Several recent regional and migration studies have identified landscape amenities as potentially important drivers of migration and local economic change in the United States. To date, these empirical approaches have rarely been applied to European data in spite of an impressive European cultural landscape heritage. Here, we apply a regional adjustment model to data from 2467 municipalities in Switzerland to examine how landscape amenities and related policies affected regional development along with fiscal, demographic and infrastructure variables in the period from 1995 to 2005. In the population equation, the coefficients of the standard variables show a consistent pattern that parallels the findings of earlier work. Moreover, we find that population was positively affected by closeness to major lakes and by abundance of open space. However evidence on positive effects of traditional landscape elements such as extensive orchards and vineyards is limited. Furthermore, municipalities with national heritage townscapes grew less than those without, while the density of hiking trails had no significant effect. In the employment equation, employment was consistently affected by demographic factors and accessibility but not by the landscape amenity variables, except that employment grew less in municipalities that are part of an inventory of nationally significant landscapes. The lack of measurable local benefits from nationally significant landscapes and townscapes suggests that policies to preserve these amenities should be implemented and financed by the national government.  相似文献

Collaborative governance and landscape approaches have become a more prevalent in public land management in the United States in the face of increasing ecological and societal complexity and decreasing government resources and capacity. In this era of devolution and social-ecological change, there is a growing need for policy approaches that facilitate partnerships and participatory approaches to land management. One unique policy that emphasizes collaboration and large-landscape restoration on US federal forestlands is the Collaborative Forest Landscape Restoration Program (CFLRP), established in 2009 to accelerate the pace and scale of forest restoration. The policy included novel characteristics such as a decade-long commitment to landscapes and formal requirements for collaboration. This program presented an opportunity to assess how this policy affected collaboration and the factors that led to differential policy implementation. We conducted 89 interviews across all 23 CFLRP projects with internal agency staff and external collaborators on each project. We found that the CFLRP generated a variety of benefits related to collaboration, including increased trust and stronger relationships, increased collaborative partner influence, decreased litigation and conflict, and increased capacity to accomplish work; however, there were also challenges associated with the program, including thetime-intensive nature of collaboration and the lack of industry or contractors. Various local factors affected collaborative outcomes under the policy, including staff turnover and capacity, local leadership, and collaborative history. Successful collaborative outcomes were widespread under the CFLRP, and from this, we draw implications for the broader environmental governance literature about the policy characteristics that facilitate collaboration and the other institutional variables that may require attention in this context.  相似文献

Densification of cities is presently one of the dominating strategies for urbanization globally. However, how densification of cities is linked to processes in the peri-urban landscapes is rather unknown. The aim of this paper is to highlight the potentials in of peri-urban landscapes to be recognized as complementary providers of urban ecosystem services when green areas in cities are reduced by densification. We suggest that the way forward is to change the perceptions of peri-urban areas from being defined as located between cities and rural areas with a specific population density or a geographical distance, to become recognized as a landscape defined by its functionality. By identifying and describing the functionality in peri-urban landscapes the existing governance gaps can be recognized and thus dealt with through adaptation of existing planning tools. Although not yet articulated, peri-urban areas should be used to facilitate integration of top down and bottom up approaches and thereby closing the governance gaps. We illustrate this reasoning by two examples; one of the establishment of green wedges in Stockholm, Sweden, and the other with the establishments of international Model forests. We conclude that further densification of cities will create a lack of ecosystem services in cities by putting an even higher pressure on the peri-urban landscape and not as suggested today that densification lower pressure on peri-urban landscapes. Rethinking and reframing the peri-urban areas by adapting existing platforms will potentially contribute to a more nuanced discussion on strategies for urban development generally.  相似文献

Landscape is defined by the European Landscape Convention as “an area perceived by people, whose character is the result of the action and interaction of natural and/or human factors”. Many efforts have been devoted in addressing the core concepts on which this definition roots: perception and interaction of men and nature, but when coming to large (continental) scale assessments, the latter prevail on the former.This paper aims at presenting a framework for a measurable landscape awareness indicator as a key link to the public demand for a specific type of landscape: the agricultural landscape. This is a necessary effort to complement more physically based assessments, which include as well the impact of human activities on landscapes.The analysis is carried out at different levels of governance: EU and regional, using an example from the Alentejo region in Portugal and EU wide databases, and addresses conceptual and practical questions: what type of societal landscape awareness can be monitored and by whom (e.g., individuals, specific social groups, society as a whole); what are the landscape dimensions that should be assessed; what are the limitations imposed by data-related constraints. By applying the methodology to build composite indicators to map landscape societal awareness, the paper shows the regional and local meaning of indicator approaches developed at European level, presents developments for downscaling to regional level, while introducing the social component to support sound policy development for European rural landscapes.  相似文献

In combination, the economic realities brought about by globalization, and the sustainability goals set by the European Union, translate into contradictory challenges for European cultural landscapes. With its high natural and cultural diversity, Transylvania (Central Romania) is facing the choice between development based on a “production for profit” logic, with the risks of a liberalized land market, versus a largely untested development pathway based on sustainability, landscape multifunctionality and conservation. In the context of these largely externally imposed and contradictory development pathways, clarifying the viewpoints and preferences of local people is important, and may help explain the outcomes of past policies, as well as inform future interventions. We undertook a photograph-based Q methodology study – interviewing 129 residents from 30 villages – to understand and explore the diverse range of landscape preferences held by locals in Southern Transylvania. We clarified these preferences by identifying groups of participants who shared similar viewpoints regarding local landscapes and their changing purpose. Our findings revealed five different “preference narratives” about Transylvanian landscapes, namely (1) landscapes for prosperity and economic growth; (2) landscapes for traditions and balanced lifestyles; (3) landscapes for human benefit; (4) landscapes for farming; and (5) landscapes for nature. Our systematic assessment of narratives showed areas of consensus and disagreement among participants. We relate the five preference narratives to current management approaches targeting rural landscapes. We conclude by suggesting policy approaches to tackle the diversity of opinions and interests found in this culturally and ecologically diverse landscape. Important policy priorities include fostering economic diversification and improving social capital.  相似文献

The landscape services concept provides a lens to study relations within the social-ecological networks that landscapes are, and to identify stakeholders as either providers or beneficiaries. However, landscape services can also be used as a boundary concept in collaborative landscape governance. We demonstrate this by analysing the case of Gouwe Wiericke in the rural west of the Netherlands. Here, a collaborative landscape governance process started off with low levels of trust between farmers and regional governments, as a result of previous processes. The introduction of the landscape services concept helped to bridge social boundaries, which eventually resulted in collective action: farmers and governments reached an agreement on adapted management of ditches and shores to improve water quality and biodiversity. However, we propose that bridging the social boundaries was achieved not merely due to the landscape services concept, but also due to the fact that multiple boundaries were managed simultaneously, and additional arrangements were used in boundary management.  相似文献

Diverse and unique landscapes not only are one of the key assets of Austrian tourism industry, but are also highly valued for local identity, quality of life and their ecological functions. Society tries to prevent unintended landscape change and thereby purposefully intervenes in landscape development by countless environmental regulations, contracts with landholders, agri-environmental schemes, landscape and nature reserves, food-related activities such as ‘eat the view’ and labels of origin. In the face of increasing state control and the growing influence of (inter-) nationally acting civil society groups, the paper poses the question whether the local population still has a saying in the governance of their landscape. Is it the local people, their costumes and institutions that shape the diversity and uniqueness of landscapes (i.e., the ‘root meaning of landscape’ [Olwig, K.R., 2002. Landscape, Nature, and the Body Politic. From Britain's Renaissance to America's New World. The University of Wisconsin Press, Madison.]) or is local peculiarity lost to national or international landscape control? The paper analyses the changing structures of use and control rights to Austrian landscapes and resulting shifts between locally driven and centrally controlled landscape change. The paper is a meta-analysis of ten empirically founded interdisciplinary research projects on cultural landscapes in Austria. The results are compared with international literature that indicates a loss of control of the local rural population over their natural resources. In the Austrian case however, the local population (re-) negotiates and (re-) interprets complex and conflicting international and state regulations according to their respective needs before concretizing them in actual land use practises. Some participation projects and self-governed local civic society movements integrate non-landholders. In few of homogenisation forces such as CAP and international regulations, diverse and unique landscapes call for the involvement of the local preferences, traditions, knowledge and skills—of both local non-landholders and landholders.  相似文献

Peri-urban landscapes (PULs) are specific transitional forms of urban landscapes undergoing dynamic land-use changes. PULs’ transformations are driven by close and significant influence of an urban core, cross-administrative boundary character, and diversity of governance actors. PULs have significant potential to provide ES and respond to the urban and peri-urban demand for ES, but they are also particular contexts where significant and different ES trade-offs can occur. Majority of existing forms of governance are not able to deal and address such trade-offs, which thus call for more innovative and effective governance approaches and mechanisms, aimed at achieving ES synergies and reducing ES conflicts.This paper discusses the characteristics of PULs in the context of governance questions related to the management of ES trade-offs in the urban peripheries. The drivers of ES trade-offs are presented and different trade-off relationships between and within the main ES types are analyzed. The paper drafts a way forward from the current state-of-the-art related to governance of peri-urban ES trade-offs by providing recommendations for more effective governance that would address these trade-offs. Due to the very dynamic character of PULs, it is difficult to manage land-use changes and ES trade-offs. Hence, the governance approaches need to be adaptive and integrative at multiple levels, while engaging diverse actors to balance ES trade-offs that have mixed urban and rural character.  相似文献

The implementation of the European Landscape Convention has paved the way for innovative tools able to analyse scattered and medium-small size elements, far beyond the usual isolated relevant landmarks. In this context, planners have been confronted with the problem of defining those characteristics of rural landscapes which are typical of agricultural and forestry activities and ecosystems. The specific focus on rural landscapes has attracted the interest of international scientists. They have approached the question from many perspectives, but have rarely analysed the interplay between landscapes, buildings, and settlements. In this paper we design and apply a method which is able to define, analyse and plan built-up rural landscapes. This method is based on organizing qualitative and quantitative landscape information in fact sheets, a tool that was often used in the last generation of landscape atlases in Italy. We have investigated three landscape units in Sardinia, Italy, one of the first administrations to approve a regional landscape plan which conformed with the European Landscape Convention. Our evidence demonstrates that the method is powerful, as it helps in the identification of the main characteristics of each rural built-up landscape and the drafting of general planning propositions. In particular, the method proves useful in stressing the cross-fertilization between building types and the shape of the rural landscapes: single story buildings on plains and multi-story buildings in mountainous areas. While the method is clearly influenced by the European Landscape Convention and the Italian local regulations, it is based on general principles and can be applied, with proper adaptations, to other cases worldwide.  相似文献

Landscape as a Focus for Integrating Human and Environmental Processes   总被引:2,自引:0,他引:2  
The landscape has long been an important object of rural policy, particularly in terms of protecting scenic areas. Increasingly, however, landscape is seen as a multifunctional and holistic entity, which provides a framework for the governance and interdisciplinary study of spatial units. A central dilemma in the maintenance of cultural landscapes is that the historical practices which produced them are often obsolete, and new social and economic forces may fail to reproduce their valued properties. Sustainable development strategies therefore seek to instil ‘virtuous’ circles in cultural landscapes, linking society and economy to environmental service functions and land uses, in order to generate mutually reinforcing feedback loops resulting in socially preferred outcomes. We explore ways of investigating these linkages as a basis for future rural research and policy. We conceptualise cultural landscapes as ‘socio‐ecological systems’ (SESs), and consider their capacity for resilience and stability. Noting that resilient systems are characterised, not by simple equilibria, but by ‘basins of attraction’, we argue the need to understand the ways in which SESs stabilise within a particular basin, or move to an alternative. In particular, we reflect on the dynamics of ‘adaptive cycles’ that may lead to changes in system state. Finally, we discuss the development of appropriate models as tools for investigating whether a landscape is trending towards stability within a ‘vicious’ or a ‘virtuous’ circle, and evaluating potential interventions to alter this trajectory.  相似文献

Almost all rural areas in Europe have been shaped or altered by humans and can be considered cultural landscapes, many of which now are considered to entail valuable cultural heritage. Current dynamics in land management have put cultural landscapes under a huge pressure of agricultural intensification and land abandonment. To prevent the loss of cultural landscapes, knowledge on the location of different types of cultural landscapes is needed. In this paper, we present a characterization of European cultural landscapes based on the prevalence of three key dimensions of cultural landscapes: landscape structure, management intensity, and value and meaning. We mapped these dimensions across Europe at a 1-km resolution by combining proxies on management intensity and landscape structure with new indicators such as social media usage and registered traditional food products. We integrated the three dimensions into a continuous “cultural landscape index” that allows for a characterization of Europe’s rural landscapes. The characterization identifies hotspots of cultural landscapes, where all three dimensions are present, such as in the Mediterranean. On the other hand, Eastern and Northern European cultural landscapes are mostly characterized by only one of the dimensions. Our paper can help to identify pressures to cultural landscapes and thus to target measures for the conservation of these landscapes, to link similar landscapes in different regions, and to inform policy design on the most important characteristics of cultural landscapes at a regional scale.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

The expert-based approach to landscape assessment developed in North America during the 1970s is still largely used in planning. It has proved its usefulness for the protection and the management of landscapes with remarkable visual attributes. However, facing growing social demands for the quality of surroundings, ordinary landscapes also raise great challenges for planning. But, to what extent is the expert-based approach to landscape assessment able to capture the value of these ordinary landscapes? What might be the more appropriate method for this purpose? This paper addresses these questions through an empirical research project in areas of intensive agricultural use in Quebec (Canada). The aim of this research was to measure and compare the ability of an expert-based approach and of a lay people-based approach, also named experiential approach, to capture the most valued components of ordinary landscapes. These methods were applied to two study areas. The first one has no recognised landscapes in any planning document while the second one has recognised landscapes for regional tourism. Forty-six inhabitants and an expert were invited to evaluate the landscapes of the study areas. The results have allowed comparison of the components valued by the expert and by the inhabitants as well as the criteria used in the assessment. They revealed differences between the expert and the lay people assessment. For inhabitants, the value of ordinary landscapes is based on a set of criteria related to emotion, to everyday experience and to their intimate knowledge of places. Thus, the formal visual criteria used by the expert appear to be clearly less important in the evaluation by lay people. As the expert perspective in landscape assessment is more closely associated to the experience of an individual which cross the territory (ex.: tourist), this paper concludes that to capture the value of ordinary landscapes in a planning perspective, a combination of approaches is necessary.  相似文献

Agricultural intensification and abandonment have been identified as two of the more prominent and polarizing drivers of landscape change in Europe. These transitions may induce deterioration in landscape functioning and character, particularly in cultural landscapes demonstrative of evolving human-environment dynamics that have sustained environmental benefits through time. Cultural and behavioral motives are important root influences to such landscape transitions, yet efforts to address landscape degradation are often hampered by a failure to account for the heterogeneous decision-making nature of its agents of change and the inherent complexity of socio-ecological systems. Novel techniques are required to further disentangle responses to multi-level drivers and discuss alternative landscape development trajectories. Agent-based models constructed by means of participatory approaches present increasingly applied tools in this context. This study sought to capture and model the future perspectives emerging from presently occurring farming discourses in the region of Gera (Lesvos, Greece), characterized by persistent abandonment of its traditionally managed olive plantations. We constructed an agent-based model iteratively in collaboration with the local farming community and experts in landscape research. Empirical findings informed the model through the construction of a farmer typology, revealing a heavy reliance of the farming community upon sectorial profitability, prevalent cultural farming motives and emerging landscape initiatives. The model examined the de-coupled role of agricultural profitability and landscapes initiatives in shaping the behavior of land managers, mapping alternative landscape futures over a period of 25 years. Model results illustrate both increased profitability and action by landscape initiatives are required to reverse abandonment trends within the simulated time frame. The hypothesized ability of landscape initiatives to maintain and promote a cultural drive amongst adhering farmers is crucial for securing behavioral transformations towards professionalism. This study confirmed agent-based modelling to be intuitively received by stakeholders who significantly contributed to model structure refinement and the rejection of a status quo scenario.  相似文献

Recreational hunting may be important to the shaping of the agricultural landscape. Land owners who hunt or lease out hunting rights have an incentive to promote landscapes that contain wildlife biotopes, which may serve wider societal values, such as landscape aesthetics, biodiversity, and preservation of valued and/or threatened animal and plant species. Recreational hunting may thus contribute to preserve and enhance landscape multifunctionality. Yet, little is known about the importance of hunting interests in motivating such landscape management. In this article, we seek to shed light on these issues on the basis of data from a nationally representative survey of Danish landowners. Our findings show a mixed picture of the role of recreational hunting in supporting multifunctional landscapes. We observe a broad swathe of landscape changes for multifunctionality cross properties with different forms of hunting utilization and non-hunted properties. The likelihood of such landscape changes is higher on holdings that are hunted by the owner or where the hunting is leased out, than on properties where the owner lets family or friends hunt for free or where there is no hunting. Non-hunted holdings are smaller and have a less varied land use pattern than larger, hunted holdings. Yet, some of their production characteristics appear to favor multifunctionality and they feature a high intensity of landscape changes that favor multifunctionality. In terms of policy implications, our results indicate that support for multifunctional landscapes should emphasize a broader focus on the interests and identity of different types of landscape managers in information and advisory services and stimulate owners of smaller holdings to cooperate across holdings and see their holding in a broader landscape context.  相似文献

This special issue integrates eleven papers focussing on indicators able to convey the multiple expectations that society has concerning agricultural land. As scale issues have been so far overlooked within this research topic, a particular focus of this themed issue is to highlight the need for reconciling assessments across scales. The shared purpose of the contributions is to examine how the multiple societal expectations concerning agrarian landscapes might be incorporated into land use policy at different governance levels.A core set of these papers were presented in the symposium “Linking social indicators across scales”, to the European Congress of the International Association of Landscape Ecology (IALE) in September 2013 in Manchester, UK. This symposium was organized to create the time and space for a discussion on the issues of scale when capturing societal preferences concerning agrarian landscapes. While the landscape scale was specifically addressed by four papers, seven papers examined broader geographic units in addition to up-scaling and downscaling issues.  相似文献

This paper compares levels of public subsidy and community stakeholders’ perspectives on American and British approaches to managing agricultural landscapes. In the US, changes in agriculture have played out on the landscape (i.e. countryside) with far less discussion about nonfood, public benefits derived from the working agricultural landscape. British stakeholders outlined a purposeful approach to landscape conservation and management programs, targeted at enhancing the agricultural system in support of landscape functions deemed to be of direct social value. In contrast, the New York stakeholder group was less comfortable with the idea of achieving a shared positive vision for the rural countryside, and more concerned with the negative consequences of agricultural production and greenfields conversion.  相似文献

[目的]乡村聚落景观是乡村景观的重要组成部分,乡村聚落景观的规划设计对乡村生态文明建设乃至可持续发展具有重要意义。[方法]文章基于175个典型乡村聚落景观研究样本,借助Google Earth与ArcGIS10.2,采用最邻近指数、地理集中指数等5种地理研究模型,分析湘西州典型乡村聚落景观的空间分布特征。并从聚落景观生态价值、社会价值、文化价值及经济价值等4个层面,构建包括18个指标在内的乡村聚落景观评价指标体系,对湘西州175个典型乡村聚落景观质量展开评价。[结果]湘西州175个乡村聚落景观总体呈集聚分布,且主要分布在中部和西部。农村常住人口和总产值与乡村聚落景观个数之间的地理联系率分别为81.6和80.5,乡村聚落景观的分布与经济规模和人口规模存在较紧密关联。质量评价发现,聚落质量评价分值为7.01,处于中等偏上的水平。通过对乡村聚落景观驱动因素进行分析,进一步说明聚落景观的分布与人口、经济、交通密切相关。[结论]湘西州乡村聚落景观空间分异呈现生态价值与社会价值高、文化价值与经济价值低,以及中西部集聚的特点,应稳固现有乡村聚落景观建设成效,并注重发展乡村旅游经济、现代农业经济。  相似文献

Traditional rural biotopes (TRBs) are threatened habitats that host significant biodiversity and several ecosystem services, and depend on active management such as low-intensity grazing. The current study explores private landowners’ decision-making on TRB management and abandonment within a social-ecological system framework. We provide insight into supporting resilience of TRB systems in the face of agricultural modernization. Using a mixed methods approach with content analysis and Q analysis, we demonstrate that TRB management fosters cultural, biological, aesthetic, and utilitarian values. These are reflected in different ways through conservationist’s, profit-oriented farmer’s, landscape manager’s, and landscape admirer’s discourses on TRB management. Overall, management reinforces landowners’ place attachment, and reflects an approach to landscapes as spatial representations of cultural heritage and identity over multiple generations. Landowners consider TRB pasturage and its social-ecological outcomes motivating and rewarding. Giving up grazing cattle and perceived bureaucracy of national agri-environment scheme contribute to TRB abandonment. Landowners point out that current policies detach TRB management from what is seen as “regular agriculture”, and the focus on monetary compensation bypasses the multiple values tied to TRB management. Based on our results, we suggest that promoting TRBs requires reconfiguring the current arrangement of remedial management payments and adopting a more participatory governance approach. Locally, resilience of TRB systems relies on the connections between landowners and landscapes that foster sense of place and landscape identity, which can be supported by knowledge sharing and collaborative grazing efforts among landowners.  相似文献

There is increasing recognition that agricultural landscapes meet multiple societal needs and demands beyond provision of economic and environmental goods and services. Accordingly, there have been significant calls for the inclusion of societal, amenity and cultural values in agri-environmental landscape indicators to assist policy makers in monitoring the wider impacts of land-based policies. However, capturing the amenity and cultural values that rural agrarian areas provide, by use of such indicators, presents significant challenges. The EU social awareness of landscape indicator represents a new class of generalized social indicator using a top–down methodology to capture the social dimensions of landscape without reference to the specific structural and cultural characteristics of individual landscapes. This paper reviews this indicator in the context of existing agri-environmental indicators and their differing design concepts. Using a stakeholder consultation approach in five case study regions, the potential and limitations of the indicator are evaluated, with a particular focus on its perceived meaning, utility and performance in the context of different user groups and at different geographical scales. This analysis supplements previous EU-wide assessments, through regional scale assessment of the limitations and potentialities of the indicator and the need for further data collection. The evaluation finds that the perceived meaning of the indicator does not vary with scale, but in common with all mapped indicators, the usefulness of the indicator, to different user groups, does change with scale of presentation. This indicator is viewed as most useful when presented at the scale of governance at which end users operate. The relevance of the different sub-components of the indicator are also found to vary across regions.  相似文献
