From the market structure, the steel industry was considered as backbone of a country＇s industries in the past. In a single country, generally there will be phenomenon of monopoly, therefore, compared to other industries, globalization and large-scale of steel industry have been lagged behind. The production proportion of world＇s top five steel enterprises is increased slightly from 12% in 1989 to 14.9% in 1999.     

Chinese steel mills turn to more imported iron ore

China＇s steel industry overestimated the country＇s demand for iron ore and as a result imported a record high amount of the material in March. A surge of domestic steel output and price increases in the beginning of 2009 raised market expectations. Many domestic steel mills and traders increased orders for iron ore in February and March as they anticipated demand would continue growing, said Liang Shuhe, deputy-director with the Foreign Trade Department of the Ministry of Commerce （MOC）, at an industry conference in the port city of Tianjin on April 13.

China＇s steel industry association said on July 31 that it plans this year to unify the spot and long-contract prices for the country＇s iron ore imports. It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market. The proposal was the top item of discussion at the steel industry body＇s twoday semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association （CISA）, at a press conference.

The Political Economy of Trade Protection: The Determinants and Welfare Impact of the 2002 US Emergency Steel Safeguard Measures

This paper analyses the political economy of trade protection in the context of the factors determining the US Emergency Safeguard Measures for steel imposed in March 2002. The paper identifies several factors in addition to the official justification of problems of global over‐capacity and the penetration of imports in the US market, namely the continued failure to restructure poorly performing firms, failure of previous attempts at protection and the influence of the domestic steel lobby and short‐term political gains to the Bush administration of protectionist action. The paper also reviews several ex ante and ex post empirical studies of the impact of the steel Safeguards on the steel industry and downstream steel‐consuming activities. All of these studies find that the costs of the Safeguard Measures outweighed their benefits in terms of aggregate GDP and employment as well as having an important redistributive impact. The paper provides a brief summary of the subsequent WTO steel case and the final resolution of the dispute. Industry Structure as a Competitive Advantage: The History of Japan's Post-war Steel Industry

This article examines the role of the Japanese government in the development of Japan's post-war steel industry. It argues that the Japanese government's industrial policies facilitated the rapid growth and success of Japanese steel companies in the world market. During the early post-war years, the government instituted a set of comprehensive policies which constrained the supply of steel in Japan's market and contributed to the development of large-scale plants and the full exploitation of the economies of scale in steel manufacturing. The Japanese steel industry's sizable cost advantage, of course, derived from more than government policies alone. But, as this article will argue, through the Ministry of Trade and Industry, the Japanese government used its power to exploit the economics of capital-intensive industries and accelerate the formation of an efficient steel oligopoly in Japan.
