Geographic information systems (GIS) have received considerable academic and practitioner attention in the last ten years. It is our view that these tools have been considerably oversold to public sector organisations-particularly local government-many of whom have failed to achieve the benefits they expected. In our paper, we attempt to develop a broad definition of GIS and discuss the relationship between GIS and policy analysis, spatial decision support systems, spatial analysis and spatial modelling. We also seek to explore how GIS fits into the management information systems and information architectures of public sector organisations and examine some of the human and organisational tensions which GIS adoption and use have brought about. Where possible, we have used examples of how GIS has been used to inform public development in several areas though these have generally been in academic settings and not in public sector organisations.  相似文献

We investigate the impact of investment managers׳ tournament incentives on investment strategies and market efficiency, distinguishing between winner-take-all tournaments (WTA), where a minority wins, and elimination contests (EC), where a majority wins. Theoretically, we show that investment managers play heterogeneous strategies in WTA and homogeneous strategies in EC, and markets are more prone to mispricing in WTA than in EC. Experimentally, we find that investment managers play more heterogeneous strategies in WTA than in EC, but this does not trigger significant differences in prices. Moreover, prices in WTA and EC do not differ significantly from markets composed of linearly incentivized subjects.  相似文献

How GIS Can Put Urban Economic Analysis on the Map   总被引:2,自引:0,他引:2  
Geographic information systems (GIS) provide powerful tools for storing and manipulating large amounts of information on spatial relationships. However, applications of GIS in urban economics and real estate are infrequent. As a symptom of this, there is often little relation between the extensive literature on residential mortgages and the housing markets literature. The purpose of this paper is to discuss the potential contributions GIS could make to urban economic and real estate economic research and open debate on GIS as applied to these fields. Beginning with theory, we determine how GIS can be useful to researchers and what is needed from future GIS. A GIS is a database management system with a spatial reference. It is capable of providing researchers with excellent control over spatial relationships. For example, one can “geocode” the housing transactions used for hedonic pricing studies. The process of geocoding assigns a latitude and longitude coordinate for each transaction. This enables much more elaborate spatial analysis than with traditional techniques such as using a ruler on a paper map. For instance, GIS allows the hedonic pricing literature to be reworked using spatial autoregressive analysis (SAR). SAR models need to repeatedly calculate large numbers of distances from each observation to every other observation within a given radius. In this context, GIS software is primarily useful for assigning a latitude and longitude location to each observation based on the best of street, ZIP, or ZIP+4. These geocoded observations may then be exported to other software for batch processing of SAR statistics. Future development of GIS software should eliminate the need for multiple software packages. Likewise, road distances with flexible weights (e.g., depending on type of road or on construction delays) awaits further software development.  相似文献

SUMMARY

In this paper we raise questions regarding the appropriateness of the traditional gravity model for evaluating the existence of trade creation and trade diversion in the context of regional trade arrangements. We demonstrate that existing methods fail to separate multilateral and allocation effects, and are therefore unable to say anything useful about either. Further, we point out that omitted variables-perennially unobservables-further contribute to the contamination of the results. Bearing these criticisms in mind, we provide a new methodology for assessing the effect of preferential trading arrangements on the trade volumes, and hence, the welfare of member and non-member countries. We offer a test that separates these effects, and employ it in an assessment of the EC. We find that the allocation effects of the EC caused 5 of its 11 members to divert trade toward bloc members, and 2 of its members to divert trade away from the EC. We also find that the EC increased multilateral trade for both members and non-members.  相似文献

Despite increasing concern for corporate environmental responsibility in numerous industries, the relationship between green innovation strategy (GIS) and idiosyncratic risk is a rarely scrutinised topic, particularly in the automotive domain. In this study, we empirically explore the association between GIS and idiosyncratic risk and analyse the moderating role played by the firm's competitive action. We rely on the secondary information sourced for 132 top automotive firms, in the period ranging from 2011 to 2017 by applying the system generalised methods of moments estimator to the dynamic panel data model. Our findings indicate that GIS significantly reduces the idiosyncratic risk of all firms, and this relationship strengthens with the increase in the competitive action of the firms. Our evidence supports “it pays to be green” firm heterogeneity argument. This study highlights the academic and managerial implications and focuses on the environmental issues published in environmental management literature.  相似文献
