The offshoring of production by firms has expanded dramatically in recent decades, increasing their potential for economic growth. What determines the location of offshore production? How do countries’ policies and characteristics affect a firm's decision about where to offshore? Do firms choose specific countries because of the countries’ policies or because they know them better? In this paper, we use a rich dataset on Danish firms to analyze how decisions to offshore production depend on the institutional characteristics of the country and firm-specific bilateral networks. We find that institutions that reduce credit risk and corruption increase the probability that firms will offshore there, while those that increase regulation in the labour market decrease this probability. We also show that a firm's probability of offshoring increases with the share of its employees who are immigrants from that country of origin. Finally, our analysis reveals that the negative impact of institutions that hinder offshoring is attenuated by a strong bilateral network of foreign workers.  相似文献

This paper uses a political economy perspective to study the endogenous formation of economic policies and its interplay with political institutions. This paper provides a novel view that both the institutions and economic development status are essential factors in endogenously determining economic policies. The model aims to explain both the differences in the degree of adopting industrial policies as well as the differences in the types of industrial policies being implemented. Using a concise framework with two country-specific characteristics, the baseline model can capture three main types of industrial policy platforms of interest. In a country where voters’ political awareness is positively skewed and press freedom is relatively low, pro-heavy industry policies would be present most of the time; South Korea is representative of this type of countries. In a country where voters’ political awareness is positively skewed and press freedom is relatively high, there is usually an active industrial policy, though the target of the policy changes over time. Specifically, the policy is favoring the industry of which the industry-specific TFP is relatively high; Japan is representative of this type of countries. In a country where voters’ political awareness is negatively skewed and press freedom is relatively high, there is usually no active industrial policy; the U.S. is representative of this type of countries.  相似文献

Are liberal trade policies good for growth? Sceptics often point to the late nineteenth century as a period when protectionist policies promoted economic development. This apparent blueprint for the benefits of protectionism paradoxically comes from a period that is often described as the first era of globalization. In this paper we reassess the empirical evidence about the relationship between tariffs and growth between 1870 and 1914. Our key findings challenge the idea that in the nineteenth century countries that raised tariffs thereby increased their own growth rate. Using new and improved data and employing a whole portfolio of econometric tests we do not find evidence that increased protectionism raised the rate of individual countries’ growth. While some positive cross-sectional correlation exists between tariffs and growth, this may reflect unobserved country traits rather than a causal relation. There is equally little evidence that other external factors, such as real exchange rates and terms of trade changes, were key drivers of economic performance. A paradox of this first era of globalization is not that free trade was bad for growth; it is that international economic policies seem to have mattered little to countries’ growth trajectories.  相似文献

Rapid population growth is a serious problem in many developing countries and family planning policies developed in response to the problem raise many ethical issues; home economists can help the citizens in their respective countries increase their knowledge of population dynamics and help them assess the ethical implications of population and family planning policies. Most developing countries have high population growth rates. The annual population growth rates for 1975-79 were 2.8% for Africa, 2.6% for Latin America, and 2.1% for Asia. Population grows exponentially: a population growing at an annual rate of 3% increases. 1900% in a century. If current population trends continue the world's population will stablize toward the end of the 21st century at about 10 billion persons, compared to the world's present population of 4.3 billion. Rapid population growth not only threatens the future welfare of society as a whole, but currently impedes the economic development of the world's poorest nations. Consequently, the governments in many developing countries have adopted vigorous family planning programs. It is difficult to reduce population growth in developing countries because these countries have a high proportion of young people in their populations, i.e., a high number of persons of reproductive age. Barriers to family planning acceptance include 1) high illiteracy rates 2) high infant mortality rates 3) the high economic and socialvalue placed on children in developing countries and 4)religious beliefs. Methods used by governments to alter population growth include 1) manipulating access to contraceptives, 2)developing programs to alter social determinants of fertility, 3) using propaganda to encourage or discourage birth control and repressing information contrary to the government's policies, 4) offering incentives to those who further government policies and imposing disincentives on those who do not comply with government policies, and 5) exerting political pressure to force individual to comply with the govermnent's policies. The use of some of these methods raises ethical issues. When does pressure become coercion? Is coecion justified by the need to ensure the future welfare of the world? In India, sterilization was promoted by making payments to sterilization acceptors and promoters and to physicians who performed sterilizations. In Taiwan, savings deposits were made for children of couples with 1 or 2 children, and the deposits were decreased in additional childred were born. In China incentives, disincentives, and polititcal and peer pressure are used to promote the governt's family planning policies. Do these strong measures lead to infaticide and to the abuse of children whose births result in economic loss for other family members? Do they violate human rights? These issues should be discussed in home economics classes, and additional efforts must be made to ensure that male students are also provided with population information. Home economists can promote the critical assessment of the population problem and its solutions.  相似文献

Why do some countries enjoy high economic growth rates while some suffer in “low-growth traps”? Why are tax policies in different countries so different? Some suggest that it is exactly these differences in government policies which contribute to the difference in economic growth rates. This paper considers a small open economy which sustains its economic growth by adopting new technologies. When the value of initial wealth is “relatively small,” policies which promote growth most result in the highest welfare. In other cases, policies that discourage growth most may be welfare-maximizing.  相似文献

This paper presents the findings of a comparative study of dividend policies in Australia and Japan. It examines panel data from the constituent stocks of the ASX 200 Index of the Australian stock market and the Nikkei 225 Index of the Japanese stock market. The evidence that Australia, with an imputation tax system which favors dividends over capital gains, has a significantly higher dividend payout than Japan lends support to the influence of environment on dividend policy. Dividend policies in Australia and Japan are affected by different financial factors. Fixed effects regression models indicate that dividend policies are affected positively by size in Australia and liquidity in Japan, and negatively by risk in Japan only. An industry effect is found to be significant in both countries.  相似文献

Many countries have adopted labeling policies for genetically modified (GM) food, and the regulations vary considerably across countries. We evaluate the importance of political‐economic factors implicit in the choice of GM food labeling regulations. Using an analytical model, we show that production and trade‐related interests play a prominent role in labeling decision‐making. This conclusion is validated by an empirical analysis of GM food labeling policy choices. We find that countries producing GM crops are more likely to have less stringent labeling policies. Food and feed exporters to the European Union (EU) and Japan are more likely to have adopted stricter labeling policies. Labeling regulations in Asia and Europe are similar to those of Japan and the EU. Countries with no labeling policies are less developed, with important rural sectors and are more likely to have ratified the Cartagena Protocol on Biosafety.  相似文献

Several R&D‐based growth models without scale effects claim that subsidies to R&D are not conductive for economic growth while a faster growing population is. Yet, in an effort to maintain high growth rates, most OECD countries continue to subsidize R&D, while several developing countries are trying to control the size of their population. Are these countries misguided? This study introduces an R&D‐based growth model that is characterized by complementarities between technology and human capital. The model is free of scale effects and consistent with the above‐mentioned policies. By applying the model to US data the study uncovers a possible explanation for the productivity slowdown.  相似文献

European countries do less research than Japan and the United States. But their lower level of research effort has more to do with the smaller markets facing European inventors than with lower research productivity. Europe has substantial research potential, in that increasing research effort in most European countries generates bigger income benefits there than increasing research effort in the United States and Japan by equivalent amounts. Research subsidies, enhanced patent protection, support for public research, higher educational achievement and increased integration are alternative routes towards exploiting this potential. These policies increase productivity not only in Europe, but also elsewhere. One problem with implementing such policies at the national level is the potential for free riding. A second possible problem with policies to promote research concerns their distributional consequences. While all countries within the European Union would benefit from increased research output, the countries that are already best at doing research, which tend to be the richer members, do best. The benefits of policies that facilitate the adoption of innovations are more evenly spread among richer and poorer countries.  相似文献

While the literature on business power and global finance has illuminated the ways in which financial institutions limit the policy autonomy of states in developing countries, we know much less about the circumstances under which the power of financiers is undermined. In this article, I advance explanations of these circumstances by arguing that state access to natural resource revenues reduces the power of financial institutions and enhances the capacity of the state to pursue central bank policies which violate the interests of major financiers. I employ a case study of central bank policy in Nigeria to probe this argument and find evidence that supports the claim that whenever the Nigerian government's access to resource revenues increased, the state's capacity to diverge from financiers’ preferred central bank policies and to advance its own preferences increased as well. The analysis provides the basis for broader propositions about the policy space of developing countries vis-à-vis financial institutions and the variability of structural power.  相似文献

This paper looks at the evolution of the labour markets in Estonia, Latvia, and Lithuania since the beginning of transition until 2003, with a particular focus on labour force participation. How did labour supply in the Baltic countries respond to changes in minimum wages, unemployment benefits and retirement regulation? Do the marked differences in labour market policies between the countries result in different patterns of participation? What are the obstacles to and driving forces of participation? We find that relative contribution of participation and demographic trends to the dynamics of the labour force varied substantially both over the years and across the three countries. Participation, in turn, has been shaped by sometimes complicated interactions between schooling decisions of the youth, retirement, policy changes, and external shocks. Resulting differences in trends and patterns are quite substantial, indicating that there is a room for increasing participation in each of the countries. Panel data analysis of determinants of participation and discouragement based on labour force survey data suggests that increasing after-tax real minimum wage has significant positive effects on participation and reduces discouragement in Lithuania. In Estonia, by contrast, a positive effect of minimum wage on participation is found only for teenagers of both genders and for young males. We do not find any evidence that partner’s wage has a negative effect on participation. Ethnic minorities, especially females, in all three Baltic countries are less likely to be in the labour force, other things equal.  相似文献

This article aims to investigate individuals’ perceptions about institutions that should be primarily responsible for reducing or preventing poverty, which is a dramatic phenomenon that became a crucial issue in European countries over recent years. We propose an empirical analysis based on European survey data and investigate some citizens’-level and country-level variables that potentially affect individuals’ attitudes. Our results suggest that country-level economic and institutional characteristics do significantly affect individual preferences for the governance of anti-poverty policies.  相似文献

This paper applies the Markov-switching model to analyse the transition probabilities and generalized method of moments (GMM) with Newey–West heteroscedasticity and autocorrelation consistent covariance estimators (HAC) to examine the continuity of monetary policies in different countries when the U.S. and China change their monetary policies. Our results indicate that the euro area’s monetary authority continues to increase/decrease their money supply to stimulate/depress the economy. In Japan, long-term economic recession motivated the Japanese government to maintain a loose money supply. The continuity of Korea’s monetary policy in expansionary states lasts up to 5.1 years. Besides, the outcomes show the implementation of U.S. quantitative easing (QE), overnight reverse repurchase agreement (RRP), and Chinese RRP policies have significant spillover effects on other nations. Particularly, the effects on the euro area are the largest. Furthermore, although the monetary policies of China and the euro area seem to move in opposite directions, they are interdependent.  相似文献

Does fiscal consolidation lead to social unrest? Using cross-country evidence for the period 1919 to 2008, we examine the extent to which societies become unstable after budget cuts. We find a positive correlation between fiscal retrenchment and instability. Expenditure cuts are particularly potent in fueling protests; tax rises have only small effects. To isolate the effect of policy decisions on social unrest we exploit variation in neighboring countries’ past fiscal policies.  相似文献

This study investigated main banks’ influence on the quality of accounting firms’ audits and corporate firms’ earnings, focusing on companies on Japan’s Nikkei 500 index. We posed three questions in this research study about main banks’ influence on corporate clients’ earnings management. First, does a weakened main bank relationship influence corporate clients’ financial reporting quality? Second, does Japan’s firewall deregulation influence firms’ earnings quality? Finally, does the relationship between accounting firms and main banks affect client firms’ earnings quality? Our main findings were that main banks are not related to client firms’ earnings management; however, main banks mitigate client firms’ earnings management after firewall deregulation. On the other hand, firewall deregulation does motivate firms to manipulate their earnings management. Finally, using Pong and Kita’s (2006) study as a framework, we found that main banks and client firms using the same accounting firms had no influence on earnings management. Based on these evidences presented, our findings suggest that the quality of corporate clients’ financial reporting changes before and after firewall deregulation.  相似文献

本文借助一个外资企业与东道国企业进行古诺竞争的模型,讨论了在市场机制下外资企业的低碳技术转让问题,并重点分析东道国的环境税政策及补贴政策在其中的影响。研究表明:市场机制发挥作用需要东道国宽松的环境政策加以配合,发达国家回避技术支持问题来要求发展中国家执行严格的环境政策实际上是将发展中国家置于两难境地。因此,发展中国家必须坚持不同议题之间互动的谈判策略,在确定技术获得的前提下探讨减排责任的承担问题。  相似文献

A country’s visa policies are widely assumed to have economic consequences. In this short paper, I examine the effect of the ease with which a country’s citizens can enter foreign countries on international trade. Using a specification of the gravity model that avoids the endogeneity problems that typically arise when analyzing the association between ease of travel and the extent of bilateral interactions, I find that countries which issue powerful passports experience more international trade.  相似文献
