In discussing land use in tropical forest regions, there is an emphasis on the following topics: the need for the expansion of cropping areas, the precedent for use of the tropical forest for cropping based on past use patterns, the pressure from conservationists against cropping, debunking the mythology that forests are "natural" and refuting the claims that forest clearance is not reversible, the archeological evidence of past forest use for agricultural purposes, abandonment of tropical land to forest, and rotation of forest and field. The assumption is that the way to stop food importation is to increase crop production in the tropics. Crop production can be increased through 1) land intensification or clearing new land, 2) output per unit of land increases, or 3) reallocation to agriculture land previously cleared and overgrown with tropical forest. "Temporary" reuse of land, which reverted back to tropical forest, is recommended. This reuse would ease population pressure, and benefit bioconservation, while populations stabilize and further progress is made in international plant breeding. The land would eventually be returned to a forest state. Conservation of tropical forest areas should be accomplished, after an assessment has been made of its former uses. Primary forests need to identified and conversion to farming ceased. Research needs to be directed to understanding the process of past forest regeneration, and to devising cropping systems with longterm viability. The green revolution is unsuitable for traditional cropping systems, is contrary to demands of international funding agencies for sustainability, and is not affordable by most poor farmers. Only .48 million sq. km of closed forest loss was in tropical rainforests; 6.53 million sq. km was lost from temperate forests cleared for intensive small-scale peasant farming. The use of tropical forest land for farming has some benefits; crops in the wetter tropics are perennial, which would "reduce seasonal soil tillage, increase nutrient cycling, and remove a lower proportion of biomass." Water availability would not be a problem. Low soil nutrient levels could be increased with cutting and burning or fertilizer. The key is proper and careful management, particularly under intensive cropping systems such as rice production or extensive long fallow shifting cultivation.  相似文献

Liberalisation of agricultural policies reduces the influence of policy on land‐use decisions, but environmental policy objectives remain. Governance provides an approach that recognises the role of institutions and collective action. The formulation of environmental policy objectives in terms of the provision of public goods raises questions as to the role of economic valuation and as to whether the definition of ‘goods’ may misdirect policy attention. An alternative approach relates to ecosystem services and sees management issues in terms of ecosystem resilience and the adaptive governance of socio‐ecological systems. Governance involves a mix of regulation, markets, government incentives and collective action. Regulation sets the domain within which markets operate and social judgements as to property rights are required as a basis for exchanges. Depending on commodity prices, agri‐environment schemes may be required either to reduce agricultural production intensity or to keep land under production. The diffuse nature of the environmental benefits and costs of land uses, the complexity of ecosystems and the need to co‐ordinate land management decisions indicate a role for local adaptive co‐management of land resources. Governments play a major role in supporting the institutional framework within which this can take place.  相似文献

At very high policy levels, efforts to reduce emissions from deforestation and forest degradation (REDD+) are considered to be innovative and cost-effective ways to make forest more valuable standing than cut. In response to climate change, international funding to support reductions in emissions needs to balance conservation and development. The Government of Vietnam is currently coordinating the design of a comprehensive benefit-distribution system, with the ambition to convert certified net emissions reductions into REDD+ revenue and distribute it to local partners in a transparent, equitable and cost-effective manner. A pilot scheme is underway in Bac Kan province. With forest cover of 56.6% and a poverty rate of 36.6%, Bac Kan is among the most heavily forested and poorest provinces of Vietnam, making it a potential site for pioneering REDD+ schemes in the country.Research questions were how to incorporate international, national and local stakeholders’ investments into any distribution scheme; and how to sustain and manage an efficient, effective and equitable funding scheme for environmental services, including REDD+ revenues. Multiple data collection and analytical methods (including participatory approaches) were used to answer both research questions. Additionally, for the second question, we employed cost-benefit, opportunity cost and economic analyses.Three key concepts formed the research frame for this paper: (1) benefit-distribution systems; (2) reducing emissions from deforestation and forest degradation plus conservation (REDD+); and (3) the broader concept of payments or rewards for ecosystem services; as well as lessons learned from existing, similar schemes.This results shows that an appropriate benefit-sharing system for REDD+ revenues can be developed in such a way that meets international regulations as well as national and sub-national circumstances, particularly for the environmental services’ providers who directly protect forests. Vietnam's payments for forest environmental services’ and integrated conservation schemes (where conservation and rural development are integrated) serve as a base for the development of a REDD+ benefit-distribution system.We discuss ways of bundling such schemes with REDD+ ‘service’ payments and income streams from forestry and agroforestry ‘goods’ to provide short-term food-security/economic return and long-term environmental benefits. This combination is expected to provide sustainable incentives, but further effort is needed in the use of participatory methods and a ‘bottom-up’ approach to provide a strong base for an effective and equitable REDD+ mechanism at landscape level.Experience drawn from Vietnam, in general, and in Bac Kan, in particular, can be replicated and directly contribute to reducing carbon emissions globally.  相似文献

The last twenty years or so have seen a new conjuncture in international trade in tropical agricultural products. That conjuncture combines both changes in the organization of the (Northern) manufacturer and consumer segments of the global commodity chains for those products, and in marketing arrangements in their (Southern) countries of origin, associated with structural adjustment and liberalization. This introductory essay provides the context for the case studies that follow, first by introducing some of the key concepts and analytical issues in the global commodity chain (GCC) approach and other recent relevant literature such as the French 'convention' theory. It then sketches an historical framework for examining international trade in tropical agricultural products, with brief illustrations of the specific trajectories of Africa and some African countries within that framework. Finally, it shows how a number of issues are explored in the case studies presented, including how current changes might affect the future prospects of smallholder ('peasant') production of tropical export crops.  相似文献

In this study we explain the concepts, determinants and imperatives of boundary in smallholder producers’ cooperatives both conceptually and empirically. The conceptual framework indicates the importance of the type of goods (being a club good or not) and range of activities that a cooperative provides to its members in defining a competitive boundary. Using unique organisational and market level data from Ethiopia, we then test empirically whether the observed (weak) performance of producers’ cooperatives in Africa is explained by their organisational boundary – the type and range of goods or services they provide to members. The empirical results confirm that the competitiveness of producers’ cooperatives is significantly correlated with the type and number of services – i.e. cooperatives that provide club goods and a limited range of services are found to be more competitive. The results also suggest that a considerable number of cooperatives in Ethiopia engage in markets where they do not have competitive advantage. Overall, we demonstrate the importance of properly defining a viable boundary – proper selection of services (or markets) and limiting the range of services – for improving the competitiveness of membership‐based producer cooperatives in Africa.  相似文献

In efforts to promote transitions to sustainability in city-regions, government and nongovernment actors throughout the world are devising comprehensive sustainability strategies and implementing a variety of environmental policies. Social actors in many city-regions view forest stewardship as an important element of this integrated approach. Generally, urban sustainability goals are guided by the principles of ecological integrity, environmental quality, social equity, social inclusion, and social justice. In other words, sustainable urban development should foster a good quality of life for all by providing equitable access to adequate economic opportunity, housing, education, public services, ecosystem services, and environmental amenities. Governance structures should pursue these goals democratically with legitimacy, transparency, and accountability. Effective sustainability planning and management depend on the reliability of land-use monitoring and modeling approaches. They also require field-based, qualitative empirical research to understand the complex social dynamics that are invisible from space. The aim of this paper is to encourage international, cross-disciplinary dialogue on the conceptual, theoretical, methodological, and practical groundwork necessary to effectively carry out metropolitan land-change science, particularly for rapidly expanding small- and medium-sized cities in developing countries. I begin by presenting the paper's central conceptual and theoretical framework. Next, I explore existing analytical and methodological approaches to the study of land-use dynamics in metropolitan regions. After a brief discussion of specific opportunities and challenges for collaborative, interdisciplinary research in support of metropolitan land-change science, I conclude by proposing a four-part agenda for coordinated investigation of tropical and subtropical forest recovery in city-regions worldwide.  相似文献

While forestry issues and forest economists' interests are increasingly global, the costs of creating an international association have plummeted. These twinned trends suggest that the time is ripe to form an international association of forest economics.Anecdotally, forest economists have expressed considerable interest in international debates and scholarly exchanges. This anecdotal evidence includes expressed interest in a series of informal conversations with forest economists from around the world, the success of international journals such as the Journal of Forest Economics, and the success of international conferences and meetings organized by ad hoc committees. This increasing interest in international activities appears to reflect on-going trends of increased international trade, standardization of forest economic approaches, and increased mobility of forest economists, many of whom are accepting positions outside of their native country or region.Historically, the costs of organizing and sustaining an international association were extremely high. However, the improvement of communication technologies during the past two decades in the form of e-mail, the internet and fax machines have dramatically decreased the costs of many of the basic functions of an international association including interactions between members on scholarly issues, meeting and conference announcements, and members' direct participation in an international organization. These technological advances have been important to the success of the Journal of Forest Economics and to ad hoc organizing committees of international conferences and meetings. Associations can now be primarily virtual in the sense that the only non-electronic aspects of the organization are delivering paper copies of journals, and actual attendance at a conference and meeting.Currently no organization effectively serves as an international organization of forest economics. Existing forest economics associations are regional or national by design. International forestry organizations such as IUFRO, EFI and CIFOR are generally not led by forest economists, are not designed to promote timely scholarly exchanges among forest economists, and usually are unable to change rapidly in response to the changing needs of forest economists.Over the past few years at several meetings a number of forest economists have either discussed organizing an international association of forest economics or expressed strong interest in becoming a member of an international association of forest economics. The Journal of Forest Economics Editorial Board has expressed support of an international association with some members willing to assist the organizing effort. Other forest economists not associated with the Journal of Forest Economics have offered to help organize an association. Some of these forest economists have expressed particular interest in assisting with setting up internal communications for an international association, or organizing a conference under the auspices of an international association.Although previous discussions and preliminary attempts at organizing have not successfully created an international association of forest economics, they have helped uncover strong interest in an international association. There is reason to be more optimistic about the current organizing effort. Probably the most important source of optimism is that it appears likely that IUFRO will now assist efforts to form an international organizational of forest economics by providing both organizing effort and financial resources.A number of significant issues need to be resolved to form a viable international association of forest economics. These issues include:Clarifying the benefits and responsibilities of membership in an international association.Developing a mutually supportive relationship with both regional associations of forest economists, forest economics research centres and international forestry organizations.Determining the range of activities that the international association will routinely address including internal and external communications, the possibility of association sponsored conferences or meetings, organization details and other possible activities.Forming an international association of forest economics is both timely, and will enhance scholarship in forest economics. Rural land managers need access to sound advice and information to respond to pressures from environmental regulations, declining farm incomes, changing patterns in international trade and new institutional arrangements within the domestic food chain. Governments have cut back their provision of advisory services but need more than ever to influence land managers’ decisions to achieve a growing array of policy objectives. The paper develops a conceptual framework for analysing advisory services and concludes, through a review of sixteen case studies, that the needs of both governments and land managers can be met by a diverse mixture of private and public sector provision.  相似文献

Targeting of agri-environmental measures (AEMs) is a key to increasing the cost-effectiveness of governmental support for biodiversity conservation and the provision of ecosystem services from agriculture. Existing literature, however, often focuses on single measures without considering that policies are usually bundles of different measures addressing multiple non-marketed goods and services. Thus, interaction effects of a set of policies in a given policy mix may influence the cost-effectiveness of single measures. Recently, Swiss agricultural policy was redesigned using the Tinbergen rule as its basis, i.e., a single measure for each policy goal, including additional targeted direct payments. This facilitates testing for interaction effects of multiple targeted AEMs. Here we use a social-ecological, agent-based modelling framework to assess interaction effects of these agricultural policies while accounting for climate change impacts in our analysis. The results from our case study in a mountain region show that ecosystem service provision increases with targeted payments. However, interaction effects of the different targeted policies affect the provision levels of all goods and services. In particular, changes at the extensive margin, i.e., the total amount of land that is under production, largely determine the amount of ecosystem services provided. Thus, climate change driven productivity increases and policies that keep land in production may substantially support the provision of non-marketed goods and services in marginal agricultural production regions with a high potential for land abandonment. Consequently, the effectiveness of targeted policy measures should also consider changes at the extensive margin and be assessed in the context of bundles or portfolios of different policy measures.  相似文献

We present a micro‐econometric analysis of agricultural credit market outcomes in Poland that investigates the relationship between contractual arrangements and interest rates. An innovative theoretical framework based on a hedonic market model is developed. We interpret the factors that influence interest rates as ‘quality’ components of the credit contract. Using unique data allows us to consider both nominal interest rates and additional bank fees. The results show that banks have preferences for particularly liquid types of collateral, whereas they care little about the purpose for which the loan is used. Furthermore, the analysis allows quantification of the effects of socioeconomic attributes of farmers, different lending sources and government subsidies on interest rates. The latter effect is small compared with the officially declared reduction of the nominal interest rate. A simulation shows that enabling more borrowers to use liquid forms of collateral implies lower rates than those obtained by participating in the subsidy programme.  相似文献

The Lore Lindu region in Indonesia—as in many forest frontier areas in Southeast Asia—has experienced rapid deforestation due to agricultural expansion in the uplands, at the forest margins. This has resulted in aggravated problems of erosion and water availability, threatening agricultural productivity growth. At the same time, technical progress is promoting agricultural intensification in the lowlands. In this article, we examine how improved technologies for paddy rice cultivation in the lowlands have affected agricultural expansion and deforestation in the uplands. The question of a “forest‐saving” or “forest‐clearing” effect related to technical innovation is important from a sustainable development perspective and remains a controversial issue in the literature. We address this question for the Lore Lindu region with an empirical model in which expansion in the lowlands and the uplands is estimated simultaneously. We use data from an extensive village survey conducted in the region, combined with GIS data. To guide the empirical analysis, we develop a theoretical framework based on a Chayanov‐type agricultural household model. The model analyzes farmers' land allocation decisions, taking into account the lowland–upland dichotomy in the agricultural sector. The empirical findings, corroborated by the analytically derived results, show how technical progress for lowland production affects land use at the forest margins and how these effects depend on the factor‐intensity of the technology. The findings imply specific rural development policies for sustainable agricultural intensification in forest frontier areas.  相似文献

In a context where several sectors of society compete for space, land use types must be carefully designed and spatially allocated to guarantee a sufficient level of relevant ecosystem services (ES) in a territory of interest. In this respect, contemporary land use planning involves multiple, often conflicting objectives and criteria. Consequently, major benefits can be expected from spatial decision support systems (sDSS) designed to deal with complex spatial allocation problems.This paper presents the generic conceptual framework ‘OSMOSE’ and its free and open source software implementation, for the generation of specific sDSSs for spatial land use planning. The specific sDSSs generated with OSMOSE are meant to (i) identify land units which meet multiple predefined ES-attribute values for a specific land use type (LUT) and (ii) rank land units for a given LUT according to these multiple ES-attributes. A complementary purpose is to (i) identify and (ii) rank LUTs for a given land unit. Whereas ‘identification’ is done by means of a threshold query, ‘ranking’ is based on the Iterative Ideal Point Thresholding (IIPT) method. The proposed framework is extremely flexible as it can accommodate differentially weighted, continuous and/or ordinal attributes with, for the latter, equal or unequal number of classes, alternative land unit definitions and land use types. Moreover, assessments cannot only be made using ES-levels for the land unit/LUT combinations but also in terms of changes in ES-levels after a particular change of LUT.The OSMOSE framework is illustrated by means of the specific sDSS BoLa which is generated to support land use planning in the region of Flanders (Belgium) with focus on soil protection. Four cases are presented in which the decision support varies between the available approaches (threshold – selection, threshold – ranking, IIPT – selection, IIPT – ranking).  相似文献

The objective of this study is to evaluate preferences for time paths of outputs arising from alternative forest management practices. A discrete choice framework using logit and mixed logit models is used to evaluate stated choices by Public Advisory Committee members over attributes regarding inter-temporal forest management options. Results of the study indicate a relatively strong preference for physical sustainability, or even flow choices. However, respondents appear to be more accepting of uneven flows in recreation services than they are of uneven flows of timber harvests. Results also provide yet another illustration of a difference in implied rates of discount over the goods involved (i. e. timber versus recreation). The paper illustrates a mechanism for use in public involvement exercises that may identify inter-temporal preferences over forest management plans and strategies.  相似文献

Many researchers have noted that not only natural ecosystems but also landscapes actively modified by humans (engineered or designed ecosystems) can significantly impact the level of ecosystem goods and availability of services, thereby impacting human and social welfare. In New Zealand, agricultural lands are the largest area of engineered ecosystems on the national landscape. Study of the welfare effects of ecosystem services delivered by agricultural land can provide important insights into the management of engineered or designed ecosystems. This paper uses the contingent valuation method (CVM) and choice modelling to estimate values of four key ecosystem services: climate regulation, water regulation, soil retention and scenic views, for New Zealand land used for arable farming.  相似文献

The East Usambaras in Tanzania are a tropical biodiversity hotspot where current agricultural management practices pose threats to forest conservation and development objectives. Promoting sustainable agricultural intensification (SAI) would improve long-term productivity and reduce pressure on forest reserves. The study objective was to identify household-level characteristics that influence adoption of improved management practices, specifically soil replenishment practices, in order to identify opportunities and constraints to scaling up SAI to landscape level. First, three common farming systems and a fourth agroforestry (AF) model were developed to estimate the relative profitability of incorporating fallow, manure, and non-timber forest product activities. Next, household surveys were conducted and a logistic regression analysis was used to measure the influence of socioeconomic characteristics, physical and financial assets, tenure security, and plot-specific attributes on adoption of soil replenishment practices that were specified in the model. Findings showed that the AF model was financially competitive but raises opportunity costs to labour when compared to common systems. Marital status, household size, remittances, credit access, and tenure security significantly influenced adoption of fallow and applying organic inputs. Significant plot-specific attributes included perceived fertility and distance from the homestead. Policies to scale up SAI should consider these factors and emphasize improving markets for AF species and extension services.  相似文献

Climate and ecosystem changes, economic and policy imperatives, food system pressures, and multiple societal expectations pose complex challenges for sustainable farming. A key problem is determining an effective and efficient approach to enable innovation in complex, multi-stakeholder settings. One approach currently receiving much policy attention and investment in the EU is ‘Living Labs’ which bring together public and private stakeholders to co-create, validate, and test new services, business ideas, markets and technologies. However, the analysis, monitoring and evaluation of Living Labs and their effectiveness and policy value in different contexts is limited. The AgriLink Living Labs were undertaken between 2018 and 2021 in Italy, Latvia, The Netherlands, Norway, Romania and Spain to co-create innovation support for improving agricultural sustainability. Our evaluation suggests that four inter-related critical conditions are needed for the success of Living Labs. These relate to the complexity of the challenge, the enabling environment, the proficient facilitation and the energy to move. These conditions influence the functioning of the Living Lab and we discuss the implications for policymakers and practitioners for the deployment of Living Labs in agricultural settings.  相似文献

This paper evaluates the existing policy frameworks for mitigation of diffuse water pollution from agriculture (DWPA) in England and China. With reference to a conceptual model of the process of policy transfer or international lesson drawing, and possible constraints to this, it assesses whether and how China can draw lessons to improve current policy from the supra-national and national provisions of the EU and a member state that by 2016 had comprehensively implemented EU agricultural and environmental policy. DWPA is first analysed as a public policy challenge to inform specification of a generic framework for its mitigation. The current policy frameworks for mitigation of DWPA in England and China are evaluated, and their potential for improvement is assessed. A number of barriers to lesson drawing for regulation, incentive payments schemes and advice provision are diagnosed. These barriers are potentially least in relation to advice provision and its use to promote voluntary action by farmers. Given its structure and capabilities the public agricultural extension system in China is also recognised as a key resource. A focus on three policy approaches to mitigate DWPA in China is recommended: i) targeted regulation to a ‘reference level’ of large intensive livestock, and ultimately other large commercial farms; ii) strategic use of incentive payment schemes to protect water resources from DWPA; and iii) re-orientation of the ethos and modalities of operation of the extension system, informed by international lesson drawing, with the aim of rebalancing farm productivity and environmental protection.  相似文献

This article examines the use of the socio-technical scenarios (STSc) method to explore the future needs of farmers in the adoption of more sustainable farming practices. It also examines the changes needed for advisory services to meet those identified needs. It presents the results from four STSc workshops organised as part of the H2020 AgriLink project. Workshop participants (farmers, advisors, policymakers, researchers), jointly explored future changes towards more sustainable agricultural systems paying special attention to the role of advisory services in these transitions. Despite the diversity of national contexts, common results emerged concerning both the shortcomings of the current advisory systems and directions for improvement. Participants agreed that advising on single aspects would not achieve the required systemic changes; these would require more integrated advisory systems at different levels (improved cooperation and knowledge flow), supported by more consistent policies. We indeed identified discrepancies between policy expectations and the broader innovation context. Policies should facilitate the role of advisors in supporting farmers to adopt sustainable innovations, but more often they also create barriers for such innovations. Participants’ concrete recommendations for more farmer-centered advisory services illustrate the usefulness of the STSc to explore potential solutions to key problems in contemporary farm advisory systems.  相似文献
