In 1970, as in previous decades, the U.S. Bureau of the Census's household enumeration began with a lead question as to who was the 'head of household'. With the resurgence of feminism, this concept was challenged as an ambiguous concept which implied an authority structure imputed by the Bureau not measured, and offensive to many people. This paper tells the story of successful feminist mobilization in the 1970s that led to the removal of this concept from the U.S. decennial censuses beginning with 1980.  相似文献

The consumer price index (CPI) is used in the United States to measure changes in the cost of living. Since the CPI is used to index the official U.S. poverty guidelines and to establish eligibility criteria for various public assistance programs, a change in the methodology used to calculate the CPI would impact the accuracy of poverty statistics and, more importantly, poor families' access to public assistance. Since the majority of these poor families are headed by women, the CPI becomes a critical issue for feminist economics. In December 1996 the United States Senate Finance Committee's Advisory Commission to Study the Consumer Price Index issued its final report which concluded that use of the consumer price index results in widespread substantial overindexing. This paper uses the basic needs budgets (BNB) to evaluate changes in the cost of living for low-income families. The author compares the cost of the BNBs for single-parent families in 1983 and 1996 and finds that the cost of the bundle of goods and services included in the BNBs has increased faster than the CPI. Obesity is increasingly becoming a source of discrimination in many domains of living, including at the workplace. In this study, we estimate obesity-related discrimination in work settings in Spain and explore its potential sources. We use data from the European Health Interview Survey conducted in 2009–2010. Our models control for a comprehensive set of demographic, socioeconomic, health, and work-related sickness characteristics. We run separate models for women and men, and stratify by type of occupation and by area obesity prevalence. Our results indicate that weight-related discrimination in work settings in Spain is concentrated among women with morbid obesity, particularly among those working in customer-facing jobs and living in areas with low-obesity prevalence. These findings emphasize the persistence of the gendered nature of obesity-related discrimination, and provide evidence of a form of induced statistical discrimination. Employers’ expectations of lower returns from obese workers in customer facing jobs might be driven by customers’ preferences caused by social stigma. Furthermore, the role of area-obesity prevalence highlights the impact of cultural social norms even within the same country.  相似文献

Mothers caring for an infant or toddler continue to face barriers in returning to work after child birth. Mothers caring for an infant or toddler with a disability, however, may face even greater barriers. This article contributes to the literature by exploring the employment costs for this group of mothers using a novel Australian administrative data set. The employment patterns of mothers with and without a disabled infant or toddler are compared both before and after child birth. The data follow 7600 mothers on a bi-weekly basis for the entire period 12 months before and the 24 months after child birth and contain information on the disability status of the child, measures of employment and the intensity of employment. I find that mothers of disabled toddlers and infants suffer employment disadvantages relative to mothers of non-disabled children. The employment gaps grow from approximately 6 percentage points shortly after their children are born to 14–17 percentage points when their children are 12–24 months old. The employment gaps exist for full-time employment as well as for short part-time employment.  相似文献

Using European Working Conditions Survey, this paper shows that being employed on a temporary, rather than an open-ended, contract has a negative bearing for job satisfaction. While this effect has been established previously, the novelty of this paper is to show that the effect propagates both directly and indirectly, through working conditions and work quality. Accounting for this indirect effect allows to obtain the effect of the contractual status on job satisfaction that is substantially larger in magnitude as compared to simple direct effects, confirming the importance of accounting for unobservable individual, company-specific, and job-specific heterogeneity when addressing this relationship. Moreover, the extent of co-determination of poorer working conditions and temporary contractual status, as well as the resulting bias in estimating only a direct effect of temporary employment on job satisfaction without accounting for such co-determination, vary depending on a country setting. It is shown that in transition economies, this co-determination is larger than in non-transition economies, possibly because of the workers’ weaker bargaining power, strategic use of temporary employment to circumvent labor regulations, the absence of regulations prescribing equal treatment of workers with different contractual arrangements, or lack of compliance with such regulations.  相似文献

This article presents a broad overview of U.S. economic history which identifies a next stage of feminist economic transformation. It identifies three semihistorical stages in the development of the economic self: gender polarization, gender freedom, and gender integration.1 Contemporary economic values, practices, and institutions–which were constructed on gender polarization between masculine paid economy-centered work and feminine unpaid family-centered work–are currently being undermined by the process of gender integration as individuals of both sexes straddle economy and family, masculinity and femininity, and as social movements organize to inject feminine caring into an increasingly heartless masculine economy. This process is leading to the healing of individuals, male-female relationships, and economic and social institutions, constituting a revolutionary new stage of feminist-inspired change.  相似文献

The effects of offshoring of production have received a great deal of interest due to their implications on labour markets. However, the main theoretical predictions related to this issue are not always fulfilled in the empirical analysis; according to the Stolper–Samuelson theorem, there seems to be unanimous support for its effects in advanced countries whose production is relocated but not at all for recipient economies of the same. Additionally, there is a lack of empirical evidence in countries specialized in unskilled-labour tasks which are, at the same time, economies with higher relative wages in a global framework such as the Spanish economy. In this sense, the aim of this article is to analyse the effects of material offshoring in the relative composition of employment in the Spanish manufacturing industry during the period 1990–2007. Furthermore, we investigate the effects of immigrant labour and the temporary employment rate due to its increasing relevance in the Spanish economy during the period analysed. Using a generalized methods of moments (GMM) approach, our results suggest that, as opposed to most developed countries, offshoring in Spain has favoured the demand for blue-collar workers. In addition, we confirm that the increase in immigration and the increasing use of temporary contracts have enlarged the share of low-skilled workers.  相似文献

A theoretical model is presented which includes the interactions between internal migration flows, employment and unemployment generation, and regional income distribution. Central Asia has low labor force participation rates for women, despite high levels of poverty in the non-oil producing countries. Female labor force participation is related to competing uses for women’s time, especially in a context of poor infrastructure and limited availability of purchased replacements for household labor. We examine factors affecting women’s participation in employment and reproductive household work in Tajikistan, drawing on the 2003 Tajikistan Living Standards Survey. We incorporate specific conditions in Central Asia, including the prevalence of extended family households, norms about how women share household work, an absence of market substitutes for caring and reproductive labor, employment in family enterprises and poor infrastructure, especially in rural areas. We estimate the system using a Generalized Maximum Entropy (GME) approach. We find that few individual and household characteristics are related to time in employment. Time in noncare reproductive work decreases if a woman receives direct remuneration for her employment (compared to working in a family farm or enterprise but receiving no direct remuneration), but increases if the woman has less access to infrastructure. Rural women spend more time in both employment and non-care reproductive work than urban women, but less time in care work. Lack of infrastructure may leave women with few choices with respect to non-care reproductive work, while overall levels of time poverty create pressures on care time.  相似文献

We study three questions which are important for work sharing to increase employment. First, is there a negative long-run relation between working time and employment? Second, are hours per worker exogenous with respect to wages and employment? Third, can policy makers influence actual hours per worker? We formulate a theoretical model for employment, hours per worker, production, and real wages. A VAR model with cointegrating constraints is estimated by maximum likelihood using Swedish private sector data 1970:1–1990:4. We find (i) no long-run relation between hours per worker and employment, (ii) that hours per worker are endogenous with respect to the estimation of long-run parameters, and (iii) that legislated working time and hours per worker are related to each other in the long run. Using detailed time-use data from 2002–03 and 2009–10 for Spain, we analyse changes in the time-allocation decisions of the Spanish population, with a focus on the time devoted to total work. Consistent with prior literature, we document that the concept of ‘iso-work’ (e.g. the time devoted to total work by gender is equal) does not hold in societies with stringent gender roles, such as Spain. Women devote more time to total work than men, and this difference has increased throughout the period studied by 2 hours per week. The relative increase in total work for women compared to men can be explained by a relative increase in market work of 8 hours per week, coupled with a relative decrease in nonmarket work of 6 hours per week, which have led Spanish women to devote, relatively, 2 fewer hours to leisure per week in 2009–10, compared to 2002–03. We propose social norms as a potential explanation of these empirical findings. By uncovering how individuals allocate their time inside and outside the market over a period of time, our results may improve our understanding of the dynamics of economic change and welfare.  相似文献

This paper proposes an equilibrium matching model for developing countries’ labor markets where the interaction between public, formal private and informal private sectors are taken into account. Theoretical analysis shows that gains from reforms aiming at liberalizing formal labor markets can be annulled by shifts in the public sector employment and wage policies. Since the public sector accounts for a substantial share of employment in developing countries, this approach is crucial to understand the main labor market outcomes of such economies. Wages offered by the public sector increase the outside option value of the workers during the bargaining processes in the formal and informal sectors. It becomes more profitable for workers to search on-the-job, in order to move to these more attractive and more stable types of jobs. The public sector therefore acts as an additional tax for the formal private firms. Using data on workers’ flows from Egypt, we show empirically and theoretically that the liberalization of labor markets plays against informal employment by increasing the profitability, and hence job creations, of formal jobs. The latter effect is however dampened or even sometimes nullified by the increase of the offered wages in the public sector observed at the same time.  相似文献

Using data from the 2010 Survey on Chinese Women's Social Status, this contribution estimates the effect of paid maternity leave on breastfeeding duration in urban China during the 1988–2008 period. The analysis applies a policy-based identification strategy to control for the endogenous relationship between paid leave entitlements and breastfeeding decisions. Estimates show that paid maternity leave has a strong positive effect on breastfeeding duration. Specifically, if the length of paid leave increases by thirty days, then the probability of breastfeeding for at least six months increases by 12 percentage points. Between 1988 and 2008, the average length of paid leave for mothers without a college education decreased by twenty-three days, which reduced these mothers’ probability of breastfeeding for at least six months by 9 percentage points. These results support the view that paid maternity leave enhances the ability of employed women to sustain breastfeeding and call for universal paid leave entitlements.  相似文献

Between 1980 and 1998 every Canadian province passed legislation that in some way relaxed restrictions on Sunday shopping. This study exploits the variation in deregulation dates between provinces to identify how retail employers adjust employment and hours of work when deciding to open on Sundays. A major complication of this analysis is to first determine for which provinces the deregulation dates are useful indicators of increases in Sunday store openings. This paper uses a unique trading-day regression approach to identify these provinces and then uses aggregate data from the selected provinces to estimate a simple dynamic labour demand model that allows employment and hours to be imperfect substitutes in production. The results suggest that retailers’ needs for Sunday labour were disproportionately satisfied through increases in employment levels. Comparison of the estimates at three levels of the retail industry suggests that the employment and hours gains were larger among general merchandise stores than among more specialized retail establishments and relatively modest at the aggregate retail industry level. In addition, despite evidence of an immediate shortfall in the employment level below the long-run optimal level, the results suggest that firms were unable to compensate by temporarily increasing the hours of their existing employees.  相似文献

Unpaid family care work encompasses care and assistance provided by members of a household to other members. It is not considered to be a productive activity, and its exclusion from national account statistics contributes to keeping it invisible. We compare Italy and Poland, two countries that have taken different paths towards economic development, but share cultural features that influence unpaid family care work. We estimate the value of unpaid family care work with the opportunity cost and the market replacement cost methods, drawing data from the Polish and the Italian time use surveys and the IT-SILC. Our results show that unpaid family care work represents a substantial proportion of national production in both countries, ranging from 3.7 to 5% of GDP, depending on the method of estimation. The results likewise show that the size, gender distribution and value relative to GDP of unpaid family care work are remarkably similar, suggesting that, in spite of the different history of economic development in the two countries, cultural factors play a key role in determining family decisions that affect unpaid family care work.  相似文献

Morgenstern et al. (J Environ Econ Manag 43:412–436, 2002. doi: 10.1006/jeem.2001.1191) are well-known for its investigation of the employment effects of environmental regulations. However, the cost function specified in that paper is handicapped by its reliance on survey data of the costs of inputs assigned to pollution abatement. In this paper, we specify an input distance function that models the joint production of good and bad outputs. This allows us to measure the relative importance of factors associated with changes in employment without pollution abatement cost data. We operationalize our model using a sample of 80 coal-fired electric power plants from 1995 to 2005.  相似文献

对中国失业的研究已是无法回避的一个问题,而寻求理论支持则是进行研究的一个重要方向。检索就业理论的资料,可以发现最有代表性的就业理论是马克思就业理论和西方就业理论。因此,对这两种就业理论加以比较,理解它们形成的不同背景和分析路径,对比它们不同的内容体系,可以发现它们其实发掘的只是失业的一个方面,遵循的是失业发生、发展的一条路径。因此,在比较中更全面地理解失业,并且可以为研究我国的失业提供某些启示。  相似文献
