Using data from the 2001 Australian Census of Population and Housing, on adult men in full‐time employment, this paper augments a conventional human capital earnings function with information on occupations. It also estimates models of occupational attainment. The results from both the earnings function and model of occupational attainment indicate that the limited international transferability of human capital skills results in immigrants entering into relatively low status occupations when they first enter the Australian labour market. Comparison with similar research for the USA suggests that the different immigrant selection regimes (primarily family reunion in the USA, skill‐based immigration in Australia) do not impact on the negative association between current occupational status and pre‐immigration labour market experience.  相似文献

The difference in socioeconomic status between the 'haves' and 'have-nots' is widening in the Australian labour market. This is reflected in the data on both earnings and occupational status. This paper assesses the factors contributing to differences in the occupational attainment of workers with a marginal attachment to the labour market and workers who are part of mainstream Australia. Overall, 94 per cent of the occupational status differential is attributable to the inferior endowments possessed by workers with a marginal attachment to the labour market. Until the disadvantaged workers improve their skills they will not be able to gain access to high status occupations.  相似文献

This paper utilises the occupational attainment approach to investigate immigrant labour market assimilation, complementing other assimilation approaches such as employability, earnings, skills-match and job satisfaction. Our results show that all immigrant groups suffer from initial occupational attainment disadvantage. Worryingly, no ‘catch-up’ over time is evident – even when disaggregated to reflect different cultures and backgrounds. Nor is there much evidence that the occupational status of younger arrivals matches those of Australian born residents, despite being immersed in local mores and institutions while undertaking schooling in Australia. Newer cohorts of immigrants (those who arrived between 2000 and 2014) are also more prone to suffering an occupational penalty. We recommend policymakers subsidise bridging courses to aid recognition of overseas-obtained qualifications and encourage immigrants to obtain local qualifications that can complement their overseas-obtained work experience. This will increase their ‘Australian-ready’ skill-set and occupational attainment in their new host country.  相似文献

This paper exploits the remarkable increase in the average educational attainment of Australian youth during the 1980's to evaluate the role of education in labour market performance. Rather than focus on the impact of schooling on wages, however, we examine changes in the occupational distribution of recent labour market entrants. The evidence indicates that the educational expansion appears to move all individuals up the educational ladder without altering their relative position. The results indicate that while the second cohort obtained substantially more education than the first cohort the occupational distribution of the two cohorts were almost identical. Furthermore, there was no evidence that the increased education counterbalanced changes in the structure of labour demand or manifested itself in higher wages.  相似文献

In spite of progress made since the 1950s and 1960s, black, Indian, Pakistani and Bangladeshi workers remain disadvantaged relative to whites in terms of their labour market opportunities. In general, they experience higher rates of unemployment and tend to be under-represented in higher paid, non-manual occupations. They can therefore be said to pay an ethnic penalty in the competition for jobs although the penalties paid vary considerably between the minority groups. In this paper we examine the different employment experiences of black, Indian, Pakistani and Bangladeshi men and women in terms of their unemployment propensities and occupational attainment.We use maximum likelihood methods to show that the ethnic penalties experienced by minority workers are not fully explained by differences in human capital endowments and personal characteristics. We conclude that at least some of the disadvantage experienced by ethnic minorities in the British labour market can be attributed to discriminatory selection practices by employers.  相似文献

During the 1970s there were some marked shifts in the occupational composition of the Australian workforce. It is sometimes argued that these had a particularly adverse effect on migrants. However we conclude that the structural pressures of the early 70s had only a minor impact on the relative labour market performances of different birthplace groups in Australia. The analysis involves the construction of a measure of the incidence of the costs of structural change. The correlation between the measure applied to birthplace groups and various indicators of their labour market performances is found to be low.  相似文献

The development of China's rural township, village, and private enterprises (TVP), in which real wages have grown at around 11% per annum over the past decade, is one of the most remarkable achievements of China's economic reform. This achievement has taken place despite relatively rigid control of labor mobility and job assignment by local authorities. Individual firms, however, have considerable influence over wage determination. This study applies human capital theory to explore the wage setting process in this sector. It is found that the impact of both labor market experience and education reflect labor productivity rather than sociopolitical rules of wage setting. The paper employs a logit model to investigate the links between education and occupational attainment. The relationship between wages, education, and occupational attainment, for those who find jobs through their own efforts, is similar to that of western market economies. Although education does not affect wages of those assigned jobs it affects their occupational attainment.  相似文献

A model of the labour market is developed in which particiaption rates of men and women,wages rates of men and women and occupational segregation are determined simultaneously. The model is estimated using cross-sectional data from Australia. The most important empirical results are that (a) particiaption rates,wage rates and occupational segregation should be viewed as being simultaneously determined,(b) differences in male and female labour-force attactment and human capital attainment are important determinants of the gender composition of occupations and (c)there is little direct evidence in this study to support discrimination-based theories of occupational segregation.  相似文献

The earnings gap between each of Whites, Asians, and Blacks is decomposed into the effects on earnings of productivity-related characteristics, wage discrimination and occupational segregation. Unlike previous Canadian studies, this paper analyses the relative economic position of both immigrant and native-born visible minorities and explicitly incorporates the effect of discrimination in occupational attainment on the earnings gap. The results indicate that policies aimed at increasing the ethnic representation across occupational categories would be effective only for Black men. Anti-discrimination legislation aimed at decreasing the earnings gap between visible minority and White women should have a dual focus: they should aim at reducing the inter-occupational wage discrimination; they should provide training programs to extend the career ladders confronting ethnic minority women.  相似文献

This paper examines the `learning economy' from the perspective of occupational characteristics and changes in the British labour market between 1980 and 1992. Following a discussion of the learning and knowledge economy, cross-sectional employment data are analysed to ascertain which occupations can be classified as knowledge-based. Longitudinal career history data are then used to trace the flows of these `knowledge workers' over time. Sectoral shifts are examined, with a particular focus on the knowledge-intensive service sectors. The data come from the Employment in Britain survey: a large-scale employee survey from 1992. The approach used allows us to measure somewhat intangible aspects of economic behaviour such as learning and tacit knowledge and attempt to trace their flows. Shifts in knowledge from the manufacturing to the service sector are shown to be important and related to previous work which demonstrated the importance of knowledge intensive business services for both output and productivity in manufacturing.  相似文献

This paper investigates the relationship between career status, labour market experience and returns to human capital accumulation in the context of a two-tier, career and non-career labour market. Using micro data from the British Household Panel Survey (BHPS), this study detects wage and employment mechanisms that differ between these two tiers of workers. The paper finds no support for the hypothesis of strict duality, by which the returns to education are expected to differ across labour market segments, with the returns in career employment being high and positive and the returns in the non-career sector being close to zero. The paper, however, finds support for significant returns to current tenure only in the career sector and also for the scarring hypothesis, according to which part-time employment and unemployment experience have a negative effect on participation and earnings in the career sector. Finally, there is evidence that only non-career earnings are significantly affected by local demand conditions, in contrast to earnings in the career sector. Career status is modelled as an endogenous variable subject to an initial job choice.  相似文献

We examine the occupational attainment of recent immigrants at 2 years post migration in order to study their early stage assimilation into the labour market in Australia. Human capital endowments and country-of-origin effects are examined for six occupational groups. We also study transitions across occupations from source to host country. The empirical approach utilizes the Ordered Generalized Extreme Value (OGEV) model which embodies differing utility functions across occupational outcomes, as well as accounting for any ordering in these outcomes. The results suggest that the transferability of knowledge and skills is affected by cultural and social backgrounds, and that non-Western immigrants are disproportionately channelled into inferior jobs post migration. The investigation of the country-of-origin effect on the skilled migrants’ occupational transition process is especially apt in the context of skill shortages in many host countries.  相似文献

The Australian labour market is characterised by a persistent earnings differential between men and women. This article examines the contribution made by gender-based occupational segmentation to that gap using data from the 1993 Survey of Training and Education. It is estimated that occupational segmentation is responsible for between 3.9 and 4.9 percentage points of the earnings differential when measured across all employees. The comparable range after excluding managerial employees, however, is only 2.1 to 3.6 percentage points. Finally, the importance of segmentation for the gender earnings gap is found to be directly correlated with age, suggesting the intriguing possibility that the occupation-based inequity in pay will work itself out over time. Empirical research on the subject area of occupational choice has generally focused upon outcomes; that is, in terms of occupational attainment, gender and racial segmentation, and male–female earnings differentials. But individual preferences, in terms of which occupation to pursue, are likely to be of equal importance in considering many of these issues. Therefore, this paper is concerned with an empirical analysis of the occupational expectations of minimum-aged school-leavers. A logit analysis is performed to establish what independent variables are more important in determining which labour queue school-leavers join. This is followed by the implications of the analysis for policy makers and practitioners concerned with the youth labour market. The evidence shows that there are clear differences in the occupational expectations of males and females. For instance, female school-leavers are more likely to seek entry to clerical and other non-manual occupations, such as retailing and catering. Males, on the other hand, have a higher probability of seeking entry to craft occupations like engineering and construction. However, account must also be taken of other personal characteristics when considering occupational choice in this context. Indeed, both human capital and other ‘personality’ variables are shown to have a statistically significant influence upon the occupational expectations of minimumaged school-leavers.  相似文献

Does over-education assist or hinder occupational advancement? Career mobility theory hypothesizes that over-education leads to a higher level of occupational advancement and wage growth over time, with mixed international empirical evidence. This paper re-tests career mobility theory directly using a rich Australian longitudinal data set. A dynamic random effects probit model is employed to examine upward occupational mobility, considering two-digit occupational rank advancement and wage growth over three-year intervals. The ‘Household, Income and Labour Dynamics in Australia’ data across nine years are employed, and a Mundlak correction model is adopted to adjust for unobserved heterogeneity effects and potential endogeneity, both of which are important to over-education analysis. Contrary to career theory, the results point to job mismatch as an economic concern rather than a passing phase, regardless of whether or not workers are skill-matched. Results further show the importance of adjusting for endogeneity.  相似文献

Human capital development, especially higher educational attainment, attaches high premium to its expected economic benefits, in form of better welfare. This study investigates the effect of educational attainment of household head on two indicators of household welfare, namely labour market earnings and household per capita total expenditure on food and non-food items in Nigeria. The study uses the Double Hurdle (DH) model and Quantile Regression (QR) to address these objectives. The empirical results show that returns to schooling are substantially higher at the tertiary level of education compared with primary, secondary, and postgraduate levels of education in Nigeria. Furthermore, additional years of tertiary education attainment by household heads was found to increase household per capita total expenditure more than additional years of primary, secondary and postgraduate education. The implication of these findings is that the improvements in economic welfare of households in Nigerian is driven more by the attainment of tertiary education by household heads, relative to other levels of education.  相似文献

An important measure of the success of immigration is the assimilation of immigrants into the labour force of the host country. This criterion is important from both the perspective of immigrants themselves and that of the host country. Conversely, concentration of migrants in a few sectors is undesirable because of its adverse socio‐economic consequences. Since the pattern of distribution of migrant employment influences the structure and outcomes in the labour market in various ways, it attracts public, academic and policymakers’ attention. The present paper employs various numerical measures to estimate the degree of immigrant segregation across occupations and industries in Australia. The results indicate that the occupational distribution of immigrants is very similar to the proportion of native workers employed in the various occupations. This similarity also characterises the industrial distribution of immigrant employment. Thus, contrary to popular perception and findings for the United States, evidence from the Australian labour market does not indicate the existence of widespread immigrant segregation.  相似文献

Using quarterly data for the U.K. from 1993 through 2012, we document that the extent of worker reallocation across occupations or industries (a career change, in the parlance of this paper) is high and procyclical. This holds true after controlling for workers׳ previous labour market status and for changes in the composition of who gets hired over the business cycle. Our evidence suggests that a large part of this reallocation reflect excess churning in the labour market. We also find that the majority of career changes come with wage increases. During the economic expansion wage increases were typically larger for those who change careers than for those who do not. During the recession this is not true for career changers who were hired from unemployment. Our evidence suggests that understanding career changes over the business cycle is important for explaining labour market flows and the cyclicality of wage growth.  相似文献

This paper examines the ways that productivity, personal characteristics such as birthplace and gender, structural factors and labour market history impact on the distribution of the burden of unemployment. It is shown that labour market history is a major explanator of unemployment outcomes in the Australian labour market. The results from the empirical analyses of unemployment outcomes are used to identify individuals at risk of being unemployed. When individuals classified as at risk of being unemployed are followed through time, it is found that they spend considerable time looking for work and have short working spells. This suggests a risk index approach may have considerable merit as a way of identifying the relative difficulty individuals experience in the labour market.  相似文献

This paper examines the possibility that the gender rank distribution observed in the academic labour market is predominantly explained by two factors. First, the differing average characteristics of male and female academics, and second, barriers to female promotion. Despite detailed controls for personal attributes, including career breaks and publication history, male academics are more likely to be found in higher grades. Promotion from researcher to lecturer is a relatively high hurdle for women. Evidence suggests that initial placement and the process of moving between universities contributes to the male advantage in rank attainment.  相似文献
