It is remarkable that despite wide-ranging, in-depth studies over many years, almost no conservation agriculture (CA) studies consider gender and gender relations as a potential explanatory factor for (low) adoption rates. This is important because CA demands new ways of working with the farm system. Implementation will inevitably involve a reallocation of men's and women's resources as well as having an impact upon their ability to realize their gender interests. With respect to intra-household decision-making and the distribution of benefits, CA interventions have implications for labour requirements and labour allocation, investment decisions with respect to mechanization and herbicide use, crop choice, and residue management. CA practice may impact upon the ability of households to source a wide variety of crops, wild plants, and insects and small animals for household nutrition. Gender biases in extension service design can sideline women. This paper examines the limited research to date on the interactions between CA interventions and gender in East and Southern Africa, and, based on the gaps observed, sets out a research agenda. It argues that attention to gender in CA is particularly timely given the increasing interest in CA as a means of adapting to climate change. 相似文献

Population growth, increasing wealth and changing diets require agriculture in Sub-Saharan Africa to intensify to meet future food demand and ensure food security in the region. Conservation agriculture can increase yields in the long run and reduce the negative environmental impacts of intensive farming. In changing the mix of resources used and how they are managed, the adoption of conservation agriculture can have a direct impact on farm labour. We study the relationship between conservation agriculture and labour input requirements as observed in five Sub-Saharan African countries. We focus on the amount of work required and the source of the work employed (household or hired, by gender, by children and by production stage). We apply multinomial endogenous switching regression models on a panel of household and farm data from Ethiopia, Kenya, Malawi, Mozambique and Tanzania. We find that conservation agriculture increases farms’ labour input requirements. Higher demand is driven by more work during the harvesting and threshing stages. Increases in labour requirements are usually met by household labour, not paid work. The workload change is also higher for women than for men, and, in certain cases, is met by children. 相似文献

Connecting science with policy has always been challenging for both scientists and policymakers. In Ghana, Mali and Senegal, multi-stakeholder national science-policy dialogue platforms on climate-smart agriculture (CSA) were setup to use scientific evidence to create awareness of climate change impacts on agriculture and advocate for the mainstreaming of climate change and CSA into agricultural development plans. Based on the platforms' operations and achievements, we used semi-structured questionnaire interviews and reviewed technical reports produced by the platforms to analyse how their modes of operation and achievements improve understanding of the science-policy interfaces between agricultural and climate change decision making. Results showed that these platforms constitute an innovative approach to effectively engaging decision-makers and sustainably mainstreaming climate change into development plans. Effective science-policy interaction requires: (a) institutionalizing dialogue platforms by embedding them within national institutions, which improves their credibility, relevance and legitimacy among policymakers; (b) two-way communication, which contributes substantially to the co-development of solutions that address climate change vulnerabilities and impacts; and (c) relevant communication products and packaging of evidence that aligns with country priorities, which facilitates its uptake in policy-making processes. We conclude with a framework of sustainable operation for such platforms based on lessons learnt in the three countries. 相似文献

This paper investigates the feasibility of changes in cropland-use as an adaptation strategy to minimise the economy-wide costs of climate change on agriculture. Nepal makes an interesting case study as it is one of the most vulnerable agricultural economies within South Asia. We develop a comparative static multi-household computable general equilibrium (CGE) model for Nepal, with a nested set of constant elasticity of transformation (CET) functional forms, to model the allocation of land within different agricultural sectors. Land transformation elasticities in these CET functions are allowed to reflect the ease of switching from one crop to another based on their agronomic characteristics. The results suggest that, in the long run, farmers in Nepal tend to allocate land to crops that are comparatively less impacted by climate change, such as paddy, thereby minimising the economy-wide impacts of climate change. Furthermore, the results reveal that land-use change tends to reduce the income disparity between different household groups by significantly moderating the income losses of marginal farmers. Therefore, it is suggested that policy makers in Nepal should prioritise schemes such as providing climate-smart paddy varieties (i.e., those that are resistant to heat, drought and floods) to farmers, subsidising fertilizers, improving agronomic practices, and educating farmers to switch from crops that are highly impacted by climate change to those that are not, such as paddy. 相似文献

The response of agriculture to changes in relative prices is an important factor in the success of structural adjustment programs in Africa. In this paper I estimate supply functions for total agricultural output, food crops and export crops in 14 African countries for the years 1975 to 1990. Food and export crops are substitutes in production in the short run. Total agricultural output responds negatively to increases in export prices and positively to increases in food prices. A plausible explanation is that as farmers shift resources to export crop production, food supply falls in the short run, while the increase in export supply may take several years to materialize. The exchange rate is significant in explaining both food and export crop production and aggregate agricultural supply, suggesting that the exchange rate is acting as a proxy for excluded macroeconomic variables or that changes in the exchange rate are not passed immediately through to prices. 相似文献

This study provides new evidence of the impact of climate-smart agriculture (CSA) – row planting and drought-tolerant maize varieties - on farm and welfare outcomes by estimating a multinomial endogenous switching regression model that corrects for selection bias and farmer heterogeneity in CSA choice. Application of our model to panel observations of 438 households in Ghana show that adoption of CSA increases both yield and intensity of maize commercialization but negatively affect own consumption. Specifically, the magnitude of the impact is relatively higher for adopters of row planting relative to adopters of drought-tolerant maize seeds. These results suggest the need for development practitioners to increase awareness and emphasize the importance of row planting as a key component of climate-smart agriculture. 相似文献

This paper applies an integrated methodology which is constituted of the following: (i) the Emergy-Data Envelopment Analysis (EM-DEA), (ii) environmental Cost-Benefit Analysis (CBA), (iii) Value Chain Analysis (VCA), and (iv) Sustainability Balanced Scorecard (SBSC) approaches, -to support multicriteria decision analysis (MCDA) for strategic agricultural land use planning, which could contribute to improve food security in northern Ghana. Five scenarios of land use and resource management practices for maize production were modelled. The business-as-usual scenario was based on primary data, which were collected using semi-structured questionnaires administered to 56 small-scale maize farmers through personal interviews. The dominant land use was characterised by an external input ≤12 kg/ha/yr inorganic fertilizer with/without the addition of manure in rainfed maize systems. The project scenarios were based on APSIM simulations of maize yield response to 0, 20, 50 and 100 kg/ha/yr urea dosages, with/without supplemental irrigation. The scenarios were dubbed as follows: (1) no/low input systems were denoted by Extensive0, Extensive12, and Intercrop20, and (2) moderate/high input systems were denoted by Intensive50, and Intensive100. The EM-DEA approach was used to assess the resource use efficiency (RUE) and sustainability in maize production systems, Ghana. The measured RUE and sustainability were used as a proxy for further analyses by applying the environmental CBA and VCA approaches to calculate: (a) the environmental costs of producing maize, i.e. resource use measured as total emergy (U), and (b) benefits from the yielded maize, i.e. (b i) food provision from grain measured in kcal/yr, and (b ii) potential electricity (bioenergy) which could be generated from residue measured in MWh/yr. The information which was derived from the applications of the EM-DEA, CBA and VCA approaches was aggregated by applying the SBSC approach to do a sustainability appraisal of the scenarios. The results show that, when labour and services are included in the assessment of RUE and sustainability, Intercrop20 and Intensive50 achieved greater marginal yield, better RUE, sustainability and appraisal score. The same scenarios caused lesser impacts in terms of expansion of area cultivated compared to Extensive0 and Extensive12. Meanwhile the impacts of Intercrop20 and Intensive50 in terms of ecotoxicity, emissions, and demand for resources (energy, materials, labour and services) were lesser compared to Intensive100. The implications of the various scenarios are discussed. The environmental performance of the scenarios are compared to maize production systems in other developing regions in order to put this study within a broader context. We conclude that, the EM-DEA approach is useful for assessing RUE and sustainability of agricultural production systems at farm and regional scales, as well as in connecting the management planning level and regional development considerations. 相似文献

Most studies of agricultural transformation document the impact of agricultural income growth on macroeconomic indicators of development. Much less is known about the micro-scale changes within the farming sector that signal a transformation precipitated by agricultural income growth. This study provides a comparative analysis of the patterns of micro-level changes that occur among small-holder farmers in Uganda and Malawi in Sub-Saharan Africa (SSA), and Thailand and Vietnam in Southeast Asia (SEA). Our analysis provides several important insights on agricultural transformation in these two regions. First, agricultural income in all examined countries is vulnerable to changes in precipitation and temperature, an effect that is nonlinear and asymmetric. SSA countries are more vulnerable to these weather changes. Second, exogenous increases in agricultural income in previous years improve non-farm income and trigger a change in labor allocation within the rural sector in SEA. However, this is the opposite in SSA where the increase in agricultural income reduces non-farm income, indicating a substitution effect between farm and non-farm sectors. These findings reveal clear agricultural transformation driven by agricultural income in SEA but no similar evidence in SSA. 相似文献

New Rice for Africa (NERICA) was developed by the Africa Rice Center by crossing high-yielding Asian rice (Oryza sativa L.) with locally adapted African rice (Oryza glaberrima Steud.). Community-based seed production of NERICA varieties was introduced in a village in central Benin in 2006 through seed dissemination projects. It was reported that high-adoption rates of these varieties were mainly due to high demand by development projects for seed dissemination, and to incentives (i.e. selling the rice seed at a higher than local market price to a local extension service) for farmers to grow NERICA varieties. A follow-up survey was undertaken after the seed dissemination projects ended to examine the change in the cultivation of NERICA varieties. About half of the farmers had ceased cultivation of NERICA varieties in 2011. The reasons for abandonment were the combined effects of reduced seed demand and low yields, which were attributed to a lack of access to credit and training on NERICA cultivation practices. The majority of the farmers did not abandon rice cultivation, but grew other high-yielding varieties, including one aromatic variety for which there was market demand. We conclude that to avoid immediate reductions in the adoption of new varieties after projects are terminated and to enhance agricultural sustainability, the varieties should be introduced in conjunction with appropriate group training on their cultivation, and the project should target farmers who do not have off-farm businesses. Smallholder agricultural carbon market projects have potential to achieve climate-smart agriculture (CSA), a “triple-win” for food security, climate change mitigation, and adaptation. Farmer participation is critical for achieving widespread impact, yet their adoption of sustainable land management practices is constrained by eligibility, willingness, and ability to participate. This research examines how the Kenya Agricultural Carbon Project enabled smallholder participation, with results emphasizing the importance of institutional conditions and farmers’ perceptions. Findings highlight the necessity of international collaborations and high levels of synergistic coordination. Building social capital and adopting participatory learning approaches are strategies that can increase participation and create inclusive climate-smart agriculture projects. 相似文献

This paper is concerned with the need for a 'productivity revolution in smallholder farming' that the World Development Report 2008 (WDR08) identifies is required in sub-Saharan Africa. It reviews the technological options for such a productivity revolution in Africa, and how these are conditioned by the 'agriculture-based' model the WDR08 uses to characterize African economies. It argues that the model effects, firstly, a disconnection of agriculture from 'urban' Africa that constitutes its principal market and the source of investment and inputs with which to raise productivity, and, secondly, an adherence to unrealistic and sometimes contradictory assumptions about the way markets link agriculture to other parts of the economy. 相似文献

Drought represents the main constraint on agricultural production in the Republic of Moldova indicating the need to shift from conventional agricultural practices to more sustainable ones. To provide a more comprehensive understanding of the determinants and barriers influencing the adoption of conservation agriculture practices, an analytic framework combining both binary and ordered probit models addressing the potential endogeneity of variables was applied. A survey was conducted among 234 smallholders in three districts in the Republic of Moldova from July to September 2016. The results indicated that the adoption of sustainable practices by small-scale farmers is influenced predominantly by farmer characteristics and by their perception of risk. The findings of this research confirmed that households with lower access to financial resources are less likely to adopt these practices. Consequently, the provision of alternative financing is needed in the promotion of sustainable agriculture practices. 相似文献

We use cross‐country data to explore whether temperature and rainfall shocks trigger violent conflict, or not. We include a wide range of country and time samples, and explore whether the impact of weather shocks is conditional on income or political regimes. Our overall conclusion is sobering. Notwithstanding the attention this topic has attracted from the media and policy makers, we find little robust evidence linking weather shocks to the onset of conflict. 相似文献

We examine a set of potentially climate smart agricultural practices, including reduced tillage, crop rotation and legume intercropping, combined with the use of improved seeds and inorganic fertiliser, for their effects on maize yields in Zambia. We use panel data from the Rural Incomes and Livelihoods Surveys merged with a novel set of climatic variables based on geo‐referenced historical rainfall and temperature data to explore the changing effects of these practices with climatic conditions. We estimate the impacts on maize yields, and also on the exhibition of very low yields and yield shortfalls from average levels, as indicators of resilience, while controlling for household characteristics. We find that minimum soil disturbance and crop rotation have no significant impact on these yield outcomes, but that legume intercropping significantly increases yields and reduces the probability of low yields even under critical weather stress during the growing season. We also find that the average positive impacts of modern input use (seeds and fertilisers) are significantly conditioned by climatic variables. Timely access to fertiliser emerges as one of the most robust determinants of yields and their resilience. These results have policy implications for targeted interventions to improve the productivity and the resilience of smallholder agriculture in Zambia in the face of climate change. 相似文献

Agricultural policies in sub-Saharan Africa have paid insufficient attention to sustainable intensification. In Uganda, agricultural productivity has stagnated with aggregate increases in crop production being attributed to expansion of cultivated land area. To enhance sustainable crop intensification, the Ugandan Government collaborated with stakeholders to develop agricultural policies using an evidence-based approach. Previously, evidence-based decision-making tended to focus on the evidence base rather than evidence and its interactions within the broader policy context. We identify opportunities and pitfalls to strengthen science engagement in agricultural policy design by analysing the types of evidence required, and how it was shared and used during policy development. Qualitative tools captured stakeholders' perspectives of agricultural policies and their status in the policy cycle. Subsequent multi-level studies identified crop growth constraints and quantified yield gaps which were used to compute the economic analyses of policy options that subsequently contributed to sub-national program planning. The study identified a need to generate relevant evidence within a short time 'window' to influence policy design, power influence by different stakeholders and quality of stakeholder interaction. Opportunities for evidence integration surfaced at random phases of policy development due to researchers’ ’embededness’ within co-management and coordination structures. 相似文献

In more developed societies the concept of land tenure security is implicit and backed by long standing institutions. In contrast, the concept is less recognised and carries divergent meanings in developing countries. In these contexts past conceptualisation efforts have favoured reductionist approaches: the concept is narrowed to one aspect or another, but, no shared agreement on a definition prevails. The absence of this basic theoretical knowledge impedes discourse on land policy formulation, implementation, and evaluation. This paper contributes to this issue by revisiting and refining the concept of tenure security in the context of Sub-Saharan Africa's rural poor. Using a systematic review, scientific evidence on the conceptualization issue is provided. A typology of different schools of thought is developed: land tenure security is shown to be understood through (1) economic, (2) legal or (3) adaptation lenses. Generic constructs from these viewpoints tend to dominate the notion of tenure security and subsequent land policy formulation; however, it is argued that none adequately describe the totality of the concept. Using the review results and a systems approach a new inclusive concept of tenure security for rural poor in Sub-Saharan Africa is developed. The refined concept of security is defined as an emergent property of a land tenure system. The content of such security is explained by interactions between all elements of a land tenure system as a whole. It is concluded that rural poor in Sub-Saharan Africa can enjoy the total security when interactions between all elements occur in a dynamic equilibrium. 相似文献

Agricultural productivity in 41 Sub-Saharan Africa (SSA) countries from 1960 to 1999 is examined by estimating a semi-nonparametric Fourier production frontier. Over the four decades the estimated rate of productivity change was 0.83% per year, although the average rate from 1985 to 1999 was a strong 1.90% per year. Former UK colonies exhibited significantly higher productivity gains than others, while Liberia and countries that had been colonies of Portugal or Belgium exhibited net reductions in productivity. We measure a significant reduction in productivity during political conflicts and wars, and a significant increase in productivity among those countries with higher levels of political rights and civil liberties. 相似文献

Australia has long been a major exporter of the products of broadacre agriculture, a production system well suited to the economic and climatic conditions of the country. Presumably, it holds a comparative advantage in these products, among which grain crops and grazing livestock predominate. However, the future plausibility of this proposition is sensitive to the projected impacts of climate change. This article develops a framework to quantify the future patterns of comparative advantage in broadacre agriculture, given the projections of several global climate models. We find empirical support for the conventional wisdom, and note substantial resilience and robustness in Australia's comparative advantage under a number of scenarios. 相似文献

Predictive models of climatic phenomena can aid in insurance program design and decision making. Extreme weather outcomes have been linked to the El Niño Southern Oscillation (ENSO), which globally impacts agricultural production. This study demonstrates that extreme ENSO events alter cotton yield distributions in the Southeastern United States. These impacts translate into economically meaningful effects on crop insurance premium rates. Commercial insurers can use publicly available information to determine if government‐set premium rates are mispriced, and in turn extract economic rents via the federally mandated Standard Reinsurance Agreement. By ceding underpriced policies in El Niño and La Niña years, we find that private insurance companies can reduce paid indemnities by 10–15% on average. 相似文献
