欧盟碳市场MRV机制对我国碳市场建设的启示

<正>监测、报告和核查（MRV）机制构成了国际社会对温室排放和减排监测的基本要求和实施基础,是支撑碳市场可持续发展的重要基石。当前,我国碳市场还刚刚起步,MRV机制的法律保障不够健全,监管能力薄弱导致碳排放数据质量不高,核查体系电子化、信息公开和透明度较低等问题突出。欧盟碳市场是当前全球最成熟的碳市场之一,核查机制相对完善,对我国碳市场监测、报告和核查具有较强的借鉴意义。     

对构建我国碳市场MRV管理机制的几点思考

我国将于2017年启动全国碳排放权交易市场,建立和完善温室气体排放的测量、报告和核查(MRV)机制是碳市场运行的基础和保障。本文从顶层设计、技术支撑、能力建设等方面提出了构建全国碳市场MRV管理机制的几点建议。     

全国碳市场渐行渐近

自2013年以来,我国已在七个省市陆续展开碳交易试点工作,在市场体系构建、配额分配和管理、碳排放测量、报告与核查等方面进行了深入探索,为全国碳市场的建设积累了宝贵经验。在七个区域碳交易市场试点3年后,全国碳市场目前已渐行渐近。国家发改委2016年1月份印发了《关于切实做好全国碳排放权交易市场启动重点工作的通知》,对全国碳市场建设作出了统一部署,     

食品饮料行业温室气体排放特征及减排潜力分析——以杭州市为例

本文通过分析杭州市重点食品饮料加工企业2010—2015年分年度的核查数据,研究行业的排放特征和关键排放源,并提出食品饮料行业的减排潜力以及低碳发展的对策建议。结果表明:(1)所核查企业的温室气体排放总量先升后降,这主要是由产量变化引起的。(2)食品饮料加工企业的碳排放强度较低,碳减排力度大。(3)碳核查发现企业的活动水平数据质量有待提高,碳排放管理有待加强。(4)食品饮料加工企业碳排放较低,应积极打造低碳产品,创建低碳企业。
