Using Chinese provincial data from 1985 to 1999 and applying recent GMM techniques developed for dynamic panels, this paper examines how the development of financial intermediation influences China's economic growth during the post-1978 reform period. Our econometric results show that China's financial intermediation development contributes to its rapid economic growth through two channels: first, the substitution of loans for state budget appropriation and second, the mobilization of household savings. Loan expansion, however, does not contribute to growth since loan distribution by financial intermediaries is inefficient. Deep financial sector reform aimed at correcting this inefficiency is desirable, and is expected to sustain China's economic development in the future.  相似文献

This paper reviews the key theories relating to the role of education in economic development and social change and how education, as a critical component of total factor productivity, contributes to sustained economic growth. It examines how China "s education policy reflects the country's unique dual economy. Focusing on the post-reform period, the paper contends that while progress has been made, there are risks to China's future growth prospects from failing to reap the benefits of sound education policy. It argues that if the Chinese education system is to continue to be a driver of rather than a drain on economic growth, and if China is to successfully manage its transition towards more inclusive, sustainable and equitable growth, reforms will be needed to improve the quality of education at all levels and to create an environment in which China's extensive human capital is duly recognized and respected. Crucially, the education system should be transformed to ensure it promotes a comprehensive range of human capabilities, including those that go beyond the part humans play in augmenting production possibilities.  相似文献

This article demonstrates that China's large state-owned enterprises (SOEs) are not stagnant fossils waiting to die. Under economic reform policies this sector has undergone large change due to enhanced enterprise autonomy, the impact of market forces, rapid growth of domestic demand for upstream products, strategic integration with the world economy and the state's policy to promote large businesses. China's large SOEs are developing new institutional forms that do not neatly fit into existing patterns. China is experimentally changing its institutions through a combination of central policy, local initiative and interaction with international investment. This presents a challenge to the “transitional orthodoxy” and to ideas concerning property rights in development economics. There is not a universal model of property rights and government action that works best in all circumstances. China's experience with the reform of large SOEs shows the diverse possibilities for effective industrial institutions.  相似文献

Drawing on Dutch disease theory, we assess how the recent housing boom has contributed to a decline in China's manufacturing exports. Using Chinese city and enterprise panel data from 2004 to 2013, our analysis reveals that Dutch disease indeed exists and that the housing price increase has played a very important role in affecting China's manufacturing exports through two key channels: resource movement effect and spending effect. Specifically, this paper found that: (i) the housing price increase hindered labor flowing into China's manufacturing industry (resource movement effect) and caused higher inflation (spending effect); (ii) the housing boom clearly impeded China's manufacturing exports, especially after the outbreak of the global economic crisis in 2008; (iii) the impacts of the housing price increase on China's manufacturing exports were heterogenous, and were more significant for labor-intensive manufacturing businesses, businesses that were foreign owned, less R&D intensive, or located in the central and western regions.  相似文献

China's central government undertook major tax regime reform in 1994 that was characterized by fiscal federalism. In hindsight, this reform might be viewed as being more emphatic towards the revenue side than the expenditure side. The reform has resulted in certain success both for revenue shifting and inflation fighting purposes. However, the reform and its subsequent follow-ups have not addressed some fundamental issues pertaining to China's government finance system, such as the overhauling of the function of government finance and redrawing lines between the central and regional governments with regard to their fiscal responsibilities and duties. Moreover, fiscal federalism might have actually increased fiscal burden on the economy, especially on domestic sectors of the economy. However, coupled with enhanced policy support for China' s external development, fiscal federalism might have helped to further accelerate resource shifts toward the external sector, thus resulting in an unprecedented rapid expansion in China' s exports since the mid1990s.  相似文献

Using hand-collected data on IPOs by private-owned enterprises, this article examines the regulatory benefits of political connections in China's state-controlled going public process, a subject that has rarely been investigated in existing literature. This article makes the following findings: first, political connections have significant positive impact on enterprises' chances of being approved for IPOs; second, enterprises with political connections are significantly more likely to receive preferential treatments (e.g., higher offering price-to-earning ratio) from regulatory authorities; third, enterprises with political connections are significantly less likely to be selected for pre-IPO on-site auditing by regulatory authorities. The findings of this article may provide answer to the question why China has been so reluctant to adopt disclosure-based regulatory regime as well as insights into the puzzle of the consistent poor performance of China's stock markets.  相似文献

During China's rural reforms, policies were frequently adjusted. Most policies favoured the continuation and deepening of reform; but some were contradictory or even led to regression in the reform process. How have the rural reforms affected China's agricultural production over the past three decades; and what lessons can be learned to aid the future course of reform? To answer these questions, this study estimates productivity change in China's agriculture and evaluates the effects of policy on agricultural output during the reform period. Aggregated provincial‐level data for the 1979–2008 period are used in a translog production frontier model to estimate indices of total factor productivity (TFP) change and its three components—technical change, technical efficiency change, and a scale effect—with a focus on explaining the variation in technical efficiency. The estimation results show that the impressive improvement of TFP change is dominated by the technical change component. However, technical efficiency change and scale effects have worked against the improvement in TFP change in most periods. To improve technical efficiency, social welfare policies designed to eliminate the rural–urban divide, and reform polices focusing on factor market reforms, such as reform of the household registration system (hukou) and reform of land rights, seem to hold some potential.  相似文献

Since the global financial crisis broke out in 2008, China's nonfinancial corporate debt has been rising steadily and rapidly, posing serious threat to China's financial stability. China's rising corporate debt is mainly attributable to three factors: worsening capital efficiency, worsening corporate profitability and high funding costs. Based on a dynamic recursive model developed in the paper, we simulate the trajectories of China's corporate debt‐to‐GDP ratio, and find that if China fails to reverse the current trends in capital efficiency, corporate profitability and financing costs, China's nonfinancial corporate debt‐to‐GDP ratio will continue to rise without converging to a limit. Against most economists' intuition, given the current trends of changes in parameters, higher economic growth will not help China to escape the corporate debt trap. On the contrary, it will make China's corporate debt problem even worse. To avert a corporate debt crisis, China needs to speed up the structural reform and change the growth paradigm so as to enhance capital efficiency and firms' profitability, while reducing firms' financing costs.  相似文献

Volumes of historical archives in China have been digitised, from which various datasets have been constructed for scholarly inquiry. Furthermore, the excavation of thousands of archaeological sites provided detailed data about prehistoric development across China's landmass. As a result, there has been remarkable progress in quantitative studies on China's past. This article reviews recent work in five theme areas to provide a background for the papers included in this special issue. These themes include state formation, Confucianism, human capital, Christian missionaries, and long-term persistence studies. The five papers in this issue fall into these themes and are introduced where appropriate.  相似文献

Household education expenditure is an important component of human capital investment in children. In China, the rising child education expenditure and the subsequent financial burden on families have attracted much research and policy attention in the recent years. Using 2007 and 2011 data from the Urban Household Education Surveys, our empirical study provides new evidence on the education expenditure level, ratio of expenditure to household income, and inequality in this expenditure. We also elucidate changes in China's household education expenditure and explore factors associated with such changes. From the analysis, we obtain the following findings. First, education expenditure incurred outside the school significantly contributes to increasing household education expenditure. Second, compulsory education programs are effective in curbing in-school education expenditure; however, it does not prevent the rapidly increasing education investment outside school. Third, education expenditure disproportionally increases with family income. In other words, a larger share of the income earned by lower income families is spent on children's education, compared to higher income families.  相似文献

A behavioral political economy framework is built on the basis of prospect theory to explain the induced and imposed institutional changes during China's market reform, giving special attention to the integrated effects of economic and political institutions. According to prospect theory, how rulers frame their decisions — in the prospects of gains or losses, influences how much risk they will take. China's market reform has been largely framed in the prospects of economic gains, for which the continuously growing private sector is the driving force. China's central government adopts a growth-oriented incremental reform that coincides with the prediction of prospect theory.  相似文献

While China's invention of printing took place several centuries ahead of Europe's, it was in Europe where the more advanced printing technology of movable type took hold and where book production reached far higher levels. This article explores the extent to which China's complex logographic writing system explains these different outcomes. Using an economic analysis, I show how China's preference for block printing technology over movable type can be justified as the rational choice of commercial producers. In addition to this, model simulations also predict that movable type would be used in China under some specific circumstances which closely match the historical record. On the other hand, the use of block printing would not have led to larger printing costs in China, and as such should not be regarded as the reason behind China's modest level of book production when compared to Europe's.  相似文献

This study examines the heterogeneous effect of higher education on intergenerational mobility of rural and urban residents before and after China's higher education expansion (CHEE). Drawing on data from seven waves of the China General Social Survey (CGSS), we find that, although the overall effect of higher education decreases on alleviating intergenerational persistence after CHEE, undergraduate or postgraduate education can still significantly promote rural intergenerational mobility in terms of occupational-socioeconomic status. However, higher education appears to have changed from assisting social mobility to advancing intergenerational persistence in urban areas after CHEE. The propensity score matching method was used to mitigate sample selection bias, and all the findings were validated by several robustness checks, including placebo and Oster's (2019) omitted-variable tests.  相似文献

China's impressive economic growth over three decades has seemingly occurred in the absence of a strong legal system. This paper views China's reform process over the past three decades as one that has entailed a gradual introduction of market forces into areas of the economy, which requires both dismantling the structure of the centrally planned economy and developing market-oriented institutions. This paper argues that China's transition is premised on a set of informal, and increasingly formal, institutions that provided incentives during the process of gradual liberalization. Therefore, institutional developments were not absent. The exploration of the interplay between growth and institutions leads to the conclusion that continued economic growth in China will depend on implementing legal reforms better suited to the nature of the decentralized economy, hastened by the introduction of international economic laws and rules with greater global integration.  相似文献

The present paper investigates the effect of China's share of US imports on the aggregate‐level exchange rate pass‐through to US import prices over the period from January 1999 to December 2008. The paper also focuses on the post‐reform period, after 2005, allowing greater flexibility of the RMB to explore the change in the role of the Chinese import share in determining the trend in the US exchange rate pass‐through. Evidence reveals that China's share of US imports has a negative effect on the exchange rate pass‐through. However, this negative effect has been moderated to a negligible level since China's exchange rate reform. An important implication is that the exchange rate flexibility of the RMB has been raised to a significant level may no longer cause distortion in the US competitive environment and prevent the USA from adjusting current accounts.  相似文献

Most analyses explain the increase in China's overall inequality during the reform period principally by means of the expansion of urban-rural income gap. This paper tries to state a relationship between functional distribution of income and China's Gini index. After presenting the main theoretical contributions that clarify the general relationship among those variables, we describe the mechanism that has connected them during the last decades in the Chinese economy. There exists a link between falling wage share, rising urban households' top incomes, urban-rural income gap and the Gini coefficient. These relationships are analysed for both the pre and post-crisis periods. After estimating the main relationships, the paper ends with a discussion on the ability of potential redistributive policies to reverse this pattern of inequality.  相似文献
