Intensive irrigated rice–wheat production systems have converted the north-west Indo-Gangetic Plains into South Asia's cereal basket. Their strategic importance is undermined by a slowdown in productivity growth linked to the degradation of soil and water resources. Findings from farm surveys are used to examine contrasts and similarities between rice and wheat farms, cultivation practices, productivity, and profitability in the rice–wheat belt of India's Haryana State and Pakistan's Punjab province. In Haryana average wheat and paddy yields are markedly higher, but the yield advantage is offset by higher total production costs, resulting in lower private returns. The diverging institutional environment including varying levels of intervention in produce and input markets contributed to the evolution of the Pakistani production model as relatively ‘medium input–medium output’ and the Indian production model as ‘high input–high output’. The study reiterates the need to reinvigorate productivity growth and to reduce production costs in these intensive cereal production systems while conserving natural resources such as water and limiting negative environmental impacts. The study however also raises questions about the future of current rice–wheat systems. 相似文献

In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas. 相似文献

Diverse and unique landscapes not only are one of the key assets of Austrian tourism industry, but are also highly valued for local identity, quality of life and their ecological functions. Society tries to prevent unintended landscape change and thereby purposefully intervenes in landscape development by countless environmental regulations, contracts with landholders, agri-environmental schemes, landscape and nature reserves, food-related activities such as ‘eat the view’ and labels of origin. In the face of increasing state control and the growing influence of (inter-) nationally acting civil society groups, the paper poses the question whether the local population still has a saying in the governance of their landscape. Is it the local people, their costumes and institutions that shape the diversity and uniqueness of landscapes (i.e., the ‘root meaning of landscape’ [Olwig, K.R., 2002. Landscape, Nature, and the Body Politic. From Britain's Renaissance to America's New World. The University of Wisconsin Press, Madison.]) or is local peculiarity lost to national or international landscape control? The paper analyses the changing structures of use and control rights to Austrian landscapes and resulting shifts between locally driven and centrally controlled landscape change. The paper is a meta-analysis of ten empirically founded interdisciplinary research projects on cultural landscapes in Austria. The results are compared with international literature that indicates a loss of control of the local rural population over their natural resources. In the Austrian case however, the local population (re-) negotiates and (re-) interprets complex and conflicting international and state regulations according to their respective needs before concretizing them in actual land use practises. Some participation projects and self-governed local civic society movements integrate non-landholders. In few of homogenisation forces such as CAP and international regulations, diverse and unique landscapes call for the involvement of the local preferences, traditions, knowledge and skills—of both local non-landholders and landholders. 相似文献

Is the European Union protecting soil? A critical analysis of Community environmental policy and law
Although preserving soil health is essential for sustainability, over the last decade, there has been a significant increase in soil degradation in the European Union (EU) and, based on available information, this trend will not reverse in the long run. While the Union has adopted ambitious policy objectives addressing soil threats, there is not to date an EU soil-specific legislation, but various aspects of soil protection are scattered across many EU policy areas. This paper contributes to evaluating the status of soil protection within the EU environmental legislation, by creating an inventory of the relevant provisions and analyzing their features. It emerges that soil threats are not comprehensively regulated by the EU legislator and soil protection looks like the by-product of several provisions which mainly set preventive, qualitative and non strictly binding measures. 相似文献

The traditional significance of livestock to rural communities in Ethiopia has resulted in intense pressures on available grazing areas, resulting in vegetation loss, reduced infiltration and increased runoff, greater erosion and land degradation. Unfortunately, the uptake of sustainable land management (SLM) practices in communal grazing land is constrained by a lack of land tenure security. Recently the International Fund for Agricultural Development, working with the Government of Ethiopia, has invested in the capacity of local administrations, to improve land demarcation and the issuance of both individual and community land certificates. This is concurrent with the promotion of improved SLM, particularly zero grazing of communal lands, known by communities as Exclosures. This pilot study reports the biophysical changes observed in four different Exclosures in the Amhara region compared to adjacent communal lands. Irrespective of age, it was found that vegetative cover, biodiversity levels and infiltration rates, all increased in Exclosures, enhancing ecosystem services and function. Results suggest that Exclosures are most effective for large sites with effective cut and carry forage systems. It is evident that the issuance of land titles increases the adoption of SLM practices. Further studies are required to assess the economic and social impacts of Exclosures. 相似文献

AbstractWhat distinguishes heavy and non-heavy users, and which sub-segment of non-heavy users exhibits a stronger potential to become heavy-users? The study selected yogurt cups as an example of a Fast Moving Consumer Good (FMCG) for examination. Attitude towards the product is the most dominant factor in distinguishing heavy from non-heavy yogurt cups users. The congruence of product benefits with general healthy behavior and belief was the second runner-up. In addition, growth opportunities could be found in the sub-segment of heavy users, too. The sub-segmentation approach, therefore, could provide guidance for sizable growth for marketers. It could also help them to better allocate resources. Marketers could apply this concept to identify business opportunities from current customers as it may be easier or more economical to convince current customers to consume more than to acquire new customers. 相似文献

Biodiversity, landscape aesthetics and grazing livestock have considerable relevance for agricultural production, however rarely considered in public landscape preferences research. This paper studies public preferences for pasture usage by the means of a discrete choice experiment using a representative sample of 449 individuals from Germany. Graphical representations of the choice sets were used to assess the preferences for the presence of livestock and typical pasture landscape elements. To account for preference heterogeneity, the paper utilised a latent-class logit model. Four different latent classes were identified. The results showed different preferences between the latent classes, not only in terms of the magnitude of the estimated parameters, but also in terms of the parameter signs. This indicated that there are multiple types of preferred pasture landscapes. Within the groups, the preference for livestock presence did not depend on its density. Furthermore, it was found that point elements were more important for the landscape preference than linear elements. The class membership probabilities were influenced by multiple sociodemographic variables, including the individual’s residence. 相似文献

Different socio-economic and environmental drivers lead local communities in mountain regions to adapt land use practices and engage in protection policies. The political system also has to develop new approaches to adapt to those drivers. Local actors are the target group of those policy approaches, and the question arises of if and how much those actors are consulted or even integrated into the design of local land use and protection policies. This article addresses this question by comparing seven different case studies in Swiss mountain regions. Through a formal social network analysis, the inclusion of local actors in collaborative policy networks is investigated and compared to the involvement of other stakeholders representing the next higher sub-national or national decisional levels. Results show that there is a significant difference (1) in how local actors are embedded compared to other stakeholders; and (2) between top-down versus bottom-up designed policy processes. 相似文献

The concept of “wilderness” has been intensively discussed as an approach for nature protection in Central Europe among managers of protected areas, decision makers, natural and social scientists. This paper discusses the various attempts for physical definitions for Central Europe. It examines, if “wilderness” a suitable expression for communicating different types of places designated “wilderness”, especially in the context of rising awareness and acceptance in all parts of society of the demands of the national strategies for protecting biodiversity. Literature surveys were carried out in order to find expert quotes on the physical definitions, spatial characteristics, and attributes of “wilderness”. For the analytical perception of the general public, a survey using opinion polls among visitors in the Müritz National Park in north-eastern Germany was carried out. A quantitative approach was chosen, and interviewees were selected on an objective, systematic basis. The paper demonstrates, that the wilderness discussion among experts in Central Europe lacks a common physical and spatial definition. It can be shown that there are strong ethical and religious, educational and cultural motifs in the demand for wilderness. For a broad range of laypersons interviewed in Müritz National Park, “wilderness” seems to be a suitable, positive label for wetlands, shorelines, large forests and remote mountain areas. Important key factors, aside from natural features, are few human traces, little infrastructure and few persons using an area, so that visitors experience a feeling of solitude. 相似文献

Accessibility to financial resources is considered a prevalent problem in the agricultural sector. We develop an approach to quantify the long-term opportunity costs of financial constraints in relation to peers who do not face any financial constraints. Using data on past financial performance, we assess creditworthiness and the size of an additional accessible bank loan to farmers. Combining this with data on reported expenditure, we determine the accessible finance. We quantify the opportunity cost as the forgone dynamic profit (intertemporal profit in current-value terms) from financial constraints. Using data envelopment analysis, we apply our approach to 264 specialised Dutch dairy farms for the years 2006–2017 and explore the potential impact of changes in finance provision for several scenarios. Our results show an increasing gap between frontrunners and other farmers, as the latter generate progressively less dynamic profit in comparison to their best peers. The gap between the dynamic profit of the average farm and that of its best peers from their production and investment decisions made over the span of 1 year grew from €40,040 in 2009 to €114,548 in 2017. However, the growth is not driven by insufficient access to finance. Financial constraints can only explain 6% of the forgone dynamic profit in 2009 and as little as 1% for 2017. The number of farms classified as financially constrained in comparison to their peers decreases in our sample from 44% in 2009 to 8% in 2017. This article analyses the spatial concentration of agricultural innovation in Ireland. Influenced by the importance of knowledge spillovers, the roles of key innovation drivers are discussed. The analysis reveals a clear spatial concentration of agricultural innovation and while some of this variation can be explained by the spatial concentration of the sector, there are also other factors at play that drive the spatial distribution of innovation. More specifically, the distributions of research, education and advisory services show a similar spatial pattern to agricultural innovation, providing support for the existence of regional knowledge spillovers. 相似文献

We address a new agricultural policy concern following the decoupling of CAP direct payments in 2005: passive farming, whereby landowners maintain their agricultural area to collect payments without producing commodities. It is claimed that passive farming is hindering agricultural development by ‘blocking’ access to farmland for expanding farmers. We evaluate the links between the EU's Single Payment Scheme (SPS), passive farming, land use and agricultural development. Following identification of the rational landowners’ optimal land‐use choice, we evaluate the effects of the SPS using a spatial, agent‐based model that simulates farmers’ competition for land in a case‐study region of Sweden. We show that passive farming does not constrain land from being used in production; on the contrary more land is used than would be the case without the SPS. We conclude that passive farming is not a problem for agriculture, but provides public goods that would otherwise be under provided: preservation of marginal farmland and future food security. However SPS payments on highly productive land inflate land values (capitalisation) and slow structural change, which hinder agricultural development. Consequently CAP goals could be better served by targeting payments on marginal land and phasing out payments to highly productive land. 相似文献

Understanding land system dynamics is fundamental for policy-making from local to global scale. Land system is a combination of land use, land management and territorial practices. To attain such complete information about landscape structures is a challenging task. Aiming to deepen knowledge on land systems, we applied a methodology meant to achieve a broader understanding of dynamics in the Sítio de Monfurado (SM), a Natura 2000 site and holder of High Nature Value farming systems. To do so, we combined spatial analysis of land system changes with a participatory approach designated as Territory Game. While the spatial analysis shows little change in the SM land systems, the territory is perceived as fast-changing by the territorial actors (e.g., stakeholders with an explicit role in territorial development). At both scales, and in agreement with literature, we find trends of simplification and intensification in land systems, typically associated with the reduction of multifunctionality. The combination of both approaches contributed to the understanding of past changes, the drivers that induce such changes, how these are interpreted and, how to act upon them in the future. The proposed combined methodology can bring new useful insights for policy-makers, although scaling from local to broader scale remains a challenge. 相似文献

Cropland abandonment occurring both nationally and globally threatens food security and environmental sustainability. We explore whether agricultural cooperatives help reduce cropland abandonment, using data collected from 5,593 households in 229 villages in China. By estimating a two-stage residual inclusion approach, we provide evidence that the existence of agricultural cooperatives in rural villages reduces the probability of cropland abandonment and the abandonment ratio. Further analysis shows that cooperative effects on cropland abandonment and the abandonment ratio are heterogeneous across geographic locations. 相似文献

China’s governments have a strong control over resources, such as land resources, and determine environmental policies for the nation. As an essential part of the production cost of chemical enterprises, land price and pollution costs play a critical role in location selection. However, whether the current incompletely competitive industrial land market and improving environmental regulations in China would affect chemical industrial agglomeration (CIA) is unclear. This study incorporates the land price variations, environmental regulation, and CIA into one research framework. Calculation methods of industrial land price variation (LPV), environmental regulation (ERI), and CIA are established, to reveal their development level. Furthermore, a geographically and temporally weighted regression (GTWR) model is established to estimate the spatial and temporal impacts of land price variation and environmental regulation on CIA by using a panel data from 2007 to 2015. The results show significant spatial differences in the impacts of land price variation and environmental regulation on CIA between cities. The majority of the impacts of land price variation and environmental regulation on CIA are negative. However, the temporal change in the impacts are not as significant as the spatial change. Other control variables, namely, free trade, natural resources, and highway density, have a positive impact on CIA. 相似文献

The ecosystem services (ES) framework reveals ecosystems’ benefits to society and presents a fundamental natural resource management approach. In the last several decades, it has gained increasing attention from the research community, and it recently reached the political agenda. However, does the concept have the capacity to cause institutional change in environmental policy? To answer this question, we developed certain criteria for an “ideal” ES-driven policy. Based on these criteria, we analyzed the main water and biodiversity acts, current policy developments, and future trends within the US and the EU. Our analysis shows that most acts cannot be explicitly characterized as ES-driven policies, but parts of the concept are already included. The ES framework, increasingly a driver in several policy fields, can be assumed to be a major future influence for shaping existing environmental policies in the coming decades. We discussed the results based on its strengths for existing environmental policy conceptually, e.g., cross-sector cooperation and ES win-win and trade-off considerations, and its weaknesses operationally, such as measurability and governance changes. 相似文献

The aim of this study is to provide an analysis on how producers have been affected by the decisions made in 2000 in the agricultural sector. Data collected from the focus group discussions was compared to the agricultural policy effects on Antalya Burdur and Isparta provinces. The participants were primarily selected from a list of state institutions and organizations, and included representatives from cooperatives and producer organizations that are engaged in the agricultural sector and/or bring service to rural areas. The discussion revealed that small-scale farmers were unable to use the support provided by the policies; as a consequence, many of them were unable to cultivate their land and had to migrate. In general, the participants stated that significant social and economic changes did occur in rural areas, however they emphasized that these changes were to the detriment of small-scale farmers and instead favored farmers operating on large scale. 相似文献
