Extreme farmland ownership fragmentation is becoming a limiting factor for sustainable land management in some countries. Scattered, excessively small parcels cease to be viable for individual farming, and owners feel forced to rent these parcels to larger enterprises farming on adjacent land. Our study demonstrates a phenomenon that we call the Farmland Rental Paradox, where very small parcels tend to create large production blocks by being rented to larger farmers, and therefore to significantly homogenize the land-use pattern. The parcel size established as the threshold for this phenomenon is 1.07 ha. Below this threshold, the smaller the parcels were, the larger the blocks that they tended to create.Using the example of the Czech Republic, a state with extremely high farmland ownership fragmentation, it is demonstrated that this phenomenon can currently determine the land use of up to 40% of the country's farmland. Our study also points to other countries where this phenomenon may apply, especially the transitional countries of Central and Eastern Europe.The study discusses the tempo of the fragmentation process, which accelerates exponentially in countries with the equal inheritance system. It goes on to discuss defragmentation, social impacts of the dominance of the land rental market, and environmental impacts of significant homogenization of the land-use pattern. The serious negative impacts of extreme land-ownership fragmentation show that this phenomenon can be considered as a significant form of land degradation.  相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses.  相似文献

This paper presents a holistic method by integrating three concepts (land resources management, assets supervision and political governance for sustainability) for investigation of land administration in China, taking into consideration of cultivated land protection for a testimony with econometric method. Theoretically, in this self-organizing integrated method, land resources management focuses on the productivity of land; land assets supervision centralizes on the realization of land usufruct rights in land transference; land political governance for sustainability concentrates on harmonious linkage of economic efficiency, social stability and environmental safety of land use. Their interrelations are complex. Methodologically, the results indicate that the theoretical model is feasible to explain variations of cultivated land protection with these three concepts. Cultivated land decreases with increasing land value increment multiples, and is positive with political governance concept, but not in a linear fashion. Finally the results suggest that roles of government in land administration need to be changed and strengthened, supporting complete compensation for land expropriation and modification to policies of cultivated land.  相似文献

Soil is a natural resource essential to human welfare by virtue of its numerous crucial functions. In the past, soil has been taken for granted because of its widespread, albeit finite, availability. However, now that world's population is projected to exceed ten billion before the end of this century, soil is increasingly perceived as a precious commodity. Consequently, soil is increasingly under pressure by rich private investors and governments within the poorest countries to satisfy appetites for food production and biofuel. A case study is used to explore the plausibility of soil being considered as ‘brown gold’. Based on the comparison of land use maps, we estimated the value in terms of resource from raw material, carbon sink and virtual calories of the productive soil lost during the period 2003–2008 in the Emilia-Romagna Plain, one of the most productive areas of Italy. More than fifteen thousand hectares of cropland underwent land use change – in particular urbanization – over the 6-year period with an implied loss of crop production potential equivalent to the daily calorific requirement of more than 440,000 people. Taking into account that Italy is no longer self-sufficient in food production, such a loss appears to be strategically significant. Perhaps more importantly, urbanization and soil sealing has had negative ramifications on environmental sustainability, on both local and broad scales, with increased consumption of public funds. A logical framework of the socio-economic impact of land use change has been compiled and is presented as a possible example of a policy relevant approach to managing productive soils as a finite resource.  相似文献

Despite a growing interest among land use policymakers to identify the indicators that measure changes in land tenure systems, little consensus exists about what framework can functionally analyze land tenure systems, and how it should be developed. The existing indicators have mainly focused on measuring the “effects” of land tenure (in)security and often neglected the “causes”. Hence, comprehensive monitoring of land tenure systems has been poorly understood and practiced. Given their multifaceted meanings, land and its related concepts have been a challenging issue for policymakers. Accordingly, the overall objective of this paper was to propose a functional and analytical framework on how to study monitoring land governance from roots to shoots through five main studies: i) understanding the historical trajectories of land, ii) recognizing institutional arrangements on land, iii) identifying land governance grammar, iv) defining land governance typology, and v) assessing land use changes. In line with this objective, the general research question of this study is how and by whom a monitoring system should be developed. Overall, this study can be considered as a conceptual framework that has been designed to conceptualize, develop, build, and apply a functional and analytical framework for formulating land governance grammar to explain how access to land is governed. Unlike previous studies, this study focuses on both causes and effects of strong land governance (SLG) and weak land governance (WLG). The paper discusses that land governance allows various stakeholders to participate in government decisions and ensures the security of their livelihoods. However, land governance could be either poor or strong depending on the government decision-making process. The paper also concluded that SLG is a precondition for economic growth and poverty alleviation in rural areas of developing countries.  相似文献

One of the key factors shaping contemporary land use in Central and Eastern Europe has obviously been change of ownership, with the collapse of the nationalised sector and restitution of farmland to owners giving rise to such changes. The work presented here therefore considers the main directions to ongoing changes in land use in the above region, under the influence of the processes of privatisation affecting the agricultural sector. Specifically, analyses conducted entailed assessment of the influence ownership processes have exerted on the area and structure of agricultural land, the size structure characterising farms and the situation on the market for land. The work took in five countries of the former Eastern Bloc, i.e. the Czech Republic, Hungary, Poland, Romania and Slovakia.  相似文献

Predicting soil erosion potential is important in watershed management. A rapidly growing Iranian population and climate change are expected to influence land use and soil sustainability. In recent years, northern Iran has experienced significant land use changes due to internal migration along the Caspian coast and conversion of forests and rangelands. Considering the effect of these changes in the future, the purpose of this study is to forecast land use patterns and investigate soil erosion scenarios using the Revised Universal Loss Equation and Markov Cellular Automata. Data from 1981 to 2011 were used as a baseline to estimate changes that might occur in 2030. The results reveal that the mean erosion potential will increase 45% from the estimated 104.52 t ha−1 year−1 in the baseline period. Moreover, the results indicate that land use change from forest area to settlements will be the most significant factor in erosion induced by land use change, showing the highest correlation among erosional factors. Projecting land use change and its effect on soil erosion indicate that conversion may be unsustainable if change occurs on land that is not suited to the use. The method predicts soil erosion under different scenarios and provides policymakers a basis for altering programs related to land use optimization and urban growth. Those results indicated the necessity of appropriate policies and regulations particularly for limiting land use changes and urban sprawl in areas of unfavorable soil erosion risk factors.  相似文献

A high level of fragmentation of farmland ownership is an important underlying cause of land degradation and, at the same time, an obstacle to sustainable land management. This study makes the first-ever analysis of long-term trends in the rate of fragmentation. Our study covers the period from the earliest stages of the current form of ownership patterns at the end of the 18th century until the present day. On the basis of significant predictors that have been identified (initial fragmentation, population growth, historical development of inheritance laws and of the land market, natural soil fertility and landscape type), we go on to project probable developments for the period from 2016 to 2045. A total of 102,984 land parcels in 56 cadastral units in the territory of Czechia have been analysed on the basis of data from four years (1785, 1840, 1950, 2015). Our study considers the development of two basic indicators of fragmentation – Mean Parcel Size and Number of Owners per 100 ha. The Mean Parcel Size has decreased over a period of 230 years from 1.08 ha to 0.64 ha, at a mean rate of −0.26% year−1. During the same period, the Number of Owners per 100 ha has risen from 17.50 to 79.66, at a mean rate of 0.61% year−1. A detailed analysis of the development trends confirms significant spatial variability and also time variability of the rates of the two indicators. The analysis also shows their mutual complementarity: growth in the rate of one of the indicators is usually accompanied by a drop in the other. The general trend that we project for the territory of Czechia in the upcoming 30 years is that there will be further diminution of the physical size of land parcels (continuing fragmentation of land parcels) accompanied by a reduction in the Number of Owners (defragmentation of land ownership).  相似文献

This paper examines the effect of the Prime Farmland Protection Regulation in protecting high quality farmland from urban development and the subsequent effect on non‐farmland conversion in China in the first decade after the Regulation came into effect (1995‐2005). The empirical evaluation is conducted with geo‐referenced panel data for the entire country. Results indicate that the rate of farmland conversion was reduced during 1995‐2000. About two‐fifths of the reduction results from the protection of farmland with high grain productivity. There is no evidence of the effectiveness of the Regulation in protecting farmland during the period 2000–2005, regardless of land quantity or quality. Farmland development was accompanied by a reduction in forests and grasslands during the period from 1995 through to 2005.  相似文献

The bioeconomy is gaining growing attention as a perceived win-win strategy for environment and economy in the EU. However, the EU already has a disproportionately high global cropland footprint compared to the world average, and uses more cropland than domestically available to supply its demand for agricultural products. There is a risk that uncontrolled growth of the bioeconomy will increase land use pressures abroad. For that reason, a monitoring system is needed to account for the global land use of European consumption. The aim of this paper is to take a closer look at the tools needed to monitor global cropland footprints, as well as the targets needed to benchmark development. This paper reviews recent developments in land footprint accounting approaches and applies the method of global land use accounting to calculate the global cropland footprint of the EU-27 for the years between 2000 and 2011. It finds a slight decrease in per capita cropland footprints over the past decade (of around 1% annually, reaching 0.29 ha/cap in 2011) and advocates promoting a further decrease in per capita cropland requirements (of around 2% annually) to reach global land use targets for keeping consumption within the safe operating space of planetary boundaries by 2030. It argues that strategic land reduction targets may still go hand in hand with the growth of a smart, innovative and sustainable bioeconomy by reinforcing the need for policies that support greater efficiency across the life-cycle and reduce wasteful and excessive consumption practices. Recommendations for further improving land footprint accounting are given.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Thus the national land policy became incompatible with the land use planning policy and the rise in environmental awareness it reflected.  相似文献

Lack of clarity behind measurement and interpretation of statistics on gender and land leads to an inability to clearly articulate a policy response to the potential inequalities faced by women and men. This article sets out to explore, conceptually and empirically, the levels and relative inequalities in land rights between women and men in African countries. The first section of the article engages in a conceptual discussion of how to measure gendered‐land outcomes, what ownership and control mean in different contexts, and why attention to these factors is important for the development of gender and land statistics. The second section of the article systematically reviews existing evidence from microlevel large sample studies to summarize recent trends in land access, ownership, and control by sex. The third section presents new statistics from a variety of nationally representative and large‐scale unpublished data on gender and land in Africa. Results provide not only a nuanced understanding of the importance of measuring land indicators for gendered development in Africa and globally but also new statistics on a variety of land outcomes to aid stakeholders in the discussion of gender‐land inequalities.  相似文献

Land use transitions are rated among the leading sources of greenhouse gas emissions in the tropics. They significantly challenge the functioning of ecosystems and affect multi-temporal stability of greenhouse gases such as N2O and soil properties. Studies on dynamics in nitrogen balances are essential in understanding greenhouse gas emissions such as N2O and to manage their impacts on productivity. In this study, multi-temporal Landsat images (1975, 1995 and 2012) were classified to determine land use transitions and potential drivers. The classified images were categorized into degraded and non-degraded lands and eighty sampling plots generated within the entire study area. Soil samples were then collected at 0–15, 15–30 and 30–60 cm depths on each plot and soil nitrogen determined. A regression analysis was developed to determine the influence of forest and grassland degradation on soil nitrogen. Results indicated a significant change in major land use and land cover types. Specifically, there was a decrease in areas covered by forests, woodland and grassland, however, area covered by less dense forest increased. Results also indicated variability in mean nitrogen content between degraded and non-degraded areas and depths. Furthermore, levels of degradation influence nitrogen content up to a soil depth of 30 cm. The present study is relevant in the detailed assessment of the extent of damage and threats posed to biodiversity hotspots in sub-Saharan Africa. These results are transferable to other parts of the world characterized by dynamic ecological transformation.  相似文献

The paper analyzes the impact of land fragmentation and ownership of resources on productivity and technical efficiency in rice production in Bangladesh using farm level survey data. Results reveal that land fragmentation has a significant detrimental effect on productivity and efficiency as expected. The elasticity estimates of land fragmentation reveal that a 1% increase in land fragmentation reduces rice output by 0.05% and efficiency by 0.03%. On the other hand, ownership of key resources (land, family labour, and draft animals) significantly increases efficiency. The mean elasticity estimates reveal that a 1% increase in family labour and owned draft animal improve technical efficiency by 0.04% and 0.03%, respectively. Also, a 1% increase in the adoption of modern technology improves efficiency by 0.04%. The mean technical efficiency in rice production is estimated at 0.91 indicating little scope to improve rice production per se using existing varieties. Policy implications include addressing structural causes of land fragmentation (e.g., law of inheritance and political economy of agrarian structure), building of physical capital (e.g., land and livestock resources), improvements in extension services and adoption of modern rice technology.  相似文献

Land ownership fragmentation is currently a very topical issue in Slovakia. In particular, small farmers complain that even 30 years after the end of the previous (“real socialist”) regime, there has been no significant change in the structure of agricultural land use. The subject of the article is not the land fragmentation in terms of use. In Slovakia, the problem is rather the opposite. This contribution deals with fragmentation of ownership that is mostly invisible in the landscape. Usage still dominates over the ownership and the real landowner cannot get his or her own property in a simple way. The reason for this is huge fragmentation of land ownership, which makes it virtually impossible to actually claim it. Well known solution is the land consolidation that does not advance at a rate that would guarantee the rights (and obligations) of all owners in the foreseeable future in Slovakia. Neglecting the land fragmentation by authorities leads to tense situations between landowners and land tenants and also co-causes a stagnation of rural development and issues with landscape protection. The paper describes the specific state of land ownership in Slovakia and attempts to explain this complicated situation on a sample of 50 historical and modern ownership documents. This contribution has the ambition to specify the largely yet unresolved problems that arise from the current state of massive fragmentation of land ownership. The aim of the paper is also to fill in the information gap on the topic, not only in the national context.  相似文献

In Latin America countries, competition for access to natural resources among different groups has been a major reason for the outburst of violence over the last decades. One of the main aims of the political ecology concerns the understanding of the environmental conditions that can underlies the social conflict among people. Such understanding needs to be based on a detailed investigation of the natural resources of the landscape, mainly the soils. Few years ago the Italian Ministry for Foreign Affairs financed a soil survey with a humanitarian purpose: the development of a peace plan between Peru and Ecuador by improving the socio-economic conditions of the rural populations living in the areas close to the border. To achieve such goal, the construction of an irrigation canal was planned to irrigate few hundred hectares in the province of Ayabaca, on the border between Peru and Ecuador. To be soundly planned and designed, the canal project was obviously based on a preliminary soil survey that is essential to assess the irrigation suitability of the land. In this work, the authors illustrate the soil characteristics within the study area, their suitability for irrigation and the key aspects for future land uses, highlighting the philosophy followed in applying the land evaluation system which took into consideration the social, cultural and humanitarian purposes of the soil survey. Results proved the feasibility of the financed project and the potential increase of the living conditions of the rural people.  相似文献

This article uses ethnographic evidence from Tigray to revisit the debate on informal rural land markets in present-day Ethiopia. It explores informal farmland rental from a historico-anthropological, micro-analytical perspective in relation to the formal allocation of land use rights and to other informal land transfer practices. It shows how different rationales for land rental give rise to different socially embedded tenancy configurations. On the basis of this empirical evidence, the paper questions the appropriateness of the common idea that in Ethiopia ‘the land rental market is expanding’. It argues that research and policy thinking on land in Ethiopia could gain analytical power and relevance by adopting a less monolithic and abstract view on people's informal land transfer practices.  相似文献
