We introduce childcare sharing in a collective model of household behaviour to investigate which factors make spouses increase or decrease their share of parental leave. The concern about future consumption motivates parents to invest in their human capital and to limit their leave duration. Using relative income and the age difference between spouses as distribution factors, we cannot reject Pareto efficiency in childcare sharing. Higher relative incomes and larger age differences shift the conditional leave allocation towards the relatively poorer and younger partner, respectively. Households with higher total income purchase more professional childcare.  相似文献

ABSTRACT

This study explores how religious and ethnic norms and gender relations interact across the domestic and public spheres of work in rural China's minority-concentrated regions. It focuses on the roles that childcare and household composition play in the employment decisions of prime-age married individuals of Muslim and non-Muslim ethnicity. Using the 2012 China Household Ethnicity Survey (CHES), the study finds that children generally decrease women's likelihood of employment outside the home and increase men's. The gender gap in the probability of off-farm employment is larger for those of Muslim ethnicity. Non-Muslim parents of sons are more likely to migrate for employment than parents of daughters. The presence of women of grandparent age (46–70) universally facilitates labor migration. Men of grandparent age tend to increase only the probability that non-Muslim parents migrate for employment. Additional adult male household members reduce the likelihood that women of Muslim ethnicity have off-farm employment.  相似文献

Abstract

Raising children takes both time and money. Scholars have sought convincing ways to capture the costs of children, but even when these estimates include indirect costs, such as mothers' foregone earnings, they fall short of the true time costs involved. This paper uses data from the 1997 Australian Bureau of Statistics (ABS) Time Use Survey to study how the allocation of time differs across households with varying numbers and ages of children and how households with children differ from those without children. It also examines the intra household division of time resources, showing how childcare, related unpaid work, and the total market and non-market workloads compare for a couple in the same household. It includes secondary activity in an analysis of total parental time commitments to give a more accurate picture of the time cost of children than is possible on the basis of analyzing “primary” activities alone.  相似文献

Data from Hong Kong were used to examine how the demand for children is affected by the economic returns to different types of market activities. The specific data used was a 1% sample of the 1976 "Hong Kong By-Census of Population." Only women under 50 who were currently married and living with their husbands were included. The households were restricted to land-based and non-farm families with economically active husbands. There were a total of 4128 families in the sample; in 3768 families the wife had experienced at least 1 birth. A simple 1-period model of household production and fertility demand is outlined. Emphasis was on 2 aspects of the demand for children in households who choose to work in the informal sector: children are more readily employed in a family business; and wife's work in a family business or in a wage employment at home is more compatible with childcare activities. Both effects imply that holding constant other characteristics, a higher desired stock of children will be demanded. As expected, an increase in wife's predicted log earnings in home work had a negative effect on the demand for children. The effect was almost always significant. An increase in wife's productivity in the family business, as proxied by her predicted log earnings in the family business, increased the demand for children significantly. This usually is interpreted to be a result of entering a market activity which is compatible with childcare. Another possible explanation is that the price of children is lowered because if children work in the family business then their productive contributions subsidize their parents' consumption. Yet, without direct measures or proxies for these effects, it is not possible to distinguish between them. An increase in husband's predicted log earnings in wage employment had a significant negative effect on demand for children. This can be interpreted in 2 ways: if an interior solution exists for husband's allocation of time, then a negative effect implies either that children are inferior (or are observed to be so) or husband's predicted log earnings in wage employment increases the probability of specializing in it. Thus, the role of children in the family business vanishes, and the desired number of children is reduced. Both husband's and wife's schooling reduced significantly the demand for children. In general, estimates of coefficients from families with at least 1 child were smaller in absolute magnitude and less significant statistically.  相似文献

Most farms are family business, both in developed and developing countries. Labour allocation choices of farm household members are therefore relevant both for production choices in the farm and for rural labour markets. In particular, off-farm work and combination of on- and off-farm work (pluriactivity) are viewed as an efficient allocation of household labour resources. Moreover, labour choice of the children of the farm household is relevant for farm succession. In this article, we extend previous literature by estimating in an unified framework labour participation choices both for on- and off-farm work for operators, spouses and their eldest children in working age, using a five equation multivariate probit.  相似文献

In terms of economics, individuals divorce if their expected gains from marriage fall short of their expected utility outside the current marriage, and children represent a marriage-specific type of investment, which generally increases the value of marriage for the spouses. However, children may also disrupt marital stability as they will induce dramatic changes into the household allocation of money and time. In particular, children conceived before or after first marriage may be valued differently by the spouses and this may lead to marital conflicts. It is difficult to assign a priori the direction of the effect of children on marriage stability, and causality may run either way, as couples who anticipate a separation are more likely to have fewer children than those who are happy together, while children born before first marriage may be associated with a lower marriage attachment of their parents. Here, we follow an empirical approach and take advantage of the richness of the data on pre-marital history from the 24 waves of the National Longitudinal Survey of Youth79, to estimate the effect of children conceived before or after first marriage on marital stability. We find a significant deterrent effect of young children conceived during first marriage to the likelihood of divorce, while children conceived before first marriage are found to have a disruptive effect on marital stability.  相似文献

The Great Recession (2008–13) changed patterns in women’s employment and the use of formal and informal external childcare among mothers of young children in Spain. This paper analyzes these changes using an analytical strategy that takes into account interdependencies across the outcomes under study. The results show that the economic crisis has resulted in interesting changes in the use of external childcare across mothers’ and fathers’ employment status; for example, as men’s unemployment increased, the use of informal non-parental childcare declined, which might be related to (unobserved) changes in fathers’ involvement in childcare during the recession. These results further indicate the need for policies that improve access to formal childcare, as well as policies that provide men and women with employment stability.  相似文献

ABSTRACT

The redistribution of household work is considered essential for effectively empowering women. This study examines the extent to which fathers’ evaluation of their wealth in relation to their wives’ influences fathers’ willingness to participate in childcare, a domain traditionally gender ascribed to wives. Data were gathered from a mothers’ survey and a fathers’ survey, each with a sample of 200, conducted in a rural and an urban district in Uganda in 2008. The study compares mean scores for perception and practice indices across three wealth categories: “wife is wealthier than husband,” “husband is wealthier than wife,” and “shared or equal wealth.” Data show that fathers are more likely to engage in childcare when husbands and wives share or have equal wealth than when there are wealth differences between spouses. The results suggest that policy should focus on raising women's economic endowment as well as public education that encourages progressive perceptions of gender roles.  相似文献

Single parents and unmarried couples are increasingly replacing the traditional nuclear family. This paper investigates if the greater variety in living arrangements contributes to increased resource disparities among children in Germany. Children in single parent families are disadvantaged in at least three dimensions decisive for their later achievements: material standard of living, parental education, and parental childcare time. We compute multidimensional inequality and poverty indices using SOEP data from 1991 to 2012. We distinguish between parental and publicly provided childcare, which is an increasingly important in‐kind benefit in Germany. We find that both multidimensional inequality and poverty declined as expanded public childcare strongly reduces resource disparities among children.  相似文献

Using data from the HILDA (Household Income and Labour Dynamics), this paper examines the implications of childcare costs on maternal employment status by distinguishing between full-time and part-time work. Our empirical approach uses an ordered probit model taking into account the endogeneity associated with both wages and childcare costs. Results indicate that childcare costs have a statistically insignificant effect on the decision to work either full time or part time. Moreover, the reported elasticities of part-time and full-time work with respect to childcare costs are relatively low. Finally, our results indicate that Australian mothers respond to an increase in wages by increasing both their full-time and part-time employment. Conversely, an increase in the number of young children (particularly under four years of age) and an increase in non-labour income reduce the likelihood of the mother is observed to be working.  相似文献

We develop a methodology for identifying financially distressed households and use it for testing the responses to shocks to the unemployment rate, the interest rate and prices of essential expenditure in the Czech Republic. We extend the approach of Johansson and Persson (2006) for Sweden and Albacete and Fessler (2010) for Austria in the literature to allow for full labour market transitions between employment and unemployment, and, due to data availability, to account for heads and spouses within households. This improvement may lead to a higher response of household distress incidence, due to the unemployment rate shock, than in both Sweden and Austria, while the effects due to the interest rate shock are of similar size as in Austria. We illustrate the use of our approach for stress testing households’ ability to pay their debts using macroeconomic scenarios from the CNB’s official forecast and from the CNB’s Financial Stability Report. The results highlight the importance of using micro-level datasets in the analysis of household distress incidence, as the impact of shocks is more pronounced among lower-income households.  相似文献

Recent decades have seen dramatic changes in the ways in which households in developed Western economies gain their livelihoods, with marked elements of a return to old ways of working. There has been a shift from reliance upon one family wage to the need for family employment as well as growing reliance on self-employment and small business. These changes mean that childcare for working parents, and the promotion of new small enterprise, are key areas of policy concern. Drawing on original English empirical research around both these themes, this article shows the ways in which UK households draw on redistribution between the generations as a v - v generally decommodified v - v contribution to livelihoods and "getting by." We argue that these results confound widely utilized models of how people behave, and take particular issue with how economists and policy-makers model the household and its boundaries as the institutional context for individual decisions.  相似文献

This article explores the dynamics of a general equilibrium when an individual’s rate of time preferences is endogenous in a dynastic competitive economy. We postulate that altruistic parents allocate time to make their children patient to improve their lifetime welfare. The paper shows multiplicity and instability of the competitive equilibrium. Local and global indeterminacy emerges due to complementarity between a balanced growth rate and parental time allocation. Indeterminacy implies income and growth disparity among generations. In contrast, a balanced growth path is unique and determinate in the corresponding social optimum. A unique social optimum introduces a potential policy instrument for stabilizing a cyclical competitive equilibrium.  相似文献

Abstract

This paper examines how child-related public policies influence women's employment in Europe. The analysis compares the difference in employment status between partnered mothers and nonmothers across the EU-15 using a wide range of self-constructed indicators of child policies such as childcare provision, parental leave, and tax-cash benefits. Using the recycled predictions method, it is possible to isolate the impact of the presence of a child from other characteristics likely to influence women's labor-market outcomes. Country-specific employment gaps among women are computed at different ages for the youngest child, for different outcomes (inactivity and part-time or full-time work), and for different levels of education. The main conclusion is that when it comes to securing equal labor-market access and conditions for mothers of young children and non-mothers, public childcare provision has the strongest impact. In the absence of public childcare, not even the most highly educated mothers can cope.  相似文献

Abstract This paper sets out a simple non‐cooperative model of resource allocation within the household in developing countries that incorporates domestic violence as a vehicle for enhancing bargaining power. We demonstrate that the extent of domestic violence faced by women is not necessarily declining in their reservation utilities, or necessarily increasing in their spouses’. Using the National Family Health Survey data of India for 1998–99, we isolate the effect of domestic violence on female autonomy, taking into account the possible endogeneity of domestic violence through the choice of appropriate instruments. We provide some evidence for the evolutionary theory of domestic violence, which argues that such violence stems from the jealousy caused by paternity uncertainty in our evolutionary past. The findings have strong policy implications suggesting that it will take more than an improvement in women’s employment options to address the problem of spousal violence.  相似文献

The cost of child care is one of the greatest financial barriers faced by mothers returning to work. In recognition of this cost, the federal government provides child care subsidies to assist families to meet the cost of child care.
This paper models the use of child care services and the provision of child care subsidies to determine how effective the Australian government child care support programs are in reducing the financial barriers that make returning to work difficult for many mothers. Both childcare assistance and the newer childcare cash rebate are modelled. The impact of these assistance measures is examined for couples and sole parents on different incomes with one or two children in child care.
It was found that child care subsidies are highly progressive and make a substantial contribution to vertical equity by offsetting child care costs related to employment. They also contribute to horizontal equity, by providing greater assistance in meeting child care costs for families with more than one child in care, in recognition of their greater need. Sole parents derived the greatest benefit from child care subsidies, particularly those on low incomes working full-time and with two children in care.  相似文献

Using the EU-SILC database (2005–06) for twenty-four European countries, this article develops a comparative perspective on labor market situations of women and mothers with very young children in relation to labor market institutions and policies (especially childcare and leave schemes). Using multilevel multinomial logit models, our results show firstly the heterogeneity of national arrangements of women's labor market integration in Europe (including among new member states). Secondly, our results show the links between some national policy variables and women's behavior, despite the fact that individual factors explain labor market situations the most. Women's employment is positively related to formal childcare and to characteristics of national labor market regimes. The use of informal childcare is associated with lower women's employment rates, which might be explained by a substitution effect. The employment rate of mothers with very young children is positively related to public childcare and negatively to parental leave.  相似文献

本文利用1988、1995和2002年的中国城镇家庭收入调查数据,旨在比较改革的渐进期(1988—1995年)和深化期(1995—2002年),城镇已婚女性的就业和就业收入对家庭收入差距的影响。我们发现在两个时期,已婚女性的就业明显下降,其就业收入都起到了缩小家庭收入差距的作用。在改革渐进期,已婚女性就业收入缩小家庭收入差距的作用不断加强;而在改革深化期这一作用是下降的。和改革渐进期相比,已婚女性就业收入的变化在改革深化期成为了缩小家庭收入差距的重要原因。  相似文献

We document the changing labour force participation patterns of women with young children in Russia during 1992–2004. In this period maternity leave benefits became less generous, and childcare was privatized and became increasingly scarce. Using nationally representative household survey data it is shown that in 1992, there was essentially no association between the probability of a woman being a labour force participant and her having a child under age 3. However, by 2004, having children under age 3 had become associated with significantly reduced participation and employment probabilities, conditional on other observable characteristics of women and their households, and local factors. Several potential explanations for these findings are discussed.  相似文献

This paper discusses how childcare and parental leave policies affect female employment by reviewing the international evidence and recent papers on Japan. These papers estimate causal effects of policies by exploiting policy changes, which is a more credible identification strategy than those applied in earlier observational studies. The literature on parental leave finds that a more generous leave package tends to delay mothers’ return to work, but it does not have detrimental effects on maternal labour supply in the medium to long run. Some papers also find that provision of job protection for around 1 year can increase maternal employment, but longer job protection has little additional effects. The literature on childcare policies finds that maternal employment does not necessarily increase, because the expansion of childcare may crowd out informal childcare arrangements, such as care provided by grandparents. Findings by recent papers on Japan are largely consistent with the international evidence.  相似文献
