The purpose of this paper is to determine the factors which affect electric utilities’ dicisions about whether to vertically integrate into coal. Specifically, we attempt to determine whether variation in the stringency of regulation will affect the probability of vertically integrating. Public Service Commissions allow, to one degree or another, utilities to pass along fuel adjustment charges to customers. Other factors equal, we hypothesize that the larger the fuel adjustment charge allowed per KWH, and the less stringent the PSC’s regulaton of transfer pricing of fuel, the higher will be the probability of vertically integrating into coal to capture rents. A maximum likelihood logit model is specified and estimated; strong support is offered for the theory. 相似文献

This paper reviews the use, regulation and testing of food additives in the UK. Comparisons are drawn with other industrialized countries. In particular, the reasons (both explicit and implicit) for the use of additives are examined and the institutional mechanisms for their control are described. Since regulatory policy is dependent on toxological expertise, the contribution and adequacy of toxological science is considered. Present regulations are viewed to have been too heavily influenced by the food industry at the expense of the protection of the consumer, and several possible avenues for reform of both toxological science and regulatory policy are explored. 相似文献

This article reviews the Privy Council's appeal judgment between Clear Communications and the Telecom Corporation over the price of access for local loop telecommunications interconnection. The judgment reflects four years of negotiation and two years of court proceedings between the two parties. The Council's decision that use of the Bamoul-Willig pricing model did not have an anticompetitive purpose in terms of New Zealand law has a number of important ramifications for New Zealand's light-handed regulatory environment.
