The goal of this paper is to examine the impact of changes in China's rural land policy on agricultural investments. Dramatic changes occurred in China's rural land policies after 2000, including the extension of rural land contractual period, restriction of land reallocation among villages and villagers groups, elimination of agricultural taxes for responsibility land, and rapid development of rural land rental markets. These changes have given farmers more secure tenure on collectively controlled responsibility land and have strengthened farmers' income rights for responsibility lands, incentivizing them to increase their investments on responsibility lands. A panel data method was used to quantitatively investigate the impact of land policy changes on agricultural investment. We considered the application of organic fertilizer as an indicator for long-term agricultural investment, and compared the use of organic fertilizer between private plots and responsibility lands operated by the same household. The results showed that the difference in organic fertilizer use between private plots and responsibility land for the same household has become smaller from 2000 to 2008. Our findings suggest that recent changes in rural land policies have provided farmers incentives to increase land quality investment on their responsibility lands.  相似文献

China's poor rural households produce substantially less grain compared with non-poor rural households. The present paper applies a decomposition approach and uses China's rural household survey data to investigate the causes of this grain output gap The paper first compares the grain output gap between poor and non-poor rural households, and then decomposes the gap into differences in yield and area sown, The results indicate that the gap in grain output mainly results from differences in the amount of inputs used in production. Differences in the number of labor days and the level of intermediate inputs account for 13.6 and 47.S percent of the gap, respectively. Poor rural households are also less efficient in their use of intermediate inputs, which contributes to 13.2percent of the gap. However, the efficiency of poor households" labor days reduces the gap by 7.2 percent, while agricultural physical capital, househoM head education and agricultural training have no substantial impact on the household grain output gap.  相似文献

Economic reforms in rural China have brought opportunities to diversify both within-farm activities and off-farm activities. Participation in these activities plays an important role in increasing rural households' income. This paper analyzes the factors that drive rural households and individuals in their income-source diversification choices in a Northern China township. At the household level, we distinguish three types of diversification as opposed to grain production only: within-farm (non-grain production) activities, local off-farm activities, and migration. We find that land availability stimulates on-farm diversification. Local off-farm activities are mostly driven by households' asset positions and working resources, while migration decisions strongly depend on the household size and composition. At the individual level, we analyze the determinants of participation in three different types of jobs as compared to agricultural work: local off-farm employment, local self-employment and migration. We find a clear gender and age bias in access to off-farm activities that are mostly undertaken by male and by young people. The households' asset positions as well as village networks are found to strongly affect participation in off-farm activities.  相似文献

In this paper, we estimate the causal impact of human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS) on monetary poverty using a panel database from South Africa. We treat endogeneity and selection problems associated with HIV/AIDS by a selection model that includes correlated fixed effects both in the level and in the participation equations, which are estimated simultaneously via original Bayesian methods. We model the consequences of the illness on both labour income and income transfers, and disentangle between urban and rural households. While no significant impact of HIV/AIDS on labour income is found because of households' recomposition, we find a substantial fall in received transfers among rural population and a dramatic increase in chronic poverty.  相似文献

Household energy transition is a critical tool for air pollution mitigation and energy inequality reduction. The effectiveness of the transition largely relies on not only households' decision to participate but also their sustained use of clean energy after participation. However, the sustained use of clean energy has not yet received sufficient attention in policy making and in literature. This study examines China's Household Clean Heating program, which has switched millions of households' heating energy sources from coal to electricity and gas. We focus on both households' adoption and coal substitution behavior in the program. Based on the large-scale household survey conducted in rural areas of Northern China, we find that both high subsidies and compulsory measures effectively increased the household adoption rate; however, the latter did not guarantee sustained use of clean energy. We also find that In-person and repeated dissemination of program information had a better effect on involvement than passive announcements. Moreover, lower-income households were less likely to participate. Our findings suggest effective implementation approaches and supplementary measures to promote household energy transition, with fewer negative consequences for participants, particularly for the participants with lower income.  相似文献

This study examines the impact of social capital on the poverty of rural households in eastern Bhutan, with a particular focus on households' participation in community groups, which can be a proxy for the structural aspect of social capital. Using a two‐stage probit least squares simultaneous equation model, the present study reveals that social capital positively contributes to poverty reduction in Bhutan. This study also finds that non‐farm income is important for poverty reduction in rural areas. Our results, however, indicate that poor households in remote areas are discouraged from participating in community groups.  相似文献

A survey based on a structured questionnaire was conducted at the beginning of 1995 to identify sources of capital and income for rural households in Kavango. The survey, which covered 80 households, revealed that there was a high dependence on external income sources. Pensions were the major source of income for the highest proportion of all households (33 per cent), followed by wages (23 per cent) and brewing (10 per cent). Other sources of income of similar importance to brewing were crop sales, non‐formal work and cash remittances.

Livestock were a minor source of income but a major source of capital and food security. Households with smaller cattle herds depended more on cattle for income and food security than those with larger herds. Cattle were a highly valued production resource that was only consumed during times of crisis and only in the absence of less valuable assets that could be easily liquidated. Grain storage was more popular among groups with the lowest income. By various criteria, female‐headed households always tended to be in the group of households categorised as the poorest of the poor. However, given sufficient income, over one third of them would purchase cattle to diversify their investment portfolio.

This article presents a number of potential strategies for improving the incomes of rural households in Kavango. These include the promotion of equitable livestock ownership and better use of the grazing resource through community management, intensification of cropping and the implementation of labour‐intensive programmes to develop rural infrastructure.  相似文献

The present paper investigates how neighborhood effects are connected to chronic poverty. We examine a large sample of groups of households and find that neighborhood effects are significant in a majority of groups, especially in the poorest groups. People living in poor communities tend to suffer from poverty over time. It is of theoretical and empirical importance to explore how neighborhood effects are interrelated with chronic poverty and the channels through which this occurs. Unlike other econometric analyses, we establish a multilevel econometric model to show that: (i) it is difficult for an individual living in a neighborhood with a high proportion of agricultural labor, low education levels, and poor transport and telecommunication infrastructure to escape from poverty traps; (ii) neighborhood effects dominate in poor communities; and (iii) although poverty is affected by group-level factors, individual factors still play a dominant role in regards to escaping poverty when income surpasses a threshold level Therefore, policy priority should be given to providing social protection and public services, especially in poor rural areas.  相似文献

The recent Collective Forest Tenure Reform in China has started the process of devolving forest management rights from village collectives to households since 2003. In this paper, we study the impact of the reform on rural energy consumption. Devolving forest tenure improves farmers' access to forest products on their newly acquired forestland, and is therefore expected to increase farmers' fuelwood consumption. The reform also allows farmers to adopt some revenue-enhancing forest technologies which may lead to energy switching in farmer households. Our empirical study finds that the devolution significantly increases household fuelwood consumption for both lower and higher income households; the lower income households benefit more. This is welfare-improving in places where alternative fuels are still too costly. We find limited evidence that higher income households in Yunnan begin to substitute alternative commercial fuels for fuelwood when those are available. Our findings suggest further devolution of forest rights, especially in the poor, forest-rich regions.  相似文献

文章建立了一个简单的两期生命周期模型来考察在信贷约束下农村金融与农村收入分配不平等的作用机制。模型结论表明,在存在农村信贷约束的情况下,农村金融的发展能否起到缩小农村居民贫富差距的作用,主要取决于农业投资回报率、农村金融贷款利率和农户进入农村金融市场的成本对比:在其他条件不变的情况下,受农村金融支持的农业投资回报率越高,农村金融贷款利率越低,农户进入农村金融市场的成本越低,则农村金融的发展越有利于缩小农村居民的贫富差距。  相似文献

This study uses a unique set of annual provincial data on soil and water conservation (SWC) investments during the period 1989–2005 to estimate the impact of such investments on the extent and severity of erosion, the growth rate of agricultural gross domestic product (GDP) and rural poverty reduction in China. We find that SWC investments made by local governments have a significant negative impact on the extent of erosion and (in recent years) the severity of erosion, whereas SWC investments made by farm households until recently had a significant negative effect on the severity of erosion. In its turn, the severity of erosion is found to have a significant negative impact on agricultural GDP. Estimation of the impact of the extent of erosion on agricultural GDP provides mixed results. Based on these results, we derive that one RMB invested in SWC by local governments increases agricultural GDP in 2002 with 0.84–1.25 RMB. Finally, we find that agricultural GDP has a significant negative impact on the rural poverty rate. The resulting indirect effect of SWC investment on rural poverty reduction, however, is small compared to other types of public investment. We conclude that (local) government investments in SWC do not only serve environmental goals, but also make a non-negligible contribution to agricultural growth and rural poverty reduction.  相似文献

This paper develops a framework to measure the impact of agricultural research on urban poverty. Increased investments in agricultural R&D can lower food prices by increasing food production, and lower food prices benefit the urban poor because they often spend more than 60% of their income on food. Application of the framework to China shows that these food price effects are large and that the benefits for the urban poor have been about as large as the benefits for the rural poor.  相似文献

We investigate how financial permeation affects rural poverty reduction by matching representative county household data with the local banking market, FinTech development, and county characteristics data from China. We discover that financial permeation via bank branch expansion boosts household income and mitigates household vulnerability to poverty, and these effects are magnified on lower-income and more vulnerable households, especially in impoverished counties. Further considering the potential substitution effect of FinTech, we verify that enhancing financial permeation via bank branch expansion still matters to rural poverty reduction even in the digital era. Exploring the channels, we find that financial permeation accelerates rural poverty reduction directly through improving financial utilization and motivating investment activities and indirectly through spurring local economic growth. Notably, the more pronounced marginal effects of the channels on households in impoverished counties, to some extent, explain the poverty reduction effect of financial permeation. The results imply the necessity of financial permeation via bank branch expansion for the realization of shared prosperity.  相似文献

Unpredicted shocks such as weather, pests or price changes affect agricultural households negatively or positively. The shocks have two opposite effects (income and substitution) on parents’ investments in the human capital of their children, and it is not predictable from theory whether the income effect or the substitution effect of a shock has a greater impact on the investments. Therefore, it is unknown whether human capital investments (i.e. sending children to school rather than having them work) are procyclical or countercyclical. In this paper we show how hyperinflation may affect investments in the education of children by their parents using three data-sets from Zimbabwe. We find that human capital investments are countercyclical (the substitution effect dominates) in rural areas of Zimbabwe during a shock. Therefore, policymakers in Zimbabwe need to be worried about decreased schooling of children during positive shocks in the rural areas.  相似文献

In this analysis of household survey data, households' main income sources are used as indicators of integration into the South African core economy. The allocation of main income sources is studied as the outcome of households' demographic composition, geographic location and earners' characteristics. The emerging picture of household income generation is one that disputes the common perception of African households as raising their incomes from a multitude of sources. The majority of surveyed households rely to a large extent on a single source of income and a single income earner. Separate multinomial logit models are estimated for urban and non‐urban households where, in addition to the considerable association with non‐urban residence, prominent earner covariates of low‐integration income sources are female gender, old or young working age, and low levels of education. Both provincial location and within‐provincial, subregional locations display strong impacts. The study also finds associations between main income sources and households' demographic compositions that are compatible with findings both in studies on private transfer behaviour and in the growing literature on endogenous household formation in South Africa.  相似文献

Food insecurity is still remarkably high in the poorest areas of the KwaZulu-Natal province of South Africa. Many rural households struggle to have sufficient access to the food they need or prefer. This article explores the extent of food access insecurity and assesses the perceived impact on food security of an Empowerment for Food Security Programme that was launched in the Province in 2007. One of the programme aims was to improve agricultural practices in community gardens, home gardens and broiler production. Data were collected among 390 beneficiary households involved in these agricultural projects in 2010. Findings confirmed that experience-based food insecurity levels were still high, despite the agricultural support programme and the government income transfers. Nevertheless, respondents attribute an improved dietary diversity and better access to resources to the programme.  相似文献

基于陕西省437户农户的实地调查数据,采用多元有序Logistic模型,实证分析影响农民对农田水利基础设施建设满意度的因素。研究表明,农民对农田水利基础设施建设满意度的影响主要来自于是否是村干部、人均年纯收入、粮食补贴政策评价、粮食补贴政策对农民增收的作用、投资主体、近五年是否修筑新农田水利设施、能否满足农业生产需要、维护状况、变化情况、区域比较等;性别对农民评价农田水利基础设施建设满意度具有一定的影响;年龄、文化程度、家庭规模和对农业生产的重要性对农民评价农田水利基础设施建设满意度的影响不显著。  相似文献

This study constructs a Ramsey–Cass–Koopmans growth model of the agricultural sector, which includes land transfer characteristics, to investigate the theoretical basis of the land transfer impact on multi-dimensional poverty, under a steady equilibrium. Using 2010, 2012, and 2014 panel data from the Mutual Aid Fund for Poverty-Stricken Villages in China, we obtained results indicating the impact of land transfer on multi-dimensional poverty, based on the generalized propensity score method. The research results are as follows: (1) The intensity of rural households' land transfer in poverty-stricken villages remains low, at only 14.54%; however, it demonstrates an increasing trend. (2) When the intensity of land transfer is continuously enhanced, the multi-dimensional poverty of rural households in poverty-stricken villages decreases. (3) Rural households' land transfer in poverty-stricken villages can reduce multi-dimensional poverty by improving their savings behavior. “Precautionary savings motivation” is an important land transfer mechanism affecting rural households' multi-dimensional poverty in poverty-stricken villages.  相似文献
