In knowledge economies, patent agencies are often viewed as a relevant instrument of an efficient innovation policy. This paper brings a new support to that idea. We claim that these agencies should play an increasing role in the regulation of the relation between private R&D labs and public fundamental research units especially concerning the question of the appropriation of free usable research results. Since these two institutions work with opposite institutional arrangements (see P.S. Dasgupta and P.A. David. 1987. Information disclosure and the economics of science and technology. In Arrow and the accent of modern economic theory, ed. G.R. Feiwel, 519–42. New York: State University of New York Press), we essentially argue that there is, on the one hand, an over-appropriation of these results while, on the other hand, there is also an under-provision of free usable results issued from more fundamental research. A common finding in the empirical literature on the validity of purchasing power parity (PPP) is that it holds when tested for in panel data, but not in univariate (i.e. country-specific) analysis. The usual explanation for this mismatch is that panel tests for unit roots are more powerful than their univariate counterparts. In this paper we suggest an alternative explanation. Existing panel methods assume that cross-unit cointegrating relationships, that would tie the units of the panel together, are not present. Using simulations, we show that if this important underlying assumption of panel unit root tests is violated, the empirical size of the tests is substantially higher than the nominal level, and the null hypothesis of a unit root is rejected too often even when it is true. More generally, this finding warns against the automatic use of panel methods for testing for unit roots in macroeconomic time series.First version received: November 2001/Final version received : October 2003  相似文献

We analyze public intervention in two educational levels: basic education and college education. The government decides per capita expenditure at each level and the subsidy for college education. We explore the effect of transferring money from one level to the other on equity and efficiency. We prove the existence of an Equity-Efficiency Frontier (EEF), and analyze which policy reforms are optimal when the society is not at the EEF. For developed countries, this policy consists of transferring resources from college education to basic education.  相似文献

This paper analyzes the gender wage gap across the wage distribution using 2010 data from the German Statistical Agency. I investigate East and West Germany and the public sector separately to account for potential heterogeneities in wage gaps. I apply unconditional and conditional quantile regression methods to investigate the differences between highly paid men and women in distributions conditional and unconditional on covariates. The results indicate increasing gender wage gaps in all estimations, suggesting that there is indeed a glass ceiling over Germany even after controlling for a large set of observable characteristics (including occupation and industry). This finding is even more pronounced when also taking bonus payments into account.  相似文献

Several proxies of political–economic development, such as the Worldwide Governance Indicators, come in the form of an estimate along with a standard error reflecting the uncertainty of this estimate. Existing empirical work discards the information provided by the standard errors. We argue that the appropriate practice should be to take into account this additional information through the use of multiple imputation. We investigate the importance of our proposed approach in several applications. We find that accounting for the uncertainty around the values of various measures of political–economic development tends to have a large influence on the magnitude and statistical significance of the estimated effects of these variables.  相似文献

Approaching demographic shifts are raising concerns about fiscal sustainability in most OECD countries. A widespread view based on the tax-smoothing idea is that a prior consolidation of public finances is required to cope with the predicted trend deterioration in the primary budget balance. However, the smoothing argument cannot unconditionally be applied to the demographic problem. It is important to distinguish between increases in the dependency ratio driven by changes in fertility and longevity. For the former the smoothing argument may be appropriate, but not for the latter. In the case of longevity, a trade-off between consolidation and increasing retirement ages becomes relevant, and there are strong arguments why the latter should be pursued by e.g. linking statutory retirement ages to longevity. Both positive aspects in assessing the order of magnitude of sustainability problems and normative aspects of formulating policy strategies are addressed.  相似文献

Should I guess?     
Formula scoring, or the use of a correction (or penalty) for guessing, has been commonly practiced on standardized tests for almost 100 years. The correction deducts a portion of the question’s point value for an incorrect response, with no points awarded or deducted for an omitted response. The optimal response strategy is dependent on the student’s risk attitude and is thus difficult to identify and convey, as discussed. This study uses survey data to examine the advice that has been provided (often at some cost) to students facing a test with a correction. The impact of some of this advice as well as explanations for its persistence is discussed. In so doing, the study does provide support for the apparent ongoing abandonment of this scoring practice.  相似文献

This article reports results from two experiments that investigate possible incidence of discrimination against people with foreign backgrounds in Sweden. In the first experiment, participants played the trust game and the dictator game with co-players of different ethnic affiliation. The family name of the players was exposed to their co-players. Results for the trust game showed no significant discrimination against co-players with foreign backgrounds. On the other hand, the results for the dictator game showed a statistically significant discriminatory behaviour by men against co-players with non-European backgrounds. The discriminatory behaviour was solely a male phenomenon. In the second experiment, the dictator game was replicated to check the stability of the results in the first experiment. The second experiment also examined whether people with foreign backgrounds discriminate against other people with foreign backgrounds; that is, the purpose was to discover whether discrimination is systematic. The observations in the second experiment underlined the results found in the first experiment: foreign co-players are discriminated against by Swedish players. However, we did not find that people with foreign backgrounds discriminated against other people with foreign backgrounds.  相似文献

There is a lively debate on whether football fans should pay a security fee to finance police activities. This paper investigates the price effect on the demand for tickets in a dynamic setting, by considering two subgroups of spectators, namely fans and hooligans. We analyze a situation in which the demand from each subgroup causes a negative social externality for members of the other group but a positive one for members of the same group. We show that charging a security fee may start a dynamic process, leading to fewer fans and more hooligans attending matches and thus, counterintuitively to even more violence. Therefore, the present study provides an argument to refrain from charging a security fee. As an alternative economic solution, we discuss the strategy of outpricing hooligans.  相似文献

The complexity of health care environments is far too complicated for solutions to be developed by a small group or isolated upper managers. This direct leadership approach often fails. Leaders who use a more oblique approach focusing on areas such as long-term economic value, creating significant benefits for the wider community, and building robust social capital within the company are successful. Obliquity leadership is very appropriate for health care because of its constantly changing environment. Obliquity leadership and shared governance are great partners in reaching higher levels of involvement and high performance.  相似文献

This paper develops a model of political contributions in which a politician can either sell policy favors, or sell access. Access allows interest groups to share hard information with the politician in support of their preferred policy. Here selling access maximizes policy utility, while selling policy favors maximizes total contributions. Imposing a binding contribution limit makes it more likely that the politician sells access, which can improve expected constituent welfare. However, a contribution limit distorts the signals associated with the contributions, which tends to result in worse policy. Alternatively, a tax on political contributions can ensure that the politician sells access without distorting his information. Therefore, from the viewpoint of a representative constituent, a tax on contributions is strictly preferred to a contribution limit or no reform. The politician, however, may prefer regulation in the form of a contribution limit, even when a tax is better for the constituent.  相似文献
