This paper examines the sources of labour productivity in the Italian regions during the period 1980–2004. Five economic sectors are investigated using data envelopment analysis (DEA) and taking into account productive specialisation and sector inefficiencies. Labour productivity change is decomposed into five components by means of Malmquist productivity indices: intra-sector efficiency change, composition efficiency change, input-biased technical change, magnitude component technical change and capital accumulation. Using bootstrap procedure, the components of labour productivity changes are statistically tested. Efficiency analysis shows that productive specialisation is not a source of inefficiency and efficiency gains can be obtained by sector-specific policies. Thus, it is possible to obtain improvements in efficiency in each sector of activity rather than reallocating resources among sectors. The results of the decomposition by sectors reveal heterogeneous sources of growth. The total economy has shown evidence of non-neutral technical change and, it has been found that agriculture, industry and construction experienced capital using technical change. The analysis of the decomposition of the labour productivity growth is complemented by an analysis of β-convergence.  相似文献

This paper provides an empirical analysis of the relative contributions of allocative and technical efficiency to the productivity performance of European railways over the period 1972 to 1999. A stochastic frontier approach is used to analyse the cost structure of the railway industry. We estimate a translog cost system in which allocative inefficiency is modelled through an exact relationship between the cost share equations and the cost function. To allow the estimation of such a model using the sample theory approach we assume that the share equation residuals represent deviations from first-order conditions and, therefore, that they represent exclusively allocative inefficiencies. The use of this simplifying assumption renders our analysis computationally tractable, but it could be inconsistent with the economic theory of duality and for that reason caution is required in interpretation of results. Acknowledging this caveat, we find that European railways have experienced significant cost increases due to inefficient behaviour, with a mean value of around 15%. In contrast to previous studies, however, our estimates indicate a larger role for allocative inefficiency, which accounts for around of a half of the total increase in cost inefficiency.

This study uses data envelopment analysis to examine the liquidity and sales efficiency of the Food and Beverage listed firms in Athens Exchange in the period 2006–2012. The liquidity efficiency of the firms is higher than the sales efficiency but the results indicate that there are not statistical significant differences in the rankings estimated by the two models in each period. The Malmquist Productivity Index reveals that over the period of the study, firms have experienced an annual average increase in productivity of 0.5% (a slight progress). On examining the components of this productivity change, it becomes evident that firms have experienced an annual average of 2% increase in technology combined with a decrease in technical efficiency of –1.5%. The results indicate that 52.4% of the firms experienced productivity gains in the examined period, and this was mainly the result of technological gain rather than efficiency improvement. More than 90% of the firms in the sample shift the efficiency frontier and only 33.3% of the firms are catching up, improving their productivity by reducing inefficiency. Moreover, the empirical study reveals that the overall technical inefficiencies of the firms are primarily caused by pure technical inefficiencies rather than scale inefficiencies.  相似文献

The study obtains measures of the productive efficiency of ‘larger’ and ‘smaller’ Northern Ireland hospitals during the 1986–92 pre-Trust period. The measures provide insights into how these hospitals were responding to the pressures for increased efficiency prior to Trust status. They also constitute a useful benchmark for evaluating productivity change under the post-1992 Trust status environment. A nonparametric frontier approach is used to measure productivity change and to decompose this into technical change (or shifts in the best practice frontier) and efficiency change (or change in how far a hospital is from the frontier). The latter change in efficiency is also decomposed into changes in scale efficiency, pure technical efficiency and input congestion. The findings indicate that smaller hospitals, starting from a less efficient base, achieved greater productivity gains than larger hospitals over 1986–92. For smaller hospitals, this was due to progressive shifts in the best practice frontier outweighing a substantial decline in efficiency. This decline was found to be due to a deterioration in scale efficiency over the period. The results overall support the current policy view that larger hospitals are more efficient than smaller hospitals in providing health care services.  相似文献

The study presents an empirical analysis of the relative revenue efficiency of UK universities in providing teaching and research. With government policies pressurizing the largely public-funded universities to secure efficiency in both input usage and output revenue, university producers are modelled as cost-constrained revenue maximizers. Taking explicit account of the quality of research output, the methodology uses linear programming techniques to construct nonparametric cost indirect production frontiers and to compute revenue efficiency relative to these frontiers. Revenue efficiency is then decomposed into its (output) allocative and technical components. Further analysis investigates the sources of allocative and technical inefficiencies.  相似文献

Incentive regulation is now an important regulatory tool in the telecommunications industry in the United States. The objective of incentive regulation is to improve productive efficiency, enhance service quality and consumer welfare, and reduce the costs of regulation. The issue that is considered here is whether incentive regulation in the form of a price cap applicable to interstate access service to local loops has resulted in an increase in the technical efficiency and allocative efficiency of local exchange carriers (LECs). After discussing the reasons for adopting incentive regulation, the nature of price caps is explored followed by an overview of the methodology for measuring the effects of incentive regulation on productive efficiency. The results indicate that for changes in technical efficiency, there is a definite randomness between 1985 and 1993 with technical efficiency increasing in some years and decreasing in others. Subsequent to 1993, however, there is a consistent improvement in technical efficiency. Given that incentive regulation in the forin of price caps was implemented for LECs in 1991, it is likely that some portion of the improvement in technical efficiency subsequent to 1993 is attributable to incentive regulation. A pronounced upward trend in allocative efficiency is observed beginning in 1985. It is problematic, however, to attribute the improvement in allocative efficiency to the adoption of incentive regulation. It is more likely an artifact of the divestiture of AT&T although some indeterminant portion is probably associated with the implementation of price caps.JEL classification: L51, L96  相似文献

农作物的成本效率是影响农业生产的重要因素。以大豆为例,利用DEA的成本效率模型对2004—2008年大豆的成本效率进行测度,并从纯技术效率、规模效率和配置效率三个方面对其进行分析。同时,结合变异系数比较了大豆主产区的不同成本效率特征,并分析了纯技术效率、规模效率和配置效率对成本效率造成的影响。结果表明,大豆的成本效率并不高,配置效率是主要影响因素,因此应调整资源配置以提高成本效率。另外,大豆主产区之间的成本效率相差较大,应调整大豆生产区域以发挥地区比较优势。  相似文献

This paper estimates the technical and allocative inefficiencies of the transmission-distribution sector of Japanese electric utilities using a panel data during the 1981–1998 period. A stochastic production frontier of the CES form is jointly estimated with input demand equations. Taking advantage of the self-duality, we retrieve the cost frontier by which the impacts of technical and allocative inefficiencies on costs and input demands are measured. The estimated elasticity of substitution is significantly different from unity in favor of the CES specification over the Cobb–Douglas. The results show that observed costs are 9 to 48% higher than the efficient level; technical inefficiency raises costs by 1 to 28%, while allocative inefficiency does so by 8 to 30%. Although their impacts on costs are similar, technical inefficiency more fluctuates so the differences in the performance of utilities are mainly due to technical inefficiency. We also find a substantial over-utilization of capital for all utilities.

The main focus in the inefficiency literature is on suboptimal input use and how this causes increased costs, due to technical and allocative inefficiency. Production or cost functions are then typically used to describe the underlying technology of the firm. The possible revenue loss, due to lower than maximum production levels and suboptimal output mix, has received substantially less attention. By using a revenue function to measure inefficiency, the focus, model and estimation technique presented in this article differ from those of previous studies. A shadow revenue model is used to decompose revenue inefficiency into its technical and allocative components, in which the allocative inefficiency is due to a suboptimal output mix. The approach is illustrated using panel data of Norwegian whitefish trawlers. The results reveal large inefficiencies, with respect to output levels as well as output mix, indicating that this can be an important part of the picture when investigating economic inefficiency. To identify the determinants of revenue inefficiency, we conduct a second-step regression, in which technical and allocative inefficiency is regressed upon a set of explanatory variables. The inefficiencies are partly explained by the management system and fleet structure.  相似文献

本文利用省级面板数据研究转型过程中中国地区工业生产绩效的动态表现。基于Kumbhakar(2000)的方法,我们将TFP增长分解为四个因素的变化。结果发现:(1)自1988年以来各地区工业部门的TFP增长率都出现了增长的趋势,其首要推动力在于技术进步率的不断提高;(2)与此同时,技术效率和要素配置效率出现了恶化,而规模效率则从恶化走向了改善。(3)上世纪90年代末的国企改革对各地区的工业生产绩效的构成造成了普遍的冲击,而民营化程度较高的东部地区受到的冲击最小。(4)通过分析绩效差异的源泉,我们进一步确认90年代末国企改革的制度性冲击促成了工业规模效率的提高,却导致了要素配置效率的短期下降,而劳动力教育水平和非国有经济比重的提高,则有助于促进工业技术进步、改善配置效率。伴随着制度变革的经济整体转型正从多个向度重构着中国地区工业化的版图。  相似文献

U.S. urban transit systems receive operating and capital subsidies from various levels of government. Each firm minimizes its cost net of subsidies subject to its production function. The first order conditions from this minimization give a set of equations that are estimated using a stochastic frontier approach. From the results are calculated technical and allocative inefficiencies. The allocative inefficiencies are further decomposed among two sources, subsidies and factors internal to the firm. The analysis reveals large allocative inefficiencies between labor, fuel, and capital. Furthermore, it finds that subsidies lead to excess use of labor relative to capital and excess use of fuel relative to capital and labor. Also, most allocative inefficiencies in firms are due to internal factors and not subsidies, and the sizes of the inefficiencies vary substantially among transit firms.  相似文献

The paper analyses the contribution of efficiency as a mechanism of labour productivity convergence, taking as the unit of analysis the Spanish regions in the period 1964–1993. Using the stochastic frontier approach, a translogarithmic production function is estimated for the different sectors of the Spanish regional economy, demonstrating on this basis the existence of substantial differences in efficiency between sectors as well as between regions. With regard to convergence, the results obtained indicate that at aggregate level the convergence observed in labour productivity is explained by the faster growth of the capital-labour ratio of the initially poorer regions and the contribution of technical change and the efficiency, hence by the convergence of TFP. However, the information by sectors shows different results. Thus, on the one hand, the importance of the convergence in production per employee is seen in all sectors except agriculture and, on the other it is observed that technical change is a factor of convergence in all sectors but construction, and, qualitatively, the contribution of technical change is greater than the contribution of efficiency. By sectors, technical change contributed significantly to labour productivity convergence in agriculture, but the faster growth of the capital-labour ratio of the rich regions acted as a mechanism of divergence, completely counteracting the technological catching-up effect. It is further concluded that, as well as the contribution of the accumulation of factors, the positive evolution of efficiency in the poorest regions favoured convergence in the construction and industry sectors, whereas technical progress was decisive in industry and the services sectors.  相似文献

The main purpose of this paper is to investigate productivity changes of 33 Middle East and North Africa microfinance institutions over the period of 2006–2011 by using the Malmquist productivity index (MPI) method and a balanced panel dataset of 198 observations. The empirical findings indicate that the microfinance industry has reported overall productivity regress in the study period even though all the MENA MFIs have positive TFP growth with the exception of the year 2010–2011. In addition, our study indicates that over the period the Malmquist productivity change experienced by the MENA microfinance industry as a whole has averaged 4.9% annually which was mainly attributed to technical efficiency change. The study reveals also that the industry as a whole has exhibited a decline in technological change (2.9% decrease over the period) and suggested that there has been a deterioration in the performance of the best practicing MFIs. By decomposing the Malmquist index, the result showed that during the study period the MENA MFIs have experienced mainly an increment of pure technical efficiency (improvement in management practices) rather than an improvement in optimum size. Overall, an essential strategic implication for the MENA microfinance industry is that they need to pursue a technological progress in order to meet the dual objectives of reaching many poor people and financial sustainability.  相似文献

This study attempts to provide a framework under the variable returns to scale hypothesis to account for the effect of the cost scale efficiency change in the decomposition of the cost metafrontier Malmquist productivity index (CMMPI). In addition, the meta‐cost efficiency and cost frontier gap between subordinate banks of financial holding companies (FHC) and independent banks are also examined. A total of 34 banks in Taiwan are empirically analysed from 1999 to 2012. The results indicate that the meta‐cost efficiency, meta‐technical efficiency and meta‐allocative efficiency scores of subordinate banks of FHC are better than those of independent banks. The banking industry in Taiwan is found to have an improvement in cost metafrontier Malmquist productivity. The subordinate banks of FHC are also found to exhibit positive CMMPI and decomposition components, but do not achieve a significant improvement except in the case of the technical gap ratio change. The empirical results recommend that Taiwanese banks place more policy focus on the issue of scale adjustment, which should be beneficial. Based on the CMMPI decomposed results, we can gain further understanding of the growth path to enhance operational performance.  相似文献

Using newly collected data from a survey distributed to all banks in the United Arab Emirates (UAE), this article measures economic efficiency in the banking industry, namely allocative, technical, pure technical and scale efficiency. Employing a nonparametric Data Envelopment Analysis (DEA) approach, the study estimates the efficiency for a cross section of the UAE banks in 2004. The results indicate that the dominant source of inefficiency in the UAE banking is stemming from allocative inefficiency rather than technical inefficiency. Furthermore, the main source of the relatively small size, technical inefficiency in the UAE banking industry is not the scale inefficiency but rather pure technical inefficiency. The results further indicate that the UAE banks are able to use their input resources more efficiently when they have more branches, and that newer banks are performing better than older banks on average. Moreover, the results also show that short experiences of employees affect efficiencies negatively and government ownership tends to reduce efficiency (as the government shares increase in the bank, the efficiency scores get lower). Finally, the most interesting results have to do with finding higher average efficiencies in banks that employ more women, more managers and less national citizens of the UAE.  相似文献

The purpose of this paper is to analyse the impact of the deregulation of the Swedish banking industry in the mid-1980s, and the consequent banking crisis, on productive efficiency and productivity growth in the industry. An unbalanced panel of Swedish banks is studied over the period, 1984 to 1995. A total of 1275 observations are analysed for 156 banks that were observed for between two and twelve years. We adopt a translog stochastic frontier model to estimate the labour-use requirements in terms of the variables, loans, deposits, guarantees, number of branches and total inventories, together with the year of observation. The inefficiency effects in the labour-use frontier are modelled in terms of the number of branches, total inventories, the type of bank and year of observation. The technical inefficiencies of labour use of Swedish banks were found to be significant, with mean inefficiencies per year estimated to be between about 8 and 15 per cent over the years of study. This paper is dedicated to probing into the dynamic performances of industrial productivity across regions of transitional China, using the panel data of provincial level. Based on the approach by Kumbhakar (2000), TFP (total factor productivity) growth is decomposed into four components. The main results are as follows. First, since 1988, the industrial TFP growth has been commonly accelerated across regions, with a rising technical change rate as the principal impetus. Second, meanwhile, technical efficiency and factors’ allocative efficiency are deteriorated with scale efficiency switching from being retrogressive to being progressive. Third, although the SOE (state-owned enterprise) reform in the late 1990s has constituted a common shock to the industrial productivity, the eastern area with relatively few SOEs suffers the least from this policy enforcement. Fourth, by exploring the sources of productivity differences, we further confirm that the institutional shock launched by SOE reform in the late 1990s is crucial for the enhancement of scale effects as well as the temporarily rapid decline of factors’ allocative efficiency; in addition, the educational level of the labor-force and the share of non-SOEs in the industrial output contribute positively to the acceleration of technical change and the improvement of allocative efficiency. This article investigates the sources of productivity growth in the Indonesian banking sector during 23 years period from 1993 to 2015. The industry has gone through several episodes of policy reforms, starting from the radical deregulation in the late 1980s, the restructuring period following the 1997 Asian financial crisis, the consolidation period in the mid-2000s to the economic expansion in the 2010s. Using panel data of 98 commercial banks, we explore productivity growth using Malmquist indices complemented with bootstrapping technique to provide measures of the statistical precision of the results. The Malmquist index measures total factor productivity, efficiency change and technological change. Results show that productivity improves moderately and appears to be less volatile towards the end of the period. Furthermore, efficiency change tends to be the main source of productivity improvement rather than technological change.  相似文献

The purpose of this article is to study relative trends in total factor productivity (TFP) between the Australian and New Zealand manufacturing sectors from 1986 to 1996. Since 1984 both economies have undergone major structural changes with varying degrees of speed and intensity. We use the Malmquist index to measure TFP growth and decompose it into an efficiency change and a technical change component. This decomposition provides extra insight on assessing relative productivity trends during a period of economic reform. The results indicate the Australian manufacturing sector exhibits better rates of individual factor productivity performance while multifactor productivity is estimated to be higher in New Zealand manufacturing. TFP growth in New Zealand is driven by technical rather than efficiency change. In fact, the New Zealand manufacturing average rate of efficiency change is estimated to be negative over the sample period.  相似文献

We develop a model of learning-by-doing in human capital formation in the presence of allocative inefficiencies. The inefficiencies are a result of lobbying by firms to establish, or prevent, barriers to the perfectly competitive allocation of factors of production (labor). It is shown that lobbying may lead to a static welfare loss depending upon the elasticity of substitution between goods, and the relative lobbying power of firms. Further, productivity growth, via learning by doing, changes the relative lobbying power over time. This may magnify or diminish the static welfare loss in the long-run depending on the level of initial misallocation. Therefore, differences in initial lobbying power and rate of productivity growth between sectors determine the long-run effects of lobbying.  相似文献
