Despite the current interest in the growing amount of Chinese and Indian investments in African countries, little is known on the impact of such investments on the employment conditions of African workers. This study investigates the employment practices of a Chinese-owned and an Indian-owned manufacturing company in Ghana in relation to the national labour laws and international labour standards. This article argues that given the weaknesses in the institutional and financial capabilities of the state and the resultant large scope of autonomy assumed by multinational corporations (MNCs), it is highly unlikely that MNCs will voluntarily adopt a high level of labour standards without tangible benefits to the business. This is particularly the case for smaller MNCs from emerging economies such as China and India, as they often slip through the net of international pressure groups and are most unlikely to receive pressure in their home country to observe labour standards in their overseas operations. This study has policy implications for Ghana and other less developed countries that are seeking foreign direct investment to help national development.  相似文献

This paper is a product of the ESRC's Local Governance research programme which considers the employment implications of the introduction of market forces into the provision of local government services in the United Kingdom. It discusses the fragmentation of labour markets as both a process and outcome of the commercialization of local service provision. In contrast to privatization scenarios, marketization suggests the blurring of the distinction between public and private employment deriving from the commercialization of municipal services and the transmission of local authority work organization and culture into the private sector. An assessment of employment change, workforce recomposition and bargaining capacity is offered which leads to the development of new models for institutional restructuring. ‘Sectoral de-differentiation’ is a concept developed to address the evolution of new labour market patterns and a ‘public capsule’ model is offered to explain the locality and service variations in marketization outcomes.  相似文献

This article focuses on the operation and management of agency labour by employers and observes that there are strong contradictions between the employers' stated reasons for using agency labour and the employment agencies' perceptions of why such labour is utilised. While discussing agency labour generally, the article also takes account of the position of migrant workers within the agency sector, since agencies have represented a significant route into employment for migrant labour. It draws primarily on 22 in‐depth interviews with employers and employment agencies mainly in the food processing, cleaning and care sectors. The research revealed that while some employers were using agency staff to cover for specific peaks in production, others had used it as an alternative method of dealing with vacancies that otherwise might have resulted in permanent employment.  相似文献

In all OECD countries, populations and workforces are ageing, with public services generally being older than broader labour markets. Governments are concerned at the looming capacity crisis and identifying policy responses. However, they have generally identified the problem as a simple change in demographics. This article adds a new perspective to this policy debate. Using a study of an Australian state public service, it identifies an association between changes in public employment policies and changes in the workforce age profile. It suggests that current employment policies, which replaced the traditional focus on youth recruitment with a more open public sector labour market, have made it inevitable that public workforces would age and be older than the general labour market. Policy responses to the older public workforce need to go beyond demographic explanations, to accept the older public workforce as the new norm, and align public employment policies accordingly.  相似文献

This article examines supply chain health and safety initiatives in the oil shipping industry. In particular, it explores the triangular relationships between ship cargo clients, shipping company management and seafarers and reveals the inherent complexities and tensions involved. It shows that while managers capitalise on the supply chain pressure to squeeze more effort out of seafarers, seafarers tend to adhere to the corporate line colluding with managers to hide defects and falsify records. Nevertheless, seafarers occasionally use the supply chain leverage to their advantage by tactically exposing ship defects during ship inspections.  相似文献

This article re-examines commonly held perspectives on flexible employment practices used in Japanese organisations. Recent research has concluded that market conditions have caused a shift away from lifetime employment and towards flexible employment. To examine this position, the literature is compared with statistics available from Japan's Nippon Keidanren, Ministry of Internal Affairs and Communications, Public Management Ministry, Ministry of Health Labour and Welfare, the United Nations and OECD. A synthesis of these sources demonstrates that flexible employment practices are part of a historic, not recent, model of employment. Concluding with an integrated table of key labour market statistics, the article highlights a Western academic tendency to rely on the macro-level three pillars model and not use meso-level labour statistics as a reference point to define flexible employment conditions in Japanese organisations.  相似文献

This article investigates intensity and composition of off-the-job training investments of Italian and British firms in relation to their workforce heterogeneity with respect to the presence of non-standard workers. The main purpose is to assess the relationship between off-the-job training volumes and composition and the recourse to the main types of non-standard employment, that is temporary and part-time contracts, at firm level. Empirical evidence drawn from national surveys of the two countries shows more similarities than expected in terms of the correlation between non-standard employment and training volumes whilst substantial differences arise when disaggregating training interventions according to the types of skills to be developed. Both institutional settings and the different roles of part-time and temporary employment in the labour markets of the two countries contribute to the interpretation of the results.  相似文献

This study examines the underlying critical factors, such as the institutional arrangements, working conditions, workforce composition, expatriate managers, and managerial style which influence the labour disputes in the East Asian-invested enterprises (EAIEs) in China. Throughout the process, we can determine which factors should be changed for better human resource management (HRM) practices. This research incorporates the survey data collected from the managers and factory workers working at 30 different firms invested from Taiwan, Korea, Hong Kong and Japan in the coastal cities from 2000 to 2001.

The results or findings demonstrate that the long work hours and less regulative managerial styles have significant and positive effects on the number of the labour disputes in the Hong Kong owned firms. Among the firms owned by Taiwan, the long work hours and their authoritarian managerial style have significant effects on the frequency of the labour disputes, while the lack of unionization has a diminishing effect on the labour disputes. The firms owned by Korea, on the other hand, often encounter frequent collective actions, organized by homogeneous local workforces and supported by the relatively high numbers of trade unions. Responding to the relatively strict enforcement of the labour laws and the institutional arrangements of the local governments in northern China, the firms owned by Korea tend to adopt the less regulative and less authoritarian managerial styles. Lastly, the firms owned by Japan experience the lowest number of the labour disputes when compared to their counterparts. The observance of the legal work hours and the regulative managerial style displays a significantly diminishing effect on the number of the labour disputes, although the higher level of institutionalization of the labour relations such as higher setting-up of trade unions somewhat positively contributes to the frequency of the labour disputes.

From the theoretical perspective, our exploratory model seems to exhibit the stronger explanatory ability when the institutional, cultural, and rational factors are taken into consideration. From the institutional perspective, it is imperative for local governments to reinforce the institutional arrangements through effective supervision and enforcement of the labour regulations and legislation. From the cultural perspective, foreign investors should enhance their inter-cultural understanding and localization to diminish the industrial conflicts in the workplaces in China. From the rational perspective, foreign-investors will face more labour disputes than they had before, if harsh working conditions, such as extension of the working hours, are enforced. It is also imperative for the workers to understand their rights and empower themselves to improve their working conditions.  相似文献

In the extensive job search literature, studies assume either sequential or non‐sequential search. This article introduces a novel method to test the hypothesis that firms search sequentially based on the relationship between the number of rejected job applicants and the number of filled vacancies. We distinguish between ten different search methods. For most search methods, including methods that rely on social networks and temporary help agencies, we find that sequential search cannot be rejected. However, when firms use advertising or public/private employment agencies, sequential search is rejected. Hence, we find that both forms of search are relevant for our understanding of the labour market. Further, the form of search is closely related to the search method used.  相似文献

In this empirical paper, we assess how social exclusion arises in the context of labour market transition behaviour. We estimate a multi-state multi-spell competing risks model and identify five states: high skilled employment, intermediate skilled employment, low skilled employment, unemployment and out-of-the-labour market. Using data from the first seven waves of the British Household Panel Survey, we show that a substantial number of workers were trapped in a vicious circle of low-skilled employment, unemployment and inactivity in the 1990s. Workers who are part of the so-called flexible workforce are more likely to suffer social exclusion.  相似文献

Spatial wage disparities can result from spatial differences in the skill composition of the workforce, in non-human endowments, and in local interactions. To distinguish between these explanations, we estimate a model of wage determination across local labour markets using a very large panel of French workers. We control for worker characteristics, worker fixed effects, industry fixed effects, and the characteristics of the local labour market. Our findings suggest that individual skills account for a large fraction of existing spatial wage disparities with strong evidence of spatial sorting by skills. Interaction effects are mostly driven by the local density of employment. Not controlling for worker heterogeneity leads to very biased estimates of interaction effects. Flexible labour markets are increasingly regarded as the answer to a wide spectrum of labour market and societal challenges from creating jobs to reducing segmentation and welfare dependency, improving public finances and supporting workforce diversity and innovation. The contention is that, contrary to these claims, flexible labour markets generate fundamental contradictions and unsustainable long‐term trends. The jobs miracle is exaggerated and based on low productivity jobs, outsiders often lose most from competition, claimants must work flexibly but still secure a full‐time wage, low‐wage employment is shrinking the fiscal base, jobs are not being adjusted to accommodate workers' changing needs and capacities and the disposable labour model is undermining long‐term productivity.  相似文献

The employment relationship is fiercely contested both in theory and practice. This article examines recent theoretical initiatives in economics that have sought to illuminate the nature, specificity, and complexities of the employment relationship. It examines claims by proponents of the new institutional economics (NIE) that they can account for the historical emergence of authority relations and the dominance of hierarchical work organisations without reference to the forces of class power, coercion and labour subordination. The NIE is contrasted with the ‘old’ institutional economics (OIE) and the distinctive insights of an industrial relations perspective. The paper considers in conclusion whether a synthesis of NIE and industrial relations research would achieve a deeper understanding of the institutional forms of wage‐labour in contemporary capitalist economies.  相似文献

The emergence of the global labour market (GLM) provides a novel platform for young professional workers to design and develop their careers. This is particularly true for those from China, the former Soviet Union and other Eastern European countries, where economic liberation has made it easier for professionals to move both internally and internationally. Taking into account national variations in economic transition and political constraints, several questions are raised. How does the GLM, for example, influence its choice of employers and career development? What are the similarities and differences between Chinese and Eastern European seafarers? What factors contribute to these differences? Those questions are addressed here, through a study of the case of seafarers for whom a global labour market has been established since the 1980s. By collecting crew information worldwide, a global seafarer database has been built in the Seafarers' International Research Centre (SIRC) at Cardiff University. Accordingly, this paper develops a methodological framework for analysing and comparing seafarers' careers, and revealing the features of career development amongst four major seafarer supplier countries: China, Russia, the Ukraine and Poland.  相似文献

The growth of agency work in recent years has posed a challenge to trade unions, which must decide if they will accept agency workers as part of their constituency and accept employment agencies as legitimate labour‐market actors. This article analyses the reaction of British unions to agency work and identifies four main responses: exclusion, replacement, regulation and engagement. It concludes with an evaluation of union policies, which stresses the need for unions to secure broad regulation of the agency labour market either through multi‐employer bargaining or employment law.  相似文献

Addressing the issue of the embeddedness of labour markets, this paper compares the processes of finding employment in the film industry within two local labour markets. Drawing on studies of freelance film crews in London (UK) and Los Angeles (US), the paper concludes that the importance of social networks in job mobility in both contexts is a consequence of common production structures. The hotel industry is renowned for its poor pay and employment conditions and a low take‐up of HR practices. It is generally believed that the industry has relied on a lowcost, numerically flexible and disposable workforce. Recently, however, there has been debate concerning the extent to which managers in the hotel industry are embracing high commitment HRM and functionally flexible work practices. This study seeks to shed light on this question by analysing large‐scale survey and interview data on the hotel industry in Australia. While hotel workplaces in general continue to be associated with high levels of numerical and temporal flexibility and greater informality of HR policies, it was apparent that larger luxury hotels were adopting more systematic employee management techniques and strengthening their internal labour markets through functional flexibility initiatives. Such firms were also pursuing numerical and temporal flexibility strategies, although in rather different ways.  相似文献

This article qualitatively identifies and explains the barriers that foreign cleantech start‐ups can encounter when attempting to enter the Chinese market, as well as the possible strategies that can help overcome these barriers. We base our analysis on interviews with Chinese and foreign entrepreneurs and facilitators. To structure the analysis of such barriers, we use the components of the entrepreneurial ecosystem. We then explain the barriers using institutional theory. We demonstrate that they are caused either by the regulations in China or by the difference between Chinese and Western logics. We further recommend that cleantech entrepreneurs come prepared to China, remain flexible, associate themselves with reputable partners and take advice from those familiar with business in China. Cultural–cognitive barriers might be overcome by integrating the communities of foreign and Chinese start‐ups. Abstract.  This paper reviews the empirical literature on the effects of offshoring and foreign activities of multinational enterprises on developed countries' labour markets. Results suggest that material offshoring worsens wage inequality between skilled and unskilled workers; it also seems to make employment more volatile, by raising the elasticity of labour demand and the risk of job losses. Service offshoring exerts at most small negative effects on total employment, and changes the composition of the workforce in favour of high-skilled white-collar employees. Multinationals tend to substitute domestic and foreign labour in response to changes in relative wages across countries; substitutability is weak, however, and mainly driven by horizontal, market-seeking foreign direct investments.  相似文献
