In Scotland, the land question comprises issues associated with the legal context, ownership, use and management of the resource. The context within which the land question has been addressed has changed quite dramatically over the past decade, as a consequence of the Scottish Parliament and the policy impetus associated with sustainable development. These have combined to focus attention on the relationship between economic change and environmental quality and on the appropriateness of management regimes to secure a feasible balance of interests. In 1997, the (then) Scottish Office established a Land Reform Policy Group to identify and assess proposals for land reform in rural Scotland. Its main aim was to provide the Scottish Parliament with an agenda for action on land reform. The Land Reform Policy Group has stated that land reform legislation should set out clearly the objectives of land use and land reform;the basis for public sector involvement in land matters; and bring together a comprehensive range of measures for removing barriers and promoting positive action. This paper examines the emergence of the Policy Group as an institutional sponsor in effecting an agenda for land reform in Scotland. 相似文献

Newly available Soviet data reveal that government debt increased to compensate for inefficient use of funds for most of the Soviet period. Given the difficulty in managing fiat money without information and data generated by the market, and the simple Soviet financial structure, the increasing debt suggests that non-performing financial assets accumulated in the household sector, and inefficient real assets built up in the enterprise sector. The empirical analysis using a small time-varying parameter vector autoregression model identified that funds supplied to the economy had contributed at a decreasing rate to economic growth during nearly the entire Soviet period. Funds continued to be used wastefully, non-performing financial assets accumulated, and consequently the value of the ruble was decreasing. In this sense, Soviet monetary management was inefficient. Future research will include efforts to investigate responsiveness of price regulating authorities to changes in monetary and financial situation, to understand monetary management on the republic level, and to quantify the efficiency of use of funds. 相似文献

The purpose of this paper is to evaluate the relative influence of bilateral and multilateral concessional debts on public investment in 32 sub-Saharan African countries over the period 1985–2020. Dynamic panel autoregressive distributed lag models comprising the mean group, pooled mean group and dynamic fixed effect estimators were employed in our model estimations. The results revealed that bilateral and multilateral concessional debts had a long-run positive and significant effect on public investment. The findings indicated that a 1% change in bilateral and multilateral concessional debt was associated with 8.6 and 11.3% increases in public investment, respectively. While the short-run influence of bilateral concessional debts was significantly positive, multilateral concessional debts had a short-run positive but insignificant effect on public investment. It is discovered that institutional quality is associated with declines in public investment. The contingency analysis shows that institutional quality explains a lot about how well bilateral and multilateral concessional debts drive public investment. The evidence suggests that poor institutional quality is more likely to undermine the effectiveness of bilateral concessional debts on productive investment than multilateral concessional debts. 相似文献

The reform of the shareholding system for collective assets (SSCA) has made clear the community members' rights to collective assets and their possessory rights, while changes in the residents' rights may alter their behaviors and community interests. In this study, the Difference-in-Differences estimation method is used to examine the impact of the SSCA reform on residents' participation in community governance. With residents' participation as the mediating factor, the mediating effect model is used to study the impact of the reform on community debts risk (CDR). When the household, community, and economic variables are controlled, the probability of residents in communities that have undergone reform being willing to participate in community governance is 5.6% higher than those in communities that have not. The results are significant at the 5% level. In terms of CDR, the SSCA reform has significantly reduced the debts–assets ratio by 7.9%. These findings have passed a series of robustness tests. This conclusion provides new ideas for promoting communities' democratic participation and debts risk management. 相似文献

This work traces some aspects of Gunnar Myrdal's intellectual development with an eye to suggesting a Myrdallian paradigm,
offered as an alternative to orthodox economic analysis. While the characteristics of a Myrdallian perspective are clear and
some weaknesses of neoclassicism are presented, the lack of critical analysis and explicit comparison of the alternatives
weakens the argument. Instead, one is expected to conclude that different must be better. Using the framework to compare economies
in transition leads to an unconvincing judgment in favor of the Chinese approach. Not only has China failed to adopt the rational
planning and Enlightenment values advocated by Myrdal, but its failure to address noneconomic institutional change leaves
