《欧盟新玩具安全指令》即将实施

4月26日，商务部、质检总局在第105届中国进出口商品交易会上委托专家解读即将生效的《欧盟新玩具安全指令》。据了解，该指令的正式实施，将使玩具制造及检测成本大幅上升，并加大中国玩具制造商的责任风险，玩具行业将因此再次面临严峻的生存考验。玩具产业链的所有环节相关企业应及早了解指令内容，共同应对技术壁垒。

欧盟玩具安全新指令正式生效 2009年7月19日,欧盟新玩具安全指令（2009／48／EC）正式生效．为便于玩具行业适应新版欧盟玩具安全指令的要求,欧盟给出了两年过渡期,而对于化学方面的要求,过渡期延长至四年。在过渡期间,符合旧指令的玩具仍然可以投放欧盟市场．据悉,欧盟新玩具安全指令新增了对有毒有害化学物质的要求和限制。

欧盟议会和欧盟理事会8月13日正式启动两项法律规定：自2005年8月13日起，包括玩具在内的10类机电产品在出口欧盟时必须在法律意义上承担起支付自己报废产品回收费用的责任；自2006年7月1日起，所有在欧盟市场上出售的电子、电器产品(含电子玩具及带电动机的塑料玩具)不得使用含有铅、汞、镉、六价铬等重金属，以及聚溴二苯醚(PBDE)和聚溴联苯(PBB)等6种有害物质。这两项立法将给我国对欧盟电子电器玩具产品出口造成重大影响。届时，不符合指令要求的玩具等产品随时可能遭遇退货风险。这两项规定无疑将使我国的玩具出口企业的出口成本进一步增加，对于原料成本价已经暴涨的塑料玩具及配件加工企业来说，及早做好应对工作才不至于“雪上加霜”。     

欧盟RAPEX通报玩具产品的安全风险因素分析
