Despite 5G still being embryonic in its development, there is already a quest for evidence to support decision-making in government and industry. Although there is still considerable technological, economic and behavioural uncertainty, exploration of how the potential rollout may take place both spatially and temporally is required for effective policy formulation. Consequently, the cost, coverage and rollout implications of 5G networks across Britain are explored by extrapolating 4G LTE and LTE-Advanced characteristics for the period 2020–2030. We focus on ubiquitous ultrafast broadband of 50 Mbps and test the impact of annual capital intensity, infrastructure sharing and reducing the end-user speed in rural areas to either 10 or 30 Mbps. For the business-as-usual scenario we find that 90% of the population is covered with 5G by 2027, but coverage is unlikely to reach the final 10% due to exponentially increasing costs. Moreover, varying annual capital intensity or deploying a shared small cell network can greatly influence the time taken to reach the 90% threshold, with these changes mostly benefiting rural areas. Importantly, simply by integrating new and existing spectrum, a network capable of achieving 10 Mbps per rural user is possible, which is comparable to the UK's current fixed broadband Universal Service Obligation. We contribute to the literature by quantifying the effectiveness of the spatial and temporal rollout of 5G under different policy options.  相似文献

Many studies have been made on the diffusion and development of broadband, however there are few published studies on the critical factors for advancing broadband services in developing countries. Thus, the purpose of this paper is to understand and identify the critical success factors for the development of broadband services in a developing country context, using the case of Peru. In this regard, this study uses data collected from interviews with Peruvian telecommunications professionals, policy makers and regional telecommunication experts, which is supplemented by official reports and statistical data to determine the critical success factors for broadband in this country. The four factors derived are; (i) expand the availability of infrastructure, (ii) define a national broadband policy that aligns the interests of stakeholders, (iii) develop effective competition in the broadband market, and (iv) stimulate the demand for broadband services. Through a MACTOR analysis the authors found that the objectives of sharing infrastructure, the further deployment of infrastructure and the development of competition in the market for broadband services are those that generate the most divergence between actors. Additionally, the MACTOR analysis determined that no disagreement existed for the objectives related to demand stimulation. Thus, four proposals are offered for the development of Peruvian broadband. The results are relevant for academics and policy makers interested broadband development in developing countries and for rural areas of developed countries.  相似文献

Broadband is becoming increasingly important to national economies and the personal lives of users. However, broadband availability and adoption are not diffusing in rural and urban areas at the same rates. This article updates the rural broadband digital divide, with special attention paid to mobility. Empirical estimations of broadband provision and usage in the US show that rural areas have fewer high-speed fixed and mobile providers but more slower-speed fixed providers than urban areas. While rural availability of mobile broadband is lower than in urban areas, it still helps fill in gaps in fixed broadband coverage in rural areas. The rural gap in fixed broadband usage remains, but the mobile broadband usage gap disappears after controlling for household demographics. The raw broadband usage gaps between rural and urban households are proportionally greater for low-income households. The potential for mobile broadband to benefit rural areas through economic development is also examined.  相似文献

This paper estimates the regional effects of high-speed broadband coverage on economic growth in a panel of 1348 regions across all European Union Member States between 2011 and 2018. We distinguish between different connectivity speed levels by aggregating the available regional data across all existing broadband technologies, and investigate how regional differences in the contribution of broadband coverage to real economic growth can quantitatively explain the persistence of the European urban-rural digital divide. In order to make our results robust to endogeneity and disaggregated data availability issues, we employ a bootstrap-based bias correction for the dynamic fixed effects estimator. We find that expansions in the provision of lower-speed broadband access accelerated annual per capita growth in both urban and rural regions through diminishing returns to scale, but that the effects were weaker in those regions characterized by larger ruralization. High-speed broadband coverage, on the contrary, could only be significantly related to rural economic growth and had no impact within their urban counterparts. We find evidence that the costs of these high-speed rural connectivity expansions had not yet been offset, but that they exhibit increasing returns to scale with cut-off levels nearing full coverage. These results indicate that the high-speed digital expansion of rural Europe is a potential gamechanger for further rural development policies through its role as a general-purpose infrastructure, and consequently argue in favour of increased efforts to close the urban-rural digital gap.  相似文献

Amidst COVID-19-related stay-at-home orders, the economy moved largely online and broadband internet became more important than ever. This paper explores the relationship between broadband and employment rates during April and May 2020 in rural U.S. counties. We use two broadband dimensions: infrastructure availability rates and household adoption rates. We use a two-stage least squares approach to address endogeneity and control for socioeconomic, demographic, and pandemic-related factors. Results show broadband availability and wired broadband adoption both had significant, positive impacts on the employment rate. Our findings suggest both broadband adoption and availability may be associated with economic benefits in rural America.  相似文献

Variations in the supply and demand of telecommunications infrastructure in the United States are well documented. However, amidst waning concerns of a broadband digital divide, the geographic aspects of broadband availability continue to be intriguing. While some areas benefit from a robust selection of broadband providers, choices for consumers in other regions are often limited. The purpose of this paper is to explore the spatially unbalanced levels of broadband provision in the USA by providing an abbreviated longitudinal analysis of broadband regions and their development from 1999 to 2004. Broadband core and periphery regions are identified through the use of spatial statistical techniques and a geographic information system. A broadband competition index for ranking metropolitan and micropolitan areas is also introduced.  相似文献

We use a county-level panel dataset from 2012 to 2018 to assess the impacts of various state policies on total and rural broadband availability in the United States. The primary dependent variable is the percentage of residents with access to 25 Megabits per second (MBPS) download and 3 MBPS upload speeds via a fixed connection, with alternative specifications considering other aspects of availability such as technology type and competition. We control for the main determinants of Internet availability such as income, education, age, and population density. Our policy variables come from the newly released State Broadband Policy Explorer from the Pew Charitable Trusts and individual contacts from the nationwide State Broadband Leaders Network. Our primary policies of interest are those related to: (1) availability of state-level funding, (2) existence of a state-level broadband office/task force with full-time employees, and (3) restrictions on municipal/cooperative broadband provision. We find a positive and significant impact of state-level funding programs on general (and fiber) broadband availability, and a negative impact of municipal/cooperative restrictions. The findings are similar when the analysis is restricted to the rural portions of counties.  相似文献

This paper uses recent data on both broadband availability and adoption to empirically gauge the contribution of broadband to the economic growth of rural areas of the United States over the past decade. Availability data from the National Broadband Map aggregated to county level is used in conjunction with county-level adoption data from Federal Communication Commission. Economic variables of interest include median household income, number of firms with paid employees, total employed, percentage in poverty, and the percentage of employees classified as either creative class or non-farm proprietors. A propensity score matching technique (between a “treated” group associated with various broadband thresholds and a control group) is used to make preliminary causal statements regarding broadband and economic health. Growth rates between 2001 and 2010 for different economic measures are tested for statistical differences between the treated and non-treated groups, restricting the analysis to non-metropolitan counties. Results suggest that high levels of broadband adoption in rural areas positively (and potentially causally) impacted income growth between 2001 and 2010, and negatively influenced unemployment growth. Similarly, low levels of broadband adoption in rural areas lead to declines in the number of firms and total employment numbers in the county. Broadband availability measures (as opposed to adoption) demonstrate only limited impacts, suggesting that future broadband policies should be more demand-oriented.  相似文献

There is considerable interest worldwide in broadband diffusion, with research focusing on aspects such as the provision of broadband in remote areas and the socio-economic factors that determine the likelihood of adoption. This paper identifies the policies and initiatives used to encourage broadband awareness, availability and adoption in remote and rural Scotland. Complementary and (in some cases) contradictory policies are explored and areas where policy may be applied in the future suggested. This study aims to assess the economic benefits of high-speed broadband within and across neighboring counties in Germany. Utilizing a balanced panel dataset of 401 German counties with data from 2010 to 2015 as well as different panel estimation techniques, we find that an increase in average broadband speed has a significantly positive effect on regional GDP in the average German county. Furthermore, we find that broadband deployment in German counties induces not only substantial economic benefits in terms of direct effects within counties but also positive regional externalities across counties. According to our estimation results, an increase in average bandwidth speed by one unit (1 Mbit/s) induces a rise in regional GDP of 0.18%. This effect is almost doubled if we also take regional externalities into account (0.31%). Moreover, we find that regional agglomeraton effects are of particular relevance for rural counties. Our cost-benefit analysis of subsidies based on conservative estimates suggests efficiency gains, as the total economic per capita benefits (€164) of subsidy programs to encourage broadband expansion exceeded their associated per capita costs (€114).  相似文献

Since 2002 the USDA's Broadband Loan Program has directed more than $1.8 billion in subsidized loans to help expand broadband access in under-served rural communities. Program eligibility criteria included having a population of 20,000 or fewer, having no prior access to broadband, and providing a minimum matching contribution of 15% by recipients of the loan. Loans were extended mainly to small telecommunications services firms at varying (subsidized) interest rates. We evaluate on the effectiveness of the Loan Program in increasing broadband availability in target locations. Specifically, we analyze whether loan receipt increases the number of broadband providers in a particular location, using various count panel methods. Our analysis is conducted at the ZIP code level over the period 1999–2008; it uses broadband provider data from the FCC's Form 477, and loan data from the Rural Utility Service (the implementing agency for the Broadband Loan Program). Results indicate that ZIP codes receiving broadband loans did in fact experience modest, statistically significant increases in the number of broadband providers vis-à-vis non-recipient locations; that average marginal effects on treated ZIP codes were approximately 0.092 additional broadband providers annually; and that these benefits accrued more towards rural locations than urban locations, in conformance with the intent of the program.  相似文献

As broadband use has grown over the past few years, scholars and policymakers have turned some of their attention to the urban-rural broadband divide. While existing research offers important insights into this divide, no research has fully explored the differences in broadband deployment patterns among various types of telecommunications providers, including both large and small telephone and cable providers. Through data collected from interviews with telecommunications company representatives, this research assesses the extent to which different types of providers are deploying broadband in urban and rural areas. The interviews are also used to ascertain factors shaping the broadband deployment decision-making process for different types of providers. Both the quantitative and qualitative elements of this research demonstrate clear patterns among different types of providers in relation to rural broadband deployment, as different types of companies are influenced by somewhat unique regulations, competitiveness concerns, resource levels, and existing infrastructure conditions.  相似文献

Broadband network deployment plays an important part in the strategic policies in Europe to promote growth and innovation in all sectors of the economy in addition to social and territorial cohesion. In compliance with existing community policies, Romanian strategies in this field seek to provide the necessary support for broadband connectivity in rural areas. The goal of this study is to define a rural end-user profile to plan the most appropriate broadband service strategy from both a technical and a marketing perspective. Our empirical research involves an exploratory survey conducted in rural areas in northwestern Romania (n=1040 respondents). The findings reveal low levels of customer satisfaction and users more interested in data transfer than voice or video applications. Given this rural user profile, simulations of network traffic were conducted. The simulation results suggest that WLANs are the most suitable solution for the “last mile” broadband segment.  相似文献

I analyze a quasi-natural experiment of fiber broadband rollout in a rural German county and investigate the impact on real estate values. I find that there are strong and significant effects of fiber broadband deployment, which indicate relevant personal benefits for customers. While disparities in broadband in rural areas are well documented, little research exists about broadband in tribal communities. This gap means we lack information about the trajectory of broadband deployment in tribal areas. It also means we lack comparative information about the similarities or differences in the trajectory of broadband deployment in tribal areas compared to non-tribal areas (e.g. urban and rural areas). To address this gap in our knowledge, this study utilizes longitudinal tract data constructed from information in the FCC Form 477 database to analyze broadband provision in tribal areas from 2014 to 2020. Empirical results show that rural tribes may be falling further behind the rest of the nation in broadband provision, while metropolitan tribal areas now enjoy better provision levels, on average, than their non-tribal counterparts. Additionally, the nuances of broadband distributions across tribal, rural, and urban areas make clear that a one-size-fits-all policy to aid tribal communities is inappropriate to address these and other related challenges. This is especially true as concerns about the intersection of federal broadband policy with tribal sovereignty and self-determination emerge.  相似文献

The paper is concerned with PPP in the telecommunications area and more specifically with the combination of public and private investments in upgrading broadband infrastructures. Following the liberalization of the telecommunications area, investments were primarily left to the private sector – though public investments have continued to take place in specific areas such as research and education networks and rural and otherwise underserved areas. Lately, however, governments have upgraded their public investment plans in broadband infrastructures. The question is whether we are witnessing a simple quantitative change or whether this quantitative change includes a qualitative evolvement in the view on the role of the public sector in expanding broadband infrastructures. At the present time, the most likely answer is that increasing public investments in broadband infrastructures signal a combination of concerns raised by the economic crisis and the growing awareness of the social and economic importance of efficient broadband infrastructures.  相似文献

This paper investigates how broadband penetration affects economic growth. A macroeconomic production function with a micro-model for broadband investment is used to estimate the impact of broadband infrastructure and growth. The results indicate a significant causal positive link especially when a critical mass of infrastructure is present. Colombian telecommunications exhibit remarkable growth in the mobile sector and television market evolution and some degree of stagnation in fixed telephony and broadband access. Only recently the Colombian government has started to seriously address the need to deploy a plan for rapid and effective broadband growth, adding to the worldwide wave of government planned investments on fibre-optic broadband access expansion. This paper analyses the current state of the Colombian government’s broadband plan, named Vive Digital, comparing its proposed actions with the plans and achievements of three OECD countries’ experiences on broadband policies. Several aspects, either collectively or individually, from the three international cases are used as guidelines of what an integrated, efficient broadband policy may be. The analysis takes consideration of the contextual differences between the studied cases for the benefit of identifying the strengths and weaknesses of the Colombian plan, and is focused on the incentive structure needed to advance the development of infrastructure, services, applications and user involvement.  相似文献
