Census tract data were used to investigate the influence of racial segregation on housing prices in the Oakland, California housing market. White renters were found to pay a premium to live in segregated neighborhoods. Racial differences in the implicit prices of specific housing characteristics were also observed in the rental market: a unit of housing space was more expensive in the black rental submarket, while a unit of housing quality cost more in the white rental submarket. No significant differences were found in the prices paid by black and white homeowners, although for methodological reasons these results were less reliable than those for rental housing.  相似文献

The study examines trends in the level of residential segregation by race in U.S. metropolitan areas. It finds that the majority of housing markets experienced an increase in segregation between 1960 and 1970. Established racial patterns were typically maintained, with black population growth accommodated by the peripheral expansion of minority areas. This general pattern of development occurred in both high- and low-income neighborhoods, and typically left the average black with fewer whites as neighbors. Although the average white was at the same time exposed to a slightly higher proportion of blacks, the vast majority of urban whites continued to live in racially segregated neighborhoods.  相似文献

There is little credible evidence on whether price discrimination exists in the housing market. Using a large sample of single-family home sales from Florida where both the race of the seller and buyer are known, we present evidence using the traditional and Harding et al. [HRS, Harding, J.P., Rosenthal, S., Sirmans, D.F., 2003. Establishing bargaining power in the market for existing homes. The Review of Economics and Statistics 85, (1) 178–188] approaches to empirical estimation. Omitted variable bias is found to plague the traditional approach. Results from following the HRS approach indicate that price discrimination exists by whites and Hispanics against blacks and Asians. Price discrimination against blacks is restricted to non-majority black neighborhoods and is smaller in magnitude in neighborhoods containing younger and more educated homeowners.  相似文献

This paper sets out a new mechanism involving the emergence of middle-class black neighborhoods that can lead segregation in American cities to increase as racial inequality narrows. The formation of such neighborhoods requires a critical mass of highly educated blacks in the population, and leads to an increase in segregation when those communities are attractive for blacks who would otherwise reside in middle-class white neighborhoods. To assess the empirical importance of this “neighborhood formation” mechanism, we propose a two-part research design. First, inequality and segregation should be negatively related in cross section for older blacks if our mechanism operates strongly, as we find using both the 1990 and 2000 Censuses. Second, a negative relationship should also be apparent over time, particularly for older blacks. Here, we show that increased educational attainment of blacks relative to whites in a city between 1990 and 2000 leads to a significant rise in segregation, especially for older blacks, and to a marked increase in the number of middle-class black communities. These findings draw attention to a negative feedback loop between racial inequality and segregation that has implications for the dynamics of both phenomena.  相似文献

This article examines the link between local government fragmentation, or “Tiebout choice,” and segregation between black and white residents. As suggested by Tiebout [Tiebout, C., 1956. A pure theory of local public expenditures. Journal of Political Economy 64, 416–424.], fragmented local governance structures may encourage households to vote with their feet and sort into communities based on their willingness to pay for local public services. This outcome has been well documented. The nuance explored here is that, if the demand for local public services varies by race or if households have preferences for neighbors with specific racial characteristics, local government fragmentation may foster an increase in residential segregation by race across neighborhoods and jurisdictions. Results from metropolitan-level regressions suggest that increased Tiebout choice is associated with increases in black–white residential segregation within US metropolitan areas. Comparable results are obtained from household-level estimates, where the black racial composition of a household's census tract of residence is regressed on household-level controls and racially stratified measures of Tiebout choice. Results from both approaches suggest that a 10% increase in Tiebout choice would increase neighborhood segregation by no more than 1%, while segregation across jurisdictions would increase by between 4% and 7%.  相似文献

We use hedonic analysis of home transaction data from the Minneapolis–St. Paul metropolitan area to estimate the effects of proximity to open space on sales price. We allow the effects of proximity to vary with demographic and location-specific characteristics and include fixed effects to control for observed and unobserved neighborhood characteristics. We find that the value of proximity to open space is higher in neighborhoods that are dense, near the central business district, high-income, high-crime, or home to many children. Using the metropolitan area's average value may substantially overestimate or underestimate the value of open space in particular neighborhoods.  相似文献

The economic status of single mothers with dependent children has recently been shown to vary greatly according to their living arrangements, a finding with implications for poverty policy and welfare reform. The economic and time resources of single mothers in various living arrangements were compared using the 1987 National Survey of Families and Households, Cohabitation is significantly related to increased income adequacy and lesser receipt of public assistance for white mothers, but not for black mothers. Living in the parent's home is significantly related to a reduced likelihood of receipt of public assistance for both white and black single mothers, but living with parents is related to lesser time demands in household work for only white single mothers. Differences in resource levels may be related to the finding that, among those living in the parental household, a large majority of white mothers live with two parents, while a majority of black mothers live with one parent.  相似文献

Between 1940 and 1980, the homeownership rate among metropolitan African–American households increased by 27 percentage points. Nearly three-quarters of this increase occurred in central cities. We show that rising black homeownership in central cities was facilitated by the movement of white households to the suburban ring, which reduced the price of urban housing units conducive to owner-occupancy. Our OLS and IV estimates imply that 26 percent of the national increase in black homeownership over the period is explained by white suburbanization.  相似文献

This paper investigates the reasons for the lower rate of home ownership of black households compared to white households in urban areas. A model of the demand for owner-occupancy by blacks relative to the demand by whites is formulated and econometrically estimated.The principal finding is that a percentage increase in the mean level of black household incomes produces a larger increase in the relative rate of blacks' home ownership than an equivalent reduction in the price of owner-occupied housing which they face. Although significant effects of within market discrimination against blacks as reflected in higher prices of owner-occupied housing to blacks are found, attempts to associate this price premium with measures of residential segregation were unsuccessful.  相似文献

The Annual Equal Employment Opportunity Reports and Current Population Survey files are used to examine employment and earnings by race and gender in the telecommunications industry following changes in the industry's affirmative action guidelines and following the divestiture of the American Telephone and Telegraph Company. Nonblack minority men were the only underrepresented group to experience marked employment gains as managers and professional. The relative employment probability of other underrepresented workers remained similar to the levels experienced during the implementation of affirmative action guidelines. Earnings differentials did decline for minority men and white women in the telecommunications industry. However, this finding is only unique to black men as the earnings pattern for white women and nonblack minority men mirror that found for these groups nationally.  相似文献

Recent studies of public space in US central cities tend to focus either on (1) market‐driven placemaking (privatized parks, hipster shops) in gentrifying enclaves or (2) street cultures (community gardens, hip‐hop) in low‐income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market‐driven placemaking, which suppresses and displays cultures of resistance. White business and real‐estate interests showcase downtown spaces to counter news of disinvestment and suffering in low‐income neighborhoods. The legal and political legacies of civil rights and black power struggles—combined with consumer demand (black culture sells)—force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.  相似文献

This paper explores the relationship between neighborhood racial composition and the level of banking services. We use unique census tract-level data on banking services and neighborhood characteristics in Alameda County, California, from points in time before and after the recent wave of bank consolidations to eliminate as well as possible the potential for omitted variables bias that could plague cross-sectional study of the issue. Using a variety of specifications and numerous sensitivity checks, we find that minority neighborhoods (particularly black neighborhoods) are less likely to have banking services, and are more likely to lose services during bank consolidations.  相似文献

Conventional theory predicts that transportation cost to a big-city central business district is an important determinant of housing prices. If this is true, the sudden rise in gasoline price following the Iranian revolution in 1979 could have caused a relative housing-price shift in central and peripheral neighborhoods. This paper looks for such an effect by fitting hedonic price functions in selected neighborhoods at varying distances from downtown Philadelphia, and testing for a relative shift at the time of the gasoline shortage. The results suggest that the energy shortage's effects may have been focused disproportionately on a few already revitalizing neighborhoods.  相似文献

ABSTRACT This article analyzes the estimated yearly earnings of white, black, and Hispanic males and white, black, and Hispanic females in order to determine two things: Whether white male earnings continue to exceed those of reference groups, and how the cost of being female (the gender effect) compares with the cost of being nonwhite (black or Hispanic). We find that white males earnings are still greater than those of other groups, but when earnings are adjusted for market related differences, most of the differentials for black and Hispanic (Mexican-American, Puerto-Rican) males disappear. Even after adjustment, however, a considerable portion of females earnings differentials remain unexplained. Gender effects are considerably larger than race or ethnic effects.  相似文献

The relationship between internal-control, self-esteem and self-respect measures of the effort-performance and performance-outcome beliefs – the two major beliefs of the expectancy model of work motivation – were examined in a sample of forty-two white and thirty-eight black managers in South Africa. The correlations between self-esteem and the effort-performance belief and between internal-control and the performance-outcome belief were both significant in the white group but not in the black group. The white managers were significantly more internally oriented and had significantly higher levels of self-esteem than the black mangers. The white-black differences are explained in terms of features of the current socio-political systems in South Africa. The fact that in both groups the two beliefs correlated significantly together and equally with the self-esteem and internal-control suggests that the two beliefs may not be as independent as is implied by expectancy theory.  相似文献

This study explores the relationship between the home and job location of the household within a metropolitan area. The model is an extension of the Alonso-Muth framework and allows the household to simultaneously choose its residential and employment location, monthly rent, number of rooms and the type of structure of the dwelling unit, so as to maximize its utility subject to the budget constraint.The data base is the Home Interview Survey conducted in 1965 by the (San Francisco) Bay Area Transportation Study Commission. The coefficients in the simultaneous model are estimated by two-stage least squares. The cross-section sample is stratified by tenure into renters and homeowners; by race into black and white households; and further by position in the life-cycle.The results of the location equations reveal that both the home and job location are responsive to each other which implies that the decentralization of jobs will result in the decentralization of residences for black households. The results of the housing equations imply that black and white households have almost identical elasticity of demand for housing. There is very slight evidence of price discrimination against black households. However, there is evidence that black households do face a geographical segregated market for rental housing.The results of this study argue that the decentralization of population is not due solely to rising incomes and will continue as long as industry decentralizes. Furthermore, governmental policies of increasing the income of central city residents, through subsidies to employers to locate in the central city will have a strong effect: inducing those residents to remain in or move into the central city. Thus, a policy that is meant to alleviate the plight of the city center may only result in strengthening the racial and income split between the suburb and the central city inhabitants.  相似文献

Extreme land abandonment is one of the most visible expressions of urban decline. Conventional theory emphasizes housing lifecycle processes, municipal fiscal challenges and deindustrialization to explain its prevalence. Empirically however, these factors are not strongly associated with the most extreme instances of land abandonment in the American Rust Belt. Race, by contrast, is strongly associated with these patterns, yet there is little mention of it in conventional theory. This article draws on group threat theory to explain how the construction of Blackness as a threat to white property, power and political influence, has propelled the production of extreme land abandonment. The constructed threat has translated into a sustained suppression of demand and capital for overwhelmingly black neighborhoods. These forces operate both independently and as an accelerant for other abandonment drivers.  相似文献

Using a rich database of non-prime mortgages from New York City, we find that census tract level neighborhood characteristics are important predictors of default behavior, even after controlling for an extensive set of controls for loan and borrower characteristics. First, default rates increase with the rate of foreclosure notices and the number of lender-owned properties (REOs) in the tract. Second, default rates on home purchase mortgages are higher in census tracts with larger shares of black residents, regardless of the borrower’s own race. We explore possible explanations for this second finding and conclude that it likely reflects differential treatment of black neighborhoods by the mortgage industry in ways that are unobserved in our data.  相似文献

A bstract . The use of vectorautoregression techniques provides empirical verification that monetary and fiscal policies do not have equal impacts on unemployment rates disaggregated by race and gender. In general, it was found that white males benefited from macro-policies more than any other category. However, black females were also shown to benefit significantly. Results were reported from both the 1970s and 1980s and indicate that these differential unemployment rate responses became magnified during the 1980s. The results for white males are consistent with a number of theories that have been offered by several writers, but the results for black females might seem, at first, to be difficult to explain. However, a close inspection of educational attainment scotes for black women over recent decades reveals a potential source of this finding.  相似文献
