We introduce a disparity in price elasticity between government demand and consumption demand into a simple money‐in‐the‐utility‐function model. This extension demonstrates that the effect of fiscal policies on production may be positive, negative, or neutral depending on the disparity in price elasticity between sectors. Because the effect of an increase in nominal money supply with constant nominal government expenditure is the opposite to that of a fiscal policy, a fiscal policy financed by seigniorage can have positive, negative, or no effects depending on parameter values. Moreover, the effect of simultaneous implementation of expansionary–contractionary policies depends on how they are combined.  相似文献

本文采用随机动态一般均衡方法,将政府支出作为外生随机冲击变量,构建中国三部门实际经济周期(RBC)模型,并对改革后的中国经济进行了实证检验,从而考察中国宏观经济波动的周期特征及财政政策的效应问题。研究发现,在包含政府部门的RBC模型中,技术冲击和政府支出冲击可以解释70%以上的中国经济波动特征,中国经济波动是技术因素、供给因素和需求因素综合影响的共同产物。此外,本文证实改革后政府支出对居民消费产生了一定的挤出效应。  相似文献

The paper focuses on the US cigarette industry and uses a gradual switching regression model to estimate changes in the US demand for cigarettes over time. This technique is found to be superior to the use of dummy variables in capturing the health scare. The results show that cigarette demand gradually decreased over a ten‐year period coinciding with the release of key health information. Price and advertising elasticities have gradually diminished, which is consistent with a change in the mix of US consumers before and after the switch.  相似文献

Cost minimization theory suggests national demand equations for paper and paperboard in which demand is a negative function of the price of paper and paperboard, and a positive function of gross national product. A dynamic version of this model was estimated with data from European Union countries, for newsprint, printing and writing paper, and other paper and paperboard. Country-by-country equations proved unstable. Pooling the data across countries, with dummy variables to account for fixed country effects, led to well defined short-term and long-term elasticities with respect to price and gross national product. The hypothesis that income and price elasticities were the same across the European Union countries could not be rejected at the 1% significance level, for the three product groups. From 1969 to 1995, most of the growth in demand had been due to the growth in national product, while price increases had only a small negative effect.  相似文献

This paper uses Chinese urban and rural panel data for 30 provinces, autonomous regions and municipalities (except Tibet and Taiwan) on the consumption of Chinese urban and rural households in 1995–2005, by constructiong a random effect model, to analyze the impact of sources of household’s consumption demand on the Chinese economy. The quantitative analysis reveals that the per capita disposable income of households is highly relevant in explaining households’ per capita consumption expenditure, in these eleven years, and that China’s consumption function was fairly stable. On the basis of flow of funds accounts (barter transaction) data in 1992–2004, the paper further reveals that, since 1997–1998, China’s consumer demand remains in the doldrums because of the following distribution and redistribution process of the national income: The Government’s share of total income and disposable income is becoming ever larger, while the share of households is declining. Aside from the result that a rise in the burden of personal tuition has a negative impact on per capita consumption demand for urban households, we have not found that housing reform or medical expenses significantly reduce consumer demand in China. We believe that low household consumption demand is caused mainly by the income redistribution between households, government, and corporations rather than the inequality in income distribution across households.  相似文献

In this article we analyse the monthly structure of the Brazilian inflation rate by means of using fractionally integrated techniques. This series is characterized by strong government interventions to bring inflation to a low level. We use a testing procedure due to Robinson (1994) which permits us to model the underlying dynamics of the series in terms of an I(d) statistical model, with the government interventions being specified in terms of dummy variables. The results show that the series can be well described in terms of an I(0.75) process with some of the interventions having little impact on the series.The author gratefully acknowledges the valuable comments of an anonymous referee. 本文在理论诠释地方政府支出对农村居民消费需求的传导机制下,通过建立地方政府支出与农村居民消费支出之间的个体固定效应变截距模型,运用我国31个省(市、自治区)1998~2007年的经验数据进行实证检验.结果表明:地方政府财政支农支出对农村居民消费具有显著的挤入效应,而转移性支出与农村居民消费的相关程度并不明显.  相似文献

以非线性有效消费函数为基础,笔者构造了一个政府支出与居民消费的跨期替代模型,并利用1978年~2004年相关数据,实证研究了我国政府支出与居民消费的关系.研究结果表明,在短期内,我国政府支出与居民消费呈互补关系;但在长期内,我国政府支出与居民消费呈替代关系,即政府支出挤占居民消费支出.因此,在短期内,政府可以通过增加支出增加居民消费以提高社会总需求;但在长期经济均衡时,政府不宜采用支出政策来实现长期经济目标.  相似文献

This article evaluates demand-side interventions aimed at reducing residential consumption during the peak energy periods. The interventions were applied to a sample of high-income households and included a set of text message reminders advising participants to reduce electricity use during peak hours. One group of participants received accompanying intra-day increases in peak-hour kWh rates, while another group of participants did not receive any price incentives. We find that intra-day price increases, though small in absolute magnitude, produced significant reductions in peak energy use. Reductions in use, as compared to a control group, were significantly higher among the pricing group compared to the group only receiving text messages, suggesting that pricing played a central role in influencing behaviour. Our results contribute to ongoing policy discussion about the effect of dynamic pricing on consumer energy demand.  相似文献

1998 年下半年以后, 中央把宏观调控的重点, 放在实施积极的财政政策上。即运用适当规模的财政赤字和向商业银行增发国债, 加大财政支出力度, 作为启动国民经济增长的重要手段。但是, 如果没有消费需求的支持和货币政策的配套, 就不可能把行政启动转变为市场启动, 这种投资增长和经济回升, 是不会持久的。这就要求政府的宏观调控的着眼点, 要放在鼓励和促进消费需求增长上, 使投资和消费双向启动, 才能带动国民经济增长的良性循环。  相似文献

We address the two measurement issues in the analysis for the effect of free streaming on the consumption of CD and live concerts. One is measurement type for usage of free files and the other is how to measure consumption of ancillary markets, live concerts. Our results indicate that CD purchase is not affected by free streaming use, not supporting the displacement or sampling effect. Meanwhile, results clearly show that streaming use increases the expenditure for music concerts, supporting positive externality of free files. Regarding the measurement issues, we find better goodness-of-fit when we use the continuous time variable rather than the dichotomous dummy for streaming use and find a clearer externality when we use the expenditure rather than frequency for the consumption of concerts.  相似文献

The design of strategic rent-extracting trade policies requires information that may be private, such as the cost structure of an industry or parameters of the demand function. As a consequence, under asymmetric information, the design of these policies is problematic. We propose screening menus consisting of different instruments (tariff vs. quota) designed to solve this informational issue. We first use a simple model that examines a Cournot duopoly between a domestic firm and a foreign firm with linear demand and cost functions, with both firms supplying a homogeneous good on the domestic market. In this scenario, if the government does not have information regarding the demand parameter, which is known by both firms, a menu consisting of a rent-extracting tariff for a low demand parameter and a rent-extracting quota for a high demand parameter maximizes the government's objective function. This menu leads the domestic firm to reveal private information. We then generalize this framework to a scenario with imperfect information regarding the firms' marginal cost. Finally, we discuss the issue of quotas generating public revenues and study the case of a menu consisting of a tariff and a free quota.  相似文献

In this paper I present a methodology to calculate the benefits of in-kind programs such as public housing which restrict consumption of some goods to the levels offered by the government. Most previous studies begin with an a priori specification of the direct utility function. I begin with the ordinary demand function and then integrate demand to recover the indirect utility function and the expenditure function. I argue that this approach gives additional flexibility in choosing a functional form which best describes the data. I then use this methodology to estimate the benefits of the U.S. government's Section 8 housing program.  相似文献

Because of bacterial resistance, current antibiotic consumption is reinforced by past use, and future utility is lower. The purpose of this article is to provide evidence on habit and addictive behavior toward antibiotics by exploring variations in the average consumption of antibiotics across 20 Italian regions. Using a balanced panel data set (2000–2009), we estimate myopic and rational addiction models, in which antibiotic consumption depends upon demographic and socioeconomic characteristics of the population, the supply of health care in the community, antibiotic price, and the “capital stock” of endogenous bacterial resistance measured by past and future consumption. Our empirical evidence shows that past antibiotic consumption stimulates current consumption and is also consistent with the rational addiction hypothesis. The low price elasticity of antibiotic demand suggests that policy measures targeted at antibiotic co-payments may not be effective in controlling antibiotic consumption. There is scope for other policy interventions, such as incentives and information campaigns targeted at doctors.  相似文献

The government of the Republic of Korea has become concerned with reducing cigarette consumption, which historically has been very prevalent. This study contributes to the debate over cigarette policies in South Korea, with implications for other Asian countries with similar economic and cultural backgrounds. The authors estimate cigarette demand in South Korea over the period 1960–97, considering various government policies employed to reduce cigarette consumption. Results of the estimation suggest that taxation appears to be a viable means of reducing cigarette consumption, but methods to inform the public about the health hazards of smoking should be reconsidered and strengthened. In this paper, we investigate the relation between public and private consumption, by constructing a general government spending data set, by function, for 12 European countries. In particular, we split government consumption into two categories. The first category—“public goods”—includes defence, public order, and justice. The second category—“merit goods”—includes health, education, and other services that could have been provided privately. Equations from a relatively general permanent income model are estimated by GMM. The estimates are fairly robust in showing that public goods substitute while merit goods complement private consumption. However, the relation between merit goods and private goods turns out to be stronger than that between public goods and private goods. Thus, in the aggregate government and private consumption are complements.  相似文献

This paper studies the effects of health shocks on the demand for health insurance and annuities, along with precautionary saving in a dynamic life-cycle model. I argue that when the health shock can simultaneously increase health expenses and reduce longevity, rational agents would neither fully insure their uncertain health expenses nor fully annuitize their wealth because the correlation between health expenses and longevity provides a self-insurance channel for both uncertainties. That is, when the agent is hit by a health shock (which simultaneously increases health expenses and reduces longevity), she can use the resources originally saved for consumption in the reduced period of life to pay for the increased health expenses. Since the two uncertainties partially offset each other, the precautionary saving generated in the model should be smaller than in a standard model without the correlation between health expenses and longevity. In a quantitative life-cycle model calibrated using the Medical Expenditure Panel Survey dataset, I find that the health expenses are highly correlated with the survival probabilities, and this correlation significantly reduces the demand for actuarially fair health insurance, while its impact on the demand for annuities and precautionary saving is relatively small.  相似文献

A money demand function for the Candian economy has been estimated to explore if recent financial innovations have caused any significant change in the structural relationship between the demand for money and its determinants. Two sets of estimation results have been analysed: the first set is obtained by estimating a standard money demand function for several overlapping sample periods and the other set is obtained by estimating a modified version which included a dummy or a ratchet variable to capture the effects of innovations. The estimated equations have been used to generate ex-post simulations and forecasts. The results suggest that innovations have displaced the money demand function in the early 1980s. It also appears that the incorporation of approriate innovation variables improves the predictive performance of the money demand function.  相似文献
