Based on time-use data from a 2013 primary household survey, this study examines the nature and extent of time-poverty experienced by men and women in peasant households in Mozambique. The main findings indicate that while women's labor allocation to economic activities is comparable to that of men, household chores and care work are almost entirely women's responsibility. The heavy burden of responsibilities leave women significantly time-poorer compared to men. Women's time-poverty worsens when the burden of simultaneous care work is taken into account. In addition, due to multitasking, the work tends to be more taxing. The examination of determinants of time-poverty shows that common measures of individual economic power, such as assets and education, do not necessarily affect the time-poverty faced by women.  相似文献

Recent attempts to measure value of household work and other non-market activities have been based on a simplistic interpretation of Opportunity Cost of Time Theory; this paper attempts to refine this and develop practical definitions from basic Utility Theory. First a distinction is made between economic and other activities, the former being the only ones subject to dollar-measurement; we recognize economic activities can occur outside the market and focus our analysis upon these latter. In the framework of Becker-Lancaster a Household-Production Function is posited which produces jointly such non-market economic activities-called indirect utility-and welfare or satisfaction- called utility. A criterion for identifying the indirect utility activities (Third-Person Criterion) is outlined, and related to time-use survey data. Finally, four practical estimation methods are outlined: simple opportunity cost of time; gross replacement cost; individual function replacement cost; and the full production function approach. This latter, which includes evaluation of capital contributions, is deemed theoretically most valid but for present purposes least practical because of lack of data on domestic capital stock. The paper concludes that there exists both a theoretical basis for valuing non-market activities, and the necessary data to apply the formulas developed.  相似文献

Time and energy are major inputs into the production of household goods and services. As a result, the market penetration of time-saving technologies for general household use is expected to affect both a household's (i) allocation of time across home production and leisure activities; and (ii) energy use. For example, with a household's adoption of a microwave or a dishwasher, cooking food and washing dishes will require less time, and therefore in-home meal preparation may increase. Households with microwaves or dishwashers may also opt to spend more time undertaking other production activities, inside or outside the home, or engage in more leisure (watching TV, reading, exercising). To the extent that time is reallocated from less to more energy-intensive activities in the home, residential energy use will increase as households adopt appliances that embody time-saving technology. Furthermore, an adoption of time-saving technologies for basic household chores, such as meal preparation and laundry, can impact energy use due to the fact that many time-saving technologies are more energy intensive than alternative technologies that require larger time commitments. In this paper, we use the Canadian Survey of Household Energy Use data from 2003 to examine the extent to which ownership of products that embody time-saving innovations affects time allocation and energy use at the household level.  相似文献

The question addressed in this paper is: Why can't we have a good measuring rod of the economic and social performance of our society? The answers are basically positive but lie mostly in the direction of (1) avoiding simplistic solutions such as turning the national income accounts into a measure of social welfare and (2) providing the elements of an information strategy to obtain such a measure or more accurately such a set of measures. The proposed information strategy highlights five activities: (1) the presentation and analysis of welfare outcomes, an activity which is analogous to but broader than “social indicators”; (2) social accounting which includes economic accounting, demographic accounting, and time-use accounting; (3) model building and operation which, unlike accounting, are concerned with behavioral or causal relationships used to explain and project welfare outcomes; (4) hypothesis testing to develop new insights into economic and social behavior; and finally (5) the building and maintenance of a data base required for carrying on the aforementioned four activities.  相似文献

In this paper, I offer a framework for analyzing non-market oriented household activities in a way that overcomes some issues about defining the boundaries among household activities. I utilize the concept of a social process and discuss how unpaid household activities are part of labor, care, recreation, and consumption processes. Next, I explain the importance of introducing economic class and social class processes into the framework, as well as the importance of making a distinction between the two. Economic class accounts for the basics of the capitalist economy, and social class opens contexts of variation. The framework allows for a multidimensionality of individuals and opens the question of unpaid activities varying in categorization based on economic class. Also, it helps the economic analysis of capitalism consider that maintaining a household lifestyle directly involves and pertains to unpaid household activities that are part of each of the delineated labor, care, recreation, and consumption processes.  相似文献

The National Transfer Accounts (NTA) have recently been developed to measure economic flows across age groups. In this article, we extend the NTA for Slovenia by including the value of unpaid household production. Based on time-use data, we discover that people in Slovenia spent even more time on household production than on paid work, which emphasises the necessity of including household production in the NTA analysis. We find that there are large net transfers of household production flowing from adults to children, and to a lesser extent also to the elderly. We calculate unpaid production separately for both genders, and discover that females provide much more unpaid production and total productive work than males. In addition, they face a much more intensive ‘rush hour of life’ than males. We expect that similar patterns may be found in other post-communist countries where equalising labour force participation by gender was central to the communist agenda, but where no similar efforts were undertaken to equalise household work burdens.  相似文献

The paper analyses the effect of widespread trade liberalisationon global income inequality. The analysis of the trend in globalinequality during 1981–97, presented in the first partof the paper, shows that the apparent growth of income inequalityamong countries conceals a process of convergence. Some developingcountries achieved significantly faster economic growth thanthe advanced industrialised countries and, though small in number,they actually account for a majority of the population of thedeveloping world. Thus international inequality (i.e., the inequalityof distribution of per capita incomes among the world's population)in fact declined even though the inter-country income inequalityincreased. The analysis in the second part of the paper shows(i) that while improved trade performance did have a stimulatingeffect on growth performance of countries, trade liberalisationhad extremely varied effects on trade performance across countries,and (ii) that the distribution of benefits and costs of tradeliberalisation across countries has been such as to reduce internationalinequality without affecting inter-country inequality.  相似文献

ABSTRACT

Gross domestic product (GDP) is one of the world’s most influential and widely cited economic indicators. However, outside of the industrialised, market-based context in which the indicator was first designed, GDP measurement suffers from a number of biases and blind spots. The article zooms in on one of these: the exclusion of unpaid household services from the production boundary of the System of National Accounts, the international standard underpinning GDP methodology. While GDP has expanded over time to include activities as diverse as financial services and the informal sector, the treatment of unpaid household services has remained unchanged. Why is this? I find that staff in the statistical departments of international organisations such the United Nations, International Monetary Fund and World Bank have a tremendous degree of agency in the governance of GDP. While these statisticians are aware of and engage with criticisms, they reject the inclusion of unpaid household services based on shared professional norms and economic ideas.  相似文献

This project on time-use data in economics is one of the first in a series of new initiatives taken by the Board of Editors of the European Economic Review to publish research in newly developing areas in economics. The symposium shows the diversity of potential applications of time-budget data, a major new resource for household economics, labor economics, welfare economics, and other areas. Jacobsen and Kooreman examine how a change in shop opening-hours legislation altered consumers’ time allocations. Hamermesh shows that consumers with higher full incomes enjoy more temporal variety. Klevmarken demonstrates that conventional estimates of labor-supply elasticities change substantially when time-budget data are used. Fahr shows the immensity of informal education activities and their positive correlation with formal education.  相似文献

Abstract

Time-use surveys show how individuals spend their time during the day or week, which provides evidence of the gendered division of labor within households and the interdependence of women's and men's paid and unpaid work. Time-use experts in the South face similar challenges to those working in other countries, but they also have to come to terms with the restrictions faced in less developed contexts – notably higher illiteracy rates and limited statistical budgets. These Explorations bring together contributions from three experts on time-use survey design and administration working in three diverse Southern regions to highlight the ongoing processes of learning-by-doing and of building local expertise in these regions. Their discussion of methodological and logistical issues holds particular relevance for developing countries moving toward the implementation of time-use surveys. It also bears on more general feminist concerns regarding the classification and measurement of unpaid care.  相似文献

Utilizing a rich survey data collected in the Southern part of the Philippines, this paper examines the time allocation of wives within the collective household framework by investigating not only the role of socioeconomic factors but also the influence of various intrahousehold power indicators. Analysis of autonomy and finality of intrahousehold decisions discloses that decisions are not unilaterally decided by a single household member, a result which confirms the prediction of collective household framework. Adopting a simple test procedure, this paper also examines which of the competing household models, collective or unitary, best describes these Philippine time-use data. Testing results lend support to the validity of the collective household framework.  相似文献

The satellite accounts illustrated in this paper reflect the household's role as a producer and an investor in durables as well as a consumer by modifying the NIPA's to (1) incorporate the value of nonmarket (unpaid) household work into GDP; and (2) treat expenditures on consumer durables as investment and measure the value of the services those durables provide. Additionally, an Input–Output (I–O) model highlights the household's functions as a producer and investor in much greater detail for the year 1992 by incorporating a household industry for each time-use activity and by showing the inputs to and outputs from each household industry's production.  相似文献

This paper applies a collective model of intra‐household welfare distribution using individual self‐reported data. The model accounts for household production, and self‐reported information on economic condition is used to identify the sharing rule governing the bargaining process in the family. The theoretical framework implies a broad concept of full income, which includes household production as time allocated to domestic activities. We find that self‐reported data on economic status are useful in recovering individual shares of household income and that both wages and non‐strictly‐economic individual variables play an important role in the bargaining process determining the sharing rule in Italy.  相似文献

Migration of young workers (as distinct from retirees), evenwhen driven in by the generosity of the welfare state, slowsdown the trend of increasing dependency ratio. But, even thoughlow-skill migration improves the dependency ratio, it neverthelessburdens the welfare state. Recent studies by Smith and Edmonston(1977), and Sinn et al. (2003) comprehensively estimate thefiscal burden that low-skill migration imposes on the fiscalsystem. However an important message of this paper is that inan infinite-horizon set-up, one cannot fully grasp the implicationsof migration for the welfare state, just by looking at the netfiscal burden that migrants impose on the fiscal system. This paper first shows, with data from fourteen countries, the potential of time-use studies for measuring, in comparable physical quantities, labour inputs in SNA and in non-SNA production. It then presents the monetary valuations of unpaid household labour and of households' non-market product achieved on the basis of time-use data in a few of these countries. Further elaboration of these valuations illustrates the contribution of households' non-SNA production to extended private consumption. There is no consensus about the causes of the reduction in businesscycle volatility seen in many major economies over the lastdecade. Using stylised models of the economies of the US, Euroarea, UK and Japan, we argue that economic stability has beenfostered by improved monetary policy and by associated changesin the behaviour of inflation, which has itself led to a reductionin the volatility of economic shocks. Not sufficiently harmonised national pension systems withinthe European Union distort the allocation of labour and endangerredistributive activities. This paper identifies the most decentralisedlevel of harmonisation which guarantees efficient allocationand enables redistribution. For this, we build on theoreticalresults from the literature to evaluate the realised distributionof the legal power between the European Union and the MemberStates and the resulting level of harmonisation. We find thatharmonisation is sub-optimally low.
