China's Sloping Land Conversion Program (SLCP) pays millions of farmers to convert cropland in upper watersheds to tree plantations. It is considered one of the world's largest payments for ecosystem services (PES) scheme for its reliance on financial incentives. This paper examines the outcomes of the SLCP by way of a case study from the Yangliu watershed in Yunnan province. It focuses on the notions of justice embedded in state policy and held by villagers and local state officials in order to understand the observed outcomes in terms of people's participation in the implementation of the SLCP, land use changes and livelihood effects. Villagers, local state officials, and state policy share a primary concern about distributive justice despite significant differences in their specific notions. The shared concern underlies the villagers’ positive reactions to the SLCP, which among other factors, have led to the intended expansion of tree plantations and a livelihood transition in Yangliu since 2003. The insights from Yangliu suggest the need to consider justice for a fuller understanding of the dynamics and outcomes of the SLCP and other PES schemes worldwide as the notions of justice applied by the involved actors may influence land use and livelihood dynamics in addition to the other factors considered in research this far.  相似文献

Selective logging (SL) contributes nearly 15 percent of the global timber needs. Considering its role in sustainable timber production, biodiversity conservation and forest carbon enhancement, assessment of SL policies and practices is crucial. This paper assesses the policies and practices of SL in natural production forests of the Tarai region of Nepal and Queensland Australia to explore the key differences in such policies and practices and their possible implications in achieving sustainable forest management objectives. The primary methods applied in the study were review and synthesis of key policy documents and qualitative analysis of the information gathered from key informant interviews and stakeholders’ workshop. Altogether, 53 respondents from a wide range of stakeholder groups (government organizations-15, non-government organizations/networks-15, private sector including the individual landowners-13, local political leaders-3 and independent forest experts/scientists-7) were consulted. Findings suggest that: (1) frequent and inconsistent changes in policy provisions, lengthy administrative procedures and heavy engagement of state forest agencies in forest product harvesting and sales processes play key roles in sub-optimal forest production in Nepal, whereas lower dependency on forest-products, higher labour costs, lack of species-wise royalty rate and flexibility in selecting optional logs are the key factors for increased wastages of forest products in Queensland; (2) recovery and utilisation of the harvested forest product is better in Nepal but policy and practical considerations on biodiversity and environment are better in Queensland; and (3) Forest harvesting specific codes of practice, occupational health and safety standards, and their compliance mechanism of Queensland could be beneficial for Nepal to minimise operational harvesting risks and to attract professional harvesters that support promoting sustainable use and management of natural forests, as we found this aspect almost neglected in Nepal.  相似文献

Cropland use is experiencing an intense transition in both depth and breadth with rapid development of the Chinese economy. Unwarranted land use transitions can affect the ecosystem services value (ESV) and ecosystem functions significantly. This paper reports the dynamic patterns of cropland transition (CLT) and its impact on ESV in Jiangsu Province based on land-use data from 1990, 2000, 2010, and 2013, crop yield data, empirical data related to ESV, some revisions adapted to the situation of Jiangsu, and Geo-information Tupu methods. Jiangsu has experienced rapid economic growth and urbanization, which can be seen as a microcosm of China's development. Results showed that the total area of cropland decreased markedly from 1990 to 2013. This loss of cropland took place mainly through the expansion of construction land and water area, accounting for 83.78% and 13.71%, respectively. The gain in cropland came mainly from construction land, water area, grassland, and woodland, accounting for 58.92%, 19.92%, 11.46%, and 10.22%. The transitions from 2000 to 2010 were much more significant than during 1990–2000 and 2010–2013. CLTs were accompanied by relatively concentrated distributions near towns and cities and the distributions in southern and central Jiangsu were more than in northern Jiangsu. Between 1990 and 2013, CLTs gave rise to a decrease of 6.78 million US$ ESV that was mostly caused by the transition from cropland to construction land and water area to cropland. Based on this information, some of the major implications for improving the land use policy and ecological protection policy in China were discussed. These include increased emphasis on land quality and ecological environment in balance between cropland addition and conversion, introducing ESV measures to evaluate the ecological effect of land-use planning, and establish an all-around ecological compensation mechanism.  相似文献

Aspects of governance of non-wood forest products (NWFPs) include institutional rules, stakeholder arrangements, and decision-making processes that govern production systems from access to resources, their use, and to markets. Compared with other forest products, few studies have investigated the governance of NWFPs in European post-socialistic countries transitioning from a planned to a market economy. This study compares institutional frameworks and stakeholder arrangements related to NWFPs in Russia and Ukraine using a case study approach. Both countries have a legacy of top-down forest government, state-owned forests, and rural communities with a long dependence on plant- and animal-based NWFPs. We analysed legal documents for NWFPs in each country and conducted expert interviews with stakeholders from the public, private, and civil sectors involved in the decision-making process of NWFPs. Institutional frameworks for NWFPs in both countries are complex, unclear, and overlap. Multiple legal documents contain restrictions regarding the extraction and sustainability of NWFPs. However, no special laws or policies are solely for NWFPs; all measures are included in legislation that regulates nature conservation and forest management. The government of both countries tends to overlook non-industrial forest use undertaken by marginal local communities, even if economic, social, and cultural values of NWFPs are relatively high for local and regional development. A misfit is observed between legal frameworks and forest companies’ business policies with customary rights. This phenomenon caused a shift to introduce new stakeholder arrangements related to NWFPs as a special type of resource in areas where NWFPs are heavily used both for subsistence and for generating household income by local communities. Landscape approach initiatives such as model forests and biosphere reserves may empower local communities to find means to protect their rights, needs, interests, and values related to NWFPs.  相似文献

The continuity of farming in traditional sloping and mountainous olive production systems (SMOPS) is at risk, especially in marginally productive areas. The abandonment of olive production on sloping lands would have adverse economic, social, environmental and cultural effects. To tackle this risk of abandonment and to improve the sustainability of traditional SMOPS, we propose the Territorial management contracts (TMC) of rural areas. The potential of this instrument to be specifically applied to organic olive production systems on sloping lands is assessed. The paper then summarises the results of a survey of Andalusian farmers in sloping and mountainous areas aimed at identifying key characteristics of the TMC with the potential to enhance its uptake in target farming communities. Results show that farmers are well-disposed towards TMC, and that issues such as flexibility and external advice need to be considered for its successful implementation. From a policy perspective, the instrument is well aligned with the objectives of the last reform of the EU Common Agricultural Policy (CAP).  相似文献
