This paper studies the impact of targeted unconditional cash transfers on the spouses’ demand for public goods, labor supplies and sharing of resources. We estimate a collective labor supply model with distributional factors which is extended to include preferences over marketable public goods (including child goods). In this way, unlike previous research, we consider the impact of such transfers on the intrahousehold allocation of resources and distinguish between the labeling and recipient effects. We exploit the UK experience and find evidence in favor of the collective model with separable preferences over labor supplies and public goods. This finding implies a recipient effect and not a labeling effect of child benefits. Given the household’s unearned income, the bigger the wife’s bargaining power, the more the resources allocated to public goods (including child goods) and the wife’s private consumption. The results can be useful in the design of family policy which aims to improve the relative welfare of children within the family and alleviate any intrahousehold consumption inequalities.  相似文献

While it is believed that child allowances can improve fertility in principle, this paper shows that the effects of child allowances with gender discrimination should be reconsidered. It points out that gender wage discrimination can inhibit the positive effects of child allowances on fertility. With high gender wage discrimination, assuming that both parental time and market childcare goods are indispensable for childrearing, child allowances significantly increase maternal childcare time. On the other hand, child allowances also reduce childcare expenditure due to the decline in female labor time and increase in the relative price of market childcare goods, which eventually decreases fertility. We show that when the gender discrimination factor is greater than a certain cutoff, the effects of child allowances on fertility become negative. Moreover, male childcare time also plays an essential role in increasing fertility rates. Therefore, gender equality is a prerequisite for increased child allowances to be effective.  相似文献

This paper uses the dynamic Laurent demand system to jointly estimate the service flows from durable and nondurable goods. The parameter estimates are used to obtain the Morishima elasticity of substitution between goods for the United States from 1960:1 to 1991:4. One of the significant results of this study is that the Morishima elasticities of substitution vary over time instead of being constant. This result implies that the use of the CES functional form gives a poor approximation of the demand system for the data used in this paper. Another important result is that consumers adjust to their long-run equilibrium holding of consumption goods slowly rather than quickly.  相似文献

At this time Soviet demographic scientists maintain the position that population problems may in fact exist temporarily under socialism but that the planning principle will allow society to resolve population problems, through the use of the administrative, moral, and economic levers (subsidies, government policies, propaganda, education) emphasized by Urlanis (1974) and others. For planners to deal effectively with population management, the determinants of fertility and labor force participation must be established. The foundations of Soviet theories of human capital and fertility were laid by several writers. For the sake of simplicity, these are referred to as the Urlanis-Strumilin model, named after 2 pioneer researchers in Soviet demography and manpower economics. The formulations are based upon the writings of Strumlin (1964) and Urlanis (1974), supplemented by writings of numerous other Soviet researchers. Although their models avoid neoclassical terms such as marginal utility and income and price elasticities, they clearly employ these concepts. The Urlanis-Strumilin model, reduced to its basic elements, is a direct household utility maximizing model. The husband and wife, the household decision makers, must select optimal levels of child "quantity," child "quality," leisure, their own human capital (further education and training), and other goods. The Soviet theory recognizes that an increase in household income will increase relatively the demands for income elastic goods. The model postulates that the demand for child quality is inversely related to the price of children. The price of children is the opportunity cost of children, the major element of which is the income foregone by the mother in the course of childbearing and childrearing. The child quantity demand schedule has elastic and inelastic portions. The marginal utility of the 1st child is great. The marginal utilities of higher order children decline substantially. Families with at least 1 child can make substitutions between having more children and raising the quality of children already born. The question is what does the model predict will happen to fertility with economic development. The positive income effect will be limited as increased income is channelled into child quality and other superior goods rather than child quantity. The Urlanis-Strumilin model of labor supply assumes that the household allocates its time among market employment, household production. The model shows that the effect of children on female labor supply is not ambiguous. The presence of young children raises the value of home services and lowers long run market wages, thereby reducing female market labor supply. According to the model, the socialist state can manipulate labor supplies through several channels. It can reduce the value of home services by providing market substitutes. Soviet writers recognize the linkages between labor supply and fertility without formalizing the simultaneous relationship. The comparative statics of the Soviet model are essentially the same as those of the neoclassical model: an increase in "costs" of children will have, at best, a small positive impact on fertility.  相似文献

This paper estimates adult equivalence scales in the context of a nonlinear demand system using cross-section individual household data. It then evaluates the treatment of children under the tax allowance and child benefit systems on the basis of the estimated equivalence scales. The results suggest that a child benefit system allowing for economies of scale in the family is consistent with the cost of children implied by the notion of adult equivalence scale.  相似文献

The main purpose of this study is to analyze the relationship between pollution and income at household level. The study is motivated by the recent literature emphasizing the importance of income distribution for the aggregate relation between pollution and income. The main findings from previous studies are that if the individual pollution–income relationship is non-linear, then aggregate pollution for, say, a whole country, will depend not only on average income, but also on how income is distributed. To achieve our objective we formulate a model for determining the choice of consumption of goods in different types of household. Furthermore we link the demand model to emission functions for various goods. The theoretical analysis shows that without imposing very restrictive assumptions on preferences and the emission functions, it is not possible to determine a priori the slope or the curvature of the pollution–income relation. The empirical analysis shows that, given the model used, the pollution–income relation has a positive slope in Sweden and is strictly concave for all three pollutants under study (CO2, SO2, NOx), at least in the neighbourhood of the observed income for an average household. We also show that altering the prevailing income distribution, holding average income constant, will affect aggregate emissions in the sense that an equalization of incomes will give rise to an increase in emissions. One implication is then that the development of aggregate pollution due to growth depends not only on the income level, but also on how growth is distributed.  相似文献

This paper uses the "adult goods" method to estimate the full costs of children. Full costs include both expenditure and time costs. Adult personal time (comprising pure leisure, sleep and other personal care) is used as the adult good. Previous research has shown that the presence of children in the household leads to a reduction in adult personal time. This paper develops a simple economic model of the household to show how this information can be used to develop an equivalence scale for adult consumption that takes account of both the expenditure and time costs of children. Preliminary estimates using Australian data suggest a very large cost—much higher than that typically assumed for expenditure costs. The full cost of children declines with age, despite the expenditure cost rising. The paper discusses the limitations of the adult good method and the assumptions needed to draw welfare conclusions from these and other estimates of child costs.  相似文献

This paper examines intra‐household allocation of resources to gain insight into family relationships and gender bias in Japanese households. We take the Engel curve approach to examine how adult consumption is affected by the presence of a child, either a boy or a girl, in the family. Empowered by diary‐based high quality spending data from the Family Income and Expenditure Survey, our empirical results show that adult consumption is significantly reduced in households with children; furthermore, gender bias is not observed in total adult expenditures, while responses of adult clothing expenses to the presence of a child are significantly different between a boy and a girl: spending on a father's clothing is reduced when the child is a school‐aged daughter, while spending on a mother's clothing decreases when a school‐aged son is in the home. Our analysis also shows that after the early 2000s girls receive a larger share of spending for children's clothing as well as for high school education than boys.  相似文献

The paper examines the problem of excess mortality of females in India. The determinants of gender–specific child survival are investigated through the traditional household production model pioneered by Becker, which is extended to include publicly provided goods as fixed inputs in production decisions. The introduction of government–provided goods provides an avenue for investigating the influence of the state on household decisions. Gender–specific child survival equations are estimated using a robust "seemingly unrelated regression" method. Results using 1981 Indian Census data indicate that increases in female literacy and female labor force participation increase female child survival in rural India. Furthermore, higher ratios of female to male medical technicians are associated with higher female child survival relative to males. This paper demonstrates that a large and effective role exists for government to address excess female morality.  相似文献

A model of utility maximization with home production of children and standard of living is used to analyze the fertility behavior of a subsistence farming household in an agricultural lesser developed country. Assuming children as both consumer and producer goods, and assuming a prestige cost of their participation in labor force, the author derived alternative levels of fertility demand. The following different conditions of child participation were identified depending upon the size of the prestige cost and the resultant net gain from child work: (1) participation in wage-labor, if marginal child income from the family farm is less than marginal wage income; (2) participation in family farm works only, if the larger wage income is neutralized by a higher prestige cost, implying a lower child contribution; (3) participation in family farm works only, if its marginal child income is greater than wage income, thus providing the largest child contribution; and (4) no participation in labor force at all, implied by a very high prestige cost and resulting in no child contribution. The household demands a larger number of children under conditions (1) and (3) than under conditions (2) and (4). The results are then used to draw inferences regarding fertility behavior across different landholding households. It appears that landholding reduces fertility initially, increases it at the intermediate levels, and then decreases it when the household becomes a non-cultivating rental income earner. The nonmonotonic landholding-fertility relationship explains the contradictory empirical evidence which exists in the literature while also suggesting important implications for fertility regulation policy.  相似文献

The second Engel law says that the Engel curve for food moves out as family size increases, thus showing a decrease in welfare. What is puzzling, though, is that this regularity does not hold for equivalent income functions expressed in per capita terms. Deaton and Paxon [1998. Economies of scale, household size, and the demand for food. Journal of Political Economy 106 (5), 897-930] show that holding per capita total household expenditure constant, per capita expenditure on food falls with the number of heads. Deaton and Paxson's empirical evidence from developed and less developed countries seems to invalidate the claim of the second Engel's law. The main objective of this paper is to understand such paradoxical relationship between food consumption and household size. Our nonparametric empirical evidence, drawn from the Colombian 1985 urban survey, shows that the food share is negatively related to total household per capita expenditure in line with Deaton and Paxson's claim, but equivalent incomes shift to the right as theory predicts. The regularity of our nonparametric results is an indication of a problem in the parametric specification of the Engel curve modified by family size. In fact, using also the surveys of Italy, Nepal, Djibouti, and Bangladesh we show that a theoretically plausible modified Engel curve is coherent with the claim of the second Engel law and explains Deaton and Paxson's paradox.  相似文献

This article reports the results of an empirical analysis of gender‐based discrimination among children based on household consumption data from Uzbekistan. We employ the outlay equivalence methodology to examine whether the entry of a new child leads to different effects in the decrease of adult good consumption for boys and for girls. We use a semi‐parametric estimation method to address the so‐called ‘zero consumption problem’, the statistical problem that arises because some households have zero consumption on a budget line in the period prior to the survey date. The results indicate that alcohol and tobacco reveal the incidence of discrimination against girls, while other groups of adult goods do not.  相似文献

In response to the three influential doubts about government statistics, this article expounds the differences between relevant common economic statistical indicators and the national account indicators that reflect demand structure and national income distribution structure. The comparisons include the following aspects: the differences between household consumption expenditure from household survey and from expenditure-based GDP; the differences between total retail sales of consumer goods and final consumption expenditure from expenditure-based GDP; the differences between government expenditure from government fiscal statistics and government consumption expenditure from expenditure-based GDP; the differences between total investment in fixed assets from investment statistics and gross fixed capital formation from expenditure-based GDP; the differences between inventories and change in inventories from expenditure-based GDP; the differences between foreign trade balance from customs statistics and net exports of goods and services from expenditure-based GDP; and the differences between household disposable income from the household survey and from the Flow of Funds Table, etc. In addition, this article answers the questions proposed by the three doubts correspondingly.  相似文献

Household income has been identified as one of the major determinants of demand for household goods. In addition, other household characteristics, such as household size and composition are also found to be important factors that influence household consumption decisions. This study, using four waves (2006/07, 2009/10, 2012/13 and 2016) of Sri Lankan Household Income and Expenditure Survey data, estimates three different specifications (namely, household expenditure, per-capita expenditure and expenditure per equivalent adult) of a complete system of Box-Cox Engel curves to incorporate household size and compositional differences into the model specification. A comparison of elasticity estimates across the three specifications indicates that amongst the three, the best performing model is the one utilizing household expenditure. An intertemporal analysis of expenditure elasticities indicates that although the magnitude of expenditure elasticities has changed, the necessity or luxury classification of household commodities has mostly remained unchanged for the period 2006 ? 2016 in Sri Lanka.  相似文献

In this paper we obtain empirical evidence about the effect of female and male unemployment on household demand of a selection of goods and services. We analyse the percentage of the family income expenditure on a particular group of goods concerning education, domestic services, leisure goods, hotels etc. The impact of several determinants on each group of commodities is estimated using a Tobit specification. The data used for estimation have been taken from The Household Expenditure Survey (1990–91). Our main result is that male and female unemployment has a different impact on the household consumption.  相似文献

This paper detects pro‐girl (age 5–15) bias in intra‐household allocation of consumption budget in the rural Philippines using Deaton's “adult goods” method. Based on additional checks (including those for endogeneity), the results appear to be robust. The paper also finds that a larger share of girls among household members is positively associated with a larger budget share on transportation, suggesting that parents pay more for girls' transportation, possibly because of safety concerns. The results also suggest that, despite some earlier results in the literature, the adult goods method is capable of detecting gender bias, although alcohol and tobacco may not be suitable for detecting gender bias.  相似文献

Publicly‐provided private goods are conventionally considered consumer goods. Departing from this perspective, we analyze the public provision of inputs that improve household productivity (e.g., education and childcare). In a two‐class economy with distorting taxation, public provision is always welfare improving with respect to pure taxation, given that the public input directly affects household productivity. Moreover, the case for public provision strengthens as households' heterogeneity in input demand fades out, contrary to consolidated results in the literature. The features of optimal provision schemes depend on the nature of publicly provided input, namely, if it substitutes household productive capacity or just helps households to exploit it.  相似文献

按照家庭收入由低到高将城镇居民划分成四个收入群体,并应用带有家庭属性的AIDS模型分析每个收入群体的消费行为。研究结果表明,随着家庭收入的上升,城镇居民对于大多数商品消费的支出弹性和价格弹性呈下降趋势;城镇居民家庭用品和交通通讯消费富有支出弹性和价格弹性。因此,政府提高低收入群体的收入水平,通过财政政策使家庭用品和交通通讯商品的价格降低,可以有效地刺激城镇居民的消费。  相似文献

This paper presents an analysis on the expenditure behavior and children's welfare among female-headed households in Jamaica. Included in the examination of household composition are the demographic effects, endogeneity of total expenditure, the headship variable and the endogeneity of family structure. Using the 1989 Jamaican Survey of Living Conditions (SLC), expenditure estimation on over 100 goods for 3500 household was examined. This study utilized the Ordinary Least Square estimates, 2 SLC and endogeneity tests, and partnered and unpartnered household heads. Results for the demand for preventive health care were significant among older children in female-headed households, with a 4% increase in the probability of a check-up across all ages. This study presents a partial explanation of lower morbidity rates in female-headed households despite lower budget and total per capita expenditure levels. In conclusion, this study confirms the significant influence of sex and union status of the household head on household expenditure behaviors with implications for individual household members, with more positive outcomes among children despite differences in budget allocation and lower health expenditures.  相似文献

This paper quantifies fossil resource inequalities amongst income quintiles in the UK between 1968 and 2000. It calculates a resource-based Gini coefficient using an input-output based resource allocation model.The results show that the Gini coefficient for total fossil resource consumption grew by 24% over the time period. By comparison the Gini coefficient for overall household expenditure rose by only 13%. The increase in resource inequality was prompted by the rising demand by high income quintiles for goods and services such as: “fuel and light” (heating and lighting the home), “car use” (private transportation), “recreation”, “travel” and “other services”. The analysis shows further that the Gini coefficient for “direct” fossil resources (“fuel and light” and “car use”) was lower and rose less steeply than the Gini coefficient for fossil resources embodied in other goods and services (indirect fossil resource requirements).Investigation into the drivers behind direct and indirect resource inequalities suggests a number of policy conclusions. Firstly, it is clear that policy initiatives to reduce fossil resource requirements (and the associated climate change impacts) must pay careful attention to distributional differences. Additionally, increased attention needs to be paid to the inequalities associated with indirect fossil resources consumption as well as the more visible direct resource inequalities.  相似文献
