State aid (SA) measures for broadband have been flourishing in the EU, but our knowledge about the effectiveness and efficiency of this policy remains extremely scarce. We investigate the SA experience with the first generation of broadband services (FGB) in Italy, whose market was long plagued by extensive market failures, largely due to market power. By exploiting original open Government data and sources, we analyse the main domains of the EU SA policy, and assess whether its ex ante goals have been met in Italy. Four main results stand out. First, the plan extended the FGB coverage of rural areas, although with a substantial delay and incompletely, with respect to the ambitious targets of the Digital Agenda for Europe. Second, public consultations have significantly increased the transparency of the market and of the SA intervention, promoting investment and a gradual increase in the efficiency of public procurement. Third, the direct effects of SA on competitive entry appear less pronounced, at least in the static sense. Fourth, the final matching between allocative and dynamic efficiency of SA policy, and its coherence with industrial and innovation policies remain critical, based on the Italian experience: in fact, the persisting digital divide affecting the business-rich areas depicts another relevant instance of partial Government failure.  相似文献

The European Commission has recently sought to substantially revise how it regulates the telecommunication industry, with a key goal being to incentivise investment in high-speed broadband networks. Ambitious goals to incentivise investment in high-speed broadband networks have been set across the European Union, initially in the ‘Digital Agenda for Europe’ and more recently in its ‘Gigabit strategy’. These goals reflect the view of many that there are widespread and significant socio-economic benefits associated with broadband. Our analysis explores the consequence of target setting at a European level, in terms of encouraging investment and picking which technology should be adopted within the context of technological neutrality. We demonstrate that while public policy targets might implicitly favour specific technologies, especially when gigabit targets are defined, the technological choices that occur within individual Member States are shaped by the complex and dynamic interaction between a series of path dependencies that may vary significantly across as well as within Member States. Adopting an ecosystem perspective, we propose a conceptual framework that identifies the key factors associated with technological neutrality and informs a rational decision-making process.  相似文献

In September 2016, the European Commission (EC) published its proposal for a directive establishing the European Electronic Communications Code (EECC) – with one key aim being the provision of sufficient incentives for infrastructure investments into high-speed communication networks. Based on a detailed review of the theoretical and empirical literature of the most relevant regulatory measures – that is, co-investment models as well as different types of access regulation – we provide a critical appraisal of the respective provisions in the EECC. We find that, although the EECC can generally be seen as a step into the right direction, the expected effects on investment incentives as well as substantial implementation challenges in combination with a high degree of complexity of the envisaged measures contain substantial potential for improvement.  相似文献

Energy companies and other utility providers have been often involved in the provision of telecommunications services. Nevertheless, their contribution to broadband development has varied significantly over time. In the late 1990s, both local and national utilities in the European Union (EU) engaged in the provision of broadband networks, but only few of them managed to establish themselves as major broadband providers. More recently, new projects involving national utilities have been announced in several EU countries, opening new scenarios for utilities’ contribution to Next Generation Access (NGA) development. This paper identifies and explores the factors affecting the entry and the success of utilities in the EU broadband market, through the comparison of four case studies from four EU countries (Germany, Italy, Sweden and the UK). The evolution of utility involvement in the EU broadband markets is assessed against the interaction of market, technology and policy factors, focusing on the impact of policy and regulatory measures. As a result, this paper provides fruitful insights into the relevance and effectiveness of public interventions in broadband markets. Across the four case studies, public support and public ownership emerged as the main drivers for the involvement of utilities in EU broadband markets, with regulatory measures and economies of scope exerting a limited and decreasing influence. However, the contribution of utilities has varied significantly across the cases studied, reflecting the different approaches taken at national and local level to support broadband development, in spite of the common regulatory framework.  相似文献

While broadband is widely believed to augment productivity, there is little firm-level evidence of a generalised causal effect. In this paper we examine whether the introduction of digital subscriber line (DSL) broadband services increased firms' productivity in nine sub-sectors within the services and distribution sector in Ireland from 2006 to 2012. Firm-level panel data on firms' characteristics are linked to spatial information on the rollout of DSL. While we do not find significant productivity effects in the services sectors taken together, we do find positive and significant effects on firm's total factor productivity in Information & Communication and Administrative & Support Services.  相似文献

The aim of this paper is to present a quantification approach for the calculation of the ICT sector's structural effects in the economy, focusing on the case of Greece. We construct a composite sector using a hypothetical extraction methodology based on the most recent Greek input-output table and structural business statistics at the national level. Our framework builds on the formal definition of the ICT sector provided by OECD and includes two distinct sub-components, ICT manufacturing and ICT services. In the second stage of this study, we explore the production linkages among ICT services, ICT manufacturing and the rest of the Greek industries using input-output-based and network analysis-based metrics that build on the intermediate transactions of an expanded input-output table of the Greek economy that includes the two sectors. Our empirical findings suggest that the total ICT sector has a major contribution to the Greek economy in terms of GDP and employment, but this is driven mainly by the ICT services component. We further identify that ICT services are more integrated in the Greek production network compared to ICT manufacturing, but their production linkages are underperforming in terms of meaningful contribution to the activity of the rest of the sectors. These results reflect the low integration of digital technologies and can be further embedded in a discussion on the ICT deficiencies of the Greek economy and the need for targeted regulatory and financial interventions.  相似文献

The Broadband Deployment Accuracy and Technological Availability (DATA) Act signed into law in March 2020 requires the development of a national “broadband serviceable location fabric (BSLF)” containing georeferenced information on all locations where fixed broadband could be installed. This represents a significant shift from prior datasets, where broadband availability was gauged from the estimated number of people/households in each Census Block (i.e., without geolocations). The inclusion of agricultural structures is particularly important, since broadband investment in agricultural zones has been limited to date. We use an early version of the BSLF for the state of Oklahoma, produced by CostQuest Associates, to demonstrate the opportunities and issues that may arise for broadband researchers and policymakers as the DATA Act becomes reality. We highlight four main takeaways: (1) consideration of non-residential units greatly impacts overall availability estimates; (2) data quality (and quantity) varies greatly across counties; (3) BSLF residential unit counts differ from FCC or Census estimates; and (4) practitioners will still need service-area shapefiles/addresses from providers to use the fabric most effectively.  相似文献

Broadband is seen as a vector of economic growth and social development. In the developing world, mobile technologies are widely adopted and mobile broadband is progressively rolled-out with high expectations on its impact on the countries’ development. We highlight what the determinants of mobile broadband use are in four Sub-Saharan countries. Using micro-level data coming from household surveys over 5 years, from 2013 to 2017, we show that SIM card ownership and being part of an online social community has a strong positive impact on mobile broadband use. We also highlight a positive correlation between digital inclusion and financial inclusion as mobile money users and bank account users are found to be more inclined to use mobile broadband. However, beyond apparent similarities, mobile broadband is used in different ways according to countries specificities. For instance, among the non-mobile owners in Nigeria, the unemployed are the most likely to use mobile broadband, most probably for job search practices, while it is rather used by students for information gathering in other countries. Finally we show that those excluded from mobile broadband use are the eldest, those with the lowest level of education, and women.  相似文献

There are today many operators competing within the European telecommunications market. For these operators, efficiency should be considered as a key element for achieving greater revenue and enhancing market position. In this paper, comparison is made of the main European public telecommunications organizations (PTOs) in terms of their operational efficiency using data envelopment analysis, a well-known quantitative technique from operational research. The analysis is based on data provided in the edition (Communications Outlook, 1999, OECD Publication Service, Paris). The main conclusion is that full operational efficiency can equally be achieved by PTOs with large revenues as well as by others with medium and smaller revenues. Also notable is the presence of certain PTOs with full efficiency ratings which are considered here as models or benchmarks for the less efficient organizations. Finally, some implications of the findings for telecommunications management are examined at the end of this paper.  相似文献

In this paper, we demonstrate that there is more to consumer experience than just broadband access speed. We identify and describe a complex and dynamic set of interactions that occur between different factors that collectively determine consumer experience. We suggest that the relationship between broadband speed and consumer experience follows an inverted U-shape. Access speed is necessary to provide consumers with a good experience, but it is not sufficient. Based on our findings, a more nuanced understanding of the market for broadband Internet access products is outlined and a foundation for deriving valuable policy implications is developed.  相似文献

The paper is based on selected findings of the research project EEC 2092/91 (Organic) revision. It contributes to an improved understanding of the core ethical values associated with and principles of organic farming, analyses reference to such values in the European Regulation (EEC) 2092/91 and its ongoing revision, and contrasts them with current practice of organic agriculture. An analysis of differences in the implementation of the Regulation by national governments and private standards is presented. Ethical values are per se in need of interpretation, so the final section sets out procedural issues arguing for a deliberative model of decision-making, when aiming to achieve a coherent integration in the structure of a regulation.  相似文献

Many studies have been made on the diffusion and development of broadband, however there are few published studies on the critical factors for advancing broadband services in developing countries. Thus, the purpose of this paper is to understand and identify the critical success factors for the development of broadband services in a developing country context, using the case of Peru. In this regard, this study uses data collected from interviews with Peruvian telecommunications professionals, policy makers and regional telecommunication experts, which is supplemented by official reports and statistical data to determine the critical success factors for broadband in this country. The four factors derived are; (i) expand the availability of infrastructure, (ii) define a national broadband policy that aligns the interests of stakeholders, (iii) develop effective competition in the broadband market, and (iv) stimulate the demand for broadband services. Through a MACTOR analysis the authors found that the objectives of sharing infrastructure, the further deployment of infrastructure and the development of competition in the market for broadband services are those that generate the most divergence between actors. Additionally, the MACTOR analysis determined that no disagreement existed for the objectives related to demand stimulation. Thus, four proposals are offered for the development of Peruvian broadband. The results are relevant for academics and policy makers interested broadband development in developing countries and for rural areas of developed countries.  相似文献

Until now, a reduced number of research is observed on the adoption and use of ICTs in enterprises and on the digital divide (DD) between them at regional scale in Europe. What is meant by DD are the differences in the levels of digital development of the enterprises; being the digital development the degree of adoption and use of ICTs and e-commerce by the firms. The aim of this piece of work is to characterise and measure the DD in the Spanish regions and those in the countries of the European Union based on the data of their enterprises with more than 10 employees which have used ICTs. The methodology is developed in the following stages: 1) Construction of a synthetic index of digital development (Enterprise Digital Development Index –EDDI-) for countries in the EU and Spanish regions. The production of this index is carried out based on the factors obtained with the factor analysis (FA) with the aim of identifying the key variables which define the different EDDI components. These variables come from the “Community survey on ICT usage and e-commerce in enterprises” of Eurostat. 2) Classification of Spanish regions into the groups of European countries with a similar level of EDDI components based on the discriminant analysis. Those groups are previously obtained by using cluster analysis. And 3) Comparative analysis of the DD between the Spanish regions and those in countries of the EU based on EDDI components and the identified groups. The study provides a synthetic index (EDDI) at European scale comprising 3 dimensions which permits obtaining: i) a ranking from more to less digital development of countries and regions permitting the measurement of the DD among them is established; and ii) a typology of European countries and Spanish regions is defined according to the 3 dimensions of EDDI. The main results of this piece of work show that the Spanish regions at enterprise level: i) are in a medium or higher level of digital development than their European counterparts, presenting, furthermore, a lower DD between them in relation to what happens in European countries; ii) stand out for having a higher digital inclusion than European countries in the ICTs related to infrastructures of internet access and for the interaction with the public authorities; and iii) have a digital development deficit in the integration of ICTs for e-commerce.  相似文献

This paper presents the results of an analysis of the relationship between public sector research and industrial development in the functional foods sector in a peripheral region of the European Union: Andalusia (Spain). Results show that the innovation system and its component parts have made a qualitative and quantitative leap forward in the last decade, which means that the gap is diminishing compared to similar regions in the European Union, mainly due to a relatively intense effort from the public research sector. In order to take advantage of the potential of the Andalusian region, the public authorities will have to focus their efforts and funds on fostering relations between regional social players that lead to the creation of durable links; increasing the entrepreneurial spirit of university students/researchers; promoting and improving the quantity and quality of international excellence research groups; and stimulating the creation of scientific and technological parks where spin-off companies can contribute to increasing wealth and employment in the region.  相似文献

The paper analyses business networks originating from three markets: Chinese, Russian, and West European. So far, little attention has been given to the fact that business networks in particular markets may be dissimilar because of differences among institutions. The paper advances a model where institutions are assumed to influence five major characteristics of business; (1) the processual aspects of the network, (2) the structural aspects of the network, (3) the function of firms and relationships in the network, (4) the meaning of strategy and planning, and (5) social relationships in the context of inter-firm relationships. The analysis builds on three types of substances of institutions — cognitive, normative, and regulative, which in turn are specified according to different aspects. The cognitive substance of business networks is explored through the aspects of self, time, and causality. The normative substance is explored through the aspects of achieved versus ascribed status, inner versus outer direction, universalism versus particularism, and trust. The regulative substance is specified as an authority system and a sanction system. The analysis demonstrates that, as institutions differ in these three markets, the business among them also differs in terms of the five characteristics, and this variation calls for different strategies for firms operating in these markets.  相似文献

Advancements in productivity in the digital economy constitute an important engine for economic growth. What drives productivity dynamics in the information and communication technology (ICT) sector? This study examines the productivity dynamics of ICT firms across countries from the perspective of corporate balance sheets. We study the effects of intangible assets and leverage on productivity growth using firm-level panel data from five industrialized countries. We find that intangible assets positively affect the total factor productivity in the ICT sector. The positive effect of intangible assets on total factor productivity growth is larger for ICT manufacturing firms than for ICT service firms. We also find that leverage has a positive relationship with total factor productivity development in the ICT sector. In addition, our empirical results substantiated that productivity is catching up to the technological frontier. Furthermore, larger firms and/or younger firms generally show higher total factor productivity growth than their peers. Economies of scale are more prominent in the ICT service sector than in the ICT manufacturing sector. Our findings contribute to the understanding of cross-country productivity dynamics in the ICT sector at the firm level in the digital economy.  相似文献

It has been shown that the presence of demand-side externalities can induce the market to benefit the largest firms in terms of market share, usually named as network effect by the theoretical literature. On the one hand, macro-level approach in the empirical literature of network effects commonly use the assumption that a network's overall size matters more to consumers' decisions (global network effects). On the other hand, micro-level studies have suggested that social networks are more relevant to consumers' choices than the overall network size (local network effects). Based on microdata from five Latin American countries, we compare the choice of a particular operator over choosing the largest operator by individual consumers. Our research shows that country-level network size is one among a set factors that determine consumers' choices of mobile operators, once individual and operators' country presence heterogeneity are considered. We find that consumers' local network decisions are important for the choice of operator in the majority of cases considered, and that this result is conditional on the chosen operator's market share. Furthermore, network characteristics and consumer preferences, such as coverage, tariffs, and network importance also affect the choice of mobile network for the Latin American context.  相似文献

Online learning and training continue gaining momentum worldwide resulting in the reduction of the traditional form of face-to-face education with its temporal and spatial limitations. Online education improves access to education and training, as witnessed during the Covid-19 pandemic. This article focuses on online education adoption in Spain. A representative survey on ICT use in households conducted annually by the Spanish National Institute of Statistics is used to construct a panel database for the years 2008–2020. The first objective is to provide an econometric model for adopting online education using this panel data. Next is to measure the effects of relevant observable individual socioeconomic variables on adoption. A Heckman selection model allows for estimating the impact of gender, age, education, digital skills, habitat, and income. The article also measures the effects of Covid-19 in 2020 on different population groups. The drivers and impediments have the expected signs and plausible sizes. The paper concludes with policy recommendations and suggestions for further research.  相似文献

The Common Agricultural Policy (CAP) of the European Union, in effect since January 2023, seeks to differentiate products on quality, provide greater transparency on food origin, and on the transactions and the actors involved in the supply chain. At the same time, in Spain, the adoption of new technologies for the digitization of the agri-food sector has been proposed as a solution to address structural issues such as lack of competitiveness and innovation. In fact, systems using blockchain-related technologies for food control and traceability have seen great progress in recent years and, currently, the use of blockchain in supply chain management is almost doubling year on year. In this context, this paper investigates the level of development of blockchain technology in the agri-food sector in Spain and its applications for certifying food production conditions within the supply chain, and how it is supported by public policies. It identifies several challenges that need to be addressed for a widespread adoption could take place, such as data recorded on the blockchain, lack of standards, limited scope of projects, and integration of data capture automatically or with other technologies like RFID and AI. The document proposes to reorient public development policies to address these challenges, such as reusing data from, already in place, European data collections for production control and food traceability, educating users and stakeholders about the use of blockchain technology, and fostering legal and technical provisions which ensure system transparency to facilitate a successful implementation of blockchain.  相似文献

This paper investigates the high-speed broadband situation in the EU and its prospects. It uses a deployment model to estimate the investment required to meet the Digital Agenda for Europe (DAE) broadband targets set by the European Commission in its Europe 2020 strategy at different stages: as of 2016, after expected operators’ deployment, after public subsidies and leveraged investment, and as expected in 2020. The model uses data at the NUTS3 level, which is the most granular level that has data available on the status of broadband deployment, to arrive at a coherent and comparable framework. From the different perspectives on the investment to meet DAE targets, the paper concludes on the need for an appropriate combination of incumbent and alternative operators investments, public subsidies and leveraged investments, and new investments, both public and private and non-existing as of 2016, examining their feasibility and the impact of different regulatory, technical, and policy strategies.  相似文献
