In this paper, we study whether the prospect of compulsory programme participation motivates individuals to leave the unemployment insurance (UI) system prior to participation. In some systems, individuals may experience very different risks of enrolment even when they face identical formal rules. If individuals learn that programme enrolment does not deterministically follow regulations, estimated effects based solely on institutional regulations may be downward biased. This means that the true effect of potential enrolment may be underestimated. We analyse data from the Danish labour market which includes information on a series of reforms that have enforced programme participation in return for unemployment benefit entitlement. First, we find that unemployed individuals do indeed have different risk of compulsory enrolment even when regulations indicate that the risk should be identical. Second, we find that individuals do react strongly and significantly to the prospect of programme enrolment. However, since individuals experience different risks of programme enrolment, the resulting response observed in individuals' hazard out of unemployment is also different as the unemployment spell progresses.  相似文献

We analyse the school participation decision of children between 13 and 18 years in Indonesia using the 1992 SUSENAS household survey. Our focus is on which household factors determine enrolment and delayed enrolment. We use the multinomial fixed effect model where the cluster-specific fixed effects correct for any regional-specific factors that may influence the demand for education. The model is estimated by conditional maximum likelihood. We find that parent's education has a positive effect on enrolment, where the effects are stronger for boys than for girls. On the other hand, literacy of parents has stronger effects on the girls education than on the boys'. The model without fixed effects is rejected against the model with fixed effects. Hence, omitting regional variation in the model would have led to biased estimates.  相似文献

This paper examines the impact of prime‐age adult mortality on the transition made by adolescents from school to the labour market and on female adult labour force participation decisions in South Africa. We find, first, that deaths of prime‐age adults significantly increase both male and female adolescents’ labour force participation as they stop their schooling. Secondly, the death of prime‐age adults in general also decreases school enrolment ex ante. Thirdly, female adults tend to join the labour force following the death of prime‐age adult males. These findings imply that prime‐age adult mortality increases labour supply and disrupts human capital formation.  相似文献

This paper explores the extent to which PhD funding encourages postdegree research career and leads to publications. Using novel data on Italian PhD graduates, I find positive modest effects of funding both on pursuing a research career and on publication productivity within a few years after graduation. The results are robust to a battery of checks and different model specifications. I also provide evidence that funded students invest more in research‐oriented activities and spend less time on outside (non‐research) work during the PhD, thus highlighting mechanisms that potentially account for the effect of funding.  相似文献

This paper investigates, in a unified framework, the effects of sibship size, birth order and sibling sex composition on children's school enrolment in urban Turkey. We utilize an instrumental variable estimation method to address parents’ joint fertility and schooling decisions using twin births as instruments. We find no causal impact of sibship size on school enrolment. However, there is evidence for a parabolic impact of birth order where middle‐born children fare worse. Sex composition of siblings matters only for female children. Our finding that birth order and sibling sex composition matter more for poorer households suggests that scarce financial resources play an important role in bringing about the sibling composition effects.  相似文献

This paper analyses the effects of a large reform in the minimum wages affecting youth workers in New Zealand since 2001. Prior to this reform, a youth minimum wage, applying to 16–19 year-olds, was set at 60% of the adult minimum. The reform had two components. First, it lowered the eligible age for the adult minimum wage from 20 to 18 years, and resulted in a 69% increase in the minimum wage for 18 and 19 year-olds. Second, the reform raised the youth minimum wage in two annual steps from 60% to 80% of the adult minimum, and resulted in a 41% increase in the minimum wage for 16 and 17 year-olds over a two-year period. We estimate the impact of this reform by comparing average outcomes for these two groups of teenagers, before and after the change, to those for 20–25 year-olds, who were unaffected by the reform. We find no evidence of adverse effects on youth employment immediately following the reform, but some weak evidence of employment loss by 2003. We also find evidence of a 10–20% increase in hours worked following the reform for employed 16–17 year-olds, and up to a 10% increase for employed 18–19 year-olds, depending on the specification adopted. Combined, wage, hours, and employment changes lead to significant increases in labour earnings and total income of teenagers relative to young adults. However, we also find evidence of a decline in educational enrolment, and an increase in unemployment, inactivity, and benefit receipt rates, suggesting that while the minimum wage reform increased the labour supply of teenagers, this increase was not matched by as large an increase in employment.  相似文献

We study in the laboratory a variant of the house allocation with existing tenants problem where subjects are partitioned into tiers with hierarchical privileges, and they know their position in the priority queue before making their decision. We evaluate the performance of the modified versions of three well‐known mechanisms: Top Trading Cycle (TTC), Gale‐Shapley, and Random Serial Dictatorship (RSD) with Squatting Rights. For all three mechanisms, we find low rates of participation (around 40%), high rates of truth‐telling conditional on participation (around 90%), high proportions of fair allocations (above 90%), and significant efficiency losses. We also observe differences across mechanisms: RSD is ranked highest in efficiency and TTC is ranked lowest in fairness. We then show that position in the queue has a positive and significant impact on participation whereas tier has little effect on behavior. Finally, the individual analysis reveals that the majority of subjects who do not play according to the theory still follow discernible patterns of participation and preference revelation.  相似文献

We examine the incentive effects of risk‐sharing between student and university in the English higher education system. The ‘graduate premium’ has been widely reported and has been used to justify rising higher education participation and increased individual or governmental expenditure. But this premium is simply the mean of a wide distribution, varying, inter alia, by subject, institution, year of graduation and individual. We assume that universities exist in a state of monopolistic competition and are subject to a budget constraint. Using US college data we find evidence suggesting that a funding model which incorporates risk‐sharing improves the efficiency of educational delivery while maintaining subject diversity and access.  相似文献

We provide empirical estimates of the revenue benefits of multi‐tier pricing at a major US pop music venue. Our unique sample includes data on the number of tickets sold at every price. Mean revenue gain from multi‐tier pricing is estimated to be about $20,000 per show, a 4.2% increase over uniform pricing, although the gains were as high as 21.2% for one performer. We also provide evidence that customer segmentation by income is a likely motive of multi‐tier pricing and, for the first time, that the standard assumption of zero marginal cost of additional venue attendees is valid. French companies operate in a unique environment characterized by the strong involvement of block shareholders such as families and banks. Furthermore, the French legal system allows firms to choose between a one‐tier or a two‐tier board structure. This study investigates whether this choice can affect the firm's operating and stock performance. Our regression results provide strong evidence that ownership and board structures are used together as corporate governance tools. In particular, the agency cost of debt is strongly affected by their interaction when institutional investors are also bank lenders. Our test results show that while family control has a negative impact on corporate governance, French institutional blockholders play a positive role as monitors of one‐tier structures. In contrast, they are more likely to misuse the two‐tier board system by promoting interlocked directorship, board opacity and their own interests as creditors. Our regression analysis reveals that foreign institutional investors do not have any impact on firm performance, regardless of board structure. Finally, we do not find any inverse relationship between board size and efficiency in France.  相似文献

Abstract This paper provides evidence on the impact of company training, of post-compulsory education and of the UK Youth Training Scheme in the late 1980's on the earnings of 21-year-old employees in England and Wales. Earnings equations are estimated for each of seven groups of employees who have followed alternative routes from compulsory education into employment, allowing for selectivity into these routes. There are several findings, including: both high parental social class and better school qualifications help to channel people into higher status routes, while high local unemployment has the opposite effect; participation in company training in long spells substantially raises wages but short spells do not; YTS participation fails to raise, and possibly substantially lowers, wages even three years after graduation compared to those who left school at 16 and went to work and received no training; there is weak evidence that, even for those that do not enter higher education, it is better to stay on at school after 16 than go into YTS.  相似文献

The urbanization of rural China is increasingly achieved not through physical land grabs but the strategic enrolment of rural communities in the commodification of land via speculative rentiership. This article critically examines this shift in approach from the deployment of extra‐economic force in state‐led land expropriations toward an increasing reliance on market mechanisms in land development. A case study, the construction of a financial district in peri‐urban Guangzhou, shows that the enrolment of village communities is achieved through their cooptation as corporatist market players in regimes of rent‐based accumulation. While the apparent use of voluntaristic market exchange has reduced the need for coercion, however, the commodification process has at the same time created new terrain for dispossessory practices whereby value is illicitly extracted and seized by elites through rent relations. The shift from overt land grabbing to more covert mechanisms of value appropriation has important implications for rural class relations and contentious politics.  相似文献

This paper contributes to the emerging empirical literature on penny auctions, a particular type of all‐pay auctions. We focus on the potential learning effects that bidders may experience over time but also (and particularly) across auctions as a result of their auction participation. Using detailed bid‐level information, we find that, similarly to earlier literature, bidders suffer from a sunk cost fallacy, whereby their probability of dropping out of an auction is decreasing in the number of bids they have already placed in that auction. Although we do find that learning through repeated participation alleviates the sunk cost fallacy, participation in simultaneous penny auctions emerges as a much more effective learning mechanism, ultimately contributing toward bidders earning higher individual surpluses.  相似文献

Cross‐province growth regressions for China are estimated for the reform period. Two research questions are asked. Can the regressions help us to understand why China as a whole has grown so fast? What types of investment matter for China's growth? We address the problem of model uncertainty by adopting two approaches to model selection to consider a wide range of candidate predictors of growth. Starting from the baseline equation, the growth impact of physical and human capital is examined using panel data techniques. Both forms of capital promote economic growth. ‘Investment in innovation’ and private investment are found to be particularly important. Secondary school enrolment contributes to growth, and higher education enrolment even more so.  相似文献

The employment effects of participation in adult literacy and numeracy courses are assessed, one year after participation, using a matched comparison, longitudinal design, with difference‐in‐differences analysis. This study examines how university students' employment decisions affect their labor market success after graduation. The study is based on individual level panel data of Finnish university students from the years 1987–1998. The OLS estimates show that in-school work experience is associated with higher earnings and employment after graduation. However, work months during the enrollment are not exogenously chosen. Average local unemployment rate during enrollment is used as an instrument for work experience acquisition to correct for the endogeneity bias. Comparing graduates with equal times-to-degree, the IV estimates show that work experience increases earnings considerably one year after graduation. The effect is smaller and statistically insignificant in later years. Taking into account that working usually leads to longer times-to-degree, IV estimates show no significant returns to student employment.  相似文献

Although volunteer levels are near all‐time highs, volunteer coordinators are increasingly spending more time on retention efforts. The purpose of this study is to measure the impact of organizational communication and inclusive behaviors on volunteers' intention to continue volunteering. Through a survey of 472 volunteers in three library systems, research revealed that two organizational communication theories can improve the effectiveness of volunteer coordinator efforts. Specifically, structural equation modeling revealed that social group inclusion and overall participation in organizational events were the strongest predictors of female volunteers' future intentions to volunteer whereas event participation, being included in the organization's information network, and participating in decision making were the strongest predictors for male volunteers.
