but there has been limited applied research demonstrating the environmental benefits or the economic and social implications to farmers of this approach. Comparative analysis of biodiversity, soil and water, and farm profitability were undertaken in England on 32 matched farms in areas of low and high organic farming concentration; qualitative interviews were also conducted with 48 farmers living in two of the eight areas. Findings demonstrate higher overall levels of biodiversity on organic farms (particularly in “hotspot” areas) but this was not universal across the species groups investigated. Higher water infiltration rates were found in organic grasslands, which could prove to be a useful measure to combat flooding. In terms of the technical efficiency of producing these environmental gains, conventional and organic farms in hotspot areas demonstrated equivalent efficiency from a financial perspective. Socio-cultural research identified the different amounts of trust farmers have in their neighbours, based in part on their performance as ‘good farmers’. We discuss the neighbourhood effect with a multi-disciplinary approach and conclude that encouraging local farmer co-ordination can have clear environmental benefits without high economic cost, but must be undertaken with caution - specifically regarding the trade-offs between benefits, local geophysical and social characteristics, and assumptions made about inter-farmer trust.  相似文献

Increasing pressure on extensive farming systems in marginal areas requires them to become more resilient and adaptable to extreme conditions brought about by climate change. Yet these rangeland areas must also be protected as refuges for biodiversity and as important carbon stores. Recent United Kingdom policy initiatives are encouraging the use of traditional or native breeds of livestock to preserve genetic diversity, due to their perceived adaption to harsh environments and their value for managing extensive habitats for conservation. It is not clear however, whether these benefits are based on scientific evidence or perhaps more on current opinion; nor whether farm system practices are likely to change in response to these initiatives. This study offers an approach that can support future empirical studies designed to better inform such policy decisions.A survey was carried out to provide insight into current opinions regarding the impacts of cattle on hill environments and the cattle breeds appropriate for hill environments, before more detailed farm interviews provided data for a characterisation of suckler beef farming systems in Scotland using a typological approach. Survey results indicated that the majority of respondents believed cattle have a positive effect on hill environments when carefully managed, yet there was wide diversity in opinion regarding the type of impacts and most suitable breeds. Interview results highlighted the diversity of management systems, decision making processes and cattle types present and indicated significant variation in farmers’ views regarding breed hardiness, suitability and reasons for their choice of breed. Three system groups: Traditionalists, Improvers and Production optimisers, were clearly defined by the typology, with significant variation observed in their management practices and views. This study suggests that hill beef farmers appear to not only adapt their production systems according to their current bio-physical and financial circumstances, but also from personal experience. Accumulation of this kind of evidence is long overdue and could provide support to the development of any future policies regarding cattle and hill environments.  相似文献

This paper explores the economic effects of biodiversity loss on marketable agricultural output for intensive agricultural systems, which require an increasing level of artificial capital inputs. A theoretical bio‐economic model is used to derive a hypothesis about the effect of the state of biodiversity on the optimal crop output both in the longer run and in the transitional path towards the steady‐state equilibrium. The hypothesised positive relationship between biodiversity stock and optimal levels of crop output is empirically tested using a stochastic production frontier approach, based on data from a panel of UK specialised cereal farms for the period 1989–2000. The results support the theoretical hypothesis. Increases in biodiversity can lead to a continual outward shift in the output frontier (although at a decreasing rate), controlling for the relevant set of labour and capital inputs. Agricultural transition towards biodiversity conservation may be consistent with an increase in crop output in already biodiversity‐poor modern agricultural landscapes.  相似文献

This study develops a theoretical and empirical framework for optimal conservation planning using satellite land cover data and economic data from a farm survey. A case study is presented for a region within the South‐west Australia Biodiversity Hotspot (Nature 403, 853). This Biodiversity Hotspot is a focus for conservation investment as it combines a relatively high level of biodiversity with severe threat to the biodiversity from agriculture. The conservation planning model developed determines the optimal set of bush fragments for conservation. This model can also be used to assess the trade‐off between the budget and a vegetation species metric. Results from the case study show that, without an effective conservation scheme that at least fences fragments, significant plant biodiversity losses will occur in the North East Wheatbelt Regional Organisation of Councils region of the WA wheatbelt over a 10‐year period. A perfect price discriminating auction scheme could reduce the costs of conservation by around 17 per cent relative to a fixed‐payment scheme; however, a fixed payment on outcome (measured as change in the species metric) scheme represents a viable second‐best alternative, to a conservation auction, where conservation spending is spatially targeted.  相似文献

Local conservation efforts are often related to benefits at higher governmental levels. On the one hand, these efforts are strongly connected to local land-use decisions. On the other hand, activities such as sustainable water management or biodiversity conservation are associated with regional, national or even global public goods. Therefore, spatial externalities or spillovers exist, which—if not adequately compensated for—lead to an underprovision of the public goods and services concerned. This article investigates intergovernmental fiscal transfers as an innovative instrument for compensating local jurisdictions for the ecological goods and services they provide across local boundaries. From a public finance perspective, fiscal transfers are a suitable instrument for internalising spatial externalities. However, most federal states use this instrument predominantly for social and economic public sector functions rather than for ecological ones. This article investigates the case of the ecological “ICMS” that was first introduced by a few states in Brazil during the 1990s. Part of the revenue from this value-added tax is redistributed to the local level on the basis of ecological indicators. In this way, the state level uses fiscal transfers to compensate municipalities for the existence of protected areas and other ecological services provided within their territories. The Brazilian experience illustrates that such fiscal transfers can represent both a compensation for land-use restrictions and an incentive to value and engage in more conservation activities at the local level.  相似文献

Biodiversity conservation planning must be ecosystem-specific and take into account human needs as food production. The Pampa biome is a temperate grassland with high species richness and with an important role in food production in South America. Here we present the first formal Systematic Conservation Planning for the Brazilian part of the Pampa, which is the least protected biome in Brazil. We aimed to build conservation scenarios where at least 17 % of the biome area were protected, following the 11th Aichi target for terrestrial lands protection according to the Convention on Biological Diversity. Our conservation targets were the vegetation types of this biome. Three scenarios were built varying in their proportions of strict protection (SP) and sustainable use areas (SU): Permissive scenario (5 % SP, 12 % SU); Intermediate scenario (10 % SP, 7 % SU) and Restrictive scenario (15 % SP, 2 % SU). Urban and rural areas, as well as bovine and ovine density, were used as prioritization costs, aiming to minimize possible conservation conflicts. Four main clusters of priority areas to protect the vegetational diversity can be observed in all scenarios and should be considered when implementing future protected areas in this threatened biome. Sustainable use areas are suitable for low-density livestock raising, combining biodiversity protection and food production, but strictly protected areas are still important to species most affected by livestock. The combination of strict protection and sustainable use areas can be effective in similar biomes. It should be considered in future international negotiations, such as the 2020 Conference to be held in Beijing, opening new strategies to achieve the 17 % of land protection. We expect that this Systematic Conservation Planning reinforces the recently started scientific discussion regarding the conservation of non-forest ecosystems in Brazil.  相似文献

云南是我国生物多样性丰富的地区,在生物多样性保护中扮演着重要角色;而云南国家级自然保护区在云南省自然保护区中又拥有较大比重,分布在云南生物多样性关键地区,对多种生态系统和大量动植物的保护起到了至关重要的作用。经过多年的努力,一些重要珍稀濒危动物种群数量有所增加。但这些保护区仍然存在一系列问题,主要包括三方面,一是客观因素,大多数保护区地处边远落后山区;二是来自于周边村寨巨大的人口压力;三是来自于当地政府和保护区,主要是缺乏长远规划、大力投资等问题。保护区资源受到如此多种因素的威胁,保护效果得不到充分发挥。只有采取强有力的保护措施,如加强社区共管、拓宽投资渠道、进行科学规划管理等,才能使保护区走上可持续发展的轨道。  相似文献
