This article uses ethnographic evidence from Tigray to revisit the debate on informal rural land markets in present-day Ethiopia. It explores informal farmland rental from a historico-anthropological, micro-analytical perspective in relation to the formal allocation of land use rights and to other informal land transfer practices. It shows how different rationales for land rental give rise to different socially embedded tenancy configurations. On the basis of this empirical evidence, the paper questions the appropriateness of the common idea that in Ethiopia ‘the land rental market is expanding’. It argues that research and policy thinking on land in Ethiopia could gain analytical power and relevance by adopting a less monolithic and abstract view on people's informal land transfer practices.  相似文献

Ethiopia has implemented one of the largest, fastest and least expensive land registration and certification reforms in Africa. While there is evidence that this ‘first-stage’ land registration has had positive effects in terms of increased investment, land productivity and land rental market activities, the government is now piloting another round of land registration and certification that involves technically advanced land survey methods and computer registration. This ‘second-stage’ land registration differs from the registration system employed in the first round that used field markings in conjunction with neighbors’ recollections to identify plot borders. We use panel data from 600 households in southern Ethiopia to investigate household perceptions of and demand for such a new registration and certification. Our study revealed relatively low demand and willingness-to-pay (WTP) for second-stage certificates. The WTP also decreases significantly from 2007 to 2012. Our findings indicate that farmers do not believe that the second-stage certificate enhances tenure security relative to the first-stage certificate except in instances in which first-stage certification was poorly implemented. The demand for second-stage certificates appears to come primarily from governmental authorities, as it can provide a better basis for land administration and produce accessible public documentation of land-related affairs.  相似文献

The purpose of this study is to investigate the allocation efficiency in the tenancy market, and thereby the potential of the market to facilitate operational farm size adjustment that can help land‐poor tenant households to transform into smallholder commercial farms. We analyzed three rounds of balanced panel data for the production seasons 2005–2006, 2009–2010, and 2014–2015 collected from 320 smallholder farms in Tigrai region in northern Ethiopia. Random effects dynamic probit and tobit models are used to assess how land‐poor tenants’ access and extent of access to land are affected by state dependency (earlier participation in the market), kinship ties, climate shocks, and legal restrictions. The results indicate that state dependency and kinship ties with the landholder had strong positive effects on participation and intensity of participation. Climate shocks significantly affected the intensity of participation of tenants already in the rental market. Tenants’ overall access to rented land had not improved from 2005–2006 to 2014–2015. The amount of land accessed by those already in the market was insufficient for them to become commercial farmers. The important policy implication is that orchestrated interventions at community level are needed to reduce transaction costs and thereby improve land access of entrepreneurial tenants.  相似文献

This paper analyzes and explains the development of forest governance over time and its impact on forest-dependent livelihoods in Sudan. Therefore, a qualitative historical analysis method was used to capture and interpret the analytical dimensions of the Political Ecology Approach (PEA). The historical review of the forestry development provides an insight into Sudan’s transforming governance framework for forest access and use, especially the related legislation, policies and resource administrations. This study concludes that unequally distributed forest resource access and institutional arrangements over time are detrimental factors for forest-dependent poverty and environmental degradation. Our study suggests that a more supportive governance framework, which integrates rural livelihood vulnerability with sustainability parameters, is needed thus to resolve the currently most contradictory forest management paradigms.  相似文献

Degradation of land continues to pose a threat to future food production potential in many developing economies. Various approaches, mainly based on command‐and‐control policies, have been tried (with limited success) in the past to encourage adoption of erosion‐control practices by farm households. High transactions costs and negative distributional impacts on the welfare of the poor limit the usefulness of standards and taxes for soil and water conservation. One innovative approach is the use of interlinked contracts which create positive incentives for land conservation. This study analyses the social efficiency of such policies for erosion‐control in the Ethiopian highlands using a non‐separable farm household model. Incentive contracts linked with conservation seem to be promising approaches for sustainable resource use in poor rural economies. This may suggest that conservation programs should give greater consideration to better fine‐tuning and mix of policies that help achieve both economic and environmental objectives.  相似文献

Studies of land use policies are commonly based on the environmental impacts or on people's direct responses to the policies. However, research on the impact of policy implementation on people's livelihood and activities and the subsequent economic development of an area is incomplete. We selected Yanchang County as an example to track land use changes and their effects on the livelihood of the local population following the implementation of a new land use policy known as the Grain for Green Project (GGP). The data were collected from statistical yearbooks, questionnaire surveys, and satellite imagery from 1990, 2000, and 2008. We found that dramatic land use changes have occurred in Yanchang County. The vegetation coverage improved significantly from 1990 to 2008, as the grassland and forest areas increased from 44.1% to 60.1% and from 17.7% to 18.4% of the total land area, respectively. The cultivated land declined from 37.3% to 20.7%. With the agricultural area and grain production decreasing from 64 × 103 tons to slightly over 20 × 103 tons per year, an increasing number of local people sought employment in towns and cities. The non-farm income increased, and the local income structure shifted. Migrant and orchard worker income contributed the most to the balance of the total household income. We narrowed our focus to discuss how the GGP accelerated the changes in the participants’ lifestyles and what might be done to sustain the long-term effects of the GGP. While the GGP has brought about considerable environmental benefits, a comprehensive study of environmental–social systems is still needed to achieve a more efficient land use policy. The research results presented in this paper demonstrate that changes in land use and people's activities were triggered by policy changes. We aim to pave the way for studies on the “policy-land-use-social development” chain and to provide references for new policies.  相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

The increasing health burdens pose great challenge for planners and policy makers to create a more livable city. Recent literature has linked land use to a wide range of illness and death causes in developed nations. It therefore requires evidence-driven and replicable frameworks to inform land use decisions that integrate with health promotion. This paper proposes a theoretical framework for the mechanistic links between neighborhood land use and public health; and then quantifies their associations at district level, using the case of Shenzhen in developing China. Data for 15 health indicators in 2010 are collected at district level; and a set of standardized land use variables (individual land use type, general land use mix, and physical street conditions) are proposed to comprehensively reflect the neighborhood land use characteristics. Spatial regression is employed to analyze the relationships between health outcomes and land use variables. Results show that the land use exploratory variables vary with health indicators, but several key land use determinants are identified: green land abundance, green land morphology, institutional land proximity, industrial land proximity, blue land abundance, street walkability and street connectivity. Structural equation modeling is further applied to examine the possible mediators and it demonstrates that the casual pathways between land use and public health are quite complex. The developed set of standardized land use variables can serve as practical tools to facilitate land use decisions with health considerations. In practice, several complexities at governance levels challenge the efforts to reconnect land use policies and public health promotion. We put forward three useful solutions to enhancing health connection with land use policy across different international settings. This study captures the nuanced health disparities varied with districts and indicators, and therefore produces some more generalized knowledge that ultimately helps develop land use policies aimed at promoting public health at home and abroad.  相似文献

Land evaluation, an integral part of land use planning, has been established as one of the preferred methods to support sustainable land use management. In essence, land evaluation aims to compare and match each potential land use with the properties of individual parcels of land, also called land units. A land unit is an area that is, according to predetermined properties, different from the surrounding land and can be assumed to have homogeneous land properties (e.g. climate, soils, cover). Land components (also called landform elements, terrain units or land surface segments) are often used as land units, mainly because their boundaries frequently coincide with transitions in environmental conditions. Although land components have traditionally been delineated by studying topographical maps, interpreting aerial photographs and making field measurements, such manual mapping techniques are very time-consuming and subjective. Land component maps can be generated more objectively and faster by using computer algorithms. This paper compares the maps produced by three algorithms, namely the automated land component mapper (ALCoM), the iterative self-organizing data analysis technique algorithm (ISODATA) and multi-resolution image segmentation (MRS), to determine which technique produces the most homogenous and morphologically representative land components for an area in the Western Cape province of South Africa. The results revealed that the three methods produced significantly different land component maps. While ISODATA's units were relatively homogenous, their boundaries rarely followed morphological discontinuities. ALCoM performed better in delineating land components along terrain discontinuities, but produced relatively heterogeneous land components. Overall, MRS performed consistently well and was significantly more sensitive to morphological discontinuities than the other two methods tested. Land use managers should, however, use MRS with care as more research is needed to determine what effect its different input parameters have on land unit boundaries.  相似文献

The novelty of this study lies in the analyses of legislation concerning land use policies by examining the specific boundary between land ownership and land take. The basic motive was that the European Commission (EC) withdrew the Soil Framework Directive (SFD) in 2014 following the objections of certain Member States (MS) who countered that as most lands are privately owned, they should not fall under the remit of public governance. Since the withdrawal of the SFD land take is an issue receiving more attention. The legal content of ownership rights has been subjected to constant debate in the context of land-use policies and planning practices, which raises the questions of who decides how the land can be used and whether administrative authorities give priority to non-agricultural uses. Our study seeks to explore these issues through the lens of property law by comparing different legislations on access to land on three levels of policy implementation: the EU, the national, and the local levels. MS legislations are highlighted through the example of Hungary in two aspects: (1) regulation regarding Access to Land and Land Ownership Rights (ALOR), and (2) legislation and results of the LANDSUPPORT decision support system concerning Land Take Changes (LTC). We designed figures to demonstrate how policymakers can use the new LANDSUPPORT platform to show the gaps and inconsistencies among the above aspects. We found that the legislative regulations concerning private land use to achieve soil protection objectives remain the weakest link in the environmental protection legislation of the EU. Anxieties concerning built-in legal guarantees on each of the studied levels actualise our research. Currently, global land management is not on the political table although common European legislation might be able to preserve land for agricultural use.  相似文献

In the context of contract farming of sugarcane in an outgrower scheme in Tanzania, this paper explores how the scheme has fundamentally altered people's relationships with the land over the last 50 years, in particular, since 1999, when, after three decades, the sugar parastatal was privatized. The paper reviews the literature on the mutual relationship between contract farming and land ownership and examines the scheme with a focus on long-term changes in the forms of land acquisitions and land use. We argue that the meaning and importance of landownership in contract farming schemes needs to be reassessed if participation in contract farming entails a departure from previous forms of acquiring land, generates new spatial patterns of agricultural production, and necessitates additional economic and social resources in order to transform land into an economic asset.  相似文献

The main effects of existing socioeconomic arrangements for agricultural land development in the Eastern Caribbean are discussed and changes aimed at improving both the efficiency and equity of the land development process are identified. The author argues that the existing ‘plantations-small holders’ structure is incapable of providing an efficient way of developing the available land resources and of improving the standard of living for the vast rural population. A new set of export oriented agricultural enterprises is pinpointed as a requirement in any viable solution aimed at taking land away from its present role as a resource for survival for the many and an economic benefit for the few and to reinstate agricultural lands as one of the key resources for more egalitarian, environmentally sound and efficient socioeconomic development.  相似文献

A household survey on the financial drivers of woodlot production was conducted in the Lake Tana watershed of Amhara State, Ethiopia. Analysis of smallholder Eucalyptus globulus Labill. production reveals that converting uneroded over eroded croplands leads to significantly higher financial returns. Returns were also significantly higher for rotation intervals closer to the optimal economic rotation and for higher planting densities. Most woodlots had positive financial returns. The presence of negative financial returns for some households demonstrates that positive ecological externalities, a lack of economies of scale and/or myopic behavior are potentially important factors in land use decision-making. Wood utilization decisions were shown to impact the potential financial returns of households. Smallholders’ activities demonstrate that eucalyptus is an imperfect substitute for agricultural production on surplus cropland. A third of respondents indicated they had intentionally chosen to convert uneroded croplands to achieve higher returns. Smallholders faced constraints in bargaining over price and access to markets. Future land use policies should address marketing constraints and unsustainable land use activities. Harvesting soil from natural forests and the conversion of productive surplus cropland to woodlot production both present long-term sustainability challenges. This study demonstrates the importance of considering economic and social incentives when creating land use policies for smallholder's woodlot production.  相似文献

In the 21st century, the U.S. has experienced a boom in unconventional oil and gas development (UOGD). In part due to advances in technology, this rapid increase in UOGD has moved extraction practices into geographic areas that have previously seen little or no oil and gas development. As a result, conflicts over property rights have erupted—particularly in relation to split estate situations. To understand this controversy, we must situate it in the conditions which have shaped land use and mineral rights. We argue that past federal and state level governance decisions have created the conditions for UOGD conflicts today. Here, we utilize historical institutionalism (HI) to review the historical actors, processes, and institutions that have shaped how mineral rights have developed in the context of split estates in the U.S. We suggest that tracing this legislative and judicial history through HI is an essential foundation for exploring issues related to UOGD. Most importantly, we highlight these processes of governance as a bedrock for understanding spatial inequality inherent in current split estate law that grants the mineral estate dominance over the surface estate. We suggest that this codification of spatial inequality is problematic both in and beyond the context of split estates in UOGD.  相似文献

Numerous large scale land acquisitions have occurred in Angola since partial political and economic liberalization in the late 1980s and early 1990s, and further increased after 2002 and the end of armed conflict. They have occurred in conjunction with the emergence of a range of large state-coordinated agricultural projects, often by foreign contractors, for domestic food, and involving plans for backwards and forwards linkages to agro-processing and manufacturing initiatives. Altogether such land allocations and projects involve several billion dollars and several million hectares. These activities appear to often also involve high-level officials and/or wealthy Angolans and are often interpreted as neo-patrimonialism, state-sanctioned private accumulation, and instances of continuity in extractive institutions. Yet examining specific agrarian transformations illustrates how land and rural poverty in Angola are much more complex than a zero-sum game of elite accumulation of private land concessions. Key are Angola’s geo-historical trajectories of colonialism, war, socialism and liberalization, which the article examines in two concessions in Malanje Province We address the relationships between international enterprises and domestic elites, and the relevance of land dynamics within a long-term political economy perspective on capitalist industrialization and structural transformation in Angola and Africa.  相似文献

Blooms of cyanobacteria (Microcystis aeruginosa) are becoming increasingly recurrent in the A Baxe dam reservoir (Galícia, Northern Spain) as a result of increasing levels of different anthropogenic pressues in the Umia catchment. The aim of this study is to develop a model that allows us to detect the spatial level where the main problems that trigger eutrophication occur. We used Mike Basin coupled with Load Calculator to model and visualize spatially explicit results of stream flow and N and P export. The results indicate increase in nitrogen (N) and phosphorus (P) concentrations that trigger eutrophication.High concentrations of nutrients at the Upper Umia derive from livestock, while at the Lower Umia the origin is sewage, highlighting impacts from diffuse pollution and point source pollution in different areas of the basin. Cyanobacteria blooms result from the influence of both contaminant sources, being also triggered by local environmental conditions such as temperature, solar radiation or flow rate. This model will be useful for predicting possible changes, alterations and evolutions that occur in the watershed, that can help ensure compliance with the Water Framework Directive. In addition to the model developed, the results indicate the need for the implementation of management practices in order to reduce the blooms of cyanobacteria (green systems for wastewater in rural areas, riparian forest restoration, etc.). Some sub-basins, such as the Gallo sub-basin, require immediate action since they are major contributors of nutrients to the main river as a result of the low carrying capacity of local waste water treatment plants.  相似文献

Ongoing debate over water management along the Blue Nile and land degradation in Ethiopia emphasizes the need for efficiency gains in agricultural production through sustainable land management (SLM). However, previous SLM studies overlook the tradeoffs involved in maintaining SLM investments over time. We address this limitation by combining a household survey that evaluates the economic impacts of SLM investments and maintenance, with a hydrological model that explores location‐specific infrastructure effects. We then use a multi‐market model to evaluate the impacts of alternative SLM investments on agricultural production, prices, and incomes over time. Analysis suggests SLM investments must be maintained for at least seven years to show significant increases in value of production, and that terraces on moderate and steep slopes are most effective in increasing agricultural yields. However, the benefits of terracing do not outweigh the cost of foregone off‐farm labor opportunities, nor compensate for lower agricultural prices from increased supply. Thus, SLM investments must be paired with other input and infrastructure investments, as well as subsidies for initial labor costs, in order to incentivize adoption and long‐term SLM maintenance.  相似文献

Bucharest is a city in transition from its communist past to a market economy, but poor urban planning in is impacting adversely on contested spaces. Lack of effective and strictly enforced regulation and public sector indecision, mixed with problems inherited from the Ceausescu regime, generate many examples of poor urban planning and management. One such example concerns the uncertain future of Văcăreşti “Lake”, our in-depth case study, which is an encapsulated 184 ha wetland whose management has been particularly poor. Employing a mixed methodology of mapping the evolution of the area in question and conducting interviews with surrounding residents and experts in the urban planning or public administration, we demonstrate how lack of an effective planning system and appropriate policies serves to exacerbate conflict between interested parties. Initially there was a conflict between former land owners and authorities, after which developers, surrounding populations, urban planners and ecologists were added. Worse still, the juridical owners of the site are unresolved! Many government agencies and the Bucharest municipality have also compounded the problem by failing to take a lead in future planning and conflict resolution by adopting a passive management approach, which is a recipe for inaction in a poorly regulated land market. Thus, incoherent land use policy has greatly amplified individual and professional conflict both at the local level and city-wide.  相似文献
