文章基于延迟退休可能带来就业挤出和闲暇损失的现实背景,在动态一般均衡世代交叠模型框架下通过引入异质性消费者并根据中国经济校准主要参数,在控制延迟退休对中国劳动力市场冲击影响的基础上,模拟分析了延迟退休政策对企业职工福利水平的长期影响。研究分析表明:(1)无论是采用保持现有的缴费率不变的政策方式还是保持养老金待遇不变的政策方式,延迟退休均能提高城镇企业职工的社会福利水平———第一种政策会增加社会福利3.66%,第二种政策会增加社会福利1.1%;在保持养老保险缴费率不变的情况下,从长期看,延迟退休5年会使社会福利最大化。(2)最优的退休年龄与劳动力市场状态息息相关,如果当前就业形势严峻,最优退休年龄需要相应降低。  相似文献

文章基于“十三五”规划建议提出适当降低社会保险费率的现实背景,从社会福利最大化视角,运用一般均衡模型对五种生育情景下不同退休年龄的城镇职工基本养老保险最优社会统筹缴费率进行测算,并分析降低社会统筹缴费率的经济效应。研究表明:(1)最优社会统筹缴费率随退休年龄的延长而下降,随人口增长率的上升而提高。0%-100%符合全面二孩政策规定的妇女生育二孩,使退休年龄为60岁时的最优社会统筹缴费率降到191.8%-196.3%,使退休年龄为65岁时的最优缴费率降到107.7%-116.4%。(2)除了受生育政策和退休年龄影响外,最优社会统筹缴费率对物质资本产出弹性、个人主观效用贴现因子和社会贴现因子的敏感性也较强。(3)降低社会统筹缴费率具有积极的经济效应,不仅能促进经济增长和增进社会福利,而且有助于完善我国多层次养老保险体系。因此,文章为降低城镇职工基本养老保险社会统筹缴费率的改革提供了依据。  相似文献

The sustainability of Social Security financing has pushed authorities to reform their policy to increase the labour market participation of older workers. While most of the studies have focused on the consequences of pension reform on retirement decisions, we analyse the effects of two French pension reforms, which increased the period of contribution and the minimum retirement age, on transitions out of unemployment and into employment with a difference-in-differences approach. We find that both retirement reforms have positive effects on the re-employment of older unemployed workers. The pension reforms are also accompanied by an increase of the transitions into inactivity. The results suggest that the reforms have delivered significant effects by reducing the unemployment of older workers.  相似文献

Many countries need to stimulate pension participation and contribution to ensure their citizens are prepared adequately for retirement. Identifying at-risk groups with tendencies of not joining pension plans will help governments target strategies to improve pension awareness and participation. This study investigates the role of personality traits in pension decision making using data from the UK Household Longitudinal Study. Our results demonstrate that Extraversion significantly correlates with non-participation in private pensions, including both employer run and personal pensions. Individuals who are high in Conscientiousness are more likely to participate and pay more into personal pensions. Openness to experience is negatively correlated with saving via personal pensions. Agreeableness and Extraversion correlate inversely with the amount contributed to personal plans. This paper discusses our findings in detail and offers policy implications which may help promote pension participation and ease the problem of old age poverty.  相似文献

Pension reforms are on the political agenda of many countries. Such reforms imply an increasing responsibility on individuals’ side in building an efficient portfolio for retirement. In this paper, we provide a model describing workers’ choices on the allocation of retirement savings in presence of (1) mandatory pension contribution; (2) different pension plans; and (3) information costs and financial literacy investment decisions. In particular, we characterize the results from both a positive and normative standpoint, by highlighting the determinants of individuals’ choice, with special focus on information costs, on the role of income and preferences, and by characterizing the optimal contribution rate to mandatory complementary pension plans. We also introduce endogenous financial literacy and analyze how its optimal level is determined and how it affects the decisions on pension plans.  相似文献

Rising health care costs and declining personal savings rates are nearly synonymous with household medical debt. For some, defined contribution (DC) retirement savings plans provide a ready source of funds to meet these medical debts. We examine whether health status and health insurance coverage predict the likelihood of having a DC loan using data from the Federal Reserve's triennial Survey of Consumer Finances (SCF) from 1989 to 2007. We find that poor health raises the likelihood that a household will borrow from their DC plans, even controlling for other forms of debt, access to credit, and whether households are covered by health insurance. Our estimates of the amount of the DC loan, taking selection effects into account, indicate that DC loan amounts are also influenced by health status; those with poor health borrow more from their DC plans. Apart from health status, once a household decides to borrow from their retirement funds, race and education also influence how much to borrow. We argue that public policy can improve the long‐term financial retirement security of households by offering more opportunities to save for medical emergencies, while cautiously maintaining the opportunity to borrow from DC plans. Abstract. In many countries, pension systems involve some form of earnings test; i.e. an individual's benefits are reduced if he has labor income. This paper examines whether or not such earnings tests emerge when pension system and income tax are optimally designed. We use a simple model with individuals differing both in productivity and in their health status. The working life of an individual has two 'endings': an official retirement age at which he starts drawing pension benefits (while possibly supplementing them with some labor income) and an effective age of retirement at which professional activity is completely given up. Weekly work time is endogenous, but constant in the period before official retirement and again constant (but possibly at a different level), after official retirement. Earnings tests mean that earnings are subject to a higher tax after official retirement than before. We show under which conditions earnings tests emerge both under a linear and under a non-linear tax scheme. In particular, we show that earnings tests will occur if heterogeneities in health or productivity are more significant after official retirement than before.  相似文献

This article examines the effect of wives’ retirement on their husband’s mental health in Australia. By exploiting the exogenous variations in women’s retirement induced by the age pension qualifying ages, we find that spousal retirement status has a positive impact on the mental health of older men. This beneficial impact is found to strengthen with wives’ time spent in retirement. We show that wife’s retirement affects the constituents of her husband’s mental well-being in different ways. We also have identified four channels for the positive linkage between older women’s retirement and the mental health of their spouse.  相似文献

文章通过连续时间养老金收支模型分析认为延迟退休年龄对养老保险计划收支余额的影响来自四个方面的效应,即缴费年限效应、领取年限效应、替代率效应和差异效应。改革的最终效果是上述四种效应共同作用的结果。短期看,前两种效应占据主导;长期看,后两种效应也具有显著影响。延迟退休年龄的政策效果和工资增长率、养老金增长率、改革速度以及未来参保人口结构有关。理论分析和实证检验结果表明,无论从改革过程还是从对养老保险计划收支余额的影响看,延迟退休年龄都是一个复杂而渐进的过程,延迟退休年龄必将减轻政府在养老保险方面负担的传统说法并不全面。  相似文献

The recently enacted Tax Reform Act of 1986 contains a number of pension policy provisions including faster vesting for private-sector, single-employer pension plans and imposing tax penalties on preretirement pension plan distributions that are not saved until retirement age. Since pensions are a long-term commitment, the impact of pension policy changes may not be fully realized for a number of years. For that reason, the effects of the Tax Reform Act's pension provisions are investigated using both short-run and long-run simulation models. Faster vesting would immediately entitle an additional 1.9 million pension plan participants to pension benefits at retirement. This increase would not, however, be translated directly into significant gains in pension recipiency for workers currently in their 50s. Nevertheless, by the time the baby boom generation retires, faster vesting and lump-sum penalties could provide more retirees with pensions and increase the standard of living of pension recipients.  相似文献

人口寿命的不断延长给中国养老事业带来越来越大的压力.文章在两期交叠世代模型的基础上引入退休,在市场完全竞争、充分就业和政府能够控制退休年龄的假设前提下,在个人、企业和政府的行为以及资本市场均衡的层面构建了一般均衡的模型框架,从社会计划者的角度发现福利最大化下的人口预期寿命变化和退休年龄是正相关的,并呈现出负反比例的函数形式.文章还基于参数估计和赋值模拟的方法,求解出了人口预期寿命与退休年龄的调整算法,并以此给出了两者间的调整对照表.根据计算的结果和预期的寿命,建议2030年前逐步将退休年龄延长至65岁.最后通过检验发现,如果不存在人口预期寿命和退休年龄之间的调整机制,在保持养老金收支平衡的前提下,预期寿命的延长将减少养老金的发放,并可能带来社会福利的损失.因此,在中国人口预期寿命不断延长的背景下,建议政府考虑建立人口预期寿命和退休年龄的调整机制.  相似文献

目前,中国人口在60岁时的预期平均余命为16年.为了解决未来老龄化将非常严重的问题,我国将现收现付制和个人积累制相结合的混合制确定为养老保险制度改革的目标模式.本文在部分积累制的财务平衡模型的基础上,定量分析了提高退休年龄对缴费率的影响.最后得出结论:延长退休年龄能有效延迟高缴费率的到来.  相似文献

China’s pension system is in need of comprehensive reform. One measure on which we focus is to increase the retirement age. It is likely that a change in retirement age will have significantly different effects across China’s regions. Interregional disparities are already very substantial in China and it will be important to know how changes in pension arrangements will affect disparities. We consider four policies to increase the retirement age from 60 to 61. They differ according the use made of the extra revenue generated by the policy. All four policies increase welfare and reduce the interregional welfare gap.  相似文献

The Spanish pension system has been recently reformed as a response to the demographic challenge and with the objective of ensuring the sustainability of the pension system in the long-term. The overall reforms include changes in the majority of the system parameters, a new indexation rule and a sustainability factor that links life expectancy and the first pension amount. The aim of this work is to analyse how these reforms affect two important features of a pension system: fiscal sustainability and adequacy. For this purpose, the real internal rate of return (IRR) of the lifetime contributions and benefits and the prospective gross theoretical replacement rate (TRR), both before and after the reforms, have been computed. The calculations are case-study based, for a few hypothetical workers who are sufficiently representative of the earnings and retirement patterns in Spain. The results show that the real IRR is 0.7 p.p. lower and the prospective gross TRR is 18 p.p. lower after the reform process for the base case of a man with an uninterrupted career of 40 years with average earnings and a retirement age of 65. In addition, pension reform process in Spain has different effects among the individuals depending on the gender, level of earnings, retirement age and career length.  相似文献

This paper contributes to the literature on the health-retirement relationship by looking at the effect of retiring before legal age on health in later life in France. To account for the endogeneity of the early retirement decision, our identification strategy relies on eligibility rules to a long-career early retirement scheme introduced in France in 2004 that substantially increased the proportion of older workers leaving their last job before the legal age of 60 years. We find a positive correlation between early retirement and health problems among male retirees. However, we fail to find any significant causal effect of early retirement on poor health once we account for the endogeneity of the decision to retire before the legal age. Controlling for working conditions does not influence the effect of retirement and occupying a demanding job is harmful to health after retirement regardless of the retirement date. This paper points out a number of problems associated with the existing pension system in Lithuania. Reforms are proposed, including (i) a substantial increase in the basic pension benefit rate, financed on a pay-as-you-go basis, provided universally, and regulated according to wage/price indexation; (ii) a significant cut in the tax contribution rate to the public pension system matched by a rise in the VAT; (iii) a rise in the retirement age to 65 for both men and women; and (iv) a gradual conversion to a private, funded, mandatory pension system to replace the earnings-related part of the current pension system.  相似文献

With increasing longevity and decreasing fertility rates, governments and policy makers are increasingly engaged in the question of long term retirement planning. In many cases this has included emphasising the need for individuals to take more responsibility for their own retirement planning through tax incentives, compulsion and changes to the age at which state retirement benefits become available. In the case of Australia, as is considered here, long term retirement planning has been focused around the development of a compulsory defined contribution (DC) superannuation system. Here we investigate the interaction between population ageing and the sustainability of the superannuation system by modelling a general superannuation scheme to compare the adequacy of retirement funds under a number of alternative scenarios. The model incorporates stochastic longevity forecasts and provides insight into the sufficiency of compulsory retirement saving both now and future. We find that the current pension scheme is more robust to longevity improvements for mid-class individuals however significant gaps arise for low-income individuals as longevity improves. Without addressing these issues, government expenditure is expected to increase substantially.  相似文献

中国人口生育水平的下降和平均预期寿命的延长,导致原来的人口红利出现了转变的趋势,也造成了老龄化负担的加剧。在这种情况下,实行提高退休年龄的政策具备了某种可能性,因为人口红利的逐渐消失和劳动力供求的逆转可能成为提高退休年龄的推力,而养老金制度的老龄化危机则成为提高退休年龄的拉力。在现实条件下,考虑这一政策对城镇就业的冲击以及劳动力异质性的影响,应该实施渐进缓慢、逐步提高退休年龄的政策。  相似文献
